right now, milwaukee police are city's north side. police tell wisn 12 news the shooting happened just before 6:00 last night at a home near 15th and lloyd. police say a gun was fired inside the home, and a 4-year-old boy named jordan was struck by a bullet. wisn 12 news spoke with the milawukee police chaplain who says the family and community is devastated. >> any type of a tragic death like this is horrible. it's horrible for the family, neighborhood, it's unthinkable no matter what. thema: there were other siblings inside the home when the 4-year-old boy was shot and killed. police are still investigating exactly what happened and who the gun belonged to. this is the 4th child shot in milwaukee within the last month. on september 11, a 2-month-old girl was hit by a bullet during a road rage incident on i-43. the little girl survived. about a week later, a 6-year-old accidentally shot his 9-year-old brother in the back. the boy survived. police say the shooting happened at a home near 22nd and hadley. according to court records, there was no gun safe or lockbox in the home. both parents are facing charges. and earlier this week a 12-year-old boy was hurt in a drive-by shooting in riverwest. police say someone shot at a car he was sitting in near holton and locust. the boy is out of the hospital. investigators say they've caught the man who's been holding up local gas stations with an assault rifle. they're giving us a new look at one of the robberies. this is new video from the town of norway on monday. it shows a man, pointing a gun at the clerk. the racine county sheriff says he believes it's the same man behind a similar robbery in mequon last week. investigators have not released the suspect's name, because he one of the busiest ramps in the zoo interchange is about to close for months. here's a live camera near the zoo interchange. starting in just about an hour the ramp from i-41 south to i-94 east will shut down until late next spring. this is i-43 at sunnyslope road. here is a map. the d.o.t. says drivers can expect up to ami get from menomonee falls or germantown to downtown milwaukee. starting today, it will be illegal to talk on your cell phone while driving through a work zone in wisconsin. the goal is to protect construction workers and cut down on distracted driving. drivers who don't hang up could face fines between $40 and $100. milwaukee county executive chris abele has released his 2017 budget proposal. the $1.2 billion plan includes a increase in benefits. it also holds the property tax rate. but some people are angry about one part of the budget, a proposal to add a $60 wheel tax in milwaukee county. the county executive says it would generate enough money to pay for new buses and improve county highways and bridges. public hearings on the budget begin in the next few weeks. it's been more than a week since heavy rains, mud slides, and flooding ravaged parts of western wisconsin. the clean-up continues in places like vernon county, where homes are destroyed and roads are still closed. the damage is now being estimated at $14 million. governor scott walker declared a state of emergency. he is also requesting fema to survey the damage. despite the rain, you might want to add raking leaves to your to do list this weekend. starting today, people in milwaukee can rake leaves into the street. the leaves must be in the curb lanes for department of public the collection runs through november 15. after that, residents have to take leaves to one of the city's self-help centers. later today, the wisconsin badgers are looking to stay undefeated. they play the michigan wolverines this afternoon at 2:30. it is a game you'll see only right here on wisn 12 news. then, stay tuned for live post game will certainly have a better maximum sustained winds at 155 miles per hour over the open waters of the caribbean. when could it get close to the u.s.? early on thursday. this is the projected path. the cone goes anywhere from west of miami to the used of the bahamas. we will keep tabs on that and get updates from the national hurricane center. we will talk about the local forecast, coming up. thema: thank you. right are trying to figure out what caused a deadly commuter train crash in new jersey. the train slammed into the hoboken terminal on thursday, killing a woman on the platform and injuring more than 100 others. one data recorder has been pulled from the wreckage. another one is still missing. investigators say the train's operator is cooperating. fbi agents are searching the home of the man suspected in last month's bombings in new york and new jersey. late last night, investigators looked for evidence in ahmad it's unclear what officials were looking for, but several photos were taken, and at least one box was removed. rahami faces several federal charges for the september 17 bombings that left 31 people hurt. police in some towns and cities in the midwest are on alert this morning after reports of clowns making threats. yesterday, an entire school district in cincinnati, ohio cancelled classes after a woman says she was attacked by a person dressed as a clown. the same dayst miami, ohio was arrested for making threats about clowns on social media. since august, people in other states, including south carolina, pennsylvania, and georgia have reported scary or suspicious incidents with people dressed as clowns. this morning, two priceless pieces of art are back in the netherlands after being stolen 14 years ago. investigators say the van gogh paintings were discovered during an investigation into an the paintings had been removed from their frames, but did not appear to be badly damaged. in "commitment 2016" and the race for