tonight, the principal at swampscott high school resigned, it comes as proines ward rosemarek was placed on leave for unlawful use of computers. kerry kavanaugh is live in swampscott. you spoke to a lot of concerned parents and students and they want answers. the school district sent 25 a memo that went home to the parents and students today. in it the superintendent said she accepted the principal's resignation after learning of the alleged inappropriate conduct. we visited home of the former school, but got no response. parents concerned after the principal. >> i'm just kind looking forward to finding out exactly what happened within the next few days. >> we need to find out more details. >> the swampscott school superintendent told fox 25 wednesday, she accepted the resignation of edward rosemarek from swampscott high school. the superintendent recently learned of conduct she deemed inappropriate through high school computers and went on to say, none of the allies to this point ever involved any swampscott students or any other swampscott school district employees or officials. >> it was expected from the rumors going on, but i mean, if that's probably the best thing that happened, i guess. >> it's just upsetting when it's hard enough raising teenagers today and you want them to have good role models, so it's upsetting that the principal obviously wasn't. >> very disappointed. disheartening to hear. earlier this week that rosemarek was on paid leave. state police and beverly police visited his home this week but would not confirm any vision. >> i don't know what's going on, but the things i heard, they're just awful. >> hopefully it wasn't anything too scary. >> the reporter: to that point, we asked the s'o this could do with any criminal investigation and at this point, they could not comment beyond the me mother memo for legal reasons. >> vanessa: when news of the resignation first broke, we alerted you on the fox 25 app. >> mark: now to a live look at the temperatures in your area. as can you receive, we are fox 25 storm tracker chief meteorologist kevin lemanowicz, it's feeling a little bit more like december tonight. >> kevin: it ought to, after all. we're december 16th, halfway through the month and places like norwood. that's a bit of a concern to me, fall below freezing as drizzle comes in, you may have to deal with ice. i do expect temperatures to rise overnight, but if that doesn't happen quickly enough, we'll be talking about that at 10:00 p.m. or 11:00 p.m. dry out there with cool temperatures. places clear, some cloudy. there's a front moving through the midwest. the snow in the northern fringe and back side will miss us, but the rain will come and ahead of the front, temperatures will rise through the morning and into the day tomorrow. i expect it to be a mild day tomorrow and just rainshowers that arrive, but the first spots of drizzle and fog start to move in during the overnight hours, that's when i'm going to have to watch temperatures closely, to make sure they are responding correctly and getting up above freezing. through the morning drive, a few showers develop, but offall, temperatures will be in the 30's and holding steady where it's cloudy out right now. in worcester, there's a few degrees the temperature can drop. 34 is getting close to freezing and that's why i'll be watching that closely. so just a little drizzle at first. when the steadier rain arrives tomorrow and whether it gets out of here friday. federal reserve raised a key interest rate for the first time since 2006. the rate will go up a quarter point to a range of .25% to .5%, so how will all of this affect you? it will take time, but mortgage rates will eventually be affected. people with adjustable rate mortgages may want to consider refinancing. you'll see the change more quickly on credit card rates, so if you can, switch to a lower rate card. it's a good time to shop around. the good news is, if you have a savings account, those interest rates should creep up a bit, but don't expect a major change there. >> this action marks the end of an extraordinary seven year period during which the federal funds rate was held near zero, to support the recovery of the economy from the worst financial crisis and recession since the great depression. >> vanessa: higher interest rates typically make the u.s. dollar stronger, a boone for american travelers overseas, and some big gains on wall street in the wake of the interest rate the dow jones jumping nearly 225 points to finish at 17,749. the nasdaq and s&p also saw big increases. >> mark: right now, state police are trying to learn what happened before a van carrying five people lost control and crashed off route 195. one of the men died and the other four were injured. fox 25's eric rasmussen is live at the state police barracks in bourne, where the investigation is just getting started. eric? >> the reporter: it is, mark, and this is where state police say they've been making calls all day, trying to reach family members of the men who were involved in this crash, investigators