overnight in snowy grand rapids, michigan, first visit on his on going thank you tour to one of the so-called blue wall street that delivered his campaign. >> his transition team finding itself in a war of words with america's intelligence agencies. now, these agencies according to two new published reports have concluded tha deliberately working to sway the election towards trump through hacking. >> we got team coverage and we'll start with abc's mary bruce right there at the white house. mary, good morning to you. >> reporter: for months the u.s. government suspected that russia intentionally interfered with the u.s. presidential election. intentionally hacking into e-mails from the dnc and those close to hillary clinton. but this morning intelligence agencies have reportedly concluded that russia intended to do far more than just meddle. this morning, "the washington post" reporting that a secret cia report found russia int interfered in the u.s. election to help donald trump win the white house. individuals connected to the russian government reportedly provides wikileaks with hacked e-mails as part of a wider russian operation to boost trump and hurt clinton a chances. >> russia, if you're listening i hope you're able to find the 30,000 e-mails that are missing. >> reporter: and "the new york times" reporting intelligence agencies found russia also hacked the rnc but did not release whatever information they gleaned from the republican networks. overnight trump's transition team was swift to respond questioning the credibility of the cia. in a statement saying these are the same people that said saddam hussein had weapons of mass destruction. intelligence agencies ultimately concluded that russia was behind the hacking. but trump has repeat thely had rugged it off. >> i mean it could be russia but it also be china and lots of other people and somebody sitting on their bed that weighs 400 pound, okay? you don't know who broke into dnc. >> u.s. intelligence agencies believe the russians are behind that leak. why don't you believe it? >> i don't know if they're behind it. >> reporter: negotiating relations with russia will be a challenge for trump's next secretary of state. rudy giuliani once a top of the running. >> i saw that he had so many good candidates available, there was no reason to complicate his life any longer. >> reporter: in a statement, trump said giuliani is and continues to be a close personal friend. mitt romney and exxonmobil ceo rex tillerson are still among the contenders but giuliani is making clear he thinks romney should be off the list. >> my advice would be mitt went just a little too far to -- you can make friends and make up, but i don't -- i would not see him as a candidate for the cabinet. >> reporter: and this morning trump is already tweeting praising giuliani as one of the finest people he knows. now, here at the white house there's no comment this morning on russia's involvement in the election but president obama's made clear he wants to get to the bottom of it and ordered a full review and warrants a report before he leaves office next month. dan and paula. >> where do we begin but let's begin with the intelligence reports. steve, what do you make of these reports that russia was specifically trying to help trump? is this credible? >> paula, i think there's really nothing new in this report that we're seeing. much was put out by the ndi in october. what is new apparently the intelligence community has come to some conclusion here that the russians were favoring mr. trump. i don't think there's any doubt that the russians interfered with u.s. democracy but the real question is what did it do and how did it influence the outcome of the election. >> he said these are the same people who said saddam hussein had weapons of mass destruction. does he have an point? >> an amazing response from not only an who is president-elect. he is basically attacking the cia in order to defend vladimir putin and russia in this. and keep in mind that russia has been a rival of ours nearly as long as the army/navy game in this but for a sitting president-elect to attack a u.s. agency to defend russia is quite an amazing situation. >> so, steve, if it's true that the russians deliberately intervened in this, what can the u.s. do about it? >> well, in some ways the horse is out of the barn. they can make -- go back and determine if there were particular individuals involved. i think we've seen where the u.s. has indicted chinese hackers by name who have been stealing ip from the united states so they can do this sort of name and shame and the u.s. also has very sophisticated abilities in terms of o anyone sieve cyberhacking. big pandora's box that gets op yet to do anything about it. the real question what does the commander in chief think about this now? really on his watch. >> huge pandora's box. if you counterattack there will be responses and very costanza saying you can't break up with me, i'm breaking up with you. i think trump broke up with rudy giuliani long before giuliani said take me out of this. we've seen that in the last few weeks and only leaves a few candidates. mitt romney has fallen way down. if you were going to do him, you would do it weeks ago. looks like it's settling on rex tillman, former chair or head of exxon. he has a very close relationship with russia and vladimir putin as well. >> we learned this trump will stay on as executive producer of "celebrity apprentice" but newt gingrich is saying that is a weird decision and trump saying i have nothing to do with "apprentice" except for the fact that i conceived it with mark b. and have a big stake in it. i will devote vero time. >> i think, paul lark as we talked and me you and dan talked i don't think the policies will be ultimately problematic but potential conflicts of interest that surround him. he is going to get a monthly check from nbc and it's also been snowing very heavily in jamestown making for treacherous conditions and visibility reduced to half a mile making for a long messy and dangerous ride. overnight it pounded new york, ohio and michigan. >> there is a lot of snow. it's still snowing. look at this. >> reporter: in chautauqua county, new york, 22 inches of snow on the ground and up to two feet expected to fail throughout says 200 more additional troops will head to syria, including trainers, advisers and bomb disposal units to help the forces fighting isis and recapture its stronghold of i q raqqah. it comes as the coalition carries out its largest air strike to date pounding and destroying 136 tanker trucks near the ancient city of palmyra. the battle for syria's largest city, aleppo, is almost over with syrianov backed by russia claiming they control more than 90% of the city and residents fleeing streaming out on foot. more than 8,000 leaving since friday. just days after abc news tracked the return yet. they're appearing to throw a hail mary rolling out an update to make sure every last phone that could pose a threat is disabled. after months of phones on fire, kill switch. the over the air update already agreed to by three of the country's biggest wireless providers will prevent the note 7 from chaing at all and eliminate their ability to work as noble devices. >> this is their last those new devices too were tied to spontaneous fires. 93% of all in the u.s. have been returned but according to samsung u.s. customers are still hanging on to more than 130,000 of those phones. >> people do need to return these phones. they've been recalled and are dangerous. >> reporter: they're still offering replacement devices when note 7s are turned in. at least one major carrier, verizon, is pushing back refusing the update says it does not want to let users who don't have a replacement without a phone especially in an emergency situation especially during the holiday season. >> nypd are asking the state to sign off on the use of another tool, a type of dna test that's used to help catch other violent criminals. a new push for answers in vetrano brutal unsolved murder more than four months after the 30-year-old was strangled out nothinging near her home in queen, new york. they're asking them to authorizing a new controversial method to help track down her killer. >> we need to find this predator. >> reporter: with no match in state or national databases to the dna found at the scene prosecutors now want to do familial dna searching which would look for a partial dna match in hopes of identifying relatives of the killinger. familial searching is already done in nine states including california where police say it led them to convicted serial killer lonnie franklin. his dna wasn't in the system but his son's was and police used that connection to hone in on the suspect. >> here we have all investigative steps that have been exhausted and this is the next logical move. >> reporter: but civil liberties groups are putting up a fight saying this type of searching may trigger too many false po >> false positives equal wrongful convictions and that is the biggest critique of familial dna. >> reporter: others say privacy concern and the new york civil liberties union says a policy that implicates new yorkers in a criminal investigation solely because they're reeled to someone with d this. a in the state's data bank is a miscarriage of justice. >> family members of the potential subject are now subject to questioning. that's certainly not fair. >> reporter: so this decision is up to new york's commission on forensic science which just agreed to have this reviewed by its dna subcommittee so the first of several steps before this
