constant is the alleged victim that was part of the 2004 incident. we have been reading through the charges documents here and there are very damning pieces of evidence from her perspective and her mother's perspective. one of the pieces says when cosby got quaaludes he was asked did he plan to give them to young women he wanted to have sex with. his answer was yes. this young woman who has come midwest. 25 million americans are on storm watch and for good reason. flooding, near historic levels. the water is rising on the mississippi, missouri and miramac rivers leading to flood warnings in 13 states. they may not crest for days but right now st. louis seems to be the bums aye. that's where elizabeth -- seemse the bullseye. elizabeth hur is joining us from there. how is it looking there? the river is still rising. >> they are trying to rescue the stranded, authorities in the suburbs of st. louis, missouri, ordered mandatory evacuations for those living near the fast-rising meramec river who had been preparing for the worst and hoping for best. >> they said two to three feet. our lowest items are at four feet. we are hoping. >> the rivers are still rising. they have swallowed whole neighborhoods, swamped businesses and shut down highways and roadways throughout the state. the situation is so dire the governor declared a state of emergency and brought in the national guard. >> flood in the winter is very dangerous. it's really cold out there. keep a good attitude. it will be a while. reporter: the rivers expected to reach heights not cincinnati massive floods of 1993. back live, what you see there the top of the fire hydrant. you can barely make that out. you won't even know there is a road there until you see the street sign. with the water so high, it is hard to believe. but again the mississippi river here has yet to crest. that is the very latest from st. louis, missouri, i'm elizabeth hur. abc7 news. jonathan: i'm curious to see what the governor had to say when he toured the area. is he asking for assets and resources to go into play? reporter: he said he is cautiously optimistic right now. all of the available resources are on hand to help and respond to the emergencies as needed. why he is optimistic is this. he says actually a lot of the streams and the rivers, not a lot. some. started to crest. that should happen in the next few days. but what is working in his favor is the forecast. but he is cautiously optimistic because they're not out of the woods yet. jonathan: thank you, elizabeth. the storm that brought the severe weather in the u.s. is startenning to weaken now. they called it cyclone frank. there it brought flooding rain and the wind gusts as strong as 80 miles per hour. get this, this pushes temperatures to the north pole 40 degrees higher than normal. that was some system. chief meteorologist doug hill in the weather center to keep an eye on all this stuff. that keeps you busy in there. doug: a lot to keep an eye on. not a boring weather pattern at all. there is no rain at the moment outside the belfort furniture weather center. but it's threatening. the rain is getting close. from the extreme sections of arlington county. the rain at times, none of the heavy duty stuff. we will see it by and large pass southeast. we have several more hours of light rain and or drizzle. the large part of the country the new year ahead as a bonus. alison: see you then. thanks. we are keeping a close eye on breaking news out of chicago today. the mayor rahm emanuel wrapped up a press conference in changes for training for city police officers after a number of controversial shootings there. our leon harris is in the newsroom and following the latest situation. leon: hi, alison. the change in policy comes after two people were shot and killed by a police officer in chicago over the last weekend. 19-year-old richard quintonio lr and his neighbor bettie jones was shot. but they called the police saying the teen had been suffering mental problems and was beating on a door with a baseball bat. the 55-year-old neighbor, jones, the mother of five waiting to let the officer in the building and then an officer opened fire. the chicago police department called the death an accident. legrier and jones died while the city was already caught up in turmoil from another police shooting last summer. a story even knows about by now. another police officer, jason van dyke facing murder charges in the death of laquan mcdonald from last year. now every police officer will be armed with a taser and be trained to use them by june of next year. >> willful misconduct and abuse cannot and will not be tolerated. when that happens it undermines the good police officers out there and makes it harder to do their jobs effectively. at the end of the day, effective policing requires cooperation between the police and the members of the residents that make up the community. that cooperation is impossible without trust. jonathan: protesters have been calling for mayor rahm emanuel to retine for the handling of the laquan mcdonald shooting where he was hit 16 times by officer van dyke. they even demonstrated outside of his house. today he did not step down but he is changing that police policy. we will keep an eye on it to see how it thrills in chicago. back to you. alison: thank you. activists say they are planning more protests over the grand jury decision not to charge two police officers in cleveland. this was in the death of tamir rice. that 12-year-old was carrying what turned out to be a pellet gun when the officers opened fire november 2014. they marched in the streets after they announced the decision. jonathan: after announcing there are no charges in the rice case the #nojusticenolebron got traction online. they are calling for him to boycott games. the debate is dragging on wjla facebook page. this goes both ways. bridget carter posted this -- margaret asks -- alison: ray-ray points out that lebron james has enough money to not work for the rest of his life. that is why it falls on his shoulders. jonathan: on the other side -- jonathan: the confers is going on right now -- the conversation is going on now. we appreciate your responses. alison: in light of the violence in the last year and a half, plenty of city and towns debate if the police officers should be wearing body camera. today the district debate came to an end as the mayor muriel bowser signed a bill making them law. our horace holmes is live in northwest d.c. with details on what happened. horace? horace: the mayor calls this the most comprehensive and the transparent police body cam law in the country. she says it will make the streets safer. >> this this will increase accountability among all parties involved in public safety interactions and improve police services and help us create an environment of trust. horace: the mayor signed the new police body camera legislation into law. the district now has the largest most comprehensive police body cam program in the country. that is all officers will be required to wear them on duty. >> started to experiment with the cameras in 2013. in june of this year, we rolled them out in the fifth district and the seventh district. we have some experience and we have worked out some of the bugs. >> honestly in the age we are living in, and all the deaths that happened unnecessarily because of the police violence it increases accountability. it's necessary. horace: there are interesting provisions in the law for one year. what do the local drivers h jonathan: good news for riders on the silver and orange lines, metro resumed six-minute rush hour service for first time since september. trains had been running ever eight minutes or so to protect a power system following the fire near the stadium-armory station. that is good news. alison: this week marks a year since drivers started paying to drive in the extended express lanes along 95 in virginia. brianne carter look at whether they have been a success. brianne: for one year the express lanes have been open for business. more than 1 million people used them to ease the commute. 45 to 50,000 people a day take a trip on the toll lanes. anyone with three or more people in the car ride for free and others pay the electronic tolls and change in price based on congestion. the average age of the drivers using the lane is 39. more women than men use the lane. the drivers we talk to say whether or not they use them it is improving the commute throughout the corridor. >> this is a different. it's 30 minutes or an hour shorter when i go south. >> it is creating additional congestion now in the stafford county. the entrance and the exit point of the express lane. now a new plan in the work to ease the congestion. more on that coming up tonight at 6:00. along 95, brianne carter, abc7 news. alison: thank you. we have more on traffic. >> this afternoon folks aren't moving well. in maryland and virginia we have issues. this northbound at 175. it's been shut down for an accident involving a tractor trailer. if you can at all costs avoid i-95 through vad vad. b.w. parkway has exfrom visitors there. due to the closure and the slow-moving volume. we have a huge pileup in stafford county. this was close to fredericksburg. it's looking better now. back to you in the studio. jonathan: thank you. italians will be ringing in the new year without fireworks. many cities have been banned to use them for the smog levels. rome, milan have limited fast. alison: a serious story. >> new information on deadly plane crash in alaska. they identified the pilot killed in the crash yesterday was doug demeraux. the civil air patrol says the member of the group, he was not authorized to fly that plane. the building he hit is home to his wife's law firm. crash happened early in morning hours before downtown anchorage was filled with people. two people are in a florida hospital after a deadly wrong-way crash. five others died when a pickup hit two other vehicles head on. the crash happened early near miami. the driver of the pickup were killed as were four people as one of the cars she hit. jonathan: ethan couch known as the affluenza teen is staying in mexico for now. they are fighting extradition to texas. brandi hitt has new details on the time in mexico and why they don't want to leave. brandi: exclusive video shows the teen with the blonde hair died black, facial hair captures hours before his arrest on monday. now in police custody he won an appeal in mexico temporarily delaying his deportation back to the u.s. >> the case is understood juvenile law. we're limited. as messed up as it is he will probably only be sentenced to 120 days in jail. brandi: he pled guilty in 2013 to drunk driving and killing four people. he was sentencedded to probation after his lawyers argued he was too spoiled to know right from wrong. authorities say he and his mother planned to disappear after this video showing the teen violating parole at a party went viral on twitter. the two drove to mexico according to police using burner phones to allude detection. tanya also spotted in the video across the street from chevy rental is now facing up to ten years in prison if convicted of helping her son avoid arrest. >> we'll have her prosecuted to the fullest extent of the law. >> it could lead to a court process in mexico lasting weeks. texas authorities want him in adult court with a stricter probation system. in los angeles, brandi hitt, abc7 news. alison: signs of hope. what is giving rescuers confidence after the mine collapse in china? >> a man is in jail jonathan: this is an interesting story. police a man held another man hossage to the fix the computer but the wife says that is not what happened. jeff goldberg joining us live to sort it out for us. jeff: 50-year-old is in jail following the incident at the home on monday morning. he was a lobbyist and a lawyer and they said the incident turned the lives upside down. we spoke with mondello earlier at the home in south arlington. the computer technician came to the home to fix the computer on monday but made it worse so she and her husband asked him to leave. the technician called police saying that joseph seen here would not let the man leave until the computers was fixed. police saying he had a gun and threatened to kill the technician. the wife thinks he fabricated the whole story because he was insulted after being asked to leave. a search of the home turned up a toy gun that was not used in any way in the incident. >> a state of shock. someone could make that up. >> there are reports that a life was threatened. we use our resources to enter to take someone in custody. >> coming up in an hour we'll hear more, a tierful and a strong words from them and the strong words that allegedly joseph mondello said to the computer alison: absolutely! >> our chief meteorologist has a check on the forecast and sun coming soon. doug: a little tomorrow. then new year's day and we have a strong stretch of sunny days. we start with the weather calendar here. month of december. 