unprecedented case because of the sheer length of time. prosecutors would have to show what is called a clear link between the events. it was the assassination attempted that shocked the world. >> nothing is over until it is over. >> the shooting left then president ronald reagan wounded. it ended james brady, his press secretary, partially paralyzed. >> 33 years later, after his passing, police say the autopsy revealed the cause of death to be a gunshot wound. >> he died of his injuries resulting from the shooting. short-termred from memory loss and constant pain. about the homicide ruling, a spokesperson says it is not a surprise given that jim brady suffered health consequences. >> this is unprecedented. the length of time between the pulling of the trigger and his death. >> he was found not guilty by reason of insanity. there is debate about whether he should be tried again. >> i think it would be inappropriate. active in sanity. i don't it will change anything. >> there is no statute of limitations on murder. >> the note -- biggest problem that he was adjudicated not mentally, didn't -- not mentally competent. >> he is being held at the psychiatric hospital. his illness campers. he was visiting with a group called camp sunshine. we have the latest details. baltimore county police have identified the drowning victim as 13-year-old dennis kemp of laurel. a short distance from where i stand. he had been a member of camp sunshine in silver spring. heartbrokennot only but the fact that this all happened on his 13th birthday. >> i am in shock. i am talking to
