bob? >> let's take a look at temperatures now. just about as hot as it has been the last three hours. but the dew point, it's high. when you combine those who, it feels like 101 on your skin. 110 in easton. 92 in ocean city. and only, only, i say, 80 in oakland. about 100 degrees the way it feels in oakland. now, for again tomorrow and friday. the weather service has issued an excessive heat warning during the afternoon, 12:00 to 8:00. heat index temperatures can reach between 105 and 110 degrees. both of those days, probably even into saturday, it appears at this point. where is all of that coming from? bernadette joins us with the forecast. we have been hearing about all of the record-breaking heat over the country. and this is why. there's a large area of heat. and the jet stream is so far up to the north that it is keeping any of the cool air away and allowing all of this heat to just expand and sit there and grow upon itself. the reason we haven't had all of that heat quite yet is because of the cold front that went through yesterday. but now that it's gone, all of that air is moving in our direction. and we could be breaking records as we head toward the weekend. back taps reveal according to investigators how a city police officer ran a major heroin ring with ties to africa. wjz is live. mike hellgren takes us inside the drug operation tonight. mike? >> reporter: the feds say officer daniel red was speaking coded language and making deals worth tens of thousands of dollars while in uniform, never believing he'd get caught. >> reporter: federal authorities say couriers would make the 11-hour flight from mccraw and ghana, africa. runners would then take the drugs. that's where red came in. he would work with tamim marreh. >> the couriers made $15,000 per trip. so they made a lot of money off of it. >> reporter: detailed wire tap conversation. you can hear the officer's police radio under some of them. in one, he tells him yeah, that's all it's going to be. 200 for me. a little piece for me and the rest for you. >> reporter: prosecutors say officer redd got one of has biggest shipments of heroin in what he believed to be a shipment from exxon. >> almost $40,000 worth. and provided protection to a dealer. he tolder, -- told her, i mean, the officers shouldn't give a blank because i'm on your side. >> we can't give corner to corruption. we can't and won't. and we will exhaust every means and every resource to eliminating it from our ranks. >> police, king kong ain't got nothing on me. >> reporter: on facebook, officer redd says his favorite movie is training day, where denzel washington plays a crooked narcotics officer who is above the law. but feds say redd is not. he now faces life in prison. >> reporter: and city police contacted the fbi, when they first got wind of this corruption. officer redd will be in court, friday morning, for a detention hearing. reporting live at city police headquarters, mike hellgren, wjz eyewitness news. >> federal prosecutors charge four other people in connection with a heroin ring. they all live in the baltimore area. a baltimore police officer shot in the line of duty. tonight, detectives are trying to find out who did it. vic is in the newsroom with an update on the officer's condition. >> the 24-year-old officer was shot as he responded to a domestic violence call. it happened just before midnight on cook's lane. as soon as the officer got out of his patrol car, he was struck by a bullet in his hip. tonight, he's been released from the hospital. anyone with information is asked to call baltimore police, at 410-396-2100. kai, back to you. >> vic, thanks. the wounded veteran is a member of the baltimore police department. pleaded guilty to today to distributing child pornography. 56-year-old ira fred rigor will serve time in prison for the crime. >> reporter: ira fred rigger will serve 18 months behind bars, after admitting he distributed child pornography. rigger will also serve five months probation, register as a sex offender, and is forbidden to be around children. the plea agreement also says rigger must have supervision around his 8-month-old grandson. >> this isn't someone who is trading baseball cards. this is someone who is trading a child imarg who -- image who has been abused. >> reporter: last month, they tracked his ip address online to explicit child pornography. vferghts say they -- investigators say they found illicit pictures. his attorney maintains rigger is not a pedophile. police say there was no evidence rigger had inappropriate contact with children at the pool. >> they want everyone to know and that the padonia park club, the pool, is still a very beautiful, safe environment for family and children. >> reporter: after his arrest in june, rigger was banned from the property which his family has owned for decades. his financial stake in the club is in the process of being removed. several baltimore city schools are among the nation's most persistently dangerous schools. baltimore rising star academy. garrettson middle school. are on suspension for offenses involving arson, drugs and weapons. local school systems are required to report suspensions suspensions and expulsions, under the federal no child left behind act. cutting the cost of living in the city. property taxes take center stage in the baltimore mayor's race today. wjz is live. political reporter pat warren has more. mayor stephanie rawlings- blake's new proposal, and reactions from the other candidates. pat? >> kai. there's been a standing position in the city that baltimore really can't afford to give homeowners a tax break, given the condition of the budget. but where there's a political will, there's a way. >> reporter: what can mean the families like the tillmans to live in baltimore city? >> everything i need and my family needs is all right here, that we can get to right quickly. >> reporter: location, location, location. from the convenience of the business district, to the heart of family history. neighborhoods and communities like little italy. greektown. and the 800 block of winans way, where the tillmans live. >> i'm half close to 70. i'm close to 95. i'm close to the airport. >> reporter: close to every way out of the city, which is the road thousands have taken, given baltimore has the highest property tax rate in the state. >> this is about providing real relief to city homeowners. >> reporter: mayor rawlings- blake is if n favor of this. candidate jody landers thinks the plan is faulty. >> it's not enough. we really need to give tax relief across the board. 