the mayor answered that one today. >> it made legal small amounts of marijuana to be used by adults in private homes. >> can you smoke on your deck? better not the attorney general's office advises. smoke inside. can you smoke in your car? no, on street it's on public space. can employers still subject you to a drug test since marijuana is ld.c.? yes, employers can set their own rules about marijuana. the penalty, if caught smoking in public arrest is possible more likely you'll get a $25 ticket. the mayor today seemed pleased with day one. >> nothing has changed much. you see the sky didn't fall. >> you didn't go to jail. >> the will of the voters has been implemented. >> and the mayor was asked today about the decrease in the marijuana use in the city. marijuana penalties in the city and she says a lot of this took place last summer actually when they decriminalized the drug. the number of prosecutions fell by a whole lot. and another question has the mayor herself used marijuana? her spokesperson said once many years ago. reporting live from southeast washington, sam ford, abc 7 news. >> thank you sam. it is also now legal in virginia to use derivatives of a marijuana plant to treat severe epilepsy. governor terry mcauliffe signed the measure into law today. it's the first effective medical marijuana legislation to win approval in virginia. it allows possession of an oil known as thca with a doctor's certificate that it is needed to treat intractable epilepsy. virginia general assembly also approved a new budget today including a 2% pay raise for state employees. and a 1% -- 1.5% pay raise for teachers. the raise comes without any new taxes but it does not expand medicaid. governor terry mcauliffe had pushed for that since his election. new information tonight in the war on terror. intelligence officials tell the bbc and "the washington post" they've identified the man known as jihadi john the man with a british accent seen killing americans in hostage videos. senior political reporter scott thuman is in the newsroom with the developing details. scott? >> those media outlets identifying him as mohammed emwazi originally a kuwaiti who spent many of his formative years in london from a well-to-do family has a college degree but who they say chose to become sort of the de facto face now of isil. >> america. >> it's been the voice for the man known as jihadi john that's added to the terror of execution videos. reported british and u.s. intelligence teams i.d.ed him months ago and now his alleged name public. mohammed emwazi. >> don't expect it to be on your doorstep. that's what shocked me. >> might be surprised to know that the man that i knew was extremely kind. extremely gentle. extremely soft spoken. >> he first appeared last august in a video showing the beheading of american journalist james foley. soon after, there were more. just as more americans have tried to join him in that fight. >> how is it possible to keep track of these people? >> there's no doubt that the challenge that you're raising is a significant one. >> while u.s. officials won't confirm his identity it further highlights the concerns over foreign fighters. senator john mccain in this exclusive interview. >> certainly contradicts the president's view that there's some deprived families and economic conditions just like usama bin laden was from the wealthiest saudi family so again, it shows that the separation from reality that exists with the president of the united states on this threat. >> families of some of the victims in those execution videos are reacting tonight. american steven sotlof's family saying that he hopes he's caught, of course and spends his life in prison in isolation, the family of british aid worker david haynes stronger there. they say the idea is a good step but they won't feel closure until "there is a bullet between his eyes." in the newsroom, scott thuman abc 7 news. >> thank you scott. the annual conservative political action conference is under way at national harbor. it began this morning with remarks from dr. ben carson in support of israeli prime minister benjamin netanyahu's speech to congress next week. >> we also need to recognize that we have friends over there, let's not turn our back on israel. let's listen to netanyahu. >> he is one of several potential republican presidential candidates who will speak at the meeting running through saturday. the current u.s. relationship with israel is the focus of abc 7's next town hall. it airs following prime minister netanyahu's address to congress next tuesday night. you can watch it live on our sister station, newschannel 8 or on line at wjla.com. next tuesday at 7:00 p.m. still ahead on abc 7 news at 6:00, why a locally based national radio host is vowing to spend more than two days broadcasting and talking nonstop. plus -- >> i don't know if it's crazy, like eighth grade. >> conflict on capitol hill as time ticks away to keep the department of homeland security funded. and a new wrinkle in the boston bombing murder trial. just one day after a jury was >> lawyers for boston marathon bombing suspect dzhokhar tsarnaev are challenging the jury pool for his trial. they say it doesn't include enough minorities or young people. tsarnaev's trial is set to start next wednesday in boston. the judge did not rule on the jury pool motion today. tsarnaev is accused of setting off two bombs at the marathon in 2013 killing three people. he could face the death