e-mail, pretend to be from home depot or from your bank. they'll send a link to you through the e-mail and you might click it thinking it's legitimate and then they could ask you for even more of your personal information. those customers we talked to today say they're now going to be looking closely at their messages for any tell tale signs something isn't right. >> you can definitely tell if it's legitimate or not and that is exactly the case i'm sure with that. at some point you'll see something that's not from home depot. >> now, many customers are upset that there was a delay in finding out about this part of the breach, but home depot says it turned up as part of that original investigation into the original credit card breach. now, some states are even calling for the federal trade commission to investigate home depot to see if it was lax in its security measures, essentially putting customers at risk. live in falls church, joce sturman, abc 7 news. >> thank you. so what can you do if your credit card gets hacked? well, replace your credit card. be sure to change your p.i.n. then keep an eye on your statement for anything that seems unusual. and call your credit card company or bank and ask for fraud monitoring. it's usually free. >> alison, it's not just big companies being targeted by hackers these days. the federal government says that utility companies could fall victim as well. >> the threat is real and it's serious. unfortunately, the government hasn't configured itself quite et to deal with this threat. >> the department of homeland security is now concerned a destructive computer program could be lurking inside some of the nation's utility networks. >> the nation's water treatment facilities, gas pipelines, all of the things you need to function have been targeted and in many cases hacked. government investigators have discovered hackers from overseas have penetrated computer systems serving some of the nation's most important utilities, planting malicious software that they've given the ominous name "black energy." abc news has learned this malicious software was put inside the computer systems years ago, but it has only recently been discovered. this potential ticking time bomb has not been activated but in theory if it was it could allow a hacker to use the internet to shut down a generator, open flood valves at a water treatment plant, or turn off a pipeline. we obtained a homeland security bulletin that warns utility owners and operators to look for signs of compromise and to report any suspected intrusion immediately. sources say hackers possibly sponsored by the russian government are the prime suspects. >> we just issued a critical alert. the entire network is down. >> if you think this is fiction mbings something out of a movie, take a look at this test. homeland security researchers hacking into this power generator cause today to self-destruct. look again. it's shaking, smoking, screws are popping out. sources have been warning me for quite sometime that we're in a new day where hackers can affect our lives from thousands of miles away. these threats are now hitting very close to home. abc news, washington. >> now, abc 7 checked with some of our local utilities about this warning today and the washington suburban sanitary commission told us they issued a statement saying, quote, we are part of a national cyber security monitoring network as well as a regional network. like all utilities, we require critical infrastructure to provide service to our customers. we want to assure our customers that we remain vigilant on all matters relating to security, including cyber security. now, in light of these threats, our question of the day asks, what steps do you take to protect fairfax. the weather bug station at st. leo the great school in fairfax. winds 4 miles per hour. many reports of 38 to 40 miles per hour the past couple hours. 45 in gaithers burg. 48 dulles. temperatures are headed one way and they're not up. it is going to get cold tonight. look at the wind gusts. 33-mile-per-hour gusts to washington in the past hour. 29-mile-per-hour gusts in manassas. for the evening we'll see temperatures drop into the 40's areawide. winds will diminish a tiny bit. then in the overnight check this out. clear, 29 to 37 by morning. you're going out tonight, tomorrow morning, forget the jackets. probably coats are going to be needed. will it stay cold for the weekend? we'll let you know in our full forecast in a couple of minutes. >> you got it, doug. right now police are getting ready to head out across a prince george's county neighborhood to look for a man who tried to kidnap a teenager. this happened last night along robert lewis avenue in upper marlboro where our maryland bureau chief brian bell is live this afternoon. brian, what are police telling you about what happened there? >> well, it's a frightening story, and what we know is about 5:30 yesterday afternoon the 16-year-old girl was walking along this sidewalk over here. now, if you look up, you can see some basketball courts here. not many street lights. she got about to there. she started to feel a little bit uncomfortable, so she crossed over to this side of the road. she realized someone was coming up behind her here on the sidewalk. she didn't suspect a crime. she thought it might be a friend until the guy grabbed her by the backpack, grabbed her from behind. he yelled at her, shut up. you're coming with me. fortunately, she had the presence of mind to pull away, sprint