road cleanup outside where they're trying to come to grips with the more winter weather hitting us. stephen tschida live in perciville, virginia where folks are getting ready for what they'll be complaining about tomorrow. stephen? stephen: we're right on main street here. the pavement is nice and dry. they expect as many as three inches of snow here tomorrow so they are gearing up to battle this winter blast and they are also battling snow fatigue. now, we checked in with some jurisdictions across the region. keep in mind that this snow is expected with the first day of spring as well. so a lot of people frustrated about that. now, crews across the region treated roads yesterday and today. also, mounds of salt. big mounds are taking another hit. trucks are loading up for the snow which is expected again tomorrow. now, in leesburg, spent the day filling potholes but now they're gearing up to start treating and removing snow as well. >> same resource that do the asphalt repair are the same ones that do the snow removal. we have to take the tail gates back off and install the spreaders on the dump trucks. stephen: as far as treating the roads, they were treated. a lot of brine went out there today. they don't expect the road temperature to be low enough that it will cause any major problems. so they're hoping to avoid some icing or any major problems on the roadways. stormwatch app. alison: disturbing scene in washington county, maryland. sheriff's deputies say a father shot and killed his wife and son before killing himself. deputies found the victim this morning inside a home on valley road in knoxville. investigators say before the shooting, 87-year-old johnny green called a family member and said he shot his wife mary and their son mark and was about to shoot himself. abc 7's kevin lewis following this case and coming up at 5:00 the obstacles that neighbors say the green family was facing. leon: a d.c. police officer charged with sexually assaulting two girls remains in jail without bond. and now, we're learning more about officer darrell best's previous trouble. so bad, in fact, it led to his demotion. d.c. bureau chief sam ford was in court today and he's got the latest on the investigation. >> most of the kids, this is only meal some of them receive. other than school. so school is out. sam: when we did that piece on darrell best 15 years ago, he was sergeant over beat 711. music director of a.p. shaw united methodist church. today in d.c. superior court, he stood accused of sexual abuse of 16 and 17-year-old girls. allegations that include sex with one at police headquarters while in uniform, sex with the other one at church where at age 45, he had been pastor. today, as he tried to get out on bond, the prosecutor told the judge there could be other victims and that best was busted from sergeant to officer in 2008 for sexually harassing female employees, one a police cadet. best's family and friends came. one shared his thoughts. >> let the courts do what the courts do and pray for the victims, the alleged victims and the alleged abuser. sam: it's been a long fall. the defense attorney told the judge m.p.d. is about to change his suspension with pay to suspension without pay. and best was a topic for the mayor today. >> the whole thing is disgusting. any time you have an adult that's in a position of power, a police officer is one of those very significant positions of power. we should all be outraged. sam: the judge said the fact that one of these acts may have occurred at police headquarters was extremely bold. he's a high danger and he was denied bail. he's set to be back here on april 29th. sam ford, abc 7 news. alison: fairfax county investigators are looking into what caused a house fire that left one man dead. it started early this morning on southampton drive at rolling road in springfield. police just identified the man killed in this fire as 56-year-old paul church. as mike conneen tells us. three people did manage to escape the burning home with minor injuries. mike: around 6:00 a.m., 17-year-old kaitlyn justice woke up to the sound of screaming. >> look out the window and all i could see was like orange in the back of the house. you could see it reflected on the houses behind them. you can see the black smoke coming up in the sky like huge, huge, huge cloud of black smoke. mike: they would later learn the pleas for help was coming from the neighbor several houses away at the corner of southampton drive and rolling road. >> more than just like a transformer exploding. how you hear those. no, it was loud enough and it did kind of shake the ground a little bit. mike: fairfax county firefighters say three men and one woman was inside the home as the fire engulfed first second and basement levels as well as the exterior. >> it was so high, above the house. i'm surprised the roof was intact. mike: three occupants escaped with minor injuries but a fourth did not survive. she snapped this photo of firefighters pulling him from an upstairs window. they performed c.p.r. and transported him to the hospital where he was pronounced dead. >> firefighters made entry through a ladder to the second floor, searched and removed that victim very, very quickly during the heavy fire conditions. mike: