the news at 11:00 starts now. first, the police are kicking -- keeping a close watch on a southwest d.c. neighborhood after a 14-year-old girl was shot on her front stoop. she was outside of her p street apartment when gunfire interrupted. richard reeve is at metro police headquarters. it is alarming to see so many bullets on the ground. richard: yeah, we did not see the bullets, but we saw a lot of evidence markers, which indicate a lot of shots happened. one witness said she heard 9, 10 shots. the police report gives some details, but this had to be a frightening night in the neighborhood. the police have emergency safety lights up and extra units on patrol for a friday evening shooting left a 14-year-old girl wounded. >> about 10 times. richard: regina evans was in her daughter's peace street apartment when gunshots rang out. >> i hit the floor, grabbed my grandbaby, the dog jumped on the couch. i'm grabbing him. richard: the gun man was shooting at multiple targets. crime scene tape litters the ground near the stoop where the 14-year-old was sitting with her family before she was hit. >> between 9, 10 shots. they was just shooting. because it went there, there, there. it was all over the place. richard: when officers arrived they found the girl wounded in the leg. they believe the gun man drove off and a white or silver carful stop the neighborhood is badly shaken. what was going through your mind? >> i was just praying. summit he said she was shot and i was praying and screaming. -- somebody said she was shot and i was praying and screaming. richard: she was transported to prince george's county hospital. the police have not released a lot of information about the gunman, but they are still looking for the white car. richard reeve, abc 7 news. kimberly: an unseasonably cold and windy day. we are looking ahead to much of the same. eileen whelan has the first forecast. awfully chilly today. eileen: the high was only 40 degrees, 20 degrees below average. tonight is the possibility some of us may break or tie record lows. let's get started with what it's like right now. already at freezing at reagan national 27 gaithersburg and manassas, 30 degrees annapolis 28 in winchester and dulles. enough of a breeze that it feels like 16 in gaithersburg, feels like 17 at andrews. just a wrong night. the temperatures will continue to plummet into the teens in the suburbs, mid 20's downtown. as i've mentioned the possibility some of us will get close to record lows. it will be call tomorrow bright, but the temperatures only in the upper 40's. it will get warmer in the upcoming work week. i will talk more about that as we head into the easter weekend from the belfort furniture weather center coming up. kimberly: indiana governor says lawmakers are working on a bill to clarify a religious freedom law that has generated protests and boycotts of the state. it comes as seattle joins san francisco banning all publicly funded travel to indiana because of this law. opponents say it allows discrimination against the lgbtq immunity. supporters say it protects business owners from having to violate their beliefs. today, angie's list canceled plans to expand its indianapolis headquarters until it reviews the law. learning more about the copilot accused of crashing his airplane into the french alps, killing everyone on board. "the new york times" reports that andreas lubitz sought treatment for vision problems and german investigators found antidepressants in his apartment, in addition to a toward up note from his doctor saying he was not fit to fly. family members of those who were killed attended a church service near the crash site. among the 150 victims were a mother and daughter from virginia. prince george's county police say that a robbery on and off-campus apartment was not a random crime. just a 44:00 this morning, three men entered the apartment on knox road. one had a bb gun, the other a knife. one victim was hurt, but not badly. campus police have told students to be on the lookout. a man is in police custody, charged with attempted murder after the police say he shot seven people at a spring break house party. this happened in panama city beach, florida, a popular spot for spring break. three victims are in critical condition. witnesses said some of the victims are students from alabama a&m university. the police say daniel -- david daniels, the suspect, is also from alabama. a judge received death threats and his own nephew was in jail. the police say that hugo albornoz wanted to murder his uncle, judge david boynton. charging documents say that hugo albornoz plan to slice boynton's throat, then burn his home to the ground. he was arrested on the spot. >> you look across the country from illinois, michigan, other places, there have been judges who have been attacked seriously injured, or killed. kimberly: last year, montgomery county circuit court