confirmed these guys were all part of the same work crew, but they won't say what they were going -- where they were going or what the job was. it may have come to a rest upright, but investigators say this ford van rolled after the driver suddenly lost control, around 6:45 a.m. headed east on 195 in marion. inside, five men, police say, they were headed to a job site, one passenger died, emergency crews rushed the others to hospital in rhode island, wareham, and later boston with serious injuries. state police say a white pickup crash. workers needed heavy equipment to lift the crumpled van out of the woods along the highway. sky fox showed traffic backed up for miles, for more than an hour. drivers caught in the gridlock sounded off unsocial on social media, not a good day on 195. members of the state police collision and analysis team were on hand, trying to get a better idea of what caused the van to go off the road. investigators have not said if speed was a factor, but confirmed the driver of the van could still face charges in the crash. and i did get a chance to talk to state police again in just the last 90 minutes. still, no information, no id on the man who died, the other victims in the crash, or the other driver of that pickup truck. live in bourne, eric rasmussen, fox 25 news. danvers teen philip chism was his attorneys were back in court. this time, in boston. chism did not appear at the hearing related to his attack of a dys worker while in custody in dorchester. chism is facing a live sentence, but could be eligible for parole. jurors found him guilty of first degree murder and rape of his yesterday. her family saying they are pleased with the verdict but believes there will never be true justice. >> quincy police identified the second suspect in a home invasion. william macken of ramon rivera -- revere. on december 5, fox 25 brought you live breaking news corporal of the home invasion on presidential lane. a pregnant woman was died up during the crime. the other suspect has been arrested and arraigned. >> vanessa: worcester police making half a dozen arrests in connection with the home have invasion. police were called to an apartment on spur street in the victim said five men and two women forced their way into the apartment. when they called for help, the grew up took off. police found a group matching the group's decision, and made an arrest of six people an one person is still on the loose. one box of unstable dynamite showed number a state building. state police removed it and the bomb squad took care of it. again, this happening in foxborough. that right there is sound and video of the controlled explosion to destroy the dynamite. no one was hurt. >> mark: $130,000 in damages at a sandwich golf course after someone broke in with a four wheeler. sky fox was over the course today. the course was torn up some time saturday into sunday. the possible suspect caught on camera. take a look at the images, police are looking for these two vehicles, a light colored hatchback, and a dark pickup they want to find this man caught on surveillance, riding a four wheeler. police are still investigating. new england patriots can clinch the members as they head out of office charles yancy and steven murphy lost their bids for reelection in november. yancy has represented mattapan and dorchester for 32 years. murphy has been on its council since 1997. they were both honored at today's meeting. >> we have evolved, but the fight and struggle for human rights and equality and justice, even within our great city of boston, goes on. >> vanessa: today was a city council's final meeting of the year. >> you may soon be able to bring your own alcohol to certain boston restaurants. city council voting today to unanimously lift the byob ban for small restaurants that do only applies to restaurants with 30 or fewer seats in outlying neighborhoods, like southie, roxbury, hyde park and dorchester and patrons will be limited to one six pack or one bottle of wine. the mayor is expected to sign the measure. >> kevin: a lot of sunshine this afternoon. clouds out there as well and tonight, the same deal. some places have clouds, others totally clear, an where it's clear over norwood airport, temperatures down to freezing, something we'll have to watch closely tonight. there are showers on the way, back in here, that's a front moving toward us. notice the showers around memphis, those will come up along the front and be our problem tomorrow afternoon and evening, while the first batch of snow and the showers goes by mostly to our north. first, scattered showers and drizzle and fog, developing during the overnight and that's going to be because of the southerly flow off the atlantic ocean, bringing the increased water into the atmosphere and the low levels of the atmosphere down where we are. showers in connecticut. drizzle and fog for your morning drive. you can see a couple of steadier showers potentially developing in and around boston during the 7:00 p.m. hour. overnight tonight, though, with the clouds and the fog moving