This allegedly happened the night after Heaggan Brown shot and killed Sylville Smith. In that case Police Say Smith had a gun and raised it towards officers when heagganbrown opened fire. Police chief ed flynn says the review of the shooting should be viewed separately from the charges heagganbrown now faces.