fairfax county police and fire marshalls spent hours searching for evidence and walked around the perimeter of the home interviewing the surviving occupants. the cause of the fire is still under investigation. mike conneen, abc 7 news. alison: in montgomery county, a two alarm fire damaged three silver spring restaurants there. it's believed an electrical problem started the fire in the quarry house tavern and then spread to the bombay gaylord and the mandarin restaurant. firefighters say as many as a dozen people may live illegally above these restaurants. so they're looking into code violations. one firefighter suffered a minor burn. leon: now to video that's made national headlines. a black u.v.a. student left bloodied after an arrest. now, virginia state police are conducting an investigation into whether the officers used excessive force. elizabeth hur has the latest. elizabeth: bleeding from his head and tackleed to the ground. this video of the university of virginia student martese johnson is now under independent review by the state police at the request of the governor. >> i'm disturbed. i'm bothered by the photo. and we're going to get to bottom of it and someone will have to answer to it. let the investigation run its course. elizabeth: the alcoholic beverage control agents made the arrest early wednesday morning after the 20-year-old tried to get into a bar near campus. >> the sort of general conclusion is it looks like they may have used too much force to affect an arrest. not knowing the front end of that conversation, it makes it difficult. elizabeth: while analysts warn it's too soon to jump to conclusions. outraged students continue to march in support of johnson brought to tears at a campus rally last night. >> i beg for you guys regardless of your personal opinions and the way you feel about subjects to please respect everyone here. we're all part of one community. elizabeth: and these students vowed to remove but believe johnson was a victim of police brutality and this video, the latest example of tension between civilians and police. johnson is fighting charges of public intoxication and obstruction of justice. as for the agents involved, we're told they've been placed on administrative duties pending the outcome of this investigation. reporting in new york, i'm elizabeth hur for abc 7 news. leon: abc 7's suzanne kennedy is in charlottesville following this investigation for us. and you can look for her live report coming up tonight here at 5:00. alison? alison: we have a follow-up now on our "7 on your side" trouble shooter report from earlier this month. it was about a local church that offered $5,000 scholarships to more than 300 students but was late on giving out the money. horace holmes first reported on this story about the reconciliation community church. well, the church promised to hand out the scholarship money at the beginning of the school year last september. but when the money hadn't arrived, a number of families contacted "7 on your side." we are happy to report tonight that the church released the money and now the recipients have their scholarship. leon: all right. prince charles and his wife camilla are wrapping up their visit to washington with a whirlwind day of events. the royal couple began by visiting an armed forces retirement home. prince charles visited a charter school for adult immigrants and the duchess of cornwall toured a forensic scientist center. the couple met up with president obama and vice president biden at the white house and they'll be ending their four day visit tomorrow in kentucky. alison: we have an update on a story we brought you last september about a retired marine in need of a kidney. abc 7 was there, right there, at reagan national airport as ronnie pulley met faith shorthouse. faith is the woman hoping to become his donor. shorthouse says she was offering one of her kidneys in honor of her mother who died of cancer. turns out she was a match for pulley and both of them underwent surgery last week and we're told they're both doing well. leon: all right. we have to follow that and see how the whole thing turns out. that's great. coming up, new details in consumer investigator kimberly suiters joins us now live with more on this. kimberly, it looks like even if they didn't lose money in this breach, consumers can still benefit. tell us about that. kimberly: you bet, leon. target will pay out $10 million to settle a class action lawsuit. this comes after a massive breach in 2013 when potentially up to 40 million credit and debit card accounts were exposed. if you can prove you lost money due to that breach, you can start filing claims for up to $10,000. potentially including the time you lost dealing with the headache. now, even if your account was not compromised, target is trying very hard to woo back customers right now with the new one-year return policy and free shipping over purchases of $25. on its website, target also you. leon: thanks, kimberly. alison? alison: also, 7 is on your side keeping you up to date on exploding air bags in millions of honda vehicles. honda is now recalling an additional 105,000 vehicles because air bags can explode with such force that some will even propel shrapnel. at least six people have died from this. the models added to the list are these. 