with state authorities announced a number of safety improvements being made to route 1. tonight the mother of a young man killed on that road is speaking out. suzanne kennedy has a look at the changes being made. >> when students return in august they will notice a new look at this familiar corner, the state is making significant improvements in an effort to keep pedestrians safer. >> an amazing person. >> it's been three months since julieta machatto's son was killed on route 1 in college park. the roadway has seen three fatalities this year. >> the pattern and frequency of accidents. it's not okay. >> starting at the end of the month the speed limit on route 1 in college park will drop from 30 to 25 miles per hour. a fence like this one will be erected between knox and hartwick roads. with the improvements comes advice from the state highway authority. >> use marked cross walks and follow the pedestrian signal indications. designate a responsible friend to remain sober and make sure everyone gets to their destination safely. >> changes have already been made here including repainted crosswalks and curb markings telling people not to jaywalk. as for the changes, they're getting a mixed review. >> there may have been three fay taltales but that's -- fatalities, but that's from people being drunk and not watching the street. >> i don't know if it will prevent drunk people from trying to climb them. we'll see how it goes. >> they have modified the length of this light making the wait time for pedestrians shorter, so impatient pedestrians won't get into the crosswalk too soon. many, but not all of these changes will be in effect by the time the students return in august. in college park, suzanne kennedy, abc~7 news. >> metro says it is on track to open up the silver line as scheduled despite continued delays by the contractor working on finishing the 11-mile project. permanent certificates of occupancy for the stations and work on the line's third rail. service starts this sunday and it's set to open for business on showers and on -- on saturday july 26th. changes to the blue and orange lines goes into effect one week from today. we have more information on our web site, wjla.com. >> a summer vacation ended in tragedy for an arlington family. a car drove through an intersection near cleveland as the family was crossing the street. 8-year-old eli sachar who attended ash lawn elementary school was killed. stephen tschida explains what happened. >> this is a very tight-knit community and everyone with whom we spoke says they knew 8-year-old eli sachar, the little boy killed in ohio over the weekend. so many of them commenting on his smile. >> a make-shift memorial marks the spot in a cleveland suburb where a car drove directly into a group of ult and small children including the three sachar children. 8-year-old eli was killed. >> i cried when my neighbor told me what had happened. >> the family left last week on route to michigan. neighbor steven missouri saw them pull out. >> they waved out of the back seat of their car. >> they stopped in cleveland to visit friends. a group of adults and children were walking to a restaurant for lunch. as the group crossed the street saturday with the walk signal, a car driven by a 62-year-old woman apparently came right at them. >> really incredible nice child. i saw a very good future for him. i'm still in disbelief. >> eli sachar's mother was thrown under the hood of the vehicle. her younger son, wes, in her arms. though she sustained injuries and was rushed to the hospital, the little boy was not hurt. neighbors say the loss of eli, who was so full of life, has left them heartbroken. >> it's just very sad. >> he'll be missed in the neighborhood because this is a neighborhood where people see each other all the time. >> eli sachar's mothers is out of the hospital and on route with the family back to arlington tonight. meanwhile the woman who struck them also was hospitalized. she too has been released. no charges in this case but it does remain under investigation. stephen tschida, abc~7 news. >> it was a violent weekend in the district that included a unusually high number of shootings. jennifer donelan has a closer look including triple shooting that killed two people. >> we're standing outside d.c.'s superior court where a 36-year-old d.c. man who is charged in one of the two triple shootings this weekend faced a judge. in court it was revealed each time he pulled the trigger inside the car, he yelled "bang." >> two triple shootings two young men killed. the bursts of violence were just blocks apart this weekend. the first was 1:20 a.m. in north capitol and t. streets northwest on saturday. >> i saw a car hit a fire hydrant and a stop sign on the bridge. >> tritny -- she witnessed the aftermath. jimmie fleming was in a car with three men when he opened fire on all of them. the driver crashed the car. when police arrived they found two bleeding on the sidewalk. according to the police report they were unconscious and unresponsive. both were shot in the head. the third victim, a 17-year-old boy was shot in the arm. sources confirmed there was a little girl in the car, but she was unharmed. >> the little girl was pinned under the second person who was shot. the passenger that was in the back seat. >> the gunman ran away, but police found him and he was charged with murder in front of a judge this afternoon. >> i never really felt in danger at anytime, so it was a little scary this happened again. >> fear gripped the community again 9:00 p.m. sunday in the 700 block of lincoln road in northeast. police pulled up to screaming as a crowd of people ran away from the harry thomas reccenter. witnesses told police they were playing and watching people play basketball and people started shooting but they couldn't