right when a driver hit and struck him. right on this very roadway. trooper velez was conducting a traffic stop when he was struck. he was 48 years old and graduated as a member of the 18th contact in from lakewood heights i'm jazmine monroe channel 3 news. >> thank you, jazmine. the crash had traffic snarled pretty clear. as well as all ramps to 90 from the interbelt i-71 north and i- 490 west. these reopened around 6:00 after being shut down for almost six hours. and while traffic has been slow getting back to normal, things right now as you can see by the green flow of traffic, things seem to be getting back to normal and things are moving clearly. breaking news just in. we have learned an accident on i-71 northbound at west 150th police are still on the scene and at this time they are not releasing any details. check the wkyc app or website later tonight. right now a vigil is going on in ashland at the home where police found a kidnapped woman and two dead bodies earlier this week. only one of those bodies has been identified 40-year-old stacy stanley. another body was found in richland county after suspect look. as you can see, many came out to remember the victims today. as you can see quite a crowd has gathered there this evening. that community has been shook by this story as it has developed and the news has come out and the details have come out all week long. and they are all getting together to see if they can find some peace in that community right now. meantime the bond hearing for the man linked to three murders in ashland and richland county is set for 3: afternoon. shawn grate is accused of killing stacy stanley and another unidentified person whose remains were found in a home on covert court on tuesday. he's also charged with kidnapping after another woman managed to escape the home and called 911. neighbors say they fear for their safety after hearing about the murders in their community. >> these are my streets. i walk these streets but now i don't feel safe anymore. this is my community and i small children that is still growing up in this town. i'm ready to pack up and leave >> grate is accused of killing another person in richland county but has not been charged in that murder. meanwhile the murder continues to grow. new tonight the family of a 13-year-old columbus boy who was killed after being shot by a police officer is calling for an independent investigation into his death. tyree king was shot after ru as ted hart reports, he pulled a bb gun from his waistband. >> reporter: police were responding to a call of an armed robbery and chased suspects on foot where shots were fired. >> he's shooting him. oh my god. >> reporter: police say 13-year- old tyree king did not respond to police commands and pulled a gun from his waistband. chief kim jacobs says this is >> our officers carry a gun that looks identical to this weapon. >> reporter: the police service revolver is on the left. the bb gun is on the right. the fact that it's a police involved shooting of a young black male similar in many ways to the case of tamir rice makes this a story of national interest. >> execution is not the answer to a robbery. columbus. >> it is our responsibility to this city and the community to step up. to make sure that our children in our neighborhoods are safe. >> reporter: the officer involved a nine year veteran of the police force is on the prosecutor. in columbus ted hart. the man wanted far double murder in a downtown cleveland apartment building is behind bars. 29-year-old james johnson was arrested this past weekend in michigan. police say he is a suspect in an armed robbery that left two people dead in january. he will likely be extradited back here to ohio later on this month. not a happy day for cleveland schools. the district gets all f's. 16 of th report card. tom beres is joining us now. this comes as the district tries to convince voters to renew a very big school levy. >> reporter: as you say grim news and a downer of a day for cleveland schools. the job of promoting a cleveland school levy just got more difficult and backers would say more urgent. schools were bracing for bad news but not this. all f's including an many districts slid backward in some scores because the state test has changed three times in three years and the achievement expectation bar was raised too. we asked what cleveland parents think. ceo eric gordon out sick today. just talking state of the schools yesterday. >> suspend them and send them home and kick them out it's too easy. they don't try to work with them. >> i feel like they are doing good. my daughter did good. we have made the last four years. let's accelerate our gains. celebrate our successes and keep working to meet our challenges. >> reporter: well again gordon trying to stress that progress. disappointing but not unexpected. points to a 91% graduation rate. more students taking college courses. there are bright spots in individual schools, school report cards coming out for for the levy job of convincing voters that schools are making enough progress and to keep the money coming. the scores statewide reflect new tests, higher achievement targets and more challenging expectations. improvement is happening and it will begin to show on later report cards. report card just one way to measure schools success but tonight lots of puzzled parents, unhappy superintendents. >> let's talou of that. there was a lot of interest in this. a lot of people were dialed into what this report card was going to look like. and now you talk about the disappointment and concern, but it was big wasn't it? >> reporter: they telegraphed these results were being released at a certain time today and there was such a huge demand from parents and school officials, the state department of education website was out of service for a long time. a lot of people care about these numbers and i think cleveland schools will work take on this. >> thanks, tom. new developments in the school bus accident that killed a norton high school student. within the hour students, parents, and community members gathered and released balloons to remember 16-year-old kyle richmond. he died yesterday after police say he fell from a skate board and hit by the bus. the accident happened on greenwich road right across from the high meteorologist greg dee has his prediction. >> reporter: greg dee with a special weather geek first for you today. after last winter being so mild, thoughts were that this year we will swing back into the opposite la nina. during that pattern, the jet stream dives south across the ohio valley and typically more moisture for us maybe meaning they were so concerned about this, they had issued a la nina watch for the pacific ocean. the latest data from nasa looking across actually indicate that's the waters are not getting colder. which would indicate a la nina pattern. earlier in the summer the forecast the chances of seeing a la nina were at 75% in june. in july they dropped to 60%. in august they dropped to 40%. and now it em seeing a la nina and a crazy abnormally cold winter are dropping fast. in fact, it looks like this winter may actually be pretty typical. so in a typical winter in northeast ohio, here's what we see in terms of snowfall. just one of the factors. cleveland sees about 68 inches of snow. that is because of the lake effect. if you live away from the lake, you will see more like 45-50. the forecast does not say how typically it looks like we should see a normal pressure center. we get that south to north flow. that is what is going to help to sustain and support more heat tomorrow on your friday. when we say more heat, we're talking about temperatures back into the 80s. so a little something for you to look forward to. now it's this cold front that will push toward the east that will ignite scattered showers and thunderstorms on saturday. so if you have any early weekend plan, i want you to plan around rainfall. here's what it looks like though tonight. a great night to perhaps get the kids, get the family and don't forget the puppy as well and go