penalty if convicted. a state department official is now in fairfax county facing the charge of soliciting a minor. daniel rosen waived extradition following his arrest at his home in northwest washington on tuesday. fairfax investigators say he exchanged explicit on-line messages with the detective who was posing as a minor. rosen is the director of the state department's counterterrorism program. he's now on administrative leave and has lost his security clearance. house republicans are discussing a stand alone measure to fund homeland security beyond tomorrow's deadline. but it's not clear when or if the proposal will come to a vote. if legislation is not passed by midnight tomorrow 30,000 nonessential homeland security workers will be furloughed without pay. senate leader mitch mcconnell signalled that the senate will pass a stand alone funding bill. house speaker john boehner did not reveal his plan. >> we're waiting to see what the senate can or can't do and then we'll make decisions about how they're going to proceed. >> i don't know, it feels like eighth grade civics class. what is going on in the house? >> the radio host is headed towards world record history. >> i have not slept one bit! not one bit! thanks for the calls. >> the black eagle is on a 52-hour bend. just keep coming. >> location. >> green tea and red bull is my friend. >> it's nothing to this humanitarian and activist. >> compared to going to sleeping in the bush this is easy. >> three breaks during every hour. he can only leave the studio once. >> i know this is a huge challenge for him but i think deep down inside i know he's going to finish this. >> this has nothing to do with madison. >> it is all for the benefit of this -- of the smithsonian national museum of african-american history and culture. >> that museum is under construction, set to open in 2016 he's raised $37,000 and counting. >> this tells a story that has not been told by smithsonian since they've been a smithsonian. auto every single minute of the 52 hours is being meticulously logged and calculated and witnesses are watching every single moment. volunteers are logging the time for guiness as the clock ticks by. >> hi linda from illinois. >> and madison will keep working until friday at 10:00 in morning. >> failure is not an option. >> in northeast washington caroline tucker abc 7 news. >> thanks. thanks, caroline. the same storm that brought a few inches of snow to this area also caused chaos to our south. in the norfolk, virginia area eight inches of snow are blamed for multiple car crashes including this one in which an s.u.v. nearly went off an overpass. in central north carolina between and nine inches fell. buckling the roof of some gas stations and the storm also knocked out power to 200,000 customers. wow, we think we're not prepared but they definitely are not. >> drivers this morning kind of showed they were prepared this time. it went pretty well. now the concern is going to be tonight. not the flurries that are coming. that's not the concern. it's the subfreezing temperatures that are coming back and icy patches. let's get started here. first up on this thursday you can take a look at the official numbers. 39 is the official high at reagan national. 30 degrees is the morning low. more impressive is our normal average high this time of year. 50 degrees. we'll get there again. maybe early next week we'll get close to it. final look this evening at some snow totals for you. eight inches in reedville on the bay. 2 1/2 in baileys crossroads and 1.7 inches in damascus. storm is a fast mover. we saw it last night at this time, leading edge of the snowfall was way down here and it zipped through and zipped out way out in the atlantic ocean now. leading edge of noticeably colder air. it may be accompanied by some flurries late tonight and through the early morning hours but mainly it will be the drop in temperatures we'll notice. down to 32 in gaithersburg. 34 in frederick. 37 the reagan national. 33 in areas near andrews air force base and this is the much colder air. it will be spreading in. high pressure pushing in our direction. we'll have cloudy skies and the flurries. bigger difference will be the temperatures, now you see the west will be the temperatures locally in the morning. pretty powerful push. last few high pressure centers we've had dropping out of canada while they've been well below average, they haven't been the brutally coldest ones we had a week and a half ago. that's a good sign for us. we'll get cold. in fact, by the end of next week, we may get cold again. things are starting to moderate a bit. we're looking ahead to saturday and just some high clouds in the forecast saturday evening but by sunday, the next event weather system comes up from the south with the cold front from the south and looking at the possibility of rain or snow. but again, short term the major concern is this. overnight lows in the teens across the area. so anything that's slushy or mushy is going to refreeze. after a morning flurry we'll have some afternoon sun. highs about 35 degrees and then head through the next seven days for you. cold again on saturday and sunday. but by sunday evening, a 40% chance of a wintry mix of rain and snow to change to rain as we warm up in the upper 40's on monday. tuesday, some sun and another system could give us a brief mix tuesday night. wednesday, it will be all rain as we finally warm into the 50's. maureen and tim?