see anything. three men were shot but all made it out alive. in a surge of summertime violence that has residents on edge. >> it's pretty shocking. i wouldn't have expected it. i've lived here six years. >> many people asking the question if these two triple shootings are related. my sources tell me at this point it appears they are not. in northwest, i'm jennifer donelan, abc~7 news. >> citigroup will pay $7 billion to settle charges it sold bad mortgages in the leadup to the financial crisis. >> the bank's misconduct was egregious and under the terms of this settlement the bank has admitted to its misdeeds in great detail. the actions shattered lives and livelihoods around the country and also around the world. >> the deal is double what financial analysts expected. the sale of subprime mortgages was part of the housing boom and bust that triggered the great recession. the justice depart reached similar settlements with j.p. morgan chase and other lenders. more on this deal and what it means to consumers coming up on abc 7 news at 6:00. >> it appears that d.c.'s lame duck mayor has less power than was thought. they voted to override mayor gray's budget veto. >> today's council session. the last before the summer recess was packed and every member was present. after mayor vincent gray vetoed the budget friday, would he get the five of the 13 votes to sustain? it looked bad before the session started. the allies were not there. >> to him that, you know, [ indiscernible ] if we had continued to be there, i think it would have been different. >> the council budget ripped out the mayor's complete property tax exemtion for seniors over 70 and levied a tax on gym memberships. >> i expect to see gym decline. so i expect to see a lot more boot camps people outside doing a lot of running. >> as debate got underway,men council members -- many council members agreed with the mayor. >> i will not vote to override the mayor's veto. i think the budget is short sighted. >> the chair. >> and my motion is to reenact the items that's plural in provisions disapproved by the mayor. all in favor say aye. >> as the vote proceeded it was clear the lame duck mayor has little influence. members were told the budge was was balanced but if they approved the veto it wouldn't be. >> a number of members said there were things in the budget they didn't like, but were afraid if they started over, they would like the new budget even less. and of course the from last night's storm. >> a huge tree fell on some cars near 44th and p. streets in northwest washington. luckily nobody was around when they toppled. >> neighbors say when it went down. >> it was a really loud noise. it felt like it was falling on the house. >> it was late last night. it was quiet on 44th street and the rain and wind was picking up. >> started barking like there was a huge institution because it sounded like a -- intrusion because there was -- it sounded like a big explosion. >> it took down power lines. >> everything shuddered. you could feel the vibration has it landed. i don't know if it was hit by lightning. >> and cracked down on both of shawn coal's car'ses -- cars parked in front of his house. >> i was frustrated. it will take some time to sort out, but it's part of life. >> he spent the better part of the -- crews spent the better part of the day cutting up the tree. people who lived here passed by and took pictures and shook their heads, thankful no one was hurt. >> i guess i'm in the market for two new cars. >> t gentleman will be in the market for a couple new cars. they are cleaning up and finishing up rights now and hoping -- right now and hoping in this neighborhood they don't experience another storm like last night. horace holmes, abc~7 news. >> stormy evening. >> you remember a couple minutes ago leon, we were going to show a live picture of the capitol building and we couldn't see it? let's look at the same camera and see how quickly the camera has moved through the city. voila. in rosslyn, we have been pounded. looking out west towards falls church you can see the sun trying to breakthrough. but east of the city you're getting pounded with the same storm we got 15 minutes ago. 75 degrees is the current temperature. many areas like this, it could be in the upper 80's to 90s and back in the 70's with the rain. oakton at 75. some pretty healthy rain. we've also had some wind gusts. at nationals park 50 miles per hour when the storm blew through. children's hospital, 48-mile an hour gusts. so pretty potent storms moving through the area. the entire region remains under a severe thunderstorm watch until 8:00 tonight. a severe thunderstorm warning in berkeley and west west virginial 5:30 and for another few minutes northeast of baltimore, till 5:45 this afternoon, severe thunderstorm warning affecting baltimore, okay? so that's8# for that for my hos there. we have one line after another trying to form up through the area. this is not from a cold front. that's coming tomorrow. this is from a pretty normal summertime phenomena called a trough. there are a couple lines. but everything is moving at a good clip, so the weather will improve tomorrow. but tomorrow, a cold front will show up and pull in this warm and humid air and give us more storms and maybe more severe weather. all the storminess is to the east and northeast. more storms to the southwest and bristol area of tennessee and southwestern virginia, that could be affected with scattered showers very late tonight or early in the morning. the temperatures have taken a nose dive with the rain. 77 at reagan national, 79 in martinsburg. 