on. but we begin with derek valcourt with the latest on when schools will finally reopen. derek? >> reporter: all of this snow has caused so many problems with side streets, sidewalk. bus stops. and most say they need to give kids extra time to get to school for the rest of the week. >> a two-hour delay, it's a system many say will best allow students to come to class. carroll county, baltimore county, anne arundel and harford county all say they will delay by two weeks. >> giving them the extra two 2 hours allows them time for students to get to school, to take their time and get there in a proper manner. >> reporter: part of the problem, many schools are still digging out. teams of teachers and staff spent time clearing pathways and sidewalks. students could access the buildings. another major concern, bus stops like this one. never plowed out. which could force some students to walk in the streets. and in many areas, even some of the streets are still not passable. some of them sitting right next to schools. >> this is treacherous territory because it's all ice. >> some roads that weren't plowed are now packed with ice, causing more than a few cars to get stuck and leaving area residents frustrated and concerned for both the young and the old. >> it's not fair. there's a lot of elderly people that live on this block. they can't get out. they're stranded. and it's not right. >> reporter: kent county on the eastern shore, also joining the list of schools with a two-hour delay. their delay, though, for tomorrow only. live in baltimore, derek valcourt, wjz eyewitness news remember. >> thank you so much, derek. and first warning weather coverage continues now with mike hellgren who has more on the traffic problems all of this lingering snow is causing. >> reporter: there really are a lot of traffic problems. some one- and two-mile commutes are taking. we'll show you at 5:00, how coldspring lane was all jammed up. it still is, across the city. it's going to take days, maybe weeks before everything is back to normal. >> reporter: from sky eye chopper 13, you can see the snow removal crews at work. opening more lanes on busy edmondson avenue. you can also see the huge backups. traffic was at a standstill. and most of the people in it were fed up. >> tell me how long you have been waiting in this backup? >> approximately like an hour. >> wow. >> yeah, it's crazy. >> it's a mess for anybody. to tell you the truth. a mess. >> reporter: a traffic nightmare that has people wondering, why do they do the cleaning now? >> on a busy street, in the middle of the day. that's ridiculous. they could do this late at night when no one is out here. >> reporter: adrienne barnes says they try to. but with round-the-clock schedules, there will be continue to be road closures around the city. >> we're trying to work as diligently as we can to avoid such closures because we recognize that people are moving out and about. and we don't want to delay them any more than they have to be. >> reporter: it's not just the snow removal making travel times triple and quadruple what they normally are. >> we have an an abrupt lane reduction. and then potholes. >> reporter: and an accident like this one that snarled traffic on the jfx. a car plowed into the snow banks. creating headaches on 41st street at falls road. it's home base for rick atmon, who delivers for falls road carryout. >> takes about four lights to get from the grocery store to the main road, falls road. >> reporter: the city is also still working on side streets. some of them, like mary avenue, in northeast baltimore, are impassable, without four-wheel drive. >> now, at this point, the city is still under a phase 2 snow emergency, which means you can't park on those snow routes. but wjz has learned that that will end at midnight. that could spell even more trouble, trying to clean out some of these side streets and main roads. reporting live in north baltimore, mike hellgren, wjz eyewitness news. >> okay, mike. thank you very much. and as you have been talking about, edmondson avenue, causing traffic delays tonight. the same on a number of other streets around baltimore. first warning weather coverage continues now. with captain mike perry with more on this. >> hello, vic. we have been covering this edmondson avenue situation all afternoon. and what you're looking at right now is the crew working its way toward baltimore county. they're now working between swan avenue. and cook's lane. which is right at the edge of this city line. they have traffic snarled completely back into the city, along -- from edmondson village, back to hilton parkway. police are actually moving cars off of edmondson avenue. back at hilton parkway. and not allowing them to come any further. these few that you see here are kind of trapped in between wildwood parkway and edmondson village. it is a mess. extends well back into the city. this is apparently very, very heavy equipment, moving very, very large piles of snow off the sidewalk and widening the road to four lanes. back to you on tv hill. >> i can attest to that same problem on liberty road. i was late getting to work because of that snow removal. captain mike perry. the weight continues to cause snow removal. weijia jiang is live in hampden with more on this. >> reporter: recoverers say the major -- roofers say the major issue right now is these piles are really starting to settle in. and there is no telling when and where. they could simply crash. >> it just came down like no more than five seconds apart from each other. >> for six roofs in west baltimore, the weight. snow and ice was too much to bear. neighbor, tony robinson, saw the crash, he says, like domino's. >> it was like a loud boom. just a loud boom. like everything collapses here. it fell like an order. boom, boom, boom, boom. just