2008 pilot s.u.v.s. 2004 civics and 2001 accords. dealers will replace air bag inflateers at no cost to you. but takata, the air bag manufacturer now faces fines of 14 grand every day for failing to fully cooperate in the government's investigation. the tally as of today $392,000 and growing. leon: all right. let's turn to snow coming. you know what? you were laughing at the groundhog and little dude might have been right. this thing will not end. doug: getting a little tired out of it. i know a lot of people are. i'm hearing on twitter and facebook from so many of yours. alison: we had a little break. doug: by saturday, we'll be in the upper 50's with sunshine. we'll get break on the backside. tomorrow will be a pain and not a big issue traveling in metro area i don't think. the snow will be wet and the ground will stay wet. let's get started and give you a live look outside where it's cloudy. there's still some sun getting through the overcast but it's continuing to increase with cloud cover across the region. will so tonight. but fairly comfortable, 52 at reagan national. the air is very dry still. humidity down to 28%. so that will change tonight. so a lot of things will change tonight and a lot of things have to come together to give us the snow. how much we'll expect, let's start outside of our studios here in rosslyn. steve rudin picks up the story and tells you what's heading this way. steve: it's not so bad out here. sunshine out here, temperatures in the upper 40's and lower 50's. let's show you the latest map. temperatures at this hour. we're now at 52 degrees at reagan national airport. head to dulles looking at 50 degrees. winchester now at 50 degrees. 47 in hagerstown and lower 40's in lexington park, maryland. expand the view out just a bit. there's not a tremendous amount of super cold air out there. however, it is there. look to the north and east. up towards maine. caribou are in the lower 20's right now. head further south over to atlanta, that's where temperatures are now in the 50's. look at all the moisture that's on the way. everything you see on this map right now is falling in the form of rain. as this moves off towards the north and east, a little bit more later on tonight into the overnight hours. into tomorrow, it's going to meet up with that colder air. that's when we'll see the switch over to snow and rain across the metro area and mainly snow just off towards the north and west. more on the latest on the advisories and the winter storm warning. we'll head back to the studio with doug. doug: all right, steve. in anticipation of some messy stuff in the morning, the weather service has issued winter weather advisories in effect from the predawn hours until 2:00 p.m. north and west of metro washington. upper montgomery county, western loudoun beyond and a small area under winter storm warnings for the same time period. the futurecast has this timed out by 5:00 or 6:00 in the morning, areas of rain or snow will overspread the metro area from the south and west. during the course today, the farther north you are from washington, the more likely you'll see snow. farther south, likely to see all rain. in the middle zone here, the metro area, i think we'll have snow mixing with and then changing to rain later in the morning. probably by 11:00 or noon, all will push out snowwise and the whole kit and kaboodle will move out of here before noontime tomorrow. temperatures in the upper 50's on saturday. in the meantime, look for the snow to begin and we should mix and change to rain by 11:00. move out in the afternoon. highs only about 40. the temperatures will stay above freezing and the ground pretreated, i don't think the metro area will have anything more than slushy accumulations up to an inch on grassy areas. a little farther north and west, maybe one. but in winter storm warnings three to six. could be decent snow there and in these areas, it could impact travel. i think mostly wet for the rush hour in the morning. what's coming beyond that? beautiful day on saturday. partly cloudy and upper 50's. sunday, it will turn a bit cooler with highs in the upper 40's. monday, tuesday, quiet, cold and mid 40's. now, by monday and tuesday, our average high will be approaching 50 degrees. so maybe every time we say this maybe this will be the last time we have to be a little bit this year. i'm open. alison: i attractions. the unseasonable cold snap is not expected to delay this year's cherry blossom blooms. they are sticking with the prediction for the peak bloom to hit between april 11th and 14th. leon: good news there. let's go for good news for the evening commute. bob emler in the wtop traffic center. how is it shaping up? bob: on the inner loop of the beltway getting out of tysons, very slow and complicated by the wreck on the inner loop before river road. that has most of the roadway tied up. very little traffic getting by this crash on the inner loop before river road right now. otherwise, it's just volume delays headed south on 395. west on 66 south of centreville. 