96 in fredericksburg. that's the difference the showers and storms make. and the heat index was around 100 in many ples. still 105 hin fredericksburg. we're -- in fredericksburg. we're doing a little better now after the passage of the storms. it will be humid tomorrow, but not to the levels we saw today. it will be muggy even though the showers and storms will come to an end. temperatures across the northeast, more comfortable the further north and west you go. in duluth, minnesota 54 degrees in july. this leading edge of cooler and drier air is moving our way and this will be the feature tomorrow to give us another round of heavy showers and storms. after the front goes through it will be beautiful for a couple daysvniñ with unseasonably cook dry air, which we don't see in july. it's going to be sensational for a few days with the air dropping in from canada, but we could have more big storms. 79 tonight as the storms end. 75 in the morning. partly sunny and muggy. we'll climb into the upper 80's tomorrow with a high likelihood of more showers and storms. it would appear the biggest threat of the heaviest storms should be just to the east and south of the district. beautiful wednesday, thursday, and into friday. we'll turn a little more humidity on friday and a couple more late showers on saturday and sunday. i'm looking forward to wednesday and thursday. >> the skies may be clearing west of town, but we are getting word there's a problem on 66 west. the nuttily street exit is closed because of high water. so avoid that area and be careful. >> so we now know what jenny mccarthy has in the works when she leaves the view. starting wednesday she will host a one hour live weekly radio series on sirius xm. she says she's delighted to not have to interrupt anybody or keep things clean. she and sherri shepherd are leaving the talk show and rosie o'donnell will be rejoining"r e show. >> yes that is, sir paul mccartney and warren buffett in sheriff's office lieutenant. he's not, but what he's after is your money. that story is coming up. >> but first here's a look at what's coming up in abc prime time. >> fairfax county is warning about a new phone scam that tries to exploit the power of the police and resident's fear of breaking the law. >> 7 is on your side with what you need to know to protect yourself. kris van cleave spoke with a man who got one of the phone calls. >> cops started getting reports of this in april and since then it's been a steady stream of victims. we're talking calls every day reporting this scam. the victims taken for between $300 and $500, but some are out even more. >> i'm with the fairfax county sheriffs department. >> something didn't sound right to jim vincent. >> it was absolutely intimidating. >> vincent is one of dozens targeted in a wide-scale phone scam. the calling posing as a fairfax lieutenant, saying you've missed a court date or jury duty and you need to pay up or get locked up. >> nobody is going to ask for a credit card over the phone unless they're trying to get your money. >> i'm trying to help you the best way i can. >> that's the scammer's voice recorded by a sheriff's deputy posing as one of his targets. >> where are you? can you give me where i need to go to turn myself in? >> ma'am, you know where the sheriff's office is. if i can get your address it's not a problem. >> send a deputy out, the car is in the shop. >> the county police are now investigating. this is the real lieutenant steve elbert. >> the sheriff's office, nor any other law enforcement in this county would ever call demanding money or threatening arrest because someone miss court. >> lieutenant steve elder police. >> with vincent's permission, we called the fake cop. he asked me for $1,000. >> albert, i have a question. who are you really? because i just speak to the real lieutenant elbert and you're running a scam. oh, he hung up. >> people just don't want to talk to me guys. jim vincent did not fall for the scam and neither should you. any court summons will come by mail, not by phone. often, a scammer asks for money to be put on a green dot card and asks for arundel counties. we'll show you the entire area in pink still under a severe thunderstorm watch. but that small portion of prince george's county and anne arundel still under a severe thunderstorm warning for this cluster. it's the same batch that came through 30 or 40 minutes ago but a heavy amount of lightning and thunder and it's moving to the east. in southern baltimore county a tornado warning has been issued. let me grab my reading glasses. this is maryland suburbs, towsen and that area -- here a few showers we'll keep our eye on for the evening. showers and thunderstorms, but the heaviest activity moving north and east of the city of bowie and continuing to move up toward the baltimore metro area. more on what's coming up weather-wise in just a minute. >> a man is accused of setting off an explosive at his in-law's home. >> police say he crossed a dangerous live. richard reeve with how shocked people are there. >> residents say they are surprised by the notion that someone would set off two explosions in this neighborhood but the suspected reasons behind it they say are just sad. >> burn marks and a charred garage door frame. >> it's a sad situation. >> remnants of two separate police say by 36-year-old mark kassel. >> the homeowner awoke to what he described as large bangs. >> officers arrived at 2:00 on sunday morning. the owner identified as his fate and flames outside the front door and kassel trying to get inside. >> they are involved in a custody and divorce dispute. >> police tracked kassel down in fairfax county where he's now in jail facing arson and use of a destructive device charges. neighbor catherine says she never saw signs of trunnel. >> i never heard of that -- trouble. >> i never heard of that happening in this area. that's unfortunate. >> court records show kassel and his estranged wife going to court in april because of a domestic dispute, but no