the whole foundation fell in. >> reporter: foundations are falling across maryland. in annapolis, there was a three- story parking garage. the operator of this plow barely escaped injury. >> live low from the snow had caused the garage to collapse from the third floor down to the first floor. >> reporter: roofing contractors expect many more calls to come because the piles on the roofs are melting and refreezing almost every night. and of course, ice weighs much more than fresh snow. >> we're hearing ceilings starting to cave in. >> in howard county, a barn caved in, killing 80 animals. homeowners came home to devastation like this. then come other problems at the sykesville fire department. roof debris sparked a two-alarm fire. destroying the inside of the building. and back on edmondson, affected residents can't use their front doors until the cleanup is done. but the rear way is sketchy. >> the alley is not -- the alley is not even clear. >> i guess it's just going to slide right. hope you don't fall. >> reporter: roofers warn do-it- yourself shoveling can be dangerous. but guys like robert rob inson would-- robinson would rather risk it. >> i was going to land real soft. >> reporter: and the reality is, a lot of people are like robinson. they want to do it themselves. so roofers suggest getting a long stick like a broom, so you can shove the snow off the ground. but if you are going to physically stand on the roof, they suggest you have to watch out for any wires and icicles that may break. we're live in baltimore city. weijia jiang, wjz eyewitness news. >> i'm not so sure three or four feet of snow would be that soft. >> not right now. it's definitely hard blocks of snow. >> that's right. thank you, weijia. snow appears to be out of the area, at least falling snow for now. first warning weather coverage continues with meteorologist tim williams and bob turk. bob? >> take a look at radar. there's snow falling. not right here. but to our northwest and northeast. the weak system that came through our region last night with very light snow activity. still causing pretty good snow activity in connecticut, massachusetts, around new england. and to our west as well, getting a little more snow in western pennsylvania. and that will be affecting garrett county and portions of allegheny county. it's possible we might see a few flurries drifting over the mountains tomorrow. but temperatures should generally get above freezing, which is good news for the next several days. tim has a look at our wednesday forecast. and a new snowfall number. >> reporter: we definitely are experiencing the winds now. as this clipper system is moving up to our east. it is the wind around that clipper and the high pressure building in that is funneling these cold, cold temperatures. we'll call it seasonably cold, because we're still only below our average of 45. we'll be topping out around 40. if you wonder, have any doubt in your mind as to why we're dealing with these problems with the snow on the ground. these are the latest numbers. again, we have been telling you for quite sometime, the all- time record for the snowiest season, talking about fall through, say, april or so, 62 1/2 inches. we with a trace of snow that fell over bwi last night into this morning. have now topped 80 inches or more for the weekend. we are approaching now, seven feet. seven feet of snow for the season so far across it -- the state. it's just melting down. jail cell. mary is live in the newsroom with more on this case. mary? >> reporter: 61-year-old phillip holland was found dead saturday. apparently he had committed suicide. he had been held late january on several accounts of attempted murder. police tried to serve an arrest warrant on holland. he was wanted for allegedly stabbing his ex-girlfriend. when officers approached him, he charged them with a knife. he had been facing two counts of attempted murder for attacking police. another count of attempted murder for stabbing his ex- girlfriend. vic, back to you. internal investigators are reviewing the deaths. cracking down on criminals using cell phones in prison. for the first time, a test of cell phone jamming equipment will take place inside a maryland prison. the testing will take place in cumberland. it is currently illegal to use cell phone jamming equipment, without federal permission. corrections officials hope the equipment will stop criminals from running operations from inside prison. you see it on the roads all the time. people driving while eating, talking on a cell phone, combing their hair. -- t is distracted -- it is distracted driving and it is deadly. now, suzanne collins reports, there is a new push to ban this driving behind the wheel. >> reporter: people have been changing radio stations while driving for years. but with the advent of smart phones, it's now possible to drive and surf the web and even check facebook. >> no, no, no. i don't even look in my phone's direction. >> reporter: of course, if you'relate for work, -- you're late for work, women can examine their makeup, and do it -- steer with their knees. >> we do. but it's note right. >> reporter: all of these fall in the category of distracted driving which may soon be illegal in maryland. >> this is when you have a hamburger in this hand, a soda in this hand, the cell phone here. and then you're trying to shift. you know. that is a problem. >> reporter: today, a house committee hears several bills about the dangers of driving while occupied with other tasks. >> reporter: last year, lawmachers decided that -- lawmakers decided it was very dangerous to send a text message while driving. so they outlawed it. this year, they're considering even outlawing reading a text message while driving. >> reporter: testimony on banning text reading. it takes an average of 