50% of all of the residential housing in baltimore city is rental housing. so virtually 50% of all residential housing will be excluded from any benefit from this proposal. >> reporter: candidate otis rolling's reaction is that incremental tax will work. jobs will create the tax revenue he says needed to reduce property taxes. mayor rawlings-blake says it is not a problem that can be solved in just a few years. >> in plan recognizes that reducing the property tax rate requires a long-term solution and careful planning and budgeting. >> reporter: mayoral candidate and state senator katherine pew also has a plan for reducing taxes. >> the rawlings-blake credit tax program would need approval from the maryland general assembly. who holds the key. today, the nfl players association is told to go over a possible deal. sports director mark viviano joins us now. the clock is ticking. but the game plan to end the lockout continues to have both sides moving in the direction of a settlement. and it's been going that way for more than two weeks now. today, the players association gathered at headquarters in washington, led by association smith. joined by representatives from each of the 32 teams. the goal, to go over a proposed plan with each of the collective bargaining. but these players are not concerned about the calendar or the clock. players are not in a rush. we're not tied to a time line of july 21st. our time line is that which gives us the deal that is the best deal for our players. so whether that's today or tomorrow or whatever it may be, we want to play football, go back to work, but we're not going to agree to any deal, unless it's the right deal for all of the players. >> every woman, requiring healthcare coverage to cover it. many patients can't afford contraception. >> it is very frustrating when you feel that you can't give patients what they need. and so they end up showing up with an unintended pregnancy. >> reporter: but the catholic church is coming out strong against the new recommendations. the archdiocese of baltimore released this statement, to wjz, urging the government to strike down what it calls controversial elective practices. the statement from cardinal daniel denardo. it says in part, the mandate would force all men, women, and children. dr. aaronson says she understands the drove. >> certainly if people have religious objections to taking these pills or using contraceptives, then that's their prerogative not to use them. but for people who don't have those types of religious beliefs, it should be available. >> reporter: she says she just wants what's best for her patients. >> reporter: and despite the opposition, there really isn't much the church can do. the final decision is now in the hands of the secretary of health and human services. >> that decision is expected by the beginning of next month. if you're waiting for thank you for staying with wjz eyewitness news. here are some of the things people are talking about tonight. a federal judge gives the go-ahead to a lawsuit by the marine's family. the city of baltimore could be forced to pay millions for the officer's action. >> -- officer tshamba was leaving a mount vernon nightclub when he shot the unarmed marine 12 times with this police-issued weapon in a dispute over a woman. while tshamba awaits sentencing, a lawsuit by the victim's family moves full speed ahead in a federal court. this ruling allows the police department, the police commissioner, each the mayor, to be sued under a federal law for failing to stop an officer. >> there were several things that should have raised the red flag to the city police department. >> reporter: at issue, says attorney dwight petit, an incident in which tshamba opened fire. several who were later strip- searched all because she didn't sign a traffic ticket correctly. then a 2005 incident, in which tshamba shot a man in a foot. federal court could,a low for higher damages as the victim's family tries to prove the city is liable for tshamba's actions. >> the reason our loved one is dead is in part the blame of police supervisors, the police commissioner. people including the mayor, whose job it was to stay on the alert, to make sure that people like this aren't out there just one trigger pull away from you and me dying. >> tshamba heads for his criminal sentencing in august. he faces up to 30 years in prison. derek valcourt, wjz eyewitness news. >> derek, thank you. legal expert says the civil lawsuit against tshamba in the city could take two to three years to wind its way through the federal court system. a man drowns in anne arundel county. police say a man jumped often -- off a pier near pasadena. about an hour later, police found the body nearby. police identified the victim as 46-year-old charles bronson of pasadena park. a massachusetts woman drowns in a crowded swimming pool and no one notices for more than two days. now police are explaining how it happens. >> reporter: well, mary, police have determined the pool should have never opened because the water was so cloudy. people continued to swim over the dead body. and health inspectors even checked the pool twice during the two days joseph's body was lying at the bottom of the pool. now, regional director and two managers have all lost their jobs. >> they will also change the current pool inspection guidelines. major nidal hasan did not enter a plea. he is charged with 13 counts of premeditated m
