"we recognize that there may be some who support or oppose any specific candidate, but this is a real opportunity to allow the educational process about the democratic process to continue." the rally is stills scheduled to take place at the school tomorrow night. at one point... 15-candidates were running for the republican nomination... an eastern iowa town would like to have just one candidate... next week the people of atlissa will elect a new mayor.. and three new council members... the problem is.. no one signed up to run... the winner will be decided by write-in votes... and there's always the chance that person could turn it down.. 59:09 if that happens then the city council, at that point, can either appoint someone in that position or hold a special election. this isn't the first time atalissa has lacked candidates. the current mayor has won two terms... both as a write-in candidate.. the town of delphos in ringgold county is canceling elections because nobody decided to run... the city is also meeting tonight to possibly disband the town.... the biggest reason why... is the main street through town is in need of repair but the town doesn't have the 500-thousand dollars to pay for it. ringgold county county will help with the expense if the town votes to disband. an accused car thief is the focus of a homicide investigation in benton county... 31-year old david miller is already charged with vehicle theft.. and more charges are expected... miller is accused of stealing a truck early yesterday morning near shellsburg... the truck was eventually found crashed... and police located the body of a woman nearby. miller was located walking along a nearby road with a head injury... police are yet to say how the woman died. the division of investigation is helping with the case. there was a wild search for an armed gunman this afternoon in davenport... dozens of police officers responded to the initial shots fired call... it happened near a navy police say no one was injured in the shooting... investigators say the suspect then drove to bettendorf... and walked into a law firm... when police arrived the armed suspect was outside the business. police say he fired one shot taking his own life. investigators haven't released the name of the shooter... or said what led to the shooting. a crash ended with the arrest of an accused car thief in des moines last night... 22-year old brandon st. peter is charged with theft and drugged driving... police say they spotted st peter driving a blue chrysler near 6th and hickman. a check of the license plates shows the car was reported stolen. police say st peter refused to pull over... and eventually lost control... crashing into an electrical pole and a garage. according to the police report... st peter admitted to being under the influence of ecstasy.. cocaine.. and marijuana. one of two ankeny shooting victims is out of the hospital... both men were shot outside the mcdonald's restaurant on southwest state street saturday night. channel 13's stephanie moore joins us... stephanie... police now have a better idea of what led to the shooting.. police are still conducting interviews but say it appears some bad manners may have led to the shooting outside the mc-donalds... police say when they arrived on the scene they found 18 year old justin phongsavanh and 18 year old nickolas culver suffering from gun shot wounds...both men were taken to the hospital by ambulance... about thirty minutes after the shooting, 34 year old gabriel coco turned himself into the polk county sheriff's office, he is charged with two counts of willful injury... police are still investigating exactly what happened but say through interviews it appears coco didn't like the way the two men were behaving inside the store and decided to take matters into his own hands... 'upon interviews with the employees as well as witnesses inside the business we were told the two victims had some type of altercation between them towards the mcdonalds employees, the two victims left the business and the suspect followed them out.' culver was released from the hospital on sunday afternoon....but phongsavanh remains in serious according to a go-fund-me- page....culver was hit in the face with the gun and shot in the arm while phongsavanh was shot in the arm and back and could possibly be paralyzed from the waist down.... the page has been set up to help with medical expenses...we've linked it to our website at w-h-o-t- v-dot-com. governor branstad is taking new steps to make sure iowa behind bars actually belong their... this morning branstad announced the creation of a "wrongful conviction division." the agency will review cases... and make sure the forensic evidence used to convict them is scientifically valid. many of the reviewed cases involve hair testing... a process that has since been replaced with d-n-a testing. gregg 58:20 the fbi recently admitted errors in testimony where hair particles are microscopically examined and compared, it turns out, much of their testimony was junk science. 58:33 in fact, fbi agents testified inpproprately in 95% of federal cases that were jointly reviewed by the fbi and the the division is starting with 100- cases from the 19-80's and early 90's that used hair testing during trial. we are quickly running out of nice days...and the city of des moines is getting ready... this weekend workers began winterizing des moines' 76 parks. the process involves shutting off water... flushing irrigation lines... and wrapping trees. all parks should be winterized by the end of the week. skies will be downtown des moines. nats of traffic with phase one complete: removing rush hour parking restrictions on locust, mulberry and 7th streets... its on to phase two: opening up a three block stretch of 12th street to two-way traffic. downtown drivers noticed the change right away. skylar 19:13:12 they made it a two way. so it makes it a lot easier when you pass the road, turn around come back, then village and it's been a fabulous success and we're anticipating it will be downtown 48 the city is working with the urban land institute iowa and the greater des moines partnership on a walkability according to plan, a few changes to car and foot traffic will show des moines is open for business. mayor 19:03:30 not quite a 24 hour city yet... but headed that way in dm jt channel 13 news. mayor cownie says a traffic study on the most recent changes probably won't be complete until 20-17. the cost to implement any additional changes would require approval from the city council. downtown des moines isn't the only place to get on your feet... the new 2-post-2 mile waveland trail is complete. it begins near 52nd and franklin and runs past glendale cemetery and waveland golf course. the trail eventually connects to the walnut creek trail near 63rd and ashworth road. remnants of hurricane patricia passing over mobile alabama... flash flooding. more clouds will stream in overhead this evening and skies will becoming mostly cloudy. temperatures will be mild tonight in the mid to low 40s by early tuesday morning. moisture from the strong area of low pressure in the southeast us will lift north and bring a few scattered showers to central and eastern iowa by tuesday afternoon and evening. rainfall totals look to be light from a tenth of a inch to a half inch. the heaviest rain will fall in eastern iowa. behind the rain, cooler temperatures and brisk northwest winds will give us chilly conditions on wednesday. highs the remainder of the week will stay in the 50s. beggar's