95 south as well as you head over the occoquan and then headed south from quantico, you hit a lot of volume getting towards stafford. no incidents along the way here and looking at some numbers on the inner loop it will take a while to get up 66 to the legion bridge because of that crash now and 66 not too bad getting off the beltway to the fairfax county parkway. volume delays 295 south and the district quite slow. this is coming off the george washington parkway headed up to the american legion bridge, so slow because of the crash before river road. only one lane is open getting past it. outer loop is open, though. that's why it's creeping along trying to get into maryland and on 66 here near nutley "wheel of fortune" will donate nearly half a million dollars to several hospitals all across the country and it was just a pleasure to meet so many special people in the hospital today. such great work. leon: that brought some smiles out there. thanks, "wheel of fortune". coming up at 4:00, heads up about your tap water that could have a funny smell and a funny taste starting next week. tell you why. alison: we have an update on two parents who were charged with leaving leon: the group isil is claiming responsibility for yesterday's deadly attack at a museum in tunisia. alison: and as pablo sandoval tells us security forces say they have made now nearly a dozen arrests. reporter: the three minute audio statement quickly caught the attention of u.s. officials. the on-line recording was reportedly posted by isis. it claims the terror group is behind the bloody attack at a museum in tunisia and left at least 23 people dead. many of them foreign tourists. >> the tactics that we saw at the bardo museum would be entirely consistent with tactics that isil has previously used that show a blatant disregard and even a brutality for innocent civilians. reporter: u.s. officials say there is no reason to doubt the legitimacy of the recording. they believe the attack may have been carried out by local isis supporters in tunisia. terrorism analysts estimate some 3,000 tunisians have gone to the middle east to train with isis. many of them could be back home. >> possible that these gunmen had fought in iraq where experience in terrorism and killing people and handling guns and then came back to tunisia to launch this attack. reporter: a twitter message was posted days before wednesday's museum massacre. in it, an apparent tunisian jihadist promised a pledge of allegiance to the leader of isis would come soon. leaders worry that their country may see a spike in extremism. the clip reportedly posted by isis promises more violence describing the tunisian attack as "just a start." it's an ominous threat adding urgency to the global war against a terrorist group. leon: israel iran and other international topics will be discussed during the roundtable taking place on our sister station newschannel 8. you can also watch it on wjla.com. alison: police in japan have arrested a man accused of making bomb threats against the u.s. embassy in tokyo and a u.s. military base on okinawa. investigators say he made threats from a pay phone in downtown okinawa. media reports say that he is a possible suspect in the recent death threats made against the u.s. ambassador caroline kennedy. although police have not yet confirmed that. leon: still ahead here at 4:00, the man charged in three murders in alexandria was back in court today. while his shackles became an issue during this hearing. alison: and amazon prime is expanding its one hour delivery service. where you can take advantage of the service here in our area. leon: and here now a live look at our help center beginning at 5:00 tonight, a panel of experts will be there taking your questions concerning landlords and test test test test test test test alison: well, prepare to usher in spring tomorrow with snow. leon: nothing says spring like a snow shovel. alison: around here, it kind of does, right? leon: that's right. doug hill. what's the word? doug: i think you have to live pretty far north and west to need a shovel tomorrow. what you're going to need is patience because you're going to wake up tomorrow and think oh, not again. we'll have snow falling and rain. and let's get right to it and tell you what to expect. right now, pretty pleasant out there. upper 40's and lower 50's across the area with sunshine getting through the clouds. clouds will continue to lower and thicken. in advance of this storm system taking a whack at us tomorrow morning, winter weather advisory. upper montgomery county, western loudoun, northern faquier and points to the west in purple and pink areas, winter storm warnings predawn until 2:00 tomorrow afternoon. we think some snow will move into the area as early as 5:00 in the morning. the farther south, you are more likely to have rain. farther north you are all snow. most of the metro area, see a transition from snow to rain by about 11:00. rain the rest of the day. the big question how much? we think grassy area accumulations mainly up to an inch in the metro area. less to the south. and then that area of one to three is a larger area where mostly grassy accumulations could be at the low end and high end of that range. clearly, the farther north and west you are from hagerstown to cumberland, part of the cumberland valley, three to six inches of snow could be enough to cause some issues driving along 81 and along 70 