the white house, it's another sign of wisconsin's growing role in the election. donald trump's son, donald trump, jr., is making a campaign stop next week. he'll be in brookfield wednesday morning. no other details are being released at this time. donald trump's running mate mike pence is preparing for the upcoming vice presidential debate. wisconsin governor scott walker is hel p standing in for democratic opponent tim kaine. senator kaine and governor pence will go head to head during the first and only vice presidential debate on tuesday. you can watch that debate live right here on wisn 12. abc news live coverage starts tuesday night at 8:00 after a new "dancing with the stars." wisn 12 news time is 5:15. it's the second weekend of the milwaukee film festival. screened at theaters across 5 milwaukee later today. this year's festival features documentaries, shorts, and full length features from around the world. the festival runs through next thursday. later today, it's discovery world's most popular annual event. sci-fi family day. families will get the chance to explore the vast and creative world of science fiction. you'll be able to meet the ghostbusters and your on the deepwater horizon disaster. entertainment tonight's kevin frazier has a preview. kevin: this week, mark wahlberg, kurt russell, and kate hudson lead an all-star cast in telling the worst oil be shut down in the zoo interchange. it's not scheduled to reopen until spring of next year. if you're coming from menomonee on i-41, you will no longer be able to go east toward downtown. we have a live look from the area from our department of transportation cameras. that ramp is closing at 6:00 this morning until spring of 2017. as an alternate route, the d.o.t. suggests drivers get off on bluemound and cut across on 84th street then jump back on i-94. give yourself plenty of time especially in the morning. this change comes as a new state law goes into effect. starting today, it's illegal to talk on a hand-held mobile device while driving through a work zone. lawmakers say the new rule is an effort to cut down on distracted driving and protect construction workers. the first offense is a $40 fine. hands-free and blue tooth devices are still legal to use. this morning, milwaukee police are investigating the fatal shooting of a 4-year-old on the city's north side. officials say solomon jordan shaw, or jordan, was struck by a bullet after a gun was fired inside his home near 15th and lloyd. wisn 12 news spoke with milwaukee police chaplains, who got the call to come down to the neighborhood immediately and offer counseling. >> we're here because we do care. and that's all anyone can do is just as much support, and as they can give. thema: there were other people inside the house when the 4-year-old was shot and killed. police are investigating exactly what happened and who the gun belonged to. a witness to a deadly police shooting in august that led to violent unrest in milwaukee confirms sylville smith was carrying a gun when he was killed. in an interview with the milwaukee journal sentinel, and auer when unmarked squad cars boxed in their car. pritchard says after he and smith jumped out of the car and ran, pritchard fell and heard four shots. police say video from an officer's body camera shows smith holding a gun and turning towards the officer when he was shot in the chest and arm. the video has not been released. policing milwaukee's neighborhoods with the help of community service officers. this is the first graduating class in the department's history. as wisn 12 news' ben hutchison reports, they'll have special job responsibilities throughout the community. ben: jimmy morales served his country in the military. now he's back in the community he grew up in. >> it was odd weeks, eight hours n: morales joining 13 other community service officers. >> we do not have weapons. we are just talking to people. ben: they're not sworn officers, but chief flynn says they'll be a huge asset. >> they will be great when they require things like taking a report. ben: that includes non-felony low priority calls, including theft or vandalism. >> the middleman to actually let them know, we are not all security for 11 years. this is the next step in her career. >> i want to go into juveniles or case management. ben: sharing in the moments, her wife and new granddaughter. >> i'm very excited. i just want to get out there and show everyone what we can do. ben: the graduates will be a.m. thema: law enforcement officials will gather in menomonee falls for the first ever run with blue 5-k. proceeds go to programs that strengthen the relationship between police and the community. the run-walk begins at 8:30 this morning. it starts at village bowl in menomonee falls and goes along the bugline trail. making sure everyone stays warm this winter. starting today, you can apply for energy assistance in milwaukee county. the program provides qualified residents with a one-time payment towards their heating and electricity bill. you do have to apply in person. you can set up an appointment online, in advance. this year's food for families campaign is officially underway. workers at the hunger task force delivered blue food barrels to spots all around the city yesterday. the campaign has raised as much as one million pounds of food. it's all given to homeless shelters and emergency food >> milwaukee has a long-standing tradition serving people who are low income, making sure they get healthy food. thema: the food for families campaign runs through december 31. in a developing story, a federal judge is ordering the state of wisconsin to investigate whether transportation workers are failing to issue