my mom wasn't that quick. brad: so the bicyclist, they zig and zagged and the bicyclist and little kayleigh zigged in the same direction. the bicyclist ran over her. and what has happened next is really what has people upset. the bicyclist just got back on his bike according to kayleigh's mom and rode away. didn't even turn around to say sorry. so we will have more at 5:00. the po think a crime was committed. the family wants this guy to apologize. a lot of the people that use the park are just absolutely outraged. that is coming up at 5:00. brad bell, abc7 news. alison: outrageous indeed! we have new information in the death of a maryland boy. a judge in ohio says kurt flood is incompetent to stand trial. he is accused of killing cameron beckford in 2014. the 1-year-old's body was found in a bag in a creek. they are treating him at psychiatric hospital. the mother pleaded guilty to involuntary manslaughter and tampering with evidence. jonathan: police in alexandria are investigating the city's first murder of the year there. john abizaid found in the -- abrahu found tuesday night. police say he died this morning. they don't have a suspect but they are looking. alison: in the last 15 minutes, virginia state police wrapped up a news conference about a shooting that killed one of their own. we learn that there is surveillance video of the attack the killed trooper kentucky chad dermeyer. this was at a greyhound station in richmond. we are live with the latest today. jeff? jeff: we got a lot of information in the state police. the press conference is going on now. a lot of information about the suspect. identified today as 34-year-old james brown of aurora, illinois. yesterday he was carrying a 40-caliber beretta with 143 unspent rounds of ammunition. this was bought legally but it was not purchased by james brown. this is a photo. 34-year-old james brown died in the shooting yesterday. he has a long criminal history. the shooting happening at the greyhound bus station 3:45 yesterday afternoon. 2:45 rather. dermeyer one of the 16 state troopers taking part in training exercise at the station. they say that brown pulled out a gun and shot the officer multiple time. the officer and james brown was rushed to the medical center and both later died. you can see mr. dermeyer a former marine who leaves behind a wife and two young children. more now on the suspect james brown. >> i am con everyone ised that he is able to obtain a gun. we know that the gun was bought over a year ago. it was not bought by brown. it's troubling he would have a gun. it's troubling that he is out having history that he has. alison: there are many suspects about james brown and how he obtained a firearm. 143 rounds of unspent ammunition in his possession. they have looked at the surveillance video from inside the bus station. a lot of investigating to do with the particular crime. it's been revealed today two other women were injured in the incident yesterday. they have been identified. no but a 21-year-old woman from new york and a 47-year-old woman from north carolina. both just passing through that greyhound station yesterday. both still recovering. a lot more as this is a quickly developing story getting more information. stay with us. we have more coming up at 5:00. until then, live in north jonathan: now to a developing story where the police are investigating after a woman was attacked near a popular strip mall. this happened on commerce street behind the shopping center that has a trader joe's and a k-mart shopping center in there. jay korff is joining us live with the latest on the investigation. tell me they have surveillance investigation. jay: absolutely. we have great pictures to show you momentarily. but this horrifying scene unfolded where i'm standing. according to authorities wednesday morning around 6:00 a.m. the woman walking, she was grabbed and dragged in trash dumpster where she was sexually assaulted. thankfully a palaceerby startled -- passerby startled the suspect and the suspect fled. this is where the public can make a huge difference. authorities believe the pictures of the older model red vehicle lights on in one shot. sunroof. grayish marking on the driver side doors, probably body work had been done on the red vehicle. you are urged to contact authorities immediately. they certainly want to close this ca korff. alison: new information tonight after a stabbing at the addison road. the suspect brown is under arrest. he faces attempted murder and assault charges after incident at the addison road metro station yesterday morning. police say brown was there handing out newspapers when he got in an argument with another man. today, d.c. mayor muriel bowser is banning official government travel to north carolina. many grew this ban as discriminatory to the lgbt community. mayor bowser will discuss this ban at 5:00. >> you are going to fix your mess. and there are people protesting the law allison was talking about and they converting the bathroom to the unsex in protest. alison: some say the measure that would allow rouslious institutions, government employees and the businesses to deny services to people. based on personal belief. many fear the impact it will have on the hiring and the keeping employees. jonathan: breaking news out of the district that affects tourists in town. washington monument closed for the second time in a week and the national park service says it will stay closed tomorrow as well. kevin lewis joining us