Investigators say this morning, the girl was walking in the area of boxford and phillips streets, when a man jumped out and grabbed her from behind. That man then took the girl in to a nearby Apartment Building, where she said, she was sexually assaulted. And after the assault, she was held against her will for more than two hours. She was eventually released by her captors and was able to get to her school where she got a hold of her mom. Her mom is the one who called police and investigators were able to get a good description to arrest a 20 underyearold man, angel mateo, he lives on the second floor of a building on Second Street in lawrence. I thank god every day for the past week that were not burying two officers. The Boston Police patrolmans Association Hopes their blood drive will remind everyone that blood saves lives. And once we do that, of the communicate our concern, if there is any concern, to the state, county and federal court and corrections authorities, the importance of getting some of these people who may be out on released on ankle bracelets, as many as we can, of these dangerous people out of our neighborhoods and kept in prison. That being said, ill give you a brief overview of what happened. At approximately 10 17 a. M. , the Lawrence Police department was dispatched to a South Lawrence reasons. Of after a report of a child abduction and sexual assault. Upon our arrival, we spoke to a 13yearolds mom. This middle School Student reported to us that in the process of backing to school today, the victim was approached from behind by a suspect unknown to the victim. The victim reports having been forcibly dragged from the street into a second floor apartment. The victim reports having being held in that apartment for a period in excess of two hours. Ultimately, the victim was able to leave that apartment. It appears that the suspect willingly released the victim, but only after having made some form of threat to the victim in terms of threatening that victim. Repercussions if the victim had come forward and cooperated with the police, that sort of thing. Able to ultimately get to the school, the victim was obviously distraught, called home. When mom arrived and got the victim in the car, the 13yearold child disclosed this assault. So from there, it was all hands on deck in the Lawrence Police department. We were doing everything we could to identify and capture this is a young person, 13 years old, but very courageous, and in coming forward at all, and then the amount of detail that was provided by this 13yearold child was enormous and critical in this investigation. We were able to quickly ascertain the alleged crime revealed a person of interest. Soon there after, we were able to place this person under arrest. Our defendant now has been named previously, angel mateo, age 21, 76 phillips street, second floor. He is facing charges for kidnapping and aggravated statutory rape and there may be further charges pending beyond that, but right now, i mayor mentioned earlier, we have every reason to believe that we have the right suspect under arrest. Of course, this defendant will have his day in court, and he will be judged by a jury of his peers. We have want to let the public know that we have no reason to believe theres any other child that is in danger. And that being said, chief fitzpatrick, who is away today, and is returning tomorrow, has ordered extra patrols in that to make the public and the parents and the students feel safe in that area, so were going to be out in force, youll see us at all the schools tomorrow morning and just hopefully setting peoples minds at ease, so with that, ill turn it back over to the mayor. Mayor, or captain, can you just speak on just how far unusual, how frightening this type of crime is, a student walking to school is grabbed, dragged, and then sexually assaulted in that apartment by a stranger . Y again, we talked about it, were not that community where random things like this happen. I personally, you know, im not a Law Enforcement professional. I personally think theres a correlation between someone being on the street, on an ankle bracelet, and living that close to a school, and this happening. So you know, its only as random as those pieces of information would indicate. And because thousands, we have day and they make it home safe. And so you know, we any with random acts of violence, its think of random acts of violence, this is one that i think you can look at the circumstances around it, its not random. No one else saw this . Nobody i think of the investigation is ongoing on that piece and we i dont have information to the contrary. Why was he on an bracelet . What was the charge. Its a pretrial probation and theres a couple items. Again, hes not a sex offender. Was it a Violent Crime or can we talk about it . I dont know e. I would rather not get too indepth what the previous crime was other than to say the judge felt it necessary to place this defendant on the pretrial ankle bracelet. This defendant was being you to a certain area, a certain space, usually defined by so many yards or what have you, so it appears that the defendant didnt leave the prescribed area, and was able to conduct this abduction within the area, without violating the terms of the bracelet. And were not trying to, you know, make a statement about the court system and what theyre doing here. Were just saying that were going to go back and check, everybody, we know is on a kneel its appropriate that they be out in our community. You know, theres a lot of factors that go in to that. How long did he live at that address . I dont think i know that. I dont know that. What was crucial in identifying this man . I dont want to go in to too much detail, but i will say that, again . A. Again, i said earlier, shes a courageous young person. When officers did arrive at some point, they determined they needed to do a protective sweep of the property to determine if there was if they were hey waiting a search warrant, but they wanted to make sure they werent in any danger in issuing the warrant. In doing a sweep, they came across in plain view some of the items that she had described in her earlier report, so that corroborated much of her of the victims story. Can you tell us what some of those items were that she described that were so crucial . Im not prepared to go into that hat this point. Was she running late to school, or did you get the call and respond at 10 00 a. M. . 10 00 a. M. Seems to be late to be going to school. Perhaps there was misinformation given out earlier. It appears that this victim was on the way to school at 7 15 a. M. ,. So is there any indication that he vanessa we are getting an the Lawrence Police department and also the mayor, this girl was on her way to school around 7 00 a. M. This morning, and she was a 13yearold middle School Student, was taken from a man, dragged to an apartment for two hours, he held her, raped her, and she was so courageous and left, she got back to school somehow, was able to give police a very detailed description, ock, of the location. That led police right to the location and they quickly made hand arrest. A 21yearold lawrence. Mark he is wearing an ankle bracelet. We understand hes wearing it, he was not considered at the time a sexual offender. However, they wanted to make sure that anybody else wearing an ankle bracelet in that area in lawrence, they want to just do the once over on everybody to make sure everybody is on the up and up here, so they are going to ask for that. Dan riviera, the mayor, asking the Police Department to Police Provide a list of names, so they can follow up on that, but again, tonight, they do have that suspect in custody, and the town tomorrow. They will have extra security at schools in lawrence. 13 thousands kids go to lawrence but at this school and other areas other schools in the area, look for more than Law Enforcement there to bring more comfort in the area from a Law Enforcement perspective and people feel safe sending the kids to school.