and 68 west in maryland. we'll keep an eye on that and have another update coming in a few minutes. alison: we now know the identity of a woman killed in a pedestrian accident last night. it happened just before 8:00 on frederick road in clarksburg. montgomery county police say 67-year-old betty lou vest lived in that neighborhood. they say she was trying to cross the road and she was struck by a car. the driver stopped and the accident is still under investigation. leon: the man charged in three murders in leks -- alexandria was back in court this morning. charles severance's hearing included an argument about his shackles. reporter: charles severance is back inside the courthouse today. severance sat quiet today. the judge today during this hearing granting the defense additional hours for investigators for the defense to continue their work. also in court today, the defense telling the judge the shackles that charles severance wears were causing discomfort to severance. the judge asked what is the rationale behind why severance was in those shackles? we have now learned that the defense plans to file a motion in all of this. now, one thing today not decided in court is the competency issue in this case. now, we do expect to get more information on that next month. they just received information regarding competency late on tuesday. they did not have enough time to discuss that with severance. after the hearing today, a family spokesperson for ruth ann's family talking about what happened in court. >> in the end, appreciate the judge's commitment to be deliberate but also commitment to move the case along. reporter: severance is expected back here in court for another hearing april 23rd. in alexandria, brianne carter, abc 7 news. alison: two parents pleaded guilty to leaving their two children alone inside a cold car while they attended a wine tasting. the incident happened in january in northwest washington. christopher lucas and jenny chang pleaded guilty to two counts each of second degree endangerment to children. they'll be on probation and required to complete parenting classes. leon: an alert now about your tap water. it may soon start smelling and tasting a bit more like chlorine. that's part a process they'll learn to use the systems that carry drinking water to homes and businesses. parts of d.c., arlington county and northeast fairfax county will be affected from march 23rd to may 4th. to reduce that chlorine taste and odor, run the water a few minutes before you use it and then refrigerate it or use a walter filter, you'll be ok. alison: former virginia senator jim webb could be making a run for president. he has held some private meetings in south carolina with democratic party leaders there. webb says he wants to be a voice for working class americans but says his decision to run will depend largely on whether he can raise enough money. leon? leon: 600 new jobs coming to fairfax county. the virginia governor terry mcauliffe announced today that the navy federal credit union will invest nearly $115 million to expand its headquarters operation in vienna. that includes constructing a 233,000 square foot office building as well. governor mcauliffe approved a million dollar grant to help with that project. alison: b.w.i. airport is undergoing a $105 million expansion. maryland and airport officials say the investment will support the airport's growing international traffic and provide additional amenities for passengers. that includes a new security checkpoint, a connector between concourses b and e and two new gates for international carriers. the multiphase project is set to be completed in 2017. leon: amazon prime expanding its one hour delivery service. prime now is now available in parts of baltimore and miami. new york city is the only other city where it's been offered. this one hour service can be used by amazon prime subscribers through a mobile app for $7.99. two hour delivery is free. right now, it's only available in certain zip codes. amazon says it hopes to expand that soon. alison: coming up at 4:00, march madness. it's in full swing. we'll take a look at how the ncaa is making it easier for you to work on your bracket while you're at work? were you like everybody else busy watching basketball or sneaking around trying to watch it. march madness is under way today. alison: it is. tim is here following all of it. tim: there's no question about it. march madness has become march sadness for some of the teams already. ninth ranked iowa state, number three seed were upset by u.a.b. a 14 seed. then georgia state beat baylor with the three ball center pocket in the closing seconds and here we go. bracket busters in the afternoon. meanwhile, the maryland terrapins have their shoot around and terrapins getting loose in warmup session for tomorrow night's game with valpo. the terps are favored but valpo is an upset special in a lot of fans' brackets. robert burton is in columbus with the terrapins. what are they saying, r.b.? robert: tim, i think you know as being a maryland terp former maryland terp that is, what they have to offer in the post season. back in the early 2000s two back-to-back final four appearances. well, this is just step one of getting maryland back to where they