Russian president Vladimir Putin says he wants to impose tougher measures to counter religious extremism and prevent political upheaval. U. S. Republicans are promising to fight president obama with everything theyve got after he obama used his executive authority to push through major changes that would, among other things, protect more than 4. 5 Million People from being deported. Nhk worlds craig dale joins us with details. Reporter well, it was no secret this was coming. Obama has said again and again that the immigration system is broken and he has said that washington thats allowed the problem to fester for too long. Hes pointed out the republicans in the house have refused for more than 500 days to bring a Bipartisan Senate bill to a vote. So theres a part of what the president is doing. If youve been in america for more than five years, if you have children who are american citizens or are legal residents. If you register, pass a criminal background check, and youre willing to pay your fair share of taxes, youll be able to apply to stay in this country temporarily without fear of deportation. You can come out of shadows and get right with the law. Thats what this deal is. Reporter now, despite what the republicans say, obama maintains this does not amount to amnesty and is not a pathway to citizenship. It eases the threat of deportation on more than 4. 5 million of the roughly 11 million undocumented immigrants in the united states. Most are parents of those with legal status. And theyll now be able to apply for work permits. The action gives similar protection to about 300,000 people who were brought illegally to the u. S. By their parents. It will also enhance border checks and security, continue to focus on deporting criminals, something obama says has increased under his watch, and streamline Legal Immigration for highly skilled workers. Now, the republicans warned obama not to do this. They said he would regret it, and he argued its unfair to immigrants whove been waiting in line and abiding by the law. He accused the president of acting like a king or an emperor. Now, the Republican National committee released a statement saying the president is behaving like a oneman legislature. And it says his actions are intended to poison the legislative process at a time when he should be working to bring americans together. Republican senator ted cruz said obama is offering unconstitutional amnesty in defiance of congress and the american people. And Incoming SenateMajority Leader Mitch Mcconnell tweeted out a speech he gave earlier in which he says obama is imposing his will on the country. The action hes proposed would ignore the law, would reject the voice of the voters and would impose new unfairness on lawabiding immigrants, all without solving the problem. In fact, his action is more likely to make it even worse. Mcconnell is promising congress will act. That could mean anything from canceling funding to agencies that are responsible for carrying out this action. The president says the republicans should pass Immigration Reform if they feel his actions are unlawful. He says the evidence shows immigrants are a net plus for the u. S. Economy. Despite the differences between the parties, both know they need to do something about immigration, ilLegal Immigration in particular. Obama especially has been under pressure. The president is being pushed very hard by latino organizations to do something on this issue. Theyre tired of waiting. And latinos are going to be an important voting bloc in the 2016 elections. Reporter the republicans are keenly aware of that fact too but they say obamas plant isnt the way to go. Democrats in congress say they will protect obama and get his back on this action, but its unclear how this executive order will or how much teeth the executive order will have once republicans take over control of the senate in january. Thank you, craig. Nhk worlds craig dale. Political leaders in japan are about to hit the campaign trail but members of governing and opposition parties dont have much time to prepare. Prime minister shinzo abe is set to dissolve the lower house later on friday to call a snap election. Abe and his cabinet ministers met on friday morning to sinofishel papers. They have set the election for december 14th. The Lower Chamber will be disbanded later in the afternoon and they will then hold a news conference. He has pledged to win the vote. He said he will speed up implementation of measures and deliver the benefits of economic recovery to all corners of the nation. Translator i am determined to clarify whether the governments Growth Strategy is right or wrong. And whether there are other ways to replace it. The main issue of the election is abenomics, the Prime Ministers economic policies. The last general election took place two years ago. People at Japanese Companies pay some of the highest taxes in the world. But those who make a loss get a helping hand. Together in the studio is ai uchida from the business desk. So government Officials Say both situations are about to change. Ai, can you elaborate on that . Absolutely, keiko. So executives at most Japanese Companies have to hand over about 35 of their earnings right now. Officials want to lower that rate. They are trying to boost competition and attract more investment from abroad. But if they cut the tax theyll sacrifice billions in revenue. So theyre looking for ways to make up for that. The officials want to reduce the tax by more than 2. 