weatherwatch 12 meteorologist jeremy nelson is in the weather center. it feels like summer. jeremy: the temperature in milwaukee is almost hard to believe. it is 68 degrees. 67 and port washington. 66 in racine. please keep in mind the average low across southeastern wisconsin is now into the upper through the forecast today, we will talk about cooler temperatures with the shift in the wind and a much cooler weather for the back half of the weekend. goodbye to the upper 60's and hello to more seasonal conditions. thema: this morning, renewed calls to see the video of the officer-involved shooting of 23-year-old syville smith. the shooting back in august led to days of unrest in milwaukee. protestors took to the streets yesterday to demand the video be released. milwaukee common council are demanding the same thing. as wisn 12 news' adrienne pederson explains, some say releasing the video is all about transparency. >> justice for sylville. we want change. adrienne: protesters marched through the streets of downtown milwaukee and interrupted the downtown milwaukee and interrupted the common council meeting, demanding they get to see the video from the deadly officer shooting. >> if you all are not going to charge him with that malicious crime that he did to my brother, then we want to see the video. adrienne: officer dominique heaggan-brown shot and killed sparking this chaos. after speaking with protesters, at least 11 council members sent letters to district attorney john chisholm asking him to release the video. >> we want the d.a. to know and understand we're standing behind the side of transparency. adrienne: common council president ashanti hamilton tells us heaggan-brown's recent unrelated charges of sexual assault and prostitution only make the call for the video more urgent. reasons as to why we shouldn't share it, that should be shared with the public as well to justify not knowing. thema: that was adrienne pedersen reporting. we reached out to the district attorney's office, but have not heard back. in the past, the d.a. has said he won't release the video until he makes a decision on charges. members of the common council want to hear your ideas for reducing crime in milwaukee. this morning, the public safety committe i to share their thoughts on the new public safety action plan. it was released in august. the plan calls for beefing up the city's police force by 280 members, adding 150 sheriff's deputies, and building a new juvenile detention facility. you can give your thoughts starting at 9:30 this morning at pulaski high school. later today, the police department will give out more information about the department's police aide program. it's open to teenagers between 17-years-old and 19-years-old. the position can lead to a teenagers and their parents can learn more details during an open house at the milwaukee job corps center at 60th and mill. the open house runs from noon until 3:00. milwaukee's municipal court judges turn to facebook to extend an offer to anyone facing a municipal warrant in milwaukee. people who show up to court on any of the first three wednesdays in november can have municipal court warrants, drivers license suspensions, and car registration suspensions lifted. they will still be responsible for any fines. the judges also say that no one who shows up will be arrested. this morning, a milwaukee county supervisor is waking up outside. supervisor michael mayo, sr. and local homeless advocates slept in dineen park last night to bring attention to homelessness across the county. the supervisor is still in the park right now, collecting clothes and personal hygiene housing to low-income and homeless veterans. you can still bring new and gently used coats and clothes to the park. the donation drive goes until 9:00 this morning. later today, new and expecting parents are invited to the baby expo in racine. the event features dozens of informational booths and speakers from area hospitals. the first 150 families will receive a diaper bag filled with goodies. plus, everyone has a chance to win raffle prizes. organizers say the event was created four years ago to connect families with resources. the baby expo starts at 10:30 this morning at washington park high school. the owners of sunburst winter sports park in kewaskum are already preparing for ski season. they are holding a job fair today for about 250 full and part time positions. you can download an application from sunburst's website and bring it to the park today. it gets underway at 10:00 this morning. tonight, the chicago cubs have a chance to even up the series against the cleveland indians the first world series game at wrigley field in 71 years didn't go the way cubs fans would have liked. chicago lost to cleveland last night in game 3 of the series. the indians scorred just one run, and that's all their pitchers needed. 1-0 was the final, despite a late rally from the cubs. indians lead the series two games to one. cubs manager joe maddon says his team was chasing pitches all night. >> that is the one component of our team that will blossom over the next couple of years, the offensive side. what you're seeing on offense and base-running ability will be static. what will keep getting better is what we are doing at the plate. it is a great experience for us. we fan. took football now, packers linebacker clay matthews has been fined more than $18 -- $18,000 by the league for his roughing the passer hit on bears quarterback brian hoyer last week at lambeau the key to looking younger, longer. researchers from the washington university school of medicine f natural foods that appears to slow aging. the compound, found in broccoli, cucumbers, edamame, and cabbage, had an anti-aging effect when added to drinking water of normal aging mice. so far, findings are limited to mice, but the results are so promising that scientists are launching studies on people using a pill form of the enzyme. the hope is that this enzyme may be able to prevent some of the chronic conditions associated with aging. researchers have debunked the myth that cranberries can prevent or cure a urinary tract infection. a team at yale university asked a group of older women in nursing homes to take either two cranberry capsules or dummy pills for one year. the women in both groups had similar rates of urinary tract infections and there were no differences in uti-related hospital stays or deaths. experts say doctors should prescribe antibiotics, and not using art to help local breast cancer survivors heal. four local women take part in a unique program matching cancer survivors with tattoo artists. wisn 12 news mike anderson was there as their scars from surgery were covered both physically and emotionally. first time, that glow, you know? mike: connecting the