country that he is working closely with his national security team to keep our country safe this holiday season season. two major developments in the investigation and aftermath of the san bernardino shooting. federal prosecutors have just filed terrorism charges against enrique marquez, the friend and former neighbor of syed rizwan farook, one of the attackers. the charges license plate number based partly on allegations that marquez purchased two of the rifles used in the december 2 attack that left 14 people dead. >> if he is telling investigators that he purchased these weapons, because he felt that if syed rizwan farook did, it would draw attention or he couldn't pass the background check, he is essentially a straw purchaser. >> the reporter: marquez told investigators, he had no prior knowledge of the attack, but admitted to purchasing the two ar-15's and plotting a 2012 attack with farook that they did not carry out. meanwhile, president obama spent the morning with his national security team at the national counterterrorism center. >> good morning everybody. >> the reporter: he received an update on the san bernardino investigation, and told there is no specific or credible information about an attack but urged vigilance. >> anyone trying to harm americans need to know that we're strong and that we're resilient. that we will not be terrorized. we've prevailed over much greater threats than this. we will prevail again. >> and tomorrow, the commander-in-chief will travel to san to san to san bend to meet privately with the family. >> 31-year-old daniel mctolt at this told his brother if -- mcnulty told his brother if any officers tried to arrest him, he will kill as many as possible. whether the suspect showed up, he was wearing a military style vest and attacked two people strangling one of them. he is being held tonight without bail. >> mark: tonight, ten dcf workers are off the job. the state agency fired them for not getting social work licenses required by a new state law. 87% of the state's nearly 2500 workers are currents live licensed. that's something governor baker tells us he wants to address as the department gets overhauled 67. >> well, i certainly think any time we have an opportunity to credential the folks who are serving some of our most vulnerable populations, that's important and it's something obviously, we'll continue to do and continue to work to improve on until we get north of, you know, 90, 95%. >> mark: state lawmakers pass add new licensing requirement last year after the death of a fitchburg boy. >> vanessa: tonight, some day care operators who help low income families say money from the state is taking longer to get into their bank accounts. a child care provider who contacted fox 25 investigates says she depends on the state to pick up the bills for many of her clients who can't pay on their own. but she says the checks are arriving later than normal. in our control room now to explain why pinpointing the source of this problem has been difficult. >> some blame delays rolling out a new computer system to handle those payments, the state insists, it's still getting the money out on time, and the holdup could be happening somewhere else in the process, but not everyone is satisfied with those answers. from babies to growing boys and girls. >> these are precious little people that we take care of every day. >> this woman has her handful, running a day care out of her house in central massachusetts. she doesn't want to be identified, but says, she's recently racked up late fees and overdraft charges, waiting on thousands of dollars in reimbursement from the state. >> our life insurance was almost cancelled, because the money wasn't there. >> in the last year, how many times has the money come in late? >> i would say ten months out of 12, at least. >> at least later than she's used to in her 15 years running she's among many providers who get referrals from kids unlimited in charlton who has a contract with the state to help out 200 families in need through the department of early education an care. >> providing nutritious meals for my day care along with my family is becoming a struggle, when you don't know when you're going to get paid. >> kids unlimited insists, it's not holding up the money, but acknowledged some billing has to go through yet another outside agency before the state can process the payments that child care providers are depending on. in a statement, the department of early education and care said, it is paying all submitted invoices on time, typically within ten business days of receipt, which is substantially quicker than the 45 days required under state policy. despite those answers, this woman says all the red tape is making it hard for her to stay in the black. >> we live paycheck to paycheck. we're not wealthy people. >> and today, the state acknowledged it has not been able to roll out a new payment year. for now, the process is still essentially handled on paper. that could change early next year. eric rasmussen, fox 25 news. >> mark: the board of health just voted to change the minimum age to buy tobacco products in the city of boston. mayor marty walsh is backing the 21. the switch has already been made in dozens of other communities, and lawmakers are considering a bill to change the age at a statewide level. >> vanessa: a traffic nightmare in charlestown after this truck rollover the the truck tipped on its side around 7:00 a.m. this morning, blocking all but one college. the crash caused significant delays on rutherford avenue. no word yet on the cause or injuries to the driver. >> mark: an slough smashes into a building in taunton, leaving this huge hole behind on cohasset street. fox 25 spoke up with someone who spoke with the driver, just seconds after the crash. >> he was trying to avoid another car, and he hit the gas instead of the break. -- of