away, and get home. she was uninjured but a relative told us that she cried all night long. you can imagine, neighbors here are terrified. >> oh, my goodness. this is so scary. i mean, it could be any of our children. i'm not surprised inwho the child is because this is a very close-knit community. >> well, so what's going to happen now is in the next hour or so, prince george's county police detectives are going to come on out into this neighborhood. they're going to fan out across here and pass out flyers, canvas, talk to people, see if they can figure out who this person might be. we'll have much more on that, coming up at 5:00. leon, back to you. >> all right. thank you, brad. the man accused of kidnapping a woman right off a philadelphia street is on suicide watch tonight. delvin barnes is being held at the riverside regional jail in virginia. he was awarded in jessup, maryland wednesday and expedited to face charges in charles county. police say in that case barnes tried to kill a 16-year-old girl after kidnapping and sexually assaulting her. we'll have the latest on barnes coming up at 4:30. >> leon, montgomery county police are trying to piece together the chain of event that led to a teenager getting hit by a car in wheaton. it happened in a parking lot along veirs mill road not far from randolph road. abc 7's stephen tschida is there live with why it may not be a clear cut hit-and-run case, right, stephen? >> right, alison. right now montgomery county police are trying to determine whether the 17-year-old who was struck here about 7:15 last night is an innocent bystander or was he part of a group of young men who were pelting people leaving burger king with rocks? you can see they have the evidence here. they circled these rocks. this is one of the rocks believed to have been used to pelt the 2002 chevy avalanche pulling out of here. the motorist actually went to police shortly after the 17-year-old was struck and said that he and his two companions had been struck with rocks. that they had been pelted, attacked by a group of young men who tried to force their way into the vehicle. less told police that he -- he also told police he didn't know he struck anyone when he was taking off from the parking lot. >> is this person not in control or, i don't know, it's kind of crazy to hear something so close to home. i live five minutes away from where he got hit at. >> now, that was a student, a junior at wheaton high school, a classmate of the 17-year-old who was struck. she is telling us that students are very concerned about the classmate, hoping that he pulls through. now, at this time montgomery county police are trying to determine whether there was any kind of connection between the group of young men believed to have about what >> three days after the election we have a winner in maryland's sixth district congressional race. democrat john delaney will be keeping his seat in the house of delegates. republican dan bongino issued a statement conceding the race this morning. delaney held on by about 2200 votes. meanwhile, in virginia ed gillespie also chose today to concede his loss to senator mark warner. >> the race was a lot closer than anyone had predicted, but after realizing the numbers just aren't there for a recount, ed gillespie concedes the race to u.s. senator mark warner. but now, gillespie supporters and political analysts are already talking about his future and the possibility of a big run for another big office. what that office could be and what the candidate had to say during his press conference, that story coming up tonight at 5:00. >> yes, we'll be hearing more about that. >> no doubt. >> meanwhile, some of washington's tomorrow power brokers gathered today for lunch at the white house. >> that's right. president obama met with democratic and republican congressional leaders to discuss the political agenda for the next two years. >> breaking bread in an attempt to break gridlock. president obama and vice president joe biden welcomed democratic and republican congressional leaders this afternoon for lunch in the old family dining room at the white house. it was the president's first ce-to- face meeting with republican lawmakers since they won control of the senate in tuesday's election. the menu? sea bass finished off with a pumpkin tart. the gesture, bipartisanship. >> the american people just want to see work done here in washington. i think they're frustrated by the gridlock. they'd like to see more cooperation. >> the president said he wanted to talk about near-term issues like ebola and the fight against isis as well as a discussion of legislative priorities for the next two years. >> i am not going to judge ideas based on whether the democratic -- whether they're democrat igbavboa or republican. i'm going to be judging them based on whether they work. >> the president also took the opportunity to tout the latest jobs report after the government said earlier today that employers added a solid 214,000 jobs in october. >> the unemployment rate now is down to 5.8%, so business is out there investing, hiring. the economic indicators are going in the right direction. >> before lunch, house majority leader kevin mccarthy said that's exactly what republican leaders wanted to talk about. >> the right time to work on getting jobs and the economy moving again. >> whether the shared lunch results in warmer relations between the parties remains to be seen when congress reconvenes on wednesday. >> u.s. attorney loretta