temporary voter id's. that's after the website the nation posted a story saying a madison man couldn't get an id because he did not have a birth certificate. state officials must report back their findings to the judge next week. wisconsin's u.s. senate race is one of the top senate races in the country. polls have shown former democratic senator russ feingold leading, but republican incumbent ron johnson tells "upfront" host mike gousha, the race is closer than people think. mike: do you feel you're an underdog? ron: i think i am, but i think the race is closer. let's face it, we've been outresourced. really focus on the race, i think when they see that i've actually accomplished something. not only have i traveled tirelessly around the state listening to wisconsinites, i've taken action, and i've put myself in a position to actually accomplish things. thema: sunday on "upfront," johnson talks about his record of accomplishments and why he says it's better than feingold's. series last night in denver. despite chris carter hitting his 40th homerun of the season, the brew-crew fell to the rockies 4-1. game two is tonight starting at 7:10. while the brewers finish up the season in colorado, officials at miller are already looking ahead to the future. the brewers will hold a news conference next week to announce what they're calling the most comprehensive project and upgrade to the park since it ed opening in 2001, miller park just wrapped up its 15th season. looking ahead, the badgers are looking to stay undefeated as they prepare to take on the wolverines in matthew continues to be unpredictable. within the hour the national hurricane center announced that matthew has weekend to a category four after strengthening to a category five last night. the strongest in the atlantic since 2007. matthew is packing top sustained winds of 60 miles per hour as it nears jamaica. fo remain a powerful hurricane through at least sunday. in california, crews say the loma fire is now about 50% contained. the fire has burned more than 4300 acres in the santa cruz mountains and destroyed 12 homes. one firefighter was injured battling the fire. of an unarmed black man. 200 people took to the streets in el cajon after officials released 2 videos. friday night's protests were peaceful, but demonstrators blocked intersections and attempted to walk on the freeway before riot year-wearing police stop them. if the leased department hundreds of miles away is recruiting here in milwaukee. the dallas police department will be at uwm next week for a job fair. officials say they chose milwaukee because of the department is looking to hire 300 more officers. they're holding recruiting events across the country. new this morning, a trucker in wisconsin has become the first deaf woman to get her commercial driving license. suzie helgerson is just the 5th deaf woman to receive the license in the country. she graduated from fox valley technical college's 10-week program. the school says the government started allowing medical waivers for the deaf to attend programs that lead to careers in truck >> her awareness and senses are -- her skills are not in that hearing. >> i don't depend on the hearing. that's how i prove i can do this job. thema: she's already employed and will be team-driving with her husband. suzie will be working 70 hours a week and driving 10 hours a day. we will look out for her on the road. it's the only place in milwaukee where you can see penguins, pandas, and dragons all at once. lanterns you'll see at the boerner botanical gardens. the new china lights display opens today at the gardens in hales corners. the display features more than 1000 lanterns, all directly from china. there's also a 200-foot dragon lantern and a two-story palace lantern. you can check out the china -- >> we hope that they can see we also have mobile guides telling the cultural significance behind the lanterns. thema: you right now, milwaukee police are city's north side. police tell wisn 12 news the shooting happened just before 6:00 last night at a home near 15th and lloyd. police say a gun was fired inside the home, and a 4-year-old boy named jordan was struck by a bullet. wisn 12 news spoke with the milawukee police chaplain who says the family and community is devastated. >> any type of a tragic death like this is horrible. it's horrible for the family, neighborhood, it's unthinkable no matter what. thema: there were other siblings inside the home when the 4-year-old boy was shot and killed. police are still investigating exactly what happened and who the gun belonged to. this is the 4th child shot in milwaukee within the last month. on september 11, a 2-month-old girl was hit by a bullet during a road rage incident on i-43. the little girl survived. about a week later, a 6-year-old accidentally shot his 9-year-old brother in the back. the boy survived. police say the shooting happened at a home near 22nd and hadley. according to court records, there was no gun safe or lockbox in the home. both parents are facing charges. and earlier this week a 12-year-old boy was hurt in a drive-by shooting in riverwest. police say someone shot at a car he was sitting in near holton and locust. the boy is out of the hospital. investigators say they've caught the man who's been holding up local gas stations with an assault rifle. they're giving us a new look at one of the robberies. this is new video from the town of norway on monday. it shows a man, pointing a gun at the clerk. the racine county sheriff says he believes it's the same man behind a similar robbery in mequon last week. investigators have not released the suspect's name, because he one of the busiest ramps in the zoo interchange