brad: kimberly, at a time when everybody in america is walking around with a video camera like this, police are asking how complies don't have them? we are hearing the problems. fascinating process. a panel set up by the legislature is meeting today to set ground rules for the police body camera use across the country. it's made up of cops, a lot of cops. lawyers,sick activates, that sort of thing. they are arguing the fine point of how the police should use them. when should they roll the camera? today marks five years since the hostage handoff at the discovery channel headquarters in silver spring. it started when this man james lee walked in the lobby and starting shooting at the ceiling. he held three people hostage for almost four hours. before police shot and killed him. none of the hos tams were hurt. leon: crime alert for women near cath lidge university in washington, d.c. this comes -- catholic university in washington, d.c. this is after two women were attacked. stephen tschida is live near the brookeland metro station. police are saying they may be dealing with a social rapist. do they still believe -- serial rapist? stephen: they believe they may be related. the two rapes that are possibly related. this is video the police just released. surveillance video that could be linked to the attack. this could be the suspect seen in this surveillance video. two assaults just miles apart. very close to two metro stations. now we come back live to the brooklyn station, check this out. a strong police presence. the officers are talking with women as they come and go from this metro station. warning them about this suspect still on the loose. two rapes strikingly similar. the suspect pulled a knive and assaulted them and took off on a dark colored bicycle. >> i was scared. stephen: the first happened 10:30 p.m. july 28. the second was friday about midnight. blocks from the brookland metro station. i want more security. and have the unfortunate situation happen again. >> they are issuing a warning for those walking to and from the metro station. it's frequently used by students at the university. >> be aware and don't go by yourself. especially if it's dark. have the friends with you. >> the circumstances and the suspect description are so much alike. residents are worried. police fearful about the prospect of dealing with the serial rapist. >> i will use a train. >> they are talking to women saying until the suspect is apprehended the best way to avoid becoming a victim of sexual assault. stephen tschida, abc7 news. kimberly: thank you. the man accused of killing a woman as she tried to protect her own son was back in court today. that some did not sit quietly. we have more on the hearing. sam, what did he say? the lawyer wanted more medical attention for kevin lee gunshot wounds. the 12-year-old son yelled out, "he doesn't need a doctor ." >> you were there. you watched him kill my daughter. you get to see your son and talk to your son. lee accused of killing johnson's daughter, shooting her 12-year-old grandson august 18. today a lawyer asked for medical attention for lee who also shot himself. >> i hope you die. you don't need medical attention. you got all the attention you need. >> it started as a brawl between the neighbors on congress street southeast after a dispute between the 12-year-old and lee and escalated some documents say to the boy and the mother's fighting. the 17-year-old allegedly pulled out a gun and began firing. yopson denounced the teen's mother. >> you were with your son, you were getting beat one your son and you watched your son kill my daughter. you need to be charged. i will not watch you. >> the mother is a witness. >> you get a sense of the pain and the anger. one of the latest shooting victim is a 13-year-old girl. hit twice sitting outside a nape's home. taije chambliss still has a bullet lodged in her leg but she lives to give this message to the gunman. taije: i want them to be caught. gun violence is ridiculous and it can be anybody else's child next and they might get shot and not leave. i'm just happy to leave. kimberly: she is in the seventh grade. the incident this weekend could have been much worse. you can catch the entire interview with her online at wjla.com. leon: ray cross the country now, the folks are cleaning up after severe thunderstorms ripped through phoenix, arizona. monday night storms left behind flooded street and trail of power lines. it halted flights out of the airport for an hour. they received 400 emergency calls but no report of death. doug: we are still in code orange, for people with lung issues to stay inside. in the conditioned air as best they can. that may be back tomorrow. it's hot and muggy now. stay that way for two days to get relief. let's get in the details to share on tuesday an. this is how it looked in spotsylvania after sunrise. foggy. once the sun came up, it dissipated. boom, blue sky and sunshine. a few fair weather clouds popped. we had spots that the clouds continued to grow. but it's few and far between. everybody shared the heat and the humidity. 97 in the district. 92 high in clarksburg. we are running six, seven, eight degrees above average. today, 95 or 96 but this is the 46th time this year we have been 90 or higher. in an average year it only happens 36 times. we expect two more days this alone to be 90 or higher. that is putting us at 48 days. last year we had 24. on the cool side last year, this year on the hot side. number is 82 in west virginia. 90 in charleston. air is hot everywhere you look. the closer to the coast, we have an on shore breeze. the heat index is higher than the thermometer. 97 in washington and richmond. it feels like 92 in raleigh and 95 in hagueerstown, maryland. through the evening it is clear for a while. later areas of nothing to be muggy. the winds are light. dach areas could be 69 by morning but most areas are in the 70's. we will review the day with the satellite and the radar. most area east of appalachians have sunshine. along the mountains to the wester more cloud cover -- western more cloud cover. showers south of washington and southern maryland. heavier -- just a group of you showers over maryland. west of ocean city and rehoboth beach. it should dissipate by sunset. as far as what happens next, we are staying partly cloudy through the day. in the an, we are watching for showers and the storms to form west of town. a couple could peel off to head east. the best chance for the showers are west and southwest of town. wednesday and thursday it will calm down. thursday we have sunshine in the 90's. but finally by friday we will see relief moved in. heat index value 97 or so. isolated thunderstorms in the afternoon. no rain hot and humid thursday. friday 30% chance of rain for cold front. we used rain. the front goes through. that opens us up to a holiday weekend. the heat and the humidity build back in the area tuesday and wednesday. leon: just what we need. another've wave. doug: but a nice weekend. kimberly: last lap at the pool. why not? "7 on your side" investigator chris papst has been following the money on the story for months. is live with what is going on now. another expenseive fix. >> this is a milestone for the d.c. streetcar. a year ago it started the simulating service for the practice runs. since then, or ever. it has still to carry one passenger. the platforms are ripped up. they are being repaired. with the swing of a hammer and a fresh poured cop crete, the construction along h street is another reminder that the streetcar is not ready. a great frustration for local businesses like the coffee shop. >> early this year, the public transportation foundation found no fatal flaws but it did find some. one is doors that scrape the platform. the work addresses the problem. other flaws include cracked rails. nonworking radios. inadequate nighttime lighting. the troubled streetcar is a project that spans three d.c. mayors and cost taxpayers $200 million for 2.2 miles of track. now more money is spent. to fix the flaws. no word yet on how much. d-dot gave "7 on your side" this statement.