30th. every day this month, saturday the 19th. temperatures are above average. tomorrow is above average. it has been a warm december to say the least. if you look at the chart on the warm ellis december in washington, d.c., we have averaged so far an average temperature of 51.2 degrees. that blows the record out of the way. not even close. much higher than we were in 1984. rarefied show in the temperatures. are we above average for the month of january? anything is possible. but we are due for a few cold days. we have crazy stuff. weather now. pocket of heavier rain that are moving across the i-95 corridor toward the district. heavier rain downstream to the south and west. we are seeing heavy rain that is moving accord learn town. there is more rain through virginia and the carolinas. it looks like most of that rain will pass south and east of washington. toward midnight. then the temperatures drop to the mid-40's. by new year's eve, guess what? sunshine in the day. 55 to finish the year for a high. 42 at the stroke of midnight tomorrow. 46 on new year's day. looking ahead for the first few days of 2016 we will see a lot of out of china today where eight of the 17 trapped miners have been located. infrared camera located the miners and they were waving their hand. they have been stuck underground for five days. they are coming one a plan to pull them to safety. nain others are still missing -- nine others are still missing. jonathan: the search is on for any sign of an owner of a boat found near fort washington. as sam sweeney reports the investigators are not even sure if the person is missing. sam: good afternoon. the search continues here on the potomac for the possible missing boater. multiple agencies are out on the water. each agency is treating this as an emergency. yesterday a boat with hunting gear was located with no one on board. nearby a life jacket was floating in the water. the reason why we say officials are searching for a possible missing boater is because there are no reports of missing person. all marinas and the hunting clubs say their people are accounted for. also the items inside the boat would normally be removed if the person were docking the boat for an extended period of time. the life jackets would have likely been removed from the boat as well. right now the best case scenario is a boater beached his boat and then left with a friend or a family member in another boat. the water is between 48 to 60 degrees to make it impossible for someone to survive it for more than a few hours. right now the search crews want everyone again, please take a look at the screen. look at the picture. if you know whose boat this is, who the boat may belong to, report it. they want to hear from you. they don't want to continue searching the water if the person who is operating the boat is safe. along the potomac river in fort washington, sam sweeney, abc7 news. jonathan: thought it was fantastic. alison: good. now that the "the force awakens" hit theaters you know, the fans are talking about one of the stars. we'll tell you how carrie fisher is fighting back. that is coming up. jonathan: i thought she looked terrific in the movie. first, charge alison: actress carrie fisher says she loves her fans but the "star wars" icon has a message for those who keep talking >> many joining her posting comments saying you were my hero as a woman and now as am two. she is like a fine wine and she only gets better with age. jonathan: i think she looks terrific and she is great in the movie. twitter changed the policy as we are talking about this to track down on hateful or violent speech. the social media site is removing anyone who threatens or attacks someone race, sexual orientation or religious believe. it comes after many criticized the website for not shutting doing the accounts of the terrorists who use social media to recruit. alison: reaction coming to the bill cosby being arraigned. jonathan: on the wjla page -- alison: join the conversation going to our facebook page. all right there. jonathan: i know you have gotten robo calls in your time and they are never fun. this one, massachusetts health insurer gave senior citizens reminder to get the flu shot but too early. way too early. the health plan set the robo calls between the hours of 3:00 and 5:00 in the morning. alison: oops. jonathan: nobody is up at 3:00 and 5:00 in the morning. a spokeswoman said the auto call was supposed to happen between 3:00 to 5:00 in the afternoon. it was a human error. the calls went out to clients over the age of 65. i'm sure everybody was home to receive the calls. alison: true. that is one benefit. we have been stelling you about the hover bord hazards and this time one exploded in a home. two teens got them for holidays. after charging one of them the batteries exploded. i flew some 20 feet across the room. no one injured. even when they are not causing a fire or fall, they are getting a lot of attention. look at the previous in the philippines. he is now being reprimanded by the catholic church for riding the hoverboard and singing during christmas eve mass. this is the latest celebrity on hoverboard and he falls. you know who it is?