is about to close for months. here's a live camera near the zoo interchange. starting in just about an hour the ramp from i-41 south to i-94 east will shut down until late next spring. this is i-43 at sunnyslope road. here is a map. the d.o.t. says drivers can expect up to ami get from menomonee falls or germantown to downtown milwaukee. starting today, it will be illegal to talk on your cell phone while driving through a work zone in wisconsin. the goal is to protect construction workers and cut down on distracted driving. drivers who don't hang up could face fines between $40 and $100. milwaukee county executive chris abele has released his 2017 budget proposal. the $1.2 billion plan includes a increase in benefits. it also holds the property tax rate. but some people are angry about one part of the budget, a proposal to add a $60 wheel tax in milwaukee county. the county executive says it would generate enough money to pay for new buses and improve county highways and bridges. public hearings on the budget begin in the next few weeks. it's been more than a week since heavy rains, mud slides, and flooding ravaged parts of western wisconsin. the clean-up continues in places like vernon county, where homes are destroyed and roads are still closed. the damage is now being estimated at $14 million. governor scott walker declared a state of emergency. he is also requesting fema to survey the damage. despite the rain, you might want to add raking leaves to your to do list this weekend. starting today, people in milwaukee can rake leaves into the street. the leaves must be in the curb lanes for department of public the collection runs through november 15. after that, residents have to take leaves to one of the city's self-help centers. later today, the wisconsin badgers are looking to stay undefeated. they play the michigan wolverines this afternoon at 2:30. it is a game you'll see only right here on wisn 12 news. then, stay tuned for live post game thema: thank you. right are trying to figure out what caused a deadly commuter train crash in new jersey. the train slammed into the hoboken terminal on thursday, killing a woman on the platform and injuring more than 100 others. one data recorder has been pulled from the wreckage. another one is still missing. investigators say the train's operator is cooperating. fbi agents are searching the home of the man suspected in last month's bombings in new york and new jersey. late last night, investigators looked for evidence in ahmad it's unclear what officials were looking for, but several photos were taken, and at least one box was removed. rahami faces several federal charges for the september 17 bombings that left 31 people hurt. police in some towns and cities in the midwest are on alert this morning after reports of clowns making threats. yesterday, an entire school district in cincinnati, ohio cancelled classes after a woman says she was attacked by a person dressed as a clown. the same dayst miami, ohio was arrested for making threats about clowns on social media. since august, people in other states, including south carolina, pennsylvania, and georgia have reported scary or suspicious incidents with people dressed as clowns. this morning, two priceless pieces of art are back in the netherlands after being stolen 14 years ago. investigators say the van gogh paintings were discovered during an investigation into an the paintings had been removed from their frames, but did not appear to be badly damaged. in "commitment 2016" and the race for the white house, it's another sign of wisconsin's growing role in the election. donald trump's son, donald trump, jr., is making a campaign stop next week. he'll be in brookfield wednesday morning. no other details are being released at this time. donald trump's running mate mike pence is preparing for the upcoming vice presidential debate. wisconsin governor scott walker is hel p standing in for democratic opponent tim kaine. senator kaine and governor pence will go head to head during the first and only vice presidential debate on tuesday. you can watch that debate live right here on wisn be shut down in the zoo interchange. it's not scheduled to reopen until spring of next year. if you're coming from menomonee on i-41, you will no longer be able to go east toward downtown. we have a live look from the area from our department of transportation cameras. that ramp is closing at 6:00 this morning until spring of 2017. as an alternate route, the d.o.t. suggests drivers get off on bluemound and cut across on 84th street then jump back on i-94. give yourself plenty of time especially in the morning. this change comes as a new state law goes into effect. starting today, it's illegal to talk on a hand-held mobile device while driving through a work zone. lawmakers say the new rule is an effort to cut down on distracted driving and protect construction workers. the first offense is a $40 fine. hands-free and blue tooth devices are still legal to use. this morning, milwaukee police are investigating the fatal shooting of a 4-year-old on the city's north side. officials say solomon jordan shaw, or jordan, was struck by a bullet after a gun was fired inside his home near 15th and lloyd. wisn 12 news spoke with milwaukee police chaplains, who got the call to come down to the neighborhood immediately and offer counseling. >> we're here because we do care. and that's all anyone can do is just as much support, and as they can give. thema: there were other people inside the house when the 4-year-old was shot and killed. police are investigating exactly what happened and who the gun belonged to. a witness to a deadly police shooting in august that led to violent