judge creighton was estranged by her estranged lover. she escaped unharmed. montgomery county sheriff's deputies say after this incident they are doing everything they can to keep members of the bench say. the pennsylvania trooper hurt in a deadly ambush outside of the barracks says he wants to return to duty. trooper alex douglas was hurt when eric free and attacked him in september. frein led the police on a 48-day manhunt. douglas says he feels good and wants to return to work. in alexandria, a somber ceremony to remember the officers who never came home. roz plater was there as the police department unveiled a new memorial to fallen officers. this honors police for more than 100 years ago. roz: it goes all the way back to 1823 when the officers were referred to as constables. it is a fairly simple but elegant structure, designed to light up at night, and it sits right outside the police department's new headquarters. >> officer walter campbell. roz: in a somber ceremony, a new memorial to fallen officers. 18 in the department's history, dating back to the 1800s. this woman's father is one of them. he was a detective killed responding to a bank robbery in 1972. >> i was 12 years old today, and today, 42 years after his death he is the most important person in my life. not because of his death but because of his life all stop i became a police officer knowing this was my way of coming home. roz: hundreds came out to support the families and survivors. the department has one of the highest numbers of officers killed in the line of duty in virginia. >> we were taught the first rule of law enforcement is to come home alive at the end of your shift. i was lucky. the 18 men that we are here to honor tonight were not quite as lucky. roz: there are five glass panels with the names of the fallen plaques, along with a timeline outline the department's history -- outlining the department's history. >> may we never place a no other at this location is my hope. roz: members of the community dug deep into their pockets to raise the $400,000 to build the memorial, an effort led by some of the surviving families. roz plater, abc 7 news. kimberly: the washington nationals are in a very giving mood tonight. coming up -- how they made tonight special for dozens of fans below the wheel. plus -- >> thank god for the bus driver stopping. kimberly: a four-year-old gets on the bus all by herself at 3:00 in the morning. and landmarks gone dark. some of the world's most iconic things all turned out the lights tonight. kimberly: a man has died after aggression seat pleasant. two people had to be cut from the car after it went off of addison road. the man was rushed to the hospital where he later died. a young child was transported but is expected to be ok. addison road near central avenue is closed while police investigate. hundreds waited hours today, all for a few tiny seeds. the d.c. cannabis campaign posted its second seed-sharing event this week. the initiative was passed last fall. lying in selling marijuana remains illegal, which is why the seed giveaways draw such large crowds. >> i think it's great and the people who have medical problems where they need to smoke marijuana, essentially, this is a good way to start. kimberly: d.c. residents are allowed to have up to two ounces of pot or grow three mature plants at home. smoking in public remains illegal. a marijuana seed planted this weekend could be fully grown by the summer. the washington nationals surprised 100 people tonight with tickets for a free ride on the capital wheel part of a series of giveaways leading up to opening day. that runs until april 3, to kickoff the year-long 10-year anniversary celebration. nats say that fans can expect more surprises. sometime the craving calls. that is what four-year-old annabelle did friday night when she put on her raincoat and got on the bus in philadelphia. the bus driver realizing something was not right, asked annabelle which he was doing. she simply said that she wanted a slushy. >> i was like, you have to be kidding me. 3:00 in the morning? it shocked me. kimberly: the driver stopped the bus and called the police, who took her to the hospital as a precaution. her mother did not know she was gone until the hospital called. she snuck out the back door of the house while the rest of the family was asleep. the family has since change the locks for annabelle to make it tougher for her to get out. amazing. four years old? , frayed to go in the kitchen in the dark. eileen: --i'm afraid to go in the say it's a huge win for everyone. >> it helps me and my family financially, regardless of how i do. i will get scholarship money and this also means a great deal because i have a passion for the culinary industry. kimberly: they were judged on taste and presentation and organization, sanitation, and timing. the results will be revealed at an awards breakfast monday.