lynch has emerged as president obama's leading choice to be the next attorney general. lynch would succeed eric holder. right now lynch is in her second stint as u.s. attorney in new york's eastern district. if confirmed, lynch would become the first african-american woman to head the justice department. >> the national cathedral is planning to honor the nation's veterans with a concert tonight. it will feature the u.s. marine corps orchestra, national cathedral singers, and readings from american war letters through the past 100 years. the event starts at 7:00 p.m. it is free and open to the public. veterans day, of course, is coming up tuesday. special ng of which, trains will be running from reagan national airport to the cemetery station between 5:00 a.m. and 3:00 p.m. shuttle buses will be offered between 7:00 a.m. and 3:00 p.m. the rest of the system will be open from 5:00 a.m. until midnight except the smithsonian station will be closed all day because of the concert on the national mall. more on that tonight at 6:00. >> road crews are getting ready to open the final section of the intercounty connector and new i-95 interchange in prince george's county. this is news chopper 7 video of that stretch of road this afternoon. both the i.c.c. and the new interchange should be open to traffic by monday morning's commute if the weather permits. now, drivers are urged to follow signs, watch for construction crews, and pay attention to any new traffic patterns as well. speaking of traffic patterns on this friday, let's check your traffic situation right now. hi, bob. >> hi, alison. we did have a crash on the inner loop beltway at the georgetown pike, gone, but tysons up to 270, delays, a stretch of 215 loudoun county between gilbert corner and harmony road a crash. 66 just volume from the beltway out to centreville and again through gainsville getting into gainsville from manassas and eastbound into falls church. and on 95 south on this friday, heaviest 395 down toward landmark and 95 through newington, woodbridge, dale city down on the express lane merge. let's take a look at some cameras and see what it looks like here. on the beltway in prince george's county, kenilworth avenue not doing too badly in either direction. the baltimore washington parkway is still getting a lot of attention. mostly out of the roadway and here on 95 and virginia or 66 i should say things are in pretty good shape in both directions. just volume delays here and there. all lanes are open. there was a crash in montgomery county, 29 north at are headed lower tonight. now, we do have a few clouds around but with diminishing winds and clearing skies tonight, these are the projected lows by tomorrow morning. 27 degrees marlinsburg. 35 reagan national. 32 in and around andrews. a little warmer near the bay. 36-degree low temperature in annapolis. now, we've got high pressure building in and this is a familiar sight this time of the year as the cold, low level winds pass over the great lakes, pick up showers and sprinkles. when it gets a bit colder there will be snow squalls and lake effect snow. but nothing like that. a good looking weekend. high pressure in control. we're going to look out west. by the end of next week the coldest air of the season coming here. for tonight, clear and chilly. high pressure moves east. we warm up a little through the 50's with partly cloudy skies tomorrow and again on sunday into the 60's, monday and tuesday veterans day, and then out west the next big high pressure center delivers some very, very cold air to the region. through the day tomorrow, hourly forecast takes us up into the mid 50's with a nice day, partly cloudy skies, and lighter winds. and the next seven days show highs in the highs only in the 30's. >> ooh. >> brrr. >> all righty. thanks very much. all right. well, this is quite some interesting video. a helicopter rescue quickly turned into a dizzying experience for a hiker in phoenix, arizona. the chopper was there to rescue two hikers who fell more than 10 feet down a cliff. but look what happened when they tried to lift one of the hike inners a rescue basket. look at it. it started to spin out of control. this happened for at least a full minute. and there is a teenage girl inside. once it stopped, crews were able to get both patients to a local hospital. firefighters say it might have been caused by a twisted cable. >> whoa. people would pay good money to have that at six flags. >> it looks like an amusement park, bungee jumping. >> i don't know. maryland wants to try and rescue its struggling health care website. we'll take a closer look at the plan to do that coming up. >> a little later, tracking the path of a man wanted for at least two kidnappings in two different states. >> but first, star power is different states. >> but first, star power is coming to d.c. to spread the >> we've got breaking news now. >> kai jackson is in the live desk now with the details as they come in. kai, what are you hearing? >> that's right, alison. new information here. of course sadly robin williams died august 11 by hanging himself. the new information we're getting, we're getting reports through the associated press and other agencies like tsms which is stating robin williams apparently died in paranoia with a part of the reason he was struggling here. in addition to that we know he had parkinson's disease and anxiety. we also know from this report apparently there was no alcohol nor illegal drugs found in his system. robin