in, temperatures, while they could drop a few degrees initially, will tend to start to rise again by the morning and before any substantial rain starts to happen and that's certainly good news. we're going to have to watch the temperatures not so much in boston but some of the suburbs, dropping down to freezing and being very close to that point when the drizzle arrives. we have don't want to have spots of ice out there to contend with. something we'll be tracking carefully. ipswich, north shore, generally above freezing with temperatures starting to rise toward morning. there are the thick clouds first thing in the morning. spots of drizzle up here, that's snow, but that's in the higher elevations, you're talking about the white mountains at that point with you get that far north. showers to the connecticut river valley, but spotty through much of the first part of the bay. some of them will be steady for a brief time. but not much happening through lunch hour. evening drive with steadier rain arrives, worcester county, southern new hampshire and beyond, points to the west and this figures to translate eastward across the boston area, toward the second part of the commute with the heavier rain arriving as well. futurecast shows the heavy rain in boston, continues to progress north during our 10:00 p.m. and 11:00 p.m. newscast tomorrow night. we'll be tracking that every step of the way that's not the final word on the rain though. so temperatures during the day tomorrow are going to be generally in the 50's, 54 plymouth. 55 bridgewater. 53 foxborough. ahead of that cold front, temperatures will tend to rise with a southerly winds. we see that happen very often, it will happen again tomorrow. 51 ashland. sudbury an concord, hitting 50 and whalen at 50 degrees tomorrow afternoon as well. here's the other part. the front stalls offshore hand more rain ripples along the front and pushes toward southern new england and you'll see that coming at us middle of the day. raining on the islands and cape cod. looks like that's going to be far enough north even as far north as plymouth, cape cod, friday afternoon before that starts to push on out. will arrive. you'll see it in the seven-day forecast. weekend is always in view. after the rain leaves on friday, that's whether this weekend gets very cold. blowing on in here on saturday, gusty winds, cold air, you're going to feel wintery for sure. there will even be snow flurries and snow showers around, and then some of the higher elevations especially hurting the team -- in theberkshires, coating of snow on the grassy surfaces. nice to see for this time of year. tonight. a mistrial in the first criminal case connected to the death of freddie gray. jurors could not unanimously decide the fate of baltimore police warm porter. five other baltimore police officers are being charged. gray died in a van following an arrest. he was not properly buckled in and this was a live look, at the streets of baltimore, where large crowds have started to gather. now right now, everything appears to be calm and orderly, but we will be sure to keep a close eye on what is a fluid situation. >> vanessa: at 5:00 p.m., we told you the president was set to meet with the families affected by the san bernardino terror attack. set for friday. the president will stop in southern california on his way to hawaii for christmas vacation. 14 people were killed, 21 others were hurt in the mass shooting, committed by a radicalized couple. >> mark: ed to the obama administration announced a new system to warn the public about terror threats. the white house says the change is needed because of the new kinds of threats isis brings. fox 25's justin gray all new at 6:00 p.m. >> the reporter: it's called a bulletin, and this is it. it fits on one page, and it's designed to share information about potential terror attacks. when we think of terror alerts, many of us still think of this color coded series of warnings created after 9-11. but the widely criticized system was eliminated in 2011 because the obama administration said it was confusing and didn't work. it was replaced by something called a national terrorism advisory system, but now the white house says, it has problems too. >> this, in my judgment, does not work in the current threat environment. because it requires a credible specific threat. the new bulletins are now being added. they can be issued on short notice, designed to give the public the same kind of information around warnings homeland security sends out to law enforcement. >> in my view, it highlights the new environment we are in. which includes the very real prospect of terrorist inspired attacks that can happen with little or no notice. >> terrorism experts like bill danvers from the center for american progress say any warning system needs to be something that's easier for the public to understand. >> people want to know what it means, what does each level mean, so it needs to be clear. >> along with announcing the plan, she was brutally raped if a boston parking garage, but now that