used to be. it's been a slow crawl for the terps getting back to the big dance. >> it's been a while but i think we're ready for it. robert: last ncaa tourney for the terps back in 2010. well, they're here now. they'll take a shot at going all the way. are you prepared to fly back if they lose? >> no way, we're not going to lose. no need to fly back. robert: do you have any advice for the terps? >> shoot it. robert: head coach mark turgeon was hoping to go dancing way before now when he took the job in 2007. >> maybe it took a little longer than i anticipated. because i think we're going to win every game. robert: players say all that matters is now. >> getting to play here with these guys, i wouldn't want to be here with any other team. robert: and coming up in sports at 5:00, we'll talk about valpo. they're not your average major team. you want to watch out for them especially in march. back to you. tim: i'm with you. they are an upset special. georgetown plays eastern washington. that's tonight at 9:57. that is, in fact, the last game of the day. georgetown and eastern washington. leon: you're not going to dye your hair, are you? tim: i might. i like that look. leon: like the worst billy idol ever if you did that. march madness. you know what that means. fun or frustration for those of you with brackets especially those like mine that got blown up big time. 66% of workers spend at least one hour of the day following the games. that's probably underestimating. the ncaa makes it easier to do that now. its live on-line feed. there's a boss button. hit it, it looks like you're hard at work. alison: that's funny. leon: by the way, odds of getting a correct bracket 1 in 9.2 quintillion with the 18 zeros after it. it doesn't matter. alison: that's clever. leon: i like that. that and a wife button. alison: leon! leon: there you go. alison: all right. let's go back to the news now because coming up on abc 7 news at 5:00 tonight, in just the last hour, we spoke to the roommate of that university of virginia student injured when police arrested him. hear what he's telling us about that case. leon: plus we felt the chill this winter. but it wasn't the norm. record this winter set in the rest of the world coming up tonight at 5:00. alison: all right. everybody is talking about the weather because here we go again. and it's going to be the first day of spring and we'll have to deal with a little snow. doug: i think in the morning and parts of the metro area can see snow falling heavily in the morning. temperatures won't allow it to do much on the roadways. let's get into it. share the story and we give you the highlights going forward. looking live at chesapeake beach, maryland. yesterday, we can see still across to tillman island on the day. today, the exact opposite. see out a couple of miles. here's the deal. normally, when you're a day ahead of some snow or 12 hours ahead of snow, you would expect temperatures to be cold. not so much. 52 it in washington right now. but the storm is on the way. a little colder air to the north and i think the circulation will change enough that we will see snow become a distinct possibility as we get to the early morning hours. for the moment most this and this is all rain is moving to the east, not so much the north. but as the storm center gets a little closer, get more circulation and upper level support that will bring areas of moisture through the metro area most likely in the area of snow early in the morning. measurable snow the far north and west you go especially in these areas where winter storm warnings are in effect. winter weather advisory a little closer. futurecast, keep updating this to show, again, this is just a suggestion, a simulation. not an exact paint out of where the lines will be. generally north and west will be snow. rain south and east. as we get until 11:00 in the morning, snows should shift mostly to the north and rain in the south. that pattern will spread eastbound during the day. i think it will all be over by 6:00. see clearing skies just in time for the weekend. as far as the amount, generally up to an inch on grassy areas in the metro area. no accumulations farther south. one, two, or three, could be any of those numbers. mainly on grassy areas northern and western suburbs but in the winter storm areas, higher elevations, three to six or maybe more in spots. real winter system there. snow in the morning, changing to rain. highs to 40 degrees. take a deep breath. saturday will be so much nicer! partly cloudy skies. we'll bounce back into the upper 50's. cooler on sunday with sunshine and then kind of chilly monday and tuesday. only mid 40's, a good 15 degrees below average or so and then we'll stay in the 50's. warm up a touch. dry weather expected through at least wednesday. alison: saturday looks quite nice. doug: pick hit of the weekend. alison: perfect timing. yeah, you know, the circus is coming to town. tonight, the ringling brothers circus will be at the verizon center. leon: that's right, eileen whelan went ringside with the performers this morning. you can get on the fun before it starts. >> one hour before the show, you come one hour before, you get to see all the access preshow which is full of exclusive circus acts you can't see in the show. it's full of all the performers down here on the floor. you can come meet us person to person. grab a tattoo and get autographs. take a picture all over the world. leon: tonight's show starts at 7:30 and the circus is going to be in town through sunday. all right. coming up next here on abc 7 news at 4:00 -- a growing problem for teenagers. dealing with stress. "7 on your side" tonight horace: welcome back, everybody. i'm horace holmes here on the "7 on your side" help center. our panel of experts are here to answer your phone calls. we are opening up that phone line in just a couple of minutes. 