the brake and ran through abandoned and the 79-year-old driver is doing ok. >> vanessa: a 15-year-old girl has minor injuries after being hit by a car while heading out for school. it happened on washington street in whitman. the girl was crossing the street to get to her bus. the driver did stop. >> today the body of a new hampshire army ranger returns to new england. corporal andrew aimesbury of stratford died this month during a live fire training accident. the funeral is set for saturday and all flags will fly at half-staff in the granite state on saturday. >> vanessa: new hampshire's first in the nation primary is set for february 9th, 2016. secretary of state bill gardener set the date today. he has exclusive power to decide the date and must make it at least seven days prior to any other similar contest. experts say the decision was widely expected given the lack of pressure from other states. the iowa caucuses are set for february w. -- february 1. happening right now, "star wars" fans are lined up at theaters the newest "star wars" movie. >> mark: right now, the big crowds are also having police very busy, as you can imagine. robert goulston is live in braintree where the first >> the reporter: mark, the lines are starting to fill up here and some of these people bought tickets months ago and there are strict policies, there's a costume policy. some "star wars" fans like to come in full costume, but police have been working with a lot of the theaters to make sure there are no problems. father's late flannel shirt. now, sadly it's gone. crystal haynes is live in epping, new hampshire, where the woman's message to the woman who stole the priceless present. >> the reporter: certainly, this is very heartbreaking, and this is also the first christmas that jude davis' family is celebrating would you tell us her father, who passed away from cancer just this august. now, she found the evidence the these packages being stolen, just yards away from her home. >> everyone calls him blue eyes, because he had the most beautiful blue eyes. >> it was our first thanksgiving without him, we're really not, you know, looking forward to the first christmas without him. >> but jude david wanted to honor her father who died from cancer last august. >> he was very down to earth man and always wore flannel shirts. so i actually snuck one out of her closet, you know, after he had passed, she kind of locked >> she sent the shirt to texas where a seamstress created this memorial pillow for her mother, but it never made it under the tree. it was stolen among other packages delivered to jude's home on december 4. >> they probably saw packages being delivered to my mailbox. and they weren't selective, they stole all of our mail and all of the packages. >> her family now suffering another loss. >> that memorial shirt, you know, my dad's shirt, doesn't mean anything to anyone. it means everything to our family. the. >> jude tells me local police are investigating, and in the meantime, her community has rallied around her family, helping her to search for the pillow. one woman in nearby hampton, new hampshire, offering to make another pillow, just in time for christmas. >> it turned in to a good story, that there's so many kind people out there, that do care and you know, they are in the spirit of giving, and the good outweighs the bad. items in the packages that were stolen in epping, new hampshire, police hope they're able to track those high temperatures through pawn shops or other resale places in order to find this precious pillow. reporting in epping, crystal haynes, fox 25 news. >> vanessa: more arrests expected after a drug raid in new hampshire. it happened yesterday in a chilton home and that home was near several schools. police say they found evidence of meth and heroin sales at 21 chestnut street. the woman who lives there, christine patton, was arrested for marijuana possession. she's already made bail and due back in court in february. there were small children home during the search. the division of children, youth and families was notified. all new at 6:00 p.m., one person is in custody after around investigation into heroin abuse in the port of new bedford. several fishing ships looking for evidence of drugs. in the end. one person was arrested and some drugs were seize. person's name. >> mark: this man is in custody in brewster on robbery charges more than a dozen armed robberies in several states. he was arrested tuesday, accused of robbing the brewster farmers market at gunpoint. now police say he's a suspect in a new bedford robbery rand could be connected to robberies in pennsylvania. in fact, the f.b.i. is also involved. >> kevin: seeing heavy rain across the area, all around the boston area and across the southwest, moving northeastward across the south shore right in to plymouth, northeast of the border with wareham and into the down of plymouth and route 3, between plymouth and cape cod getting heavy rain. same with you 3a along the beaches, so heavy rain in that part of the world. around the blue hills, randolph and quincy area, seeing moderate rain heavier a few minutes ago. heavy rain coming your way. this takes you to metro west. the massachusetts turnpike, i-90 running through framingham and back through southborough and heavy rain too. we'll zip on down with live storm tracker and there's new york avenue getting some of that, valley road, you're in the heavy rain and oak hill road back here getting heavy rain along route 30 and oak hill. to the northeast, north shore, there's heavy rain here. this was just over woburn and wakefield, now pushed off to the northeast of there, just out of wake field, but right along 95 and route 1 in this part of the world, lynnfield getting some of this heavy rain. yellow and orange as we focus in gown here. broad street and route 1, along with pine street, right in the heart