art of the tattoo to a breast cancer survivor is turning their mastectomy scars into healing for the body, heart, mind, and soul. >> people still have the scars. they look in the mirror and they feel disfigured or maybe a few feel ugly. whatever it is. we want to give them another option. mike: ali kids. in milwaukee, today is the 7th annual dia de los muertos festivities in walker square park. dia de los muertos, or day of the dead, honors loved ones who have passed away with altars, 2:00. check out live music and dancers until 5:00 tonight at the park at south 9th and mineral. if you're looking for a scare for a good cause, there is a haunted house in south milwaukee. this is video of their event a few years ago. a local family changes their home to raise money for human concerns. that is a non-profit organization that provides emergency food, clothing, and other essentials. you can donate $2 or two non-perishable food items. the home is on marion avenue between 8th and 9th avenues. looking ahead to tonight, trick-or-treating begins many local communities. families in costume to summer. in the milwaukee metro. do not get too used to it. it does look like a mild start to the weekend. current conditions in the upper 60's in milwaukee. outside now, we have clouds passing by. the wind on the gusty side. we had a guest of 24 miles per hour. 68 degrees is -- 68 degrees. the average low is 39. we are so far from even in the 50's, that is above the average high. if the eight, watertown --58, watertown. you could probably get by without a jacket or extra layer with a warm temperatures. the wind shifts mean a northeasterly breeze. it will be cooler for lakeshore counties. developments in the race for president just 10 days before the election. the fbi is reviewing new emails linked to hillary clinton's private server she used while secretary of state. the emails were discovered during a separate, underage sexting investigation of former congressman anthony weiner. he's the estranged husband of clinton's aide, huma abedin. the fbi is looking into whether the emails contain classified information. clinton is calling on the fbi for an explanation. mr. trump: we must not let her -- mrs. clinton: we 11 days out from the most in your to national election of our customers. many have received errors trying to make phone calls. according to the website outage.report, at one point the outage covered a large part of the midwest. at&t says it's working to resolve the issue as quickly as possible and it apologizes for the inconvenience. this morning, investigators are trying to figure out how a plane on a chicago runway burst into flames. it happened yesterday afternoon at o'hare airport. on that american airlines flight. he kept recording as he went down the emergency chute. flight 383 was on its way to miami when the plane aborted its takeoff because of an engine-related issue. there's a report that the plane experienced uncontained engine failure, that's when engine parts break off and are spewed outside the engine. chicago's deputy fire commissioner says the incident could have been devastating if it happened after takeoff. 170 people were on board. they all made it off. authorities say 20 passengers have minor injuries. they were hurt while using the emergency slides. that wasn't the only plane that caught fire yesterday. in ft. lauderdale, florida, a fedex plane's landing gear collapsed right after it touched down on the runway. dramatic video shows an explosion near one of the plane's wings, sending debris flying into the air. no one was hurt. a new study shows lead poisoning is nearly as high as the rate in flint, michigan. the report by the wisconsin council on children and families shows 4.6% of kids under the age of 6 tested positive for lead poisoning last year. the rate in flint was 4.9%. flint has been dealing with the effects of tainted water since switching their water supply in 2014. lead exposure is proven to cause long term health problems. they are working on a plan to make sure everyone has clean water. right now, the water mains in milwaukee do not have lead in them, but some 70,000 homes do have lead service lines. the city is now considering replacing those pipes. the mayor says that will take years and half-a-billion dollars. in the meantime, residents who own older homes are being urged to install water filters. crime and safety across the city. this morning, the public safety committee is inviting the public to share their thoughts on the new public safety action plan. it was released in august and calls for more officers and expanded detention facilities. neighbors can give their thoughts starting at 9:30 this morning at pulaski high school. over at the mitchell park domes, the desert dome is re-opening today about a week ahead of schedule. this will be the first time since january that all 3 domes have been open. because of concerns over crumbling concrete. the desert dome is the final one to re-open following repairs. if you haven't made it to see china lights at the boerner botanical gardens, you're in luck. the wildly popular chinese lantern display at is returning for another run next year. that's according to our partners at biz times. the one. game 4 is tonight. bill murray showed his support for the cubs during last night's seven inning stretch. tickets for last night's game cost fans thousands of dollars. the cost for tonight's game, up to $18,000. compare that to the last time 1908. the cost of a ticket then was about $1.20. the art world is even showing its love of baseball. the art institute in chicago is posting photos on social media of some of their most well-known pieces with some slight cubs-inspired alterations. the cleveland art museum responded with their own indians-inspired paintings. looking ahead in big 12 fest this afternoon. there will be trick-or-treating, a haunted house, and a pumpkin giveaway. the event starts at noon at milwaukee job corps on north 60th street. riverwest will host the second annual nightmare on center street tonight. several stages will host bands. there will also be a costume contest, face painting, and a bonfire. the fun starts at 7:00 at various businesses on center street. in walkers point, it's the dia de los muertos parade festival. the celebration starts at 10:00 this morning in walkers square park. a 5-k run and walk will take place at noon. a parade starts at 2:00 p.m. just a reminder, many communities have trick-or-treat tonight. you'll also find it on the 12 news app. if you are out there tonight and you want to put on your headlights to make sure you can see all of the kids in their costumes. jeremy: maybe put reflective tape on the costumes. in the evening it will be cooler, may be cooler, maybe an extra layer, but the heavy coats can be left at
