denise are off. here is what people are talking about tonight a split verdict from the supreme court. arizona's hotly contested immigration law is upheld. but some of its key provisions are struck down. and that has both sides claiming victory. wjz is live, megan mccorkel explains this ruling had major implications. >> reporter: the president sued the state of arizona to prevent that law from taking effect. now it appears a key provision of it will be enforced. >> they pulled me over. >> reporter: mario chihuahua pull over by a sheriff deputy for making an illegal turn in phoenix. >> he asked me, what are you from? , you know, you don't have the right to ask me that question. >> reporter: but according to the supreme court, arizona police will have the right to ask. >> the law has been proven to be constitutional. >> reporter: but opponents also victorious as they ban parts of the law. since the arizona has been proposed they've seen an influx of people moving arizona and moving to maryland. the owner of arco's restaurant says he's heard the story of people being stopped. >> we don't feel good in arizona, we show the driver's license and the green card, all the time. >> reporter: ramos says he believes the supreme court striking down much of the law is a step in the right direction. >> reporter: and in a statement president obama says he is also happy that the supreme court struck down much of that arizona law. reporting live, megan mccorkel, wjz eyewitness news. megan thank you. the legal battle may not be over. the supreme court has left the door open for other challenges once the law takes effect including claims it will lead to racial profiling. seeking justice for her son. the mother of a teen killed by an off duty baltimore police officer wants that cop off the streets. tonight wjz investigates, mike hellgren has the grieving mother's outrage and the response from police and prosecutors. >> i don't know what they think i'm dealing with, i think i've dealt with quite enough. >> reporter: chris brown's mom broke down, she's frustrate an angry that after almost two weeks, no charges have been filed against off duty baltimore county officer james laborde who police say chased down her son after they believe the 17-year-old threw a rock at their door. the teen died in the confrontation. >> if he was an average joe blow, if christopher killed that officer he would be behind bars. i would have loved to replace that door, because there's no money or anything that will bring back my son. >> because he was not on duty at the time the incident occurred, we have to look at the facts and determine whether he was acting in the capacity of an officer or not. >> reporter: mrs. brown says she no longer has faith in the department and wants federal authorities to step in. the state's attorney issued a statement saying although it can be frustrating to all involved, thorough investigations take time to do the job properly, we cannot rush the process. >> that is not enough for me, now this is where i draw the line. >> reporter: police say there's no timetable for the investigation, the officer is on paid routine administrative leave. the police chief did call her -- brown's mom says the police chief did call her to offer his condolences. >> there's been no comment from the fraternal of police. a massive brush fire that started this weekend is still smoldering in the eastern shore. derek valcourt is in queen anne's county with more on the destructive ken island's fire and the people that lived through it. >> reporter: firefighters intentionally burning off what's left of brush on kent island where a six alarm fire burned on sunday. neighbors woke to the smell of smoke coming from the woods, by afternoon officials mandated an evacuation. >> they say fire you know get out, take what you need. and you don't really have time to think. you just, grab what you can and go. >> reporter: the flames raged out of control for hours, as firefighters developed a plan to stop the fire from spreading. almost all of these 48 acres are part of a pine tree farm and part of a problem for firefighters is how dense these woods were. they literally had to bring in bulldozers to clear out path ways so they could access the fire. by sunday evening the fire had been contained to an area inside the lines but the thick smoke filling the neighborhood still posed a health risk so residents were not allowed to return home until monday. some came back at the crack of dawn. >> probably shouldn't have because the smoke was so heavy it would burn your chest, but i could not stay away any longer, i wanted to see in my house was still here. >> reporter: firefighters call it one of the biggest blazes in years. though it's under control it's still burning. >> it's not going to be until we get sufficient rain or it burns out on its own. >> reporter: residents here are grateful to the firefighters who saved them. >> they did their job and they did it well. >> reporter: some witnesses in the area say that they heard fireworks in the woods. investigators will look to see if that caused the fire. wildfires in colorado rage on tonight in the midst of that state's worse fire season in a decade. the eight wildfires have forced thousands from their homes. the air force is sending in planes to help stop the spread but the state's tourism industry has already begun to suffer because of the conditions. while they fight fires in the west, florida's gulf coast deals with debby. a serious tropical storm, waves are pounding alligator point. flooding is a major concern, there could be more than a foot of rain in some parts. flood waters trapped a family at their vacation home. you can see the coast guard using a helicopter to pull all nine family members and their dog to safety. this dangerous tropical storm is not giving the gulf community any relief right now. wjz is closely tracking debby's path. >> reporter: still heavy rain in many many areas. pretty much from jacksonville to tallahassee. west of appalachie. there could be a foot of rain in that region. take a look at the current location. it's just begining to look a little bit, northeast at 3 miles per hour, it's going to take three days to get through the state of florida, eventually it'll come off to the east. while florida gets battered what kind of weather can we expect here to the east. i'll have the weather coming up in a few minutes. in big tropical storms, the higher the sea level the higher the storm surges and flooding. wjz is live, alex demetrick explains the big risk for our coastal communities. >> a study by the u.s. geological survey puts maryland at the center of a hot spot for sea level rises. ocean city doesn't sit very high above the atlantic and that distance appears to be shrinking. over the last half century most of the world has seen a 2-inch rise in sea level. according to the usgs, the coastline is experiencing far more. virginia is up to 4.8-inches, off pennsylvania it's 3.7. in new york it's 2.8-inches. and as it continues to rise in the future. >> that will make a difference in storm surges and the effects of that on coastal communities. >> reporter: meaning more water pushing further inland during storms, why levels are higher is unclear. one theory colder fresh water from melting arctic ice is blocking the gulf stream. >> water coming down from the north atlantic that may have slowed the gulf stream is basically causing water along the shorelines to actually rise. >> it's not just the coast, the chesapeake bay is also rising. people who live here have watched it climb over the years. >> probably 10 to 15, the water level is higher every day. >> we have more of a rise because the land itself is subsiding or sinking a little bit. >> reporter: that's not good when storm surges like the one from isabel push up the bay. >> we probably had 8 feet of water in the basement. >> reporter: everyone though they know the water will likely rise higher. >> maybe it's going to happen after us and then others will deal with it. >> reporter: experts say there is time to build up coastal defenses, the highest sea levels aren't expected for decades, kai. >> alex, thank you. projections now have sea levels rising by two do 3 feet. with the atlantic it's to support her because she's had a hard time. it's a letter making her feel comfortable and trying to help her through what she experienced on that bus. >> it's like, all this is coming about, everybody is talking about it. things will be done now about the other children. >> kline is not pressing criminal charges against the boys but the investigation is continuing. mary bubala, wjz eyewitness news. tonight the vacation and retirement fund for karen kline is grown to a staggering $645,000. >> the young woman in georgia battling a flesh eating disease reaches a milestone in her recovery. doctors upgraded 24-year-old amy copeland's condition from serious to good. she's now able to leave her hospital room. copeland cut her leg over a zip line. both legs and one arm have been amputated. one school is getting backlash for not allowing sunscreen. one woman is speaking out after her daughters came home with welts. >> they could not reapply without a doctors notice, they could not do something as simple as wearing hats because hats are not allowed in school. >> i think it's stupid. >> the school says its staff did not notice the girls getting burned and they have no choice regarding the ban. state ban requires the doctors note because the additives can cause allergic reactions in some children. the saying mother knows best rings true even for bears. the cub climbed a ladder and got trapped along the ceiling. not to worry, mama bear came to the rescue. the homeowner who shot the video says the mother bear opened the garage and coaxed her cub out. you notice the
