blocking the left lane and causing a slight dlai. dorsey avenue is closed between north woodward drive and north stewart street with fire crews on the scene. take eastern boulevard instead. watch for debris in howard county just past route 103, st. johns lanes. fortunately, no major delays on the 207 -- top or west side. a look at the harrisburg expressway. traffic is light on the harrisburg expressway at shawan road and we can take another look outside. that's going to be 695 at park heights avenue. again, traffic back beyond park heights avenue approaching reisterstown road because of latest. >> reporter: good morning. this is where two of the three shooting victims are recovering this morning. police say this all started with a fight at dundalk high school, spilled over to a residential area where shots were then fired. this is the end result of a hectic night for city and county police, a high-speed chase that ended at reisterstown road. it all started around 8:00 when police were sent to dundalk and baltimore county for a report of three people shot. >> during that call, the karla advised that the suspects were driving a black camaro. one have the officers saw the suspect driving. >> reporter: when the officer got behind it the camaro sped away. wjz spotted two men taken away from the scene in handcuffs, one even miled at our camera as he was being led into a waiting police car. both men are considered suspects in the shooting. >> two teen males, they've been taken to johns hopkins hospital, and there's also a female in her late teens to early 20s who has been taken to johns hopkins. >> reporter: police say the shooting is related to an argument which happened earlier in the day at disun dock high school. >> i know at least one female was arrested earlier this evening around 6 p.m. or so. >> reporter: now the officer and the three shooting victims are all expected to survive. it's not clear if those three shooting victims are students at dundalk high school. don, back to you. >> police also say it's not clear how the two menu the teens that they are accused of shooting. fire crews remain on the scene of a house fire on dorsey avenue in essex. two adults and two children were inside at the house. all of them got out. the plan to give instate tuition rate to the children of some illegal immigrants is drawing opposition. one says federal law should preclude it. mcdonough calls maryland a disneyland for illegal immigrants. filling up your coffee pot, taking a shower or brushing your teeth-- all things that could cost you more money. kelly mcpherson explains what's behind bigger water bills. >> reporter: baltimore city water is costing more, in part because of this -- and this -- and this. it's no secret that baltimore city suffers from old infrastructure. behind me on north avenue is where one of the 400 water main breaks happened this year. in 2010 there were nearly 1200. it's considering a 9% hike in the water rate. >> if you really looked at what we really need to meet the current needs, especially with the federal mandates, you're talking over 20%, 25% increase. >> reporter: people paying for the water say -- >> they already have enough trouble drawing people towards their city, making it that much more unlivable doesn't seem real list tick. >> the water and sewer should pay for this self-through the fee -- for itself through the fees. >> reporter: they have to update water storage facilities for homeland security mandates. >> it's not a for profit entity. we have to use the income from the water bill tools pay for the infrastructure improvements. >> reporter: the hike would enclose go $90 for a family of fowmplet even though neighboring counties utilize city water, the rate hike would only apply to city residents. kelly mcpherson reporting. >> there will be a public hearing before the increase goes into effect. your local super fresh could soon be sold. the parent company plans to sell off most of the maryland grocery stores, 22 in all, as farther of a restructuring plan as a&p go through bankruptcy proceedings. the two stores not affected are the ones in ocean city. the legacy of barry bonds is forever changed as the jury convicts him against one of the charges. here's mark viviano to explain. the defense vows to fight that conviction. federal prosecutors are deciding if it's worth the time to try bonds on the deadlocked charges. barry bonds smiled minutes after the verdict. he was convicted of obstruction of justice but the jury deadlocked and could not reach a verdict if he lied about using steroids. his attorneys seemed happy with the outcome. >> we want to thank the jury for its hard work and diligence and attentiveness. >> reporter: when bond was setting home runs he was using products by balco. he told a jury in 2003 he never knowingly took steroids. after four days of deliberation, the jury could not agree on whether or not bonds lied. >> the evidence that he did steroids was there but did he knowingly know that, we couldn't answer. >> reporter: outside a courthouse had reporter asked him who he might play for next. 46-year-old bonds said quote, i can't play baseball. >> federal guidelines call is for a sentence between 15 and 21 months. the orioles are hoping to snap a three-game losing streak in new york. the birds pitching struggled. alex elementary when a man pulled up offering them a ride. the boys got. when he exposed himself, the boys ran off. the man is described as a man in the 40s with braces on his tees. >> all eyes will be on anne arundel county as the church is planning to protest a local school. police have announced the closure of disney road through the morning rush and route 175 could be shut down if need be. the protest is planned for meade high school. the unthinkable scene in new york state as ines ferre reports for wjz. a woman drove herself and her children to their death in the hudson river. >> why would she drive her car there. >> reporter: angela grieves for her niece in newburgh, new york. police say 25-year-old lashanda armstrong took her own life and killed her three children when she drove the vehicle into the river. less than an hour before gillian had called police. no one was at armstrong's home. >> she was a good mother. >> reporter: armstrong's three young children, 11 months, 2 and five died. the oldest son, a 10-year-old boy was able to escape. >> he climbed out before the vehicle sunk. >> reporter: the boy was able to swim to shore and was spotted by someone passing by he could barely speak because he was so upset but eventually explained what happened. armstrong's neighbor said she was a good mother. >> when she was outside with her kids, she was a good mother. >> reporter: gilliam mentioned a history of problems. in newburgh, new york, ines ferre. >> the aunt said the 10-year-old is doing very well. >> another air traffic controller has fallen asleep on the job. this time at the reno tahoe airport while a medical plane was trying to land. the pilot finally landed after 16 minutes of circling. extra air traffic controllers will be added. another naval academy mid-shipman has been expelled for using synthetic marijuana known as spice. it is banned by the defense department. the frm tv talk show host from here is no longer facing charges. prosecutors dropped the case because tests were negative for the drug. depending on your airline, you may have to pay up to $35 to check a bag. what happens if the airline loses it. they do not automatically before. teachers use over $400 a year out of their own money for supplies, for this or that. what if you looked at person next to you and say hey, on the job, you're going to give back $400. would you flow -- throw $400 back. teachers do it every year. >> just to go that extra mile. i appreciate it. i have three small children. i really appreciate them. i think they're month few other industries like nurses and different things like that, but i definitely think teachers are high on my list of who should be applauded and who should be make the big million dollar paychecks. this is our wi of --