williams, again, did die august 11 by hanging himself in his marin county home. this was a very painful situation obviously to his family. the actor was 63 years old and very well known across the globe. but the information we're getting today, which is brand new, which is that apparently he had also been suffering from paranoia in addition to depression but no alcohol or illegal drugs. prescription medication, we believe, but no illegal drugs found in his system. that's what we know right now to check on the story because it is just breaking and more information continues to come in. >> i'm sure his fans would love to get that information. thank you for that. it is getting down to the wire for d.c. in its bid to host the 2024 olympics. the u.s. olympic committee is touring all four cities still in the running. they'll be checking out our area here this month we're told. d.c. is running up against boston, l.a., and san francisco. the committee will decide which american city will move on to the next round to represent the u.s. against the international bidders. the chairman of the d.c. committee is confident our region will be chosen. russ ramsey told washington business reports' rebecca cooper we already have more venues here than we need to host the games. >> we have this amazing confluence of events where we've had not only great sports venues in the past 15 years that have been built, the verizon center at nationals park, comcast center in maryland, a whole bunch of venues. we have more venues than we need to host the games. that's one. two, we have tremendous parkland and the national park service and this amazing thing called the national mall and smithsonian where we could have the games smattered around the city >> traffic will be just great. >> you can right? >> right. a new tennis center could be an attractive part of the bid. tennis stars venus and serena williams are in the district today to help reopen a beloved southeast tennis and learning center. this $18 million newly renovated facility will have six new outdoor courts and six indoor courts in addition to an outdoor clay court. the indoor part of the facility will be called the williams arena. of course after the sisters. d.c. bureau chief sam ford will be live from that reopening coming up at 5:00 today. >> that looks great. >> really impressive. wonderful. >> all right. still to come on abc 7 news at 4:00. why police are now changing their tune after charging a popular band's drummer with trying to hire a murderer. >> there may be a new congress on the way but some people are saying it is not time to wait for action. it has to happen right now. >> well, there was a big rally outside the white house today. >> that's right. senior political reporter is live on capitol hill with what the folks out there rallying wanted. scott? >> well, we're talking about immigration, leon and alison. it will be one of the most fiercely o fought battles between the white house and its newly elected republican dominant congress. act or not, the pressure is now being ratcheted up and will likely only intensify. >> we are ready to do it. i am very confident right now that he will do it. he will do it. absolutely. i mean i really encourage him to do it. >> now, what we're seeing is already battle lines being drawn between members of congress especially on the right who are saying the president should not act on his own. the president, who says he can't wait for capitol hill to put something together. you just heard from gustavo torres who is head of casa demaryland an organization pushing for comprehensive immigration reform, at the very least some sort of temporary delay on deportations for those here in the country and awaiting their future. on philadelphia kidnapping case that we've been following here for a few days. delvin barnes is now in virginia after extradition from maryland. barnes faces charges of attempted capital murder and rape of a 16-year-old girl in richmond last month. police tracked him down. >> police say this kidnapping caught on camera in philadelphia may never have been solved if not for the quick thinking of the victim and this man, who happened to be walking nearby. >> she was calling for help. nobody else was out there. it seemed like she was calling for me. >> dwayne fletcher couldn't get to her in time but cardinal 911 as carlesha freeland-gaither was thrown into the back seat of her attacker's car. police say she was smart to find a hammer, smash out the back window, and throw her cell phone outside so investigators would know who she was. >> i heard this banging on the window. i walked over there and saw the cell phone. >> fletcher again called police as investigators say delvin barnes drove off with the victim. police claim while in captivity freeland-gaither gave barnes her a.t.m. card and p.i.n. number hoping it would help police find her. and it did. after barnes was spotted on surveillance using her card at a bank, police tracked a gps device that happened to be in his car. they arrested him in this maryland parking lot and reunited the 22-year-old victim with her family. >> she is home, resting, and we just want to move on. >> barnes is behind bars in virginia now where he is facing attempted murder charges accused of kidnapping and torturing a 16-year-old girl last month. >> he is a vicious predator. he's off the streets. hopefully, he'll be in jail for the rest of his life. >> barnes is now on suicide watch being hellingd without bail. marci gonzalez, abc 7 news. >> thank