active manhunt underway for two people accused of carrying out a terror attack at a magazine office. 12 were killed. coverage of that in a moment. >> the top story tonight is the dangerously cold temperatures settling in. right now, it is about 12 degrees at dulles, but it feels like it is below zero, creating a dangerous situation on the roads. loudoun county has canceled school tomorrow. >> we have other delays scrolling on your screen and we will have them for you. for now, let's get to steve rudin. what is the word? >> it will be downright cold one of the coldest mornings we have seen all season. the temperatures continue to fall. right now, 10 degrees at dulles international airport, the same in gaithersburg, 16 at reagan national. further to the west, air temperature of two degrees in elkins, west virginia. that is just the first half of the story. take the windchill factor well below zero to the north and west. across most of montgomery county fairfax, loudoun county frederick county, western maryland. and elkins, once again, 15 below is what it feels like. we have a windchill advisory overnight. we are looking at windchill factors in the morning anywhere between zero and 10 degrees below zero, with air temperature between four and 12. the forecast coming up. >> as we mentioned, freezing temperatures will lead to dangerous driving conditions. schools are delaying and in some cases classes are being canceled thursday. roz plater has a look at that from sterling. what are you seeing on the roadways right now? >> ice and lots of it, even in this parking lot of the lot in county school. that is also important because more than 15,000 kids in this district walked to school. a spokesperson said they thought about delaying the school, but said there was nothing that was going to get rid of the ice before the morning, so they decided to close a second day. rolling into the subdivision you will encounter a lot of this. roads were in some stretches you could not see pavement, all covered with a thin layer of ice. even some sidewalks near schools have not been touched. add to that dangerously cold temperature and brutal win. by the early evening, loudoun county officials said schools would be closed a second day thursday. >> i think that's the right choice. tomorrow's going to be very very cold. >> several northern virginia school districts came under fire after staying open during the snowstorm on tuesday. they left some strata. >> everybody makes mistakes. it is pretty treacherous. i know how to drive in this kind of weather. it just seemed to me like it did not make a lot of sense. >> the parents say this is the right call, bearing in mind this is not an exact science. >> part of its the weather, part of it is january, part of it is the cold. it comes with the territory. >> a number of districts have delayed openings both in northern virginia and maryland. we have a list of those scrolling at the bottom of the screen and on close eye on the developing news from paris where the police are looking for two of the three people carried out a terror attack at a magazine office. about an hour ago paris police confirmed an 18-year-old turned himself in. when the attack was over, 12 people were killed, several seriously wounded. jay korff has more from the satellite center. >> we have developments. french police say they now know who the suspects are. in the last hour, they released images of the men that they say killed a dozen people. they say that these two brothers and their 30's are the suspected gunman. one was previously convicted only terrorism charge. officials say that a third suspect, the 18-year-old man turned himself in. the hunt is on for the gunmen. late into the night in a town 80 miles northwest of paris, a special police unit searches for those connected with the attack. tonight across europe, thousands took to the streets. they were mourning the dead and supporting freedom of the press in the wake of a murderous rampage earlier in paris. >> i think tomorrow will be really sad. >> french authorities say that two masked men armed with high-powered weapons methodically attacked the offices of "charlie hebdo,"'s satirical magazine, killing 12 people including two police officers, wounding 11. among the dead, journalist, the magazine editor, and some of the most revered cartoonist in all of france. >> here in europe, we believe in freedom of expression and freedom of the press. we cannot be silenced with cowardly acts. >> at the headquarters that was firebombed in 2011, they have been on the radar it islamic extremist who raged at the portrayal of the magazine of the prophet mohammed. the gunmen singled out certain magazine employees for execution. france has always fought against our enemies. >> today president obama said freedom of expression cannot be silenced. thursday will be a national day of mourning and france. jay korff, abc 7 news. >> tonight in with west, issue of support for the paris community, hundreds carrying signs. one of the people there had an unbelievable story to tell. 24 hours ago, he was inside the offices of "charlie hebdo." tom roussey has his story. tom? >> you will hear from him in a moment. here at the newseum they are known for putting up papers from around the country, but right now there is a message explained in part, "all people should be able to expect themselves freely and without fear." >>tonight, hundreds, many french, many americans, came out in a show of solidarity. this journalist was not just stunned because he is from france but because he was inside the "charlie hebdo" offices where the attack happened just yesterday. >> i don't really want to think about what happened. i was there 24 hours ago. >> he met a friend there. the friend is ok, but many of the "charlie hebdo" employees that he met were killed. >> just ordinary heroes. really sad, really angry as well. >> french embassy a northwest, flags are flying at half staff and flowers are outside. local french-american say their leaders have to take action. >> we have to do something about extremist muslims. not the whole muslim population but the extremist. >> they say they avenge the prophet mohammed. i say they offended the prophet. >> the terrace cannot win this fight. -- the terrorists cannot win this fight. >> i spoke with a woman this afternoon inside of a home on stonehouse road. this year's office said eugene smith was taking down a christmas tree when the pit bull attacked. he sustained serious injuries and died at hospital. the dog was a rescue that lived in the home. it has since been euthanized. >> in prince george's county, the search for a motive after the police say that a man intentionally rammed two squad cars with a dump truck at the wood more -- would more town center in glenarden. the cruisers were empty at the time. officers arrested the driver, but have not released his name. they say that man heckled the officers moments before hitting their vehicle. >> there is no evidence at this time to suggest this had anything to do with the narrative going on across the nation but obviously particularly in light of and given the fact that two nypd officers were murdered, we cannot discount the possibility. >> the dump truck involved is registered to all-star utility company. we call that