garage wants a new trial. only fox 25 was in court coming up, hear from both sides. >> one day after the g.o.p. primary debate in las night's celtics game and the teen about the moment h >> mark: we are following breaking news at 6:30 p.m. the operator of a run away redline train has been fired. the carmen's union says the mbta sent conductor vasquez a letter of discharge late today. he had been serving a 30 day suspension. this began when a red lane train left the station thursday, barreled down the tracks for four stops. investigators are looking into reports the train's throttle had been tied back with a cord. also developing tonight the principal of swampscott high school resigned. the principal, edward rosemarek was put on leave for inappropriate use of school computers. he stepped down immediately. no word on what prompted the inquiries. none of the allegations involved swampscott students or district employees. the seven year run of record low interest rates is over. the federal reserve unanimously votes to increase the interest rate by at least a quarter percentage point. the move signaling the fed's belief that the economy can handle the increase. experts say the rates on some loans like credit cards and home equity credit lines will likely rise but only slightly as long as the feds rate hikes remain modest. the changes take effect on thursday. >> vanessa: now to a new twist in a story fox 25 first brought woman receiving a $6 million settlement at getting brutally raped in a boston parking garage. we discovered attorneys for the parking garage company want the settlement reduced. our heather hegedus has the story you'll only see on fox 25. >> the reporter: the details of this crime were just chilling. this victim, kera walstrom was raped and dragged in a parking garage rand while she tells me that was horrific enough, now the parking garage failing to take responsibility and fighting for a new trial is only adding to her sleepless nights. >> i still wish that i wasn't here sometimes. because of so much to go through. i feel like it's unfair for my children. >> it's been four months since we last spoke with kera walstrom and just when she thought some of her worst days were behind her, today, she was forced to listen in court to the graphic details of her 2009 rape, all over again. >> just makes me very sad. i believed in what the jury decided. >> kera sued the owners of the garage and the former radisson the same man that raped her, also raped another woman in the same garage 12 days earlier, but the garage failed to notify customers about what happened. in august after an 18-day trial, jurors ruled the parking garage was negligent and awarded kera $4 million, plus interest, total $6.6 million for her emotional and psychological injuries. >> this affects everything, every single one of her brain functions. >> attorneys for the garage ownership, jpa, harley-davidson for a reduction of the a -- argued for a reduction of the award, saying the jurors were tainted. >> the plaintiffs were playing upon a playbook and sought to impose upon the jury's passion. >> but kera's attorney say the real victim isn't jpa but kera. >> blame the victim for needlessly causing her own injury and pretending to be a good company and that's exactly what they did here. motions unadvisement and one of three things could happen. the judge could rule for a new trial, if it doesn't, it could go to an appeals court or both sides could agree to lower the in a bathroom. a student on the worcester campus claims she heard someone take a photograph of her in the bathroom stall in october. he was released on personal recognizance and due back in >> vanessa: massachusetts insurance regulators will not force homeowners to pay out of pocket for ice dam damages. one of clients who filed multiple claims for ice dams to pay up to $10,000 in deductibles. the insurance company said it was an alternative to paying claims. homeowners during last year's record snowfall. we are on track for one of the warmest decembers on record. we're seeing temperatures more than nine degrees above average and while many people are enjoying the warmer weather, business owners who depend on snowy weather to make money are concerned. >> the calm before the storm. >> they say we're snow farmers and we don't have anything to farm. >> vanessa: snow plow businesses tell fox 25 they're seeing more business this year. customer numbers have doubled. resort. all this warm weather shut down operationings operationings at mount sunapee. with cold weather predicted by kevin, this weekend, the resort is hoping to catch up and reopen on sunday. kevin, we're cooling off a little bit tonight, but it's not enough unfortunately to help the local ski resorts. >> kevin: it will drop in the 30's, might be cold enough to get snow blowing out there, but things. today we're at 47 degrees for high. it's actually from 8 after midnight, so really either way, it's the first time we've been below 50 for a high temperature in about a week, so six days consecutive, we had 50 or above. that's by the way halfway not even halfway to the 13 day in a row record we set in 1953. you think it's mild this year. wow, that was even milder. 