5 Percentage Points over three years. Starting next april. Theyre banking on Big Companies that lose money to help them do it. Executives at those firms enjoy special tax breaks. Government officials plan to scale those benefits back. Theyll also increase taxes on dividends from shares. Some people in japans rug party say the plan doesnt go far enough. Lawmakers will resume talks on tax reform after the lower house election scheduled for december. Separately, Prime Minister abe says he will postpone a consumption tax hike. Officials in japan plan to raise the tax next october from 8 to 10 abe wants to push the hike back to april 2017. Critics say the decision shows that abes economic policies, abenomics, are failing. We spoke earlier with daniel so. He is a strategist at Cmb International securities in hong kong. He talked about the merits and demerits of delaying the tax hike. Merits are it certainly helps domestic consumption in this economic recession, and it also buys time for the government to carry out structural reform. But the biggest risk is it may hurt the markets confidence in the governments credibility and also its financial discipline because how can japan repay its everrising debt. In the worst case the japanese governments bonds may be dumped. Thats financial disaster. And also the bank of japan will now have no further excuse to expand its quantitative easing further. So that may be bad for the Financial Markets as well. So what do you see then are measures that leaders could take for financial reconstruction . The government is actually devaluing its currency very rapidly, and it seems to be the only weapon right now. A series of achievements first by lifting the profits for exporters and then lifting the employees salaries and then domestic consumption. And so Overall Economic expansion. And thereby, they may generate more tax revenue. But sadly, the cycle stops at the salary rise part because so far personal income still stag naits. The other thing the government is trying to do is raising the consumption tax rate while cutting Corporate Tax rate. I think this is the wrong thing to do. They should do the opposite. To fix the loopholes in the Corporate Tax law first. Daniel, what is your take on abenomics . The abenomics has successfully weakened yen to boost exports and inflation. We should give credit to it. But the inflation, now inflation is only costdriven due to rising import prices. And rather than a demanddriven one people actually suffer from costdriven inflation without rising income. And the other thing is the most overall the most disappointing aspects of abenomics is the reform. He has promised a lot but delivered little. As for corporate profits, giants like toyota, they have actually gained from the weak yen, but locals that is not good for the employee salaries. So how are things looking for the japanese economy . Whats your outlook . Longterm outlook is not promising. Because the most serious problem is population aging. Japan will have serious difficulty in repaying in paying their health care and pension costs. And young people will feel increasingly hopeless knowing this future burden. And they will not like to have children. Many of them will dont like to have children. Thats a cycle of population aging. Seriously considering the Young Professionals to alleviate the problem. He said the firm accepts responsibility for three deaths but its still investigating two others. Lawmakers blame takata and honda for not doing enough to uphold safety standards. They called for an independent investigation. I want to know from someone in your company after oath whether those standards were applied to every airbag design. I think your company is making a big mistake in not supporting this recall wholeheartedly. The Family Member of a woman who died in an accident who died in an incident in 2003 attended the hearing. Kim hoff spoke about the loss of her sister, 24yearold charlene weaver. The airbag is what killed my sister. We firmly believe that what was intended to save lives actually took tiggers life. And thats why im here today, to do what i can to ensure that this does not happen again, that another family does not have to experience what we have. A senior official of the national Highway Traffic Safety Administration also spoke. He said the authority will ask other manufacturers to provide parts to repair the airbags. He indicated this will be necessary to carry out a nationwide recall requested by the administration. He said he thinks people at takata havent provided all the information about the problem. Well, despite the hard inquiry at congress, takatas Share Price Rose almost 9 this morning in tokyo. Analysts say investors thought that no further negative developments came out at the hearing. Overall, though, tokyo stocks lost ground this friday as a stronger yen pushed exporters lower. For more details on individual shares, lets go to ramin mellegard. He has a full update for us. So ramin, what did you see this morning . Thank you very much, ai. Yes, as you mentioned, as the yen was gaining against the dollar, investors really decided to sell a lot of those exporter shares, which pretty much pulled the nikkei lower. Lets see exactly how the morning session wrapped up for the nikkei and the topix. And there you can see it. 17,165. And the broader topix down just almost 2 3 of a percent. Despite the gains you saw on wall street after favorable data, investors here looked more at the currency markets and analysts telling us its been a pretty volatile week right now. Lets have a look at some of the levels here for the main pair. The dollar yen in fact right now. 117. 