you, marci. prosecutors in new zealand have dropped a murder for hire charge against ac/dc drummer phil rudd. the 60-year-old was charged earlier this week with trying to arrange two killings. this comes with a maximum 10-year prison sentence there. a prosecutor decided there wasn't enough evidence to justify the charge. three lesser charges against rudd remain though including threatening to kill and drug possession. coming up on abc 7 news at 4:00, how much would you pay for luxury in we'll take you to the most expensive house in the country. >> this lincoln town car had but it's the same family now that is offering to do something incredibly generous for the people who broke in and robbed them. kai jackson explains. >> you've heard of turning the tables on criminals. in this case they're asking criminals to come back, sit down at the table, and, boy, do they have a gift for them. in houston, texas two men pretended to be delivering a package to the lawson family. they tricked the nanny, got inside, armed with a gun, and tied up the family. the husband walked in as this was all happening and he, too, was zip tied and forced to the ground. the family has matched the crime stoppers reward to catch the men so it now totals $10,000. in addition, an unexpected twist. they also offered to pay for college for the men if they turn themselves in. >> the only way to have them not do this again is to have them feel like they have other options. an education is the best way to do that. >> so, again, this family gets robbed. they want the criminals caught, but they will pay for college for the men if they turn themselves in. while the lawsons are being incredibly forgiving and generous it has had lingering effects. one of the children now has nightmares about it and the other child is afraid of the dark. can there are some down sides to this obviously but it is a very generous offer for a horrible thing that happened to them. back to you. >> i assume they go right. well, letters that look like they're from an airline claiming you've been awarded tickets -- a warning for you. >> they're part of a gimmick actually by travel agencies and we have the details in this 7 on your side consumer alert. >> with holiday travel right around the corner who wouldn't like to get this letter in the mail saying you've won two free airline tickets. >> we caution consumers to really read the fine print. >> the letter says the recipient must attend a seminar, a solicitation postal inspectors refer to as the classic bait and switch. >> they bait you with two free tickets and you're like, ah, i'm going to get two free tickets. of course i'm going to this meeting. here comes the high pressure sales pitch and the presentation that you're going to miss an opportunity if you don't sign up for this travel club. >> inspectors say these are high pressure scams. you have to act now so you don't miss out on this opportunity. it could end up costing you over $10,000. another thing? con artists will also use the name of credible airlines but change the name ever so slightly just enough for you not to notice. us is case they use airways to change ever so slightly to u.s. airlines. >> if an unsuspecting consumer gets this solicitation for two free airline tickets it may not register right away that u.s. airlines isn't even an air carrier. >> hundreds of victims complained to inspectors and said the letter was completely misleading. >> in this day and age in our economy, you don't get too much for free. >> us airways has responded to the scam, calling the letters fraudulent in a warning on its website. >> thank you. well, the u.s. supreme court has already found this law constitutional, but now the justices are planning to take another look situation here with the supreme court agreeing today to consider a new challenge to the affordable care act, also known as obamacare. the decision to hear the case without waiting for a split from federal appeals court is considered a major victory for opponents of the law who previously lost a unanimous verdict with the u.s. court of appeals for the 4th circuit. the justices agreed without commenting to reconsider the ruling, which upheld the law's system of subsidizing the insurance coverage that is required. now, this is important because this is seen as a setback for the administration and obamacare but apparently it's not the final word here. a setback would be if there was a serious blow to the subsidies part because it is the subsidies offered on the exchanges that allows most americans to afford this healthcare without it being employee based. earlier this week i talked to american university professor james therber, and he said the problem with this is the president never sold this to the american public. he simply presented a solution to a problem without laying out what the problem was and that's been the problem with obamacare from the beginning. leon, back to you. >> thanks. we'll have to see how it plays out. maryland was planning to open a newly designed website for its healthcare exchange but it'll only be for people shopping for insurance plans. the site opens up on sunday but you won't actually be able to use it until -- or enroll into a plan until november 19. the state says it hopes to avoid the crashes that plagued its previous site when that launched last year. >> a heart warming thursday night football game in ohio. i know you were watching this one, leon. it was not the action on field getting all the buzz but the moments