48 today. the normal 41. so still, even though we're below 50 finally, still seven degrees above average for the day. this is the trouble we're talking about. of course, nowhere near the record of 64 set in 1971. tonight with skies clear in some spots, temperatures have dropped and now we await this. some rain is on the way, out ahead of it, sprinkles and drizzle and fog that do develop. then this front is going to bring it rain especially the rain on the southern fringe of the front riding northward along it into our area tomorrow afternoon. i'll show you an hour-by-hour time timeline of when the heaviest rain elementary and secondary education says at least three of the town's schools are in the lowest 10% for academic performance. the dig tribute, with 22 -- district, with 2200 students. >> mark: family of a lempster teenager killed if a hit-and-run is desperate for answers. 19-year-old frankie fortuna was truck on mechanics street while walking to work a month ago. a man turned himself in saying he might have hit him hand not realized it at the time but police have not made any arrests. fortuna's family want someone to face justice. >> that was taken because the person didn't seem to care, a a u.s. army ranger from new hampshire killed during a training exercise. corporal andrew amesbury prius died after a live fire exercise at fort stewart georgia last week. the stratford native graduated from dover high school, services will be held at dover baptist church saturday morning at 11:00 a.m. friday evening at that same church. >> mark: a child killer has lost an appeal to change his name. charles james wanted a name to coinside with his wicken religion and a judge said no and an appeals court upheld that decision. in 1997 james and another man abducted raped, and killed jeffrey curly of cambridge and stuffed his body inside a plastic container, later found in maine. both men are serving life sentences. >> vanessa: a safety app has made its way to bridgewater event. >> vanessa: for the second time in a month, flooding shuts down streets in one manchester new hampshire neighborhood. take a look at the mess here. this is the second water main break to hit this area around clark and elm streets. those streets are speck to be closed until thursday, to fix the problem. firefighters say so far, there has been minimal damage to historic homes in that clouds rolling in and the should be enough to keep us just on the good side of freezing. and that means we would just have drizzle and fog, which in itself, can be bother some for the morning drive, but wouldn't be an icy situation. in that changes at 10:00 p.m. and 11:00 p.m., i will update that situation so you'll knowals you go to bed tonight what you'll be dealing with first thing in the morning. there is the drizzle, the fog, won't see that on here, but you see the clouds and see the spots of green, denoting showers and drizzle around through the morning drive and middle of the day. lunchtime, we'll be watching organized showers moving move in through worcester. heavier rain during the evening, in some spots, north and south of boston as well as in and around the city. it won't rain heavily everywhere, but there is a potential for heavy rain, just about anywhere as the front comes on by. that blows on out of here tomorrow night and early friday morning. we'll be stuck in the clouds, we'll be rid of any rain around the area. now, high temperatures during the day tomorrow, in southern new hampshire, are going to be in the 40's to near 50. exeter will hit 50 degrees tomorrow afternoon and just to expect 51 in nashua and norwood, 54 tomorrow afternoon and south of boston, 40's and 50's here. mostly 50's. marshfield, duxbury, kingston, 53 to 55 degrees. a break in the 50's today. only hit 48 at logan airport, but right back from to the 50's tomorrow. clouds hanging tough into friday morning. the farther north and west you go, beyond i-495, sunshine. southern new hampshire and southern vermont in particular. the front stalled offshore with the showers will be close enough that some of the showers will clip the south coast of nudge, and the latest futurecast data brings the rain farther offshore around brings chances for rain lower, which also increases your chance for sunshine, making it into the metro west area, so we have to see where that front ends up stalling tomorrow night, to determine exactly where that rain is going to fall on friday. potential for more rain to continue on friday, a lot of clouds, with more sun the farther north and west you go. your weekend is always in view and includes a cooldown coming our way. closer to 40 in boston, staying closer to freezing in worcester and snow showers around. you'll see sun too, but it's one of the days with the cold winds blowing on in, you're likely to see flakes flying as well. then we just warm up again toward christmas. >> you need a scorecard to keep track of who is on the practice
