help! the defense argues emily fazzino accidentally drowned because of father acknowledged that addiction in court today... her the iowa supreme court has dismissed the appeal of a former d-c-i agent... the court says larry hedlund waited too long to appeal a judge's ruling that dismissed a claim in his wrongful termination lawsuit. hedlund was fired just days after reporting a speeding state vehicle that was carrying the governor in 20-13. he claims his firing violated public policy that protects officers as they enforce the law. that part of the lawsuit was thrown out last year, then hedlund's attorney appealed. the governor says some leaders are complicating iowa's transition to a privatized medicaid system. some people in the legislature just want to torpedo this. they don't want to move forward with a modern, managed care system. we've heard the politics of that. i want to know who's paying chet culver to attack what we're doing. he left our state in a mess. governor branstad made the comments during a taping for "iowa press." he believes changes to the system will be successful when they take effect on april first. senate democrats they drafted a bill that would establish oversight after the transition. they say some of the 560 million iowans who rely on medicaid still have questions about it. the department of public health has diagnosed two more iowans with the zika virus. it says the women recently traveled to an area where the virus has been spreading.. it's mainly transmitted by mosquitoes, and causes birth defects for pregnant women. iowa's first case was found in a woman last week. all three are older than 41, and are not pregnant. today, students from all over des moines gathered for the third annual "teen summit." the event focuses on self expression through art and social issues handpicked by the teens themselves. channel 13's stephanie moore joins us with details on what was discussed... and why... more than 200 teens representing all of des moines' high schools gathered to have a safe place to talk 'we wanted to create an event that brought young people from all over the city together to discuss social issues, and create art using one of the urban art forms and we wanted it to be youth led, youth produced.' emily lang helped start the urban leadership class at central campus, a class that has grown from just 30 students to more than 100 in three short years... the two day event offers town hall style meetings and artistic workshops like graffiti writing, street art and spoken word poetry... and teens say it's a place they feel comfortable expressing themselves and talking about spoken word poetry... and teens say it's a place they feel comfortable expressing themselves and talking about those tough issues...
