against jackson. jennifer? >> what a morning it has been. quite a bit of developments out here autria and jummy. let's get to some video of jackson himself. he's 31 years old as you mentioned, he's a linebacker for the indianapolis colts and used to play for the university of maryland so he is a local guy in that sense. he was at the center of that national nfl scandal, deflate gate and now he's at the center of his own drama. let's get to the details of what we know so far. we've confirmed with sources that last night at 8:00 in an alley just off u street behind an apartment building in a parking space that there was an argument between jackson and a pizza delivery worker. jackson was upset that the delivery worker allegedly upset that the delivery worker had parked in his space. police according to them, say that jackson told the driver why are you in my space? the driver responded i'm just parking here momentarily. and then jackson allegedly told him to get the bleep out of my parking space. and that's when police say jackson assaulted the driver punching him twice in the head. we just had a crew interview that delivery driver and he reports to us that it was so much more than that. he claims that jackson choked him and dragged him out of the car even kicking him in the head. he got emotional during this interview. he also alleges that jackson begged him not to press charges. we did reach out to the indianapolis colts this morning for their comment on that. they told us that they're aware of the arrest but they had no further comment. as for jackson, back here live he's inside that apartment we believe, here on 12th street in the u street area. police are now inside that apartment because we understand that the occupants of the apartment are upset about the media being out here. at one point, i was in the alley. police responded to a suspicious persons call and said that i was a suspicious person and had been reported to police. once they confirmed that i was with channel 7, they left the situation. we have done nothing wrong. so obviously, they're upset inside the apartment about what's happening out here. we'll have more on this coming up on abc 7 news at 4:00 and 5:00. reporting live from northwest, i'm jennifer donaldon back to you. >> thank you. we want to get more information now because we're learning new details about that deadly plane crash in taiwan. the stunning tragedy caught here on camera and our jeanette reyes is live in the satellite center with the latest on the recovery and what investigators believe went wrong. jeanette? >> autria right now, investigators are using a crane to hoist the wreckage of that transasia airways flight plane out of the river. take another look at this incredible video. shortly after takeoff, the plane banked sharply on its side and clipped a highway bridge and then crashed into the river. at this hour, we know that at least 23 people are dead and another 20 are missing. 15 others were pulled alive from that river. there is audio from the cockpit and you can hear the pilot call out mayday three times before that crash. but it offers no direct clues as to why that plane was in distress. transasia's director says the weather was suitable for flying. of course, this is a developing story and we'll continue following this throughout the day and let you know as soon as we get new information. reporting live in the satellite center jeanette reyes abc 7 news. >> developing news now from new york. pure panic. that's how a commuter train collision is being described this noon. new york governor andrew cuomo is promising a full investigation into that crash that killed at least six people and injured a dozen more. as john gonzalez reports, federal investigators are heading from d.c. to that crash site right now. >> the scene about 20 miles north of new york city, is so terrible the first responding paramedics were in disbelief. >> i know the train was on fire as well. that's when i realized that this is probably the worst tragedy i've ever saw. >> the train with more than 600 passengers smashed into a jeep cherokee stuck on the tracks. the female driver died. >> screaming, yelling, it was just total panic. >> a passenger that was ran past me he had blood on his face. >> the flames engulfed the vehicle from behind. the eerie orange lights and huge plum of dark smoke could be seen for miles. the national transportation safety board's rail investigator michael hiller is leading a team that left from reagan national airport this morning headed to new york. they will be focusing on signals and the crossing gates trying to figure out exactly what happened. the ntsb will be on site for about a week a full investigation into what is now the metro north commuter system's deadliest accident could take up to 12 months. >> we know that we want to send somebody to look at the signals. the rail traffic signals, the highway signals as well as the crossing arms and each of those devices has a recorder on it. >> officials say the woman driving the jeep was trying to cross the tracks when the gates came down leaving her in the path of the oncoming train. >> went down ladders and