of that heavy rain. the deeper orange showing up on live storm tracker radar. the seacoast of new hampshire, newburyport, massachusetts, getting heavy rain right now, along 95 and off toward the coastline. zip down into there and find some of the heaviest rain and you can see the different shades of orange in they're, getting hit hard around plum island, salisbury beach, 1a, heavy rain the main thoroughway up to the beach. atlantic avenue getting heavy rain. next stop out to worcester county. southern worcester county, sutton to douglas, heavy rain just pushed off to the northeast. moving toward 495. this takes us into upton and some of the heavy rain, with live storm tracker radar, look at some of the spots. christian hill road and pearl street and taft street, you're getting into some of the heaviest rain an 140, run into it here as well in southern worcester county. concludes our tour of massachusetts, but look off to the west, there actually is a break in the action in the berkshires and western connecticut, that's going to continue to progress eastward. at the same time the heavy rain will move across cape cod. after midnight, this pushes on out of here, the last of the showers pushing on through and the next batch tomorrow. the front stalled offshore and more showers are likely to clip southeastern massachusetts during the day tomorrow as that front stalls there and wait for the rain to come up the coast. we'll see a couple of showers around tomorrow, north and west it gets colder saturday with some flurries and by sunday, the high temperature now expected to be about 43 degrees. at kickoff for the patriots, 40 degrees with sunny skies and a westerly breeze between 5 and 10 miles per hour, but again, nomination for best vocal. >> vanessa: the red cross is now preparing for more than just fires and floods. they're training for mass shootings. earlier this month, the red cross deployed mental health professionals to san bernardino, california, where 14 people were murdered in a terror attack. south carolina, after a gunman opened fire during a church prayer service. life sensed mental health professionals helped train volunteers for emole nasal spray support. >> mark: a park will be named after a marine killed if in an attack in the mass shooting in springfield, tennessee. he will be posthumously awarded the purple heart. the navy announced three other marines murdered in that attack will be awarded the purple heart as well. >> vanessa: the c.e.o. who jacked up the price of a live saving pill has been home for an unrelated crime. >> vanessa: this is new video within the last ten minute of martin shkreli after he posted a $5 million bail this afternoon. shkreli is facing security fraud charges from hedge funds he they say he took stock from a biotech company he started in pharmaceuticals. back in september he raised a drug price that fights hiv and cancer from $13 a happening in here, along route 30, the pine brook country club and young road. this again is the mass pike headed right through the westin tolls and the westin area. north shore, plenty of heavy rain, stretching from salisbury beach, southeastward toward cape ann. rockport, getting heavy rain. yellownd a orange showing up on the live storm tracker radar, where the heaviest rain is located and some of the roadways being affected in the downtown rockport area and along the coastline, include these right in the deeper orange along pink on hill road and ro avenue. north where into southern new hampshire. the seacoast getting heavy rain in batches. hampton beach, for instance, portsmouth has been in and out of it over the last couple of hours. worcester county, the city of worcester getting tonight, we're learning about a public safety mazzard in salem, massachusetts. every time it rains, the city suffers major flooding. it's slowing down emergency responses and hurting local businesses. fox 25's stephanie quinu reveals the extent of the project to fix it and as you're about to find out, it's going to affect traffic and cost taxpayers. >> we're here along canal street and take a look, you can see the rain already starting to pond here along the roads. it's a site people here in salem tell me they are all too familiar with. once it floods, emergency responders, they have can't get through, and businesses like this one, the wicked cup, they're left cleaning up the mess. this is what the wicked cup parking lot looked like just a few months ago. feet of water, that also flooded the store. the owner didn't want to go on camera, but told us chronic flooding along canal street has and now, she keeps her merchandise a foot off the ground. salem fire chief david codey says flooding along canal street is putting people's safety at risk. >> we always end up on canal street with cars floating in the water, so it's just impossible for us, or the police, to actually make it through. the street, which is just over a mile long, connects salem hospital, fire, and police as well as salem state university and dozens of businesses. >> well, i hate to say it, but we're used to, only because it's problem. >> a city spokesman told fox 25 they're working on a $32 million project, to improve the road, which includes leveling out the sloping street. another part of that plan, installing a storm water storage tank and pumping station under the university parking lot, large enough to hold four million gallons of water. right now, a sign warns drivers, the parking lot is a flood area. >> i avoid the area altogether when it rains. next spring and take 18 months, a wait, many say, is worth it. >> being able to pass is going to be great for us. it will get us to the other side of the city a lot quicker. >> now the city finished a drainage improvement project a year ago. the owner of the wicked cup told me she didn't see any improvements, but says this time, she hopes she will. in salem, stephanie quinu, fox 25 news. >> mark: a neighbor and friend of one of the san bernardino shooters is now under arrest. this is one of our top stories. 