703-236-9330. the topic today is landlord/tenant issues. our phone lines opening up right now. 703-236-9330. leon, alison, back to you. leon: thanks, horace. it seems that high school is more stressful than ever before. students surveyed by ucla reported often feeling overwhelmed. alison: the survey's authors say teenagers these day face greater pressure to succeed academically and have less time for fun. sheila gray talks with high school seniors about the pressures they face. sheila: these are busy high school seniors and both have a long resume of extracurricular activities. >> science teams, engineering. >> i'm involved with students helping students. i'm a math tutor for third grader. sheila: add school work and college applications and most kids in their final year of high school are stressed out. >> definitely overwhelming. sheila: and she says she and her classmates have another ingredient adding to the stress, social media. >> by comparison with everyone else, it definitely is really difficult for people who are in a vulnerable place in their life. sheila: stephanie luber says kids are all under more pressure and the world is more complicated. >> stressful? sheila: she says teaching kids to prioritize can help them hajd the -- handle the stress. >> lot of it is teaching them balance. sheila: the ucla survey shows students' emotional well become is at an all time low. they point to some positives. alcohol and tobacco use has been declining for years and they're seeing big changes in values. >> greater concern for other people. we see that there is -- they value being a community leader much more than ever before. sheila: dr. michael meyer says more students are planning to pursue a master's degree or ph.d. >> there's a price to be paid for it. sheila: but isabelle has learned to relax by playing music or working out. she unplugs from social media. and they know the support they have makes a difference, too. i'm sheila gray, abc 7 news. leon: snow and rain on the first day of spring? enough already! >> i'm trying to keep a positive spin on it. leon: with the latest wintry mix is expected to do for the morning commute. >> i think it was racism. leon: a bloody arrest captured on video and now demonstration is simmering tensions at u.v.a. as concerns about racism grow and complaints about a sink hole hazard are finally heard hours after a "7 on your side" report. guess who showed up. alison: looks like the start of spring could bring us back into winter. leon: that's right. here we go again, folks. the abc weather team is predicting more snow for tomorrow morning. doug hill standing by now in the storm watch weather center with your winter weather alert. doug: still will be winter tomorrow morning. spring officially begins at 6:45 tomorrow night and last day of winter snow across the area. quick jump-start now and hear to expect. we're watching areas of rain now in advance of this storm quickly moving from west to east from southern west virginia across virginia, north carolina. but the entire area will spread out more to the north. overnight tonight and in advance of the possibility of snow winter weather advisory posted from before dawn until 2:00 p.m. tomorrow in the purple shaded areas of montgomery county, western loudoun county, northern faquier northward and westward. higher elevations of the winter storm warning. our futurecast suggests that sometime around 5:00 to 6:00 a.m., rain and snow will move into the area. the farther south and east you are, mostly rain. metro area north mostly snow. but as we get to late morning, i think the transition to rain will occur in metro washington. snow will continue a while longer during the afternoon north and west. all move out during the late afternoon and clear out nicely for the upcoming weekend. we think snow when you get up. metro area and points north. changing to rain by 11:00 and rain in the afternoon until it comes to an end. mostly grassy area accumulations, though, in the metro area up to an inch. not a lot. roads should be wet. a little farther north and west in the light blue areas, maybe one, two or three inches depending on location. grassy area accumulations. much different story, though, in the higher elevations under the warning. that could be real snow and real impact for you as well. hold out for hope. clearing skies for the weekend and no more rain drops or snowflakes in the seven day for a while. leon? leon: you got it, doug. as you know, crews had trouble clearing our last snowstorm as salt supplies started running thin around the area. so we decided to go out and check on the salt and sand supplies out there today with