4.5 seconds to look away. but one teenager doesn't think that bill is necessary. >> i don't think it should be. because it's not really that distracting to read the text message. now, texting back is a different story. >> we need to get tough on drivers who are, you know, talking, dialing, reading text messages. >> reporter: and that committee chairwoman, who admits she herself has had a hard time breaking a texting and drive habit, also thinks maryland should require all cell phones in a car be hands-free. now, if reading a message, text message while driving is banned, you could only be charged with it if you are initially pulled over for another infraction. r for president obama comes to maryland to make another announcement. the president makes more than $8 billion in federal lone guarantee -- loan guarantees. the plant will be built in georgia. the president made the statement before small business owners in lanham, prince george's county. he says this is a cost- effective and and igloos. the county is concerned, children could die. look closely, along this narrow lane. the county says there is something potentially deadly in view. do you see it? >> this is my fort over tunnels and igloos that people don't think about when building forts in the snow. >> one of the problems, a driver couldn't see a child in a snow fort like this. >> reporter: and tons of snow could be above the opening. >> the risk of suffocation if these kinds of structures collapse. >> reporter: joseph's ford is melted. and -- fort is melted and he said it is now too small for him. but he says they built it when the snow was packed. >> we built it when the snow was up to your knees. >> so nobody was coming down. >> nobody. >> you do the best you can. and you certainly don't want your kid to feel like he had to live in a bubble. nor do you want -- you want towerio -- your kids to make it to the next stage. >> they can't condone any form of igloo. but this might be pointing in the right direction. it's away from the street and there's no roof, so it can't collapse. >> and deaths have been reported in canada and earlier this winter, an indiana snow plow driver said he came within seconds of plowing into a fort alongside the road, with children inside. homeowners in foreclosure could soon get some help from the general assembly this year. governor martin o'malley wants legislation, requiring lenders to negotiate with lenders who ask for their home loans. >> reporter: in this protest, at the height of the foreclosure crisis, a woman watches as her home is auctioned. >> third and final call. >> and this is not fair. it's unjust. it's unfair. and i really think they need to step up for the communities that is having these issues. >> it seems as though the american dream has now become the american nightmare. >> reporter: governor o'malley wants to require lenders who help homeowners who ask for loan modification to get it. >> put them on an even keel, on an evening playing field, with these faceless giants who have hidden behind the call-waiting machine, while more and more families are put out on the curb. >> reporter: baltimore congressman elijah cummings also talked about the bill. >> get them through the storm. so when the storm is over, they're not riding by the house with their kids in the car, saying that's where we used to live. that's where we used to live, children. and by the way, when i speak of children, understand, it's not just about adults here. we're talking about children. and anybody who has a child knows that one of the most important things that you can provide for a child is stability. >> it's one of the saddest things that happens in our state and happens every day. is the number of families that lose their homes to foreclosure, even sadder than that, are the numbers that could have been saved, if only these mortgage services were actually responsive, came to the table. and the family says the modifications that many of them actually can't afford. >> reporter: and the governor says maryland continues to be a leader in instituting new policies to protect homeowners in foreclosures. while mortgage companies continue to call in loans, the state is there to lend a helping hand. reporting live from annapolis, i'm pat warren. back to you on television hill. >> the legislative leadership has also exrelsed support for -- expressed support for this measure. we have promising news for the maryland woman whose cancer diagnosis promised her to live out her dreams. the woman, nicknamed "super susie "has died. she was diagnosed with intestinal cancer. 79-year-old susie mann chose to spend the rest of her life, to the fullest. she died yesterday. she was surrounded by her family and her friends. >> >> she lived life on her terms. >> that's a wonderful story. we have clouds. down around the freezing mark once again. so every night, as we see? melting, we'll-- some melting, we'll see hagerstown. we're talking temperatures in the teens with 14-mile-per- hour. feels more like 5 above zero out there. winds are beginning to come down. 12 in ocean city. 10 over in d.c. 18, phillip and leigherstown. hagerstown. sat-rad shows the system that came through last night, gave us a few snow showers. it is causing pretty good snows around portions of connecticut and new york city. two to four inches, generally. and even more than that, connecticut massachusetts, picked up moisture along the coast to get some rain. to the west of us, another upper-level system spinning up here. causing snow over michigan. northeastern indiana. ohio, western pennsylvania. this is going to spin by to our south tomorrow. this probably will see some flurries out of it. not much. most of the air coming out of the west/northwest, tend to dry down. as it comes over the mountain. chances, we'll see a lot of clouds