24-year-old enrique marquez was arrested today, he's been charged with counts of terrorism. investigators believe he bought the two rifles used in the attack that left 14 people dead. the f.b.i. has questioned marquez before, and he said, he knew nothing about their plan. ten department of children and family workers have been fired for not getting their mandated lie sinces. a state law passed in 2014 required that licensing after several tragic cases involving supervision. the workers will be allowed to apply for lower level dcf positions that do not require >> vanessa: also tonight, synthetic turf, soccer and national group that's urging national federal regulators to look into whether crumb rubber could be harmful. >> parents need to look out for their own children and push legislators to get on board. >> this week, three massachusetts legislators did get on board, sending a letter to the consumer product safety commission, asking whether crumb one of the three -- representative jeffrey roy of franklin. >> it's a matter of public safety. >> >> the massachusetts lawmakers write, as children are coming into contact with this material on playground and artificial turf sports field, we asked that cpsc label this as a children's product. >> we should get this issued to the experts, have the scientists evaluate it, and have the scientists give us some guidelines on how to safely use these fields. >> the synthetic turf council and industry trade group tells fox 25 it welcomes more study of artificial turf fields but points out that dozens of studies have already shown no elevated health risk. yet the material safety data sheet from a company that supplied pleadway's crumb rubber, mentions potential health effects, including respiratory infections and abrasion to the eyes, with potentially severe damage. >> regardless of what does or doesn't happen in washington, the town of medway is actually weeks to address possible health concerns with these synthetic fields. the board of health will begin to post signs around the perimeter of the fields. it will advise, among other things, for users to make sure they wash the crumb rubber off their skin and clothing. in medway, jim morelli, news fox 25. >> vanessa: framingham vote letters have a plans to decide if their town should become a city. a pro-citigroup gathered enough signatures to put a ballot question to voters. the group want to create a charter commission to study other forms of government. that vote will happen in march. framingham has the largest population of any town in the state. >> mark: quincy police have arrested a second man who they believe broke into a home and tied up a pregnant woman. william macken was arrested in tomorrow morning. nearly two weeks ago, fox 25 brought you live breaking news coverage of the breaking coverage on president's lane. a pregnant woman was tied up and more than $40,000 in cash was stolen. one suspect was arrested near the scene. searching this video in hopes it north shore we go and finding still some heavy rain right, near manchester by the sea and the centerville area, so this is where the heaviest rain is falling, right in this part of town here. there's pine street, seeing some of that in the yellow and also, chewbaco road, to shrewsburyry, west bury, grafton, the heaviest rain is happening. let's move over to the east to grafton and along the massachusetts turnpike to the town of grafton. 140, seeing some of the heaviest rain and north of the pike too, there's some blotches of yellow showing up on live storm tracker on to westin street and old wheel lock road, as well as magnolia, heavy rain too. want to widen this up and show you what's happening to the back edge of the rain through western and central massachusetts now. what i've dorner is put a line on the back edge of this and i'll track this off to the northeast. it's been moving about 65 miles per hour. keeps up on that pace, the back by 7:30 p.m. and boston, just after 8:00 p.m. this evening. 8:12 p.m. specifically. plymouth at 8:30 p.m. and province town, 9:00 p.m. so the back edge is moving very quickly. doesn't mean all of the rain will end. but the steadiest and heaviest would come to an end. here's futurecast showing at 9. p, the last coming through boston, pushing offshore. clouds starting to actually break up during the early morning hours, but here's what's happening. the front coming through tonight, stalling to our south, allows rain to push along it and back into the area. during the middle of the day tomorrow especially in southeastern massachusetts, it keeps the clouds locked in as far north as boston and the north shore, during the middle part of the day. meanwhile, sun popping out off to the northwest especially 495, perhaps even as close in as 128 and the northern branch. this rain, comes in spurts, on cape cod and the islands. unfortunately, you have to deal with that during the day tomorrow and we'll clear it out tomorrow night and that's with the cold air starts to arrive. hour-by-hour tonight, rain in here, temperatures generally in the 40's, starting to drop toward the morning in worcester, into the lower 40's and boston, again, around 50 degrees and dropping into the upper 40's for tonight. highs tomorrow, will be about the same. in the 40's to around 50 degrees. 51 into braintree. 49 brockton and 51 in mattapoisett and 49 ipswich. southern new hampshire, nashua, 47 degrees tomorrow afternoon. there is the sunshine that pops out on saturday, but also, comes with a few clouds and as the wind comes blowing in with cold air, snow flurries start to pop up in the berkshires. make their way eastward in to worcester county, farther north you go, the more of these you will see, plenty of lake-effect