charges were filed. >> obviously putting people's lives at risk who are ancillary to the whole thing is unacceptable. >> we take these acts very seriously. he's willing to detonate two devices and willing to harm people. >> kassel remains in the fairfax county jail. we're told he appeared before a judge and we're told it's likely he will be extradited out of montgomery county, possibly as soon as thursday. >> time for a look at the day's top stories. seven people were shot, three of them fatally on the streets of d.c. over the weekend. the lone arrest came in connection with a triple ç cd t streets. >> big changes are coming to route 1 in college park. all in the name of safety. the speed limit will soon drop from 30 to 25 miles an hour. a medium fence will be erected between knox and hartwick roads. while a pedestrian signal will be installed at the same intersection. three people have died on route 1 this year. >> severe weather is not exactly how some people in the area wanted to spend their monday. a huge tree fell on cars near 44th and p. streets northwest. that happened during last night's storms. the good news is as bad as that is, more than was hurt. >> the d.c. council is considering a ban on expulsions for people in kindergarten. the superintendent of education for d.c. reported 181 of these suspensions and expulsions during the 2012 school year. 77 children received similar punishments in maryland. he said those who get suspended end up in more trouble down the line. >> d.c. public works has started giving tickets to improperly parked drivers. vehicles parked outside of the white lines can block streetcar service. so drivers who break those rules will be ticketed and possibly even towed away. >> a look on the roads this evening. bob immler is in the w.t.o.p. traffic center. did the rain complicate things? >> in some ways it did. we have had minor flooding in some areas between 66 and the beltway. at one point the nuttily rain was closed. we're experiencing some high water but it quickly drains. volume delays on 66 in and outside of the beltway. southbound had a couple trucks stalled on the left side, and then farther south some delays past dale city and humpry city. on 270, headed past montgomery village avenue up 28, it's getting slow from montgomery village and germantown. no incidents along the way. on 66 traffic is slow on the westbound side. but the rain has pretty much subsided there, at least for now. [ laughter ] >> let's check and see what's happening weather-wise. we have some heavy stuff blowing through. >> 30-40 minutes ago some severe storms rolled through the area. a lot of lightning and rain. look at that, that lightning strike hitting hitting the domee library of congress. it was a spectacular image with a lot of lightning with this system. the winds were fairly light, but a lot of lightning and a lot of rain. dale city, this from our abc~7 news team driving on i-95, the dale city area. torrential downpours. we have seen flooding in the areas. fortunately it was brief and fairly limited. now the line of storms is moving out. now the watches and warnings. we have the entire region that is still under a severe thunderstorm watch in the 8:00. the box to the east of baltimore is a active tornado warning. that area of baltimore county. and to the south and northern anne arundel county under a severe thunderstorm warning. because of this cluster of storms moving out through suverba park, just to the west of annapolis. through areas near parole, parole plaza. and that's going to sweep into the annapolis area and to the bay shortly. but a lot of rain and a lot of lightning and it pushes to of the east at a -- to the east at a good clip. there are storms to the northeast of us and to the southwest. but for the short-term, i think all the storminess will move out. there could be some isolated showers or storms tonight. but we will do this again tomorrow as a cold front moves in. but behind that cold front tomorrow it is going to be remarkable weather for this time of year in our area, with low humidity, sunshine and much cooler than normal temperatures. so tomorrow, scattered storms through the day. mid-to upper 80's and wednesday and thursday gorgeous weather. warming up a bit and a chance of showers and storms for the weekend. >> got some great golf action this week. >> golf fans will tell you this is one of the biggest weeks of this year. the british open starts thursday at british liverpool. this was a very emotional day for phil mickelson. he had to return the jug as last year's champion. it doesn't seem like a full year since he won. even though he hasn't posted a top ten on the pga tour this year, he comes in with a whole lot of confidence. >> it's such a different feeling for me coming over here having won this tournament. the way i felt, was am i ever going to come through and breakthrough and play well on lynx golf and win an open championship and now i know i can and i've done it. it takes a lot of the pressure off of me. >> phil mickelson. by now you know germany won the 2014 world cup in brazil over the weekend. it has to be called the most successful and dramatic world cup of all time. the games were dramatic and the finish was frenetic. when germany and argentina finished in regulation in a draw yesterday it was only fitting to have that goal make it one of the prettiest goals of the tournament to win the cup and keep it from going to penalty kicks. congratulations to germany, the 2014 world cup champions. >> the tour defrance, plagued by rain and fog. and a crash eliminated two time winner. while he was strong on the climb, he takes over the lead and the fame. yellow jersey. >> and with football just weeks away from kicking off, college football unveiled its new national championship trophy today. 24-carat