unrest in milwaukee confirms sylville smith was carrying a gun when he was killed. in an interview with the milwaukee journal sentinel, and auer when unmarked squad cars boxed in their car. pritchard says after he and smith jumped out of the car and ran, pritchard fell and heard four shots. police say video from an officer's body camera shows smith holding a gun and turning towards the officer when he was shot in the chest and arm. the video has not been released. policing milwaukee's neighborhoods with the help of community service officers. this is the first graduating class in the department's history. as wisn 12 news' ben hutchison reports, they'll have special job responsibilities throughout the community. ben: jimmy morales served his country in the military. now he's back in the community he grew up in. >> it was odd weeks, eight hours n: morales joining 13 other community service officers. >> we do not have weapons. we are just talking to people. ben: they're not sworn officers, but chief flynn says they'll be a huge asset. >> they will be great when they require things like taking a report. ben: that includes non-felony low priority calls, including theft or vandalism. >> the middleman to actually let them know, we are not all security for 11 years. this is the next step in her career. >> i want to go into juveniles or case management. ben: sharing in the moments, her wife and new granddaughter. >> i'm very excited. i just want to get out there and show everyone what we can do. ben: the graduates will be a.m. thema: law enforcement officials will gather in menomonee falls for the first ever run with blue 5-k. proceeds go to programs that strengthen the relationship between police and the community. the run-walk begins at 8:30 this morning. it starts at village bowl in menomonee falls and goes along the bugline trail. making sure everyone stays warm this winter. starting today, you can apply for energy assistance in milwaukee county. the program provides qualified residents with a one-time payment towards their heating and electricity bill. you do have to apply in person. you can set up an appointment online, in advance. this year's food for families campaign is officially underway. workers at the hunger task force delivered blue food barrels to spots all around the city yesterday. the campaign has raised as much as one million pounds of food. it's all given to homeless shelters and emergency food >> milwaukee has a long-standing tradition serving people who are low income, making sure they get healthy food. thema: the food for families campaign runs through december 31. in a developing story, a federal judge is ordering the state of wisconsin to investigate whether transportation workers are failing to issue temporary voter id's. that's after the website the nation posted a story saying a madison man couldn't get an id because he did not have a birth certificate. state officials must report back their findings to the judge next week. wisconsin's u.s. senate race is one of the top senate races in the country. polls have shown former democratic senator russ feingold leading, but republican incumbent ron johnson tells "upfront" host mike gousha, the race is closer than people think. mike: do you feel you're an underdog? ron: i think i am, but i think the race is closer. let's face it, we've been outresourced. really focus on the race, i think when they see that i've actually accomplished something. not only have i traveled tirelessly around the state listening to wisconsinites, i've taken action, and i've matthew continues to be unpredictable. within the hour the national hurricane center announced that matthew has weekend to a category four after strengthening to a category five last night. the strongest in the atlantic since 2007. matthew is packing top sustained winds of 60 miles per hour as it nears jamaica. fo remain a powerful hurricane through at least sunday. in california, crews say the loma fire is now about 50% contained. the fire has burned more than 4300 acres in the santa cruz mountains and destroyed 12 homes. one firefighter was injured battling the fire. of an unarmed black man. 200 people took to the streets in el cajon after officials released 2 videos. friday night's protests were peaceful, but demonstrators blocked intersections and attempted to walk on the freeway before riot year-wearing police stop them. if the leased department hundreds of miles away is recruiting here in milwaukee. the dallas police department will be at uwm next week for a job fair. officials say they chose milwaukee because of the department is looking to hire 300 more officers. they're holding recruiting events across the country. new this morning, a trucker in wisconsin has become the first deaf woman to get her commercial driving license. suzie helgerson is just the 5th deaf woman to receive the license in the country. she graduated from fox valley technical college's 10-week program. the school says the government started allowing medical waivers for the deaf to attend programs that lead to careers in truck >> her awareness and senses are -- her skills are not in that hearing. >> i don't depend on the hearing. that's how i prove i can do this job. thema: she's already employed and will be team-driving with her husband. suzie will be working 70 hours a week and driving 10 hours a day. we will look out for her on the road. it's the only place in milwaukee where you can see penguins, pandas, and dragons all at once. lanterns you'll see at the boerner botanical gardens. the new china lights display opens today at the gardens in hales corners. the display features more than 1000 lanterns, all directly from china. there's also a 200-foot