with the daughter of cincinnati bengals player devin still. still's 4-year-old daughter leah is battling cancer, and her story has captivated the entire country. her health, though, is now improving so doctors gave her the okay. they gave her the okay to go to her father's game on a very special night. >> i would describe it as an emotional rollercoaster being out there for a pregame and being able to see my daughter feeling the excitement, going through the game. the game didn't turn out the way we wanted it to, but seeing my daughter on the field as they presented the check was definitely a joy. >> look how cute she is waving. at the game leah helped the bengals donate more than $1 million to children's cancer research. >> $1.3 million. >> that is fantastic. >> and a great outcome, because the browns won. >> everybody is happy. >> all right. this story is amazing. a 2-year-old girl is safe at home with her family in michigan tonight. >> this is after she spent nearly a whole day lost and alone in the woods. brooklyn lynn wandered from her home near lake huron wednesday afternoon. family, friends, and firefighters and law enforcement launched an intense search. finally, after 22 hours, a k-9 picked up her scent, leading his handler right to brooklyn. >> i am just glad she's back and still alive. i was worried someone kidnapped her. >> when you read the headlines these days you can understand that. the officer said brooklyn smiled for a picture, told him how much she loves the woods. brooklyn was taken to the hospital. she had to be treated for hypothermia and dehydration and a few cuts, but authorities say otherwise she is okay. >> my goodness. i can't imagine how terrified those parents were. >> the little girl will bounce back far more quickly than the four degrees off because of the wind. so a chilly night ahead. heading out late tonight, giving you forewarning it is probably going to be in the upper 30's close to 40 by 10:00 or 11:00 tonight in the metro area. clear skies overnight. 29 to 37. 53 to 58 degrees tomorrow. a beautiful saturday. and another day very similar to come our way on sunday with partly cloudy skies and on sunday i want to give you a little heads up here that sunday morning there is the across the bay 10-k. 20,000 people that run across the bay bridge. temperatures in the 40's to lower 50's. just about ideal weather. the rest of the seven day shapes up like this. we'll warm into the lower 60's for the day on monday. mid 60's for veterans day. a cold front comes through the middle of next week and different painted this mural of civil rights icons on the hood and roof of the car to educate young people about black history. >> it feels like they don't know the history. >> the kids love the car. it's something to see. it's art. >> the couple believe this was a hate crime. >> it ain't a love crime. >> we don't like it. >> there are surveillance cameras posted at the garage entrances of their apartment complex and that overnight footage is being reviewed but the property manager cautioned that the cameras are pointed toward the driveways not the street so it is unlikely any suspect image was captured. >> it seems vindictive. >> county police say their investigation is still open but the case could still be potentially a hate crime. >> it's really shocking. i think it's disgusting. >> wakefield high school is a couple blocks away but residents say littering not vandalism is a problem here. students say they doubt any of their classmates would do this. >> i don't think that would be are we going? >> in alexandria, abc 7 news. >> no one ever wants to hear about an attempted abduction. >> right now at 5:00 a community on alert after a man tries to grab a teenage girl off the streets. the teenage girl did manage to fight off her attacker and escape. >> but the man behind the attempted abduction also got away. it all unfolded in a neighborhood along robert lewis avenue in upper marlboro. maryland bureau chief brad bell has spent all day in the community. he joins us live from there. police are canvasing the area right now. brad? >> we can show you exactly what's going on. the police have pulled up, set up their blinking lights. what they're doing now is stopping cars as they come into the neighborhood and telling them what happen last night, how this 16-year-old girl was grabbed by a man and what they're doing as they hand out flyers. anything they can possibly do to let the community know this danger exists and also find out who this person is so they can get him off the streets. in this neighborhood, everybody we speak to asks the same troubling "what if" question. what if the 16-year-old girl hadn't been able to run from her alleged attacker? >> so this is a rude awakening. it's horrible. >> we've seen this happen too many times, up in philadelphia, pennsylvania --. >> according to the victim's 13-year-old sister, whose identity we are protecting, the 16-year-old never imagined the man walking quickly behind her could mean harm even when he grabbed her. she thought it may have been a friend until he yelled, "shut up. you're coming with me." at that point she broke free and ran to her house. her sister says she cried all night long. >> very shocking. you don't want your kids to go outside. >> she believes earlier this week she saw a man matching the suspect description in last night's attempted abduction, a black male, 5'6" tall, 130 pounds, wearing a gray beanie and gray and yellow jacket. >> my goodness. this is so scary.