78 to 80. This morning actually media reports said finance minister taro aso has commented the yen has weakened too fast, and that triggered traders to sell the dollar and buy back the yen. Already before that, however, many were taking profit on the dollar after it posted fresh sevenyear highs, taking it actually close to the 119 level on thursday. In light of those currency moves we were tracking some of the key exports here. Conica minolta which was lower as well as nis sxn sharp. As you mentioned, ai, also shares of takata were in focus. We did see a bit of a rebound, 8. 98 . However, i have to say that the stock, the shares have plunged more than 47 since october. A little bit of a rebound but it hasnt made up any of that so far. Quick look at asian indexes as well. The shanghai composite and hong kongs hang seng a big focus this week. Theyre trading in the positive right now but look like ending the week in the negative despite high hopes on the scheme to connect shares of both indexes, which started this monday, this week. So seeing a little bit of a bounce there. But they have been down for most of this week. Thats all for me. Back to you. All right, ramin. Thanks a lot for that update. Ramin mellegard there. And thats the latest this hour in business news. Ill leave you with a check on some other market figures. Three men have been charged in britain over an alleged plot to commit acts of terrorism. People in beijing are once again dealing with heavy smog. The clear blue skies they saw last week during the apec summit were just a temporary break from the gray theyre used to seeing. Meteorologist robert speta explains. Yes. Lets start off talking about what is happening out here. We do have the typical High Pressure overhead. That makes for very stagnant, still air. But lets go to some images coming out of beijing because what we are seeing on the ground right now is this very thick smog. Just one week, as you mentioned, just after the apec summit. Where you were seeing blue skies at the time, but a lot of those restrictions that were in place have been lifted since then. Authorities are calling for pollution levels to be up near hazardous. Typically, actually the World Health Organization recommends that a daily p. M. 2. 5 level should be right around 20. What we are seeing in beijing right now. About 350. Its definitely one of those days where people are being advised to stay indoors, try to reduce any outdoor strenuous activities because that is what were going to be expecting over the next 24 to 48 hours. We have a cold front actually pushing away from northeastern china right now. This didnt do too much to stir up the atmosphere. High pressure setting in yet again. And when that happens you just get that air very stagnant and the pollutants that are in the atmosphere, they stay right in place and it makes for those hazardous breathing conditions. Also about the weather elsewhere across eastern asia as well, specifically western portions of japan, were still seeing some rainfall out there. Its expected to really pick up as we go through your friday night into saturday. Northeast monsoon still dominating down toward the south into the tropics across the philippines over through the indochina peninsula. Temperatures into the 30s. Bangkok a high of 35 there for you. Definitely the warm spot on the map. And then i want to talk about Southern India over through sri lanka because what you have been seeing is several days of persistent rainfall. You can see the cloud cover on the satellite imagery. Past 24 hours, one location about 55 millimeters was reported. And thats on top of days of heavy rain. So theres a threat of flooding and even landslides. And as we look ahead through the next 72 hours, you still could see more rainfall really piling up out here. Definitely thats going to be the big threat for this area of the world. But lets go to the other side of the world, the big topic weve been talking about for the past several days. Talk more on the snowfall. The good news for downtown buffalo, the winds are starting to shift from the northwest. You can see these lines. Thats kind of pulling in the general direction of the wind. The big lake effect snow bands are starting to move south of the city. Youre still seeing some areas with an incredibly heavy amount of snowfall. So there is the threat of dangerous driving conditions. Near zero visibility. Also thunder and lightning. Some of these storms very convective. Something to watch out for. And on top of that you have such a tremendous amount of snow to get rid of. Right now at least ten deaths have been reported. Nearly half of them due to cardiac arrest, people trying to shovel out of their homes. 191 centimeters reported there in lancaster. Actually, one location i see unconfirmed at this point, maybe over 200 centimeters. Thats well over my head, by the way. Just kind of put that into perspective. And then as we look at all that snow has to go somewhere eventually. Take a look at this. This is your snow to water equivalent. Some areas have upwards of 25 to 30 centimeters of water on the ground. If all this was to melt at once. Its not going to melt at once, but as we go through the weekend a lot of the snows going to shift over to rain, we are going to see a warming trend, and there is a threat for some very serious flooding potentially out in this area by early next week. Thats a look at your world weather. Ill leave you with your extended forecast. The french capital paris, also known as the city of light, has taken on a new twinkle.