walked out here and saw all the smoke and all the -- saw some flames inside the car. >> john gonzalez, abc 7 news. >> new at noon now the ntsb says it will hold an investigative hearing into the metro smoke incident. the hearing will folk us on the ongoing investigation into the january 12th incident at the l'enfant plaza tunnel that killed an alexandria woman. ntsb says they will discuss the conditions that led to the electrical arcing the emergency response and metro's efforts to improve safety in the last couple of years. we've learned a car crash in alexandria sent a pregnant woman to the hospital and caused a water main break. firefighters tell us the car crashed into a fire hydrant on the 4500 block of eisenhower avenue. a passenger who is seven months pregnant was taken to the hospital but is expected to be ok. that crash caused a water main break which is now causing traffic delays in that area. repairs are under way right now. >> and right now, maryland governor larry hogan is delivering his first state of the state speech in annapolis. hogan is expected to give more details about his goals for the legislative session, the newly sworn in governor is expected to address education funding across agency cuts and tax relief. you can watch that speech live right now on our sister station newschannel 8. and firefighters in anne arundel county are assessing the damage from an early morning fire in odenton. crews were called to the home on the 400 block of monterey avenue around 4:00 this morning. authorities say the home belonged to a metropolitan police department officer and the fire caused ammunition inside that home to go off. good news is no one was hurt. taking a look outside now, temperatures are warming up. our chief meteorologist doug hill is here with how long they will last. doug? >> today is pretty much it. we have a cold front coming through tomorrow that will change things for us. beautiful right now as we look at conditions. this is a live look at our h.d. weather bug camera in laurel. 42 degrees right now. it will warm considerably into the mid possibly upper 40's in laurel. look at the numbers right now. already 52 degrees in luray. 51 in fredricksburg and decreasing south to southwesterly winds will bring the warmer air towards metro area. in fact temperatures right now are 17 degrees warmer than they were this time yesterday. gaithersburg, 16 degrees warmer in fredricksburg, 21 degrees warmer. in camp springs, andrews air force base joint base andrews. sorry about that. they changed the name. i'll an old timer. i like the old name. anyhow, today will be sunny and breezy but warmer with highs near 50 degrees. this cold front will change everything tomorrow. there's areas of snow moving along that cold front. will we see any flakes with the gusty wind and colder air? >> a bit of a rally cry here from leaders in the washington suburbs, both prince george's and montgomery counties talking about how much they would like to see the purple line here in maryland. as you mentioned in this meeting with business leaders and business owners just wrapping up within the last half-hour here all discussing the economic advantage they say would happen if, in fact the purple line is built. now, they touted that this is not just a way to move people here in maryland but also a way to create jobs. today, leaders here in college park projected the purple line will bring 6300 direct jobs during the five-year construction period and once completed, 27,000 jobs. both prince george's and montgomery county executives today said the state needs a purple line not just for regional benefit here outside of washington but for an economic boost across maryland. this comes as there's been growing concern from supporters about the new governor's plan for the purple line. governor hogan says his administration would like to review the project and continue to look at all of the options. today, the county executives for the two counties that will be affected by the purple line both prince george's and montgomery county said that they need the business community to rally together to show governor hogan that this is not only a good idea but one that is needed to attain his vision to move maryland forward. >> we know you to convey this straightforward message, the purple line is gold to the state of maryland. the purple line will enhance your ability to achieve the job growth that are necessary for the state of maryland. >> this is not simply a debate between washington region and the rules to how you use limited resources. it's a debate about the future of the state of maryland about how we use limited resources to grow our tax base to create jobs and creating opportunities. >> now, one of the other things that a number of the business leaders talked about is this is not just a decision between roads vs. rails. this is really what will happen when you put rail in place. that is their vision of this in terms of jobs and job creation that could happen. as we know, governor hogan right now speaking out about his plan as he lays out his legislative priorities during his state of the state. reporting live brianne carter