live from the national mall to explain why. this is a a big draw for tourists to enj people. the weather is beautiful today so there were ton of people on the national mall. a number of passengers stepped off the elevator to the small museum below the main observation deck. the lift malfunctioned. but unlike earlier no were trapped inside the elevator. they did have to help 86 visitors down 500 vertical feet of stairs. that is a lot of cardio. mom, dad, kit, relative all had the ticket in hand when the elevator broke down. jonathan: there was a malfunction in the elevator. >> they had to close and shut it down. they keep track of it on the facebook page. on the facebook page i monument elevators were functional, operational. and it's open again. we came back. it's gone bad again. i heard the bad news twice. kevin: while technicians are currently on site trying to sort out what happened. what caused this breakdown for the second time this week, the park let's get to breaking news out of the district today. abc7 is on the scene after a chase that ended in northeast. started with an armed robbery at a cell phone store in forestville. once the responding officers found the car it took off. it ended north east. three people under arrest. several police cruisers were smashed. all the news. jonathan: a rough couple of day of weather to the south. alison: a look at that and a protest outside the white house. find out what brought the group to town coming up. >> first, this is one of the craziest chases we have seen in a while. see how it bowser shaking hands with folks and saying goodbye. they have had quite a time here today looking at the various ways to fix potholes. they demonstrated a number of ways. one involves people patching the pothole. another is an elaborate situation that you see the folks down here doing at the end of the block. there is a one man band pothole repair device. the mayor said they are going to be business. >> it's bad on anyplace to put salt on the road after the winter season. that is what we will do to make a blitz. blitz repair from the winter damage. >> so far the city repaired 11,000 potholes. it has more to go before it recovers from the blizzard of 2016. reporting from northwest washington, sam ford, abc7 jonathan: in the news business we see hay-speed chases involving police. this one takes the case. go to miami. it starts like any other chase. cops on the guy's tail to get him to pull over or perhaps get in a position to do a pit maneuver. winding through the street of miami. running red lights. this is where it's crazy. he goes into a dead end. instead of stopping he tries to ram through the fence. he gets out of the car and you think it's over. he jumps back in the car and hits the reverse. there is a dog. the dog wasn't hurt. but he smashes in the car. then the dog goes in car to start bite the guy. another dog in the car. 4,000 police officers are waiting for him outside the car. they swarm him. i took 30 police officers to put handcuffs on this guy. they handcuffed him and took him away. watch how many officers are all over the place for this not sure what he was running from. there is unconfirmed report this is a murder suspect to get their hands on. alison: thought it would never end. all right, jamie. hopefully nothing that crazy today. jamie: you think it was a joke but it was real. nothing like that we are seeing now. this is slow traffic. take a look. fairfax county police department tweeted out the picture of an accident. the poll is idea what is happening with the weather. look at this. storm watch heading south. residents of new hope mississippi pick up after the severe storms yesterday. no one was seriously hurt. more than a dozen homes were damaged. you can't see if the funnel cloud touches down on the ground. if happens it's considered tornado. in this case it doesn't matter the damage was left behind. alison: this morning was georgia's turn to be battered by the weather. >> i'm meteorologist jeff cox they are suffering after round of severe weather and several suspected tornadoes. we are looking at heavy damage in twigs county, georgia, in allentown where several homes are destroyed. no injuries reported. >> it was scary. i thought we were going to get blown away. wife called me on the phone. then her phone went dead. i thought she was dead. >> another concern tonight flooding rain. many places have seen five inches of rain today and more expected to move through during the overnight hours. along with a dermyer died after a man started to shooting at the greyhound bus station. he is the fifth officer shot and killed in the line of duty in virginia and maryland this year. amy aubert national law enforcement officers memorial in d.c. joins us with shocking statistics for 2016. amy? amy: they are shocking numbers. we spent data digging through today and it shows the numbers across the country are up. that is the same story here locally. according to the national law enforcement officers memorial fund at this point last year, the d.c. metropolitan area saw four officer deaths. one by a firearm. firearm related deaths are up across the country for the law enforcement officers. there have been 16 officers killed in firearm related incident. this time last year there were seven. that is up 129%. the family member of the officers killed in the line of duty, visitors and the here today to pay respects. >> we look at the name. everyone had a family. spouses, children, they were doing