abc 7 news. >> coming up at noon disciplinary changes. taking a look at age restrictions for punishment. what d.c. council members are considering. >> utility futility. we're look into problems with your electric, gas and water bills. how you can get help. >> the winter weather can wreak havoc on your utility bills. what if it's a problem with the utility company and not the cold that is causing the problems? viewers who are struggling with their utility bills. for one reason or another, people like john and doris mingo who live in a small capital heights home and they've lived there for 27 years, and have been able for the most part to handle their bills, they are now on a fixed income and after last winter's unusually cold temperatures, combination of having to buy a new furnace and a big jump from the gas usage to keep their home warm place them in a real financial bind. the mingos fell behind in their gas bill quickly and now a year later, they owe $1,000. >> you do the best that you can. have 1,000 on the bill. >> washington gas and the other utilities have programs to help people like the mingos who are struggling with their bills. they say come to them before things get out of control. front comes in windy, and back in the winter grind. let's get you to it. this is the beginning of a time lapse from -- this is oak dale high school in southern frederick county maryland. if you look in the center of your screen you'll see the high, light cold air and to the right of it you see the moon. i want to focus your attention there because this is where it started around sunrise this morning and down the moon goes -- it sets. and then skies clear. turning to a beautiful day. high clouds in the area. that's all we'll have for the rest of the day and temperatures because of the sotherly winds will come higher and higher. north of town, 37 right now but they'll get in the 40's today. already, 49 degrees in remington. frederick, north of town 39 degrees. so the numbers are going to climb, lows there morning, upper teens and low 20's. so a real change based on the wind direction change able to literally draw in warmer air. right now we're 43 at reagan national. 46 on the mid shore in easton and farther west and southwest you go, the warmer it gets. 52 degrees right now in luray. there's the warm front, the leading edge of this milder air mass. all being supplied by yesterday's high pressure centers off shore so the winds are turning more to the south and southwest. we'll enjoy this. when we get into march and the daylight hours get longer and the climate changes and kind of late winter high pressure centers when they move off shore, they start to tap much warmer air. this is how we get our march days in the upper 60's to lower 70's occasionally is by the push of this high pressure. cold to begin with and then they warm up. in any case the cold front is on the way. area of showers running along the front. we'll see a few flurries in the area and we'll start to drop temperatures. 39 in pittsburgh. colder erin deed on the way to the region. our futurecast, we do the timing and a lot of the snow come out over the mountains. it's possible we could have some flurries. mostly we'll see a change in northwesterly winds. gusty winds during the day and afternoon and temperatures will start falling through the 30's. here's the forecast for tomorrow. 35 is the best that we can do. falling afternoon temperatures. northwesterly winds 10 to 15. wind chills into the 20's and check out the next seven days. here we go. so after a colder day tomorrow, we'll get into the day on friday. and watch temperatures hold into the general range of about 35 to 37. warm up into the 40's on saturday and then sunday night and mondays, still looking at a chance of a storm system to give as rain or mix. right now we're keeping the probability at 30%. this is on the low side. it doesn't look like a big event. >> ok. >> hope it stays that way. thanks, doug. coming up here on abc 7 news at noon discipline for preschoolers. the big change district officials are looking to make in the punishment policy for >> a d.c. council committee is holding a hearing on a bill that would ban out of school suspensions for preschoolers. the council member introduced the bill last month and all 10 of his colleagues signed on as co-sponsors. he says that he doesn't see any reason why a 3 or 4-year-old should be suspended or expelled from school. the district's superintendent's office found that 181 prekindergarten students were suspended from d.c. public schools during the 2012-2013 school year. d.c. public school officials admitted sensitive information about special needs children has been exposed for years now. according to buzzfeed hundreds of pages of documents with sensitive information about students, teachers and other school workers sat unprotected on line. chief of specialized instruction, dr. nathaniel bear said in a statement as soon as it learned of the problem, they shut down the website. as of right now, there's no evidence of that sensitive information was ever compromised. a cooldown on the way. doug is back with how low the temperatures will
