Preliminary information indicates that these are people that came prepared, that they were they were dressed and equipped in a way to indicate that they were prepared and they had they were armed with long guns, not handguns. Fox 25s Kerry Kavanaugh has been monitoring interviews with some of those Family Members and kerry, many of them were brought the reporter the agony of waiting for updates from loved ones, some of those Family Members rushed as close to the scene in San Bernardino california as they could. Many just helpless as police moved in and worked to evacuate survivors, we heard from a father who received an emotional text from his daughter, who was inside. Someone had come in and started shooting, and they ran in to an office and shes hiding with some other people. Shes been hiding. I imagine you must be really concerned right now. Is this your daughter . Yeah. The reporter hiding in there. Yeah. The reporter what did she say to you . She sent you some texts. She did. The reporter what did she say . That shooting at my work, waiting for cops. Pray for us. Vanessa here at home, the attorney general of massachusetts, maura healey, with strong reaction to this. She tweeted this afternoon, that there have been more Mass Shootings than days in the year, we must reject the idea that were going to continue to monitor reaction both on social media and on the ground there in california. He said scenes like this happen too often. Obviously, our hearts go out to the victims, and the families. The one thing we do know is that we have a pattern now of Mass Shootings in this country, that has no parallel anywhere else in the world. And theres some steps we could take, not to eliminate every one of these Mass Shootings, but to improve the odds that they dont happen as frequently. Former superintendent and chief of the Boston Police department and dan, you can talk about this well, because you have helped train officers in this type of situation and lets talk about that because you just came back from the west coast as well. The reporter ock, weve been taking the Lessons Learned from the Boston Marathon and sharing those with our Law Enforcement and e. M. S. Folks throughout the country, training for the response to events like this, and then preparing for is this one event or is there potentially other events that are going on, is this a paris type attack, or mumbai type attack. Theyre at this time protecting critical infrastructure, while doing a simultaneous investigation. When one of these things happens, one of the events happens, youre not alone. Every cop, every agent, every sheriff, every deputy in the region, offduty and on duty is coming to help. Thats the good news. The bad news and the challenge for the chief is to harness theyre deploying out of his direction, covering the places he needs to cover. At the same time, while the investigation is ongoing, youve got to provide a sense of security to your community. So we need to get Police Officers in california at high visibility locations where there are public gathering, making people feel comfortable and on the ready to respond, should another situation arise, until they can determine exactly what happened here. Mark they talk about the fact this is not a secured scene as yet, so how do you secure a scene like this. A vast area, you have three different buildings, is it inch by inch, building by building, room by room . You get the perimeter up, you do it slowly by surely. You start with your s. W. A. T. Operators to make sure you dont have any other victims in need of medical attention. Secondary, we have suspects hiding in there, they have to check to make sure theres no potential devices that might have been left on the scene, so the eod, explosive ordinance teams will conduct a sweep and lock that scene down and its going to be a crime scene investigation, a crime scene documentation team. Thats not going to be one day and done. Its probably going to be two, sure they get every piece of evidence, whether its ballistics evidence or maybe forensic evidence. Did these guys have their gloves off and leave a fingerprint. Did they drop a match book, did they have a piece of a cigarette butt with their d. N. A. On it. Those investigators are going to be going over that location with a fine tooth comb to find any evidence they can to identify the individuals responsible for mark early accounts seem to indicate this was a well planned lets talk about information that theyve confirmed and some that has not been confirmed. There was an alarm pulled, a fire alarm pulled. The question is, who pulled it . Thats a good question. Was it somebody inside the building, doing a proactive thing, and seeing the threat coming, getting people out of harms way and pulling that. We have to find that individual, if there was someone inside and identify him. Was it the suspects who pulled that alarm to get people to exit into a rally point and get them into a fatal funnel where Newfound Lake could kill more victims. Thats one of the questions the sheriff and the chief have to find out up there and get an answer to that and then notify the county and the region about what they should be doing, your building or facility until they know exactly what happened here. One of the things that happens in these events is information is fast and flowing and they will get false information that they have to run down, verify, check, and disprove all through tonight, and all through this investigation, whether its a two day investigation or whether this is a two week investigation. Theyre going to have to make sure that theyre getting information in, processing it as quickly as possible and determining whats true and whats not true. Once they have true information, the best thing you can do is to share it with their brothers in Law Enforcement throughout the region and the public. They need to utilize their public here. Right now, anyone in the area should be looking for a dark s. U. V. , specifically, a tahoe, but if you have three individuals getting out of a dark s. U. V. , call your local police department, and have each of the vehicles college out. Mark the shooting took place in a Conference Center rented out by the department of health. Anything you can read into that as far as who was renting that out . Get the services they wanted from the department of health, somebodys whose friend or Family Member maybe became designed because they felt the department of health didnt do the right thing by them. Thats a possibility. Getting three people to agree with that and to conduct this type of attack, you know, thats a possibility, although a long shot. Its not somebody who just went off the rails and is having a psychotic event, to get three people to simultaneously have ascot particular event something something we can psychotic event isnt something we can rule in. That program, individuals in that program or its somebody who has a bigger agenda and we know our enemies overseas, isis, have called for their followers to attack. We dont have any information indicating thats the case, but thats certainly something that is weighing in as they investigate the case and do their proactive professor text throughout the county until they figure out what they have. Are three suspects theyre looking for up to three at this point and lets talk about surveillance and the role that because you have to believe, there is some surveillance surrounding these buildings, if not in the building itself. Its crucial. Theres Video Surveillance up there, hopefully people will phone evidence of pictures they might have taken. They need to process all that information, get that to Law Enforcement, Law Enforcement should have as many video tech analysts going through as possible, getting video, trying to identify what the folks look like and as soon as we they get it, shared with Law Enforcement and i would argue, that it should be shared with social media, with the public, to let them know what we should be looking for to have of the publics eyes engaged in this process and to be on the lookout, should people encounter these individuals down the road. Mark the degree of difficulty here for Law Enforcement. This appears to be well planned as we mentioned earlier. Fire alarm pulled, multiple shooters, Tactical Gear, escape routes, its not something you can think about for just a moment and go and execute it. Its something that takes time, takes planning, and that has to concern Law Enforcement. The reporter if definitely does, mark. I can tell you that Law Enforcement has been planning weve been doing training and exercises, the california area is phenomenal for the urban shield training, preparing agencies just for this. Our enemies have told us this, this isnt classified information im giving you because of access during the course of my career to secretive information. This is stuff they put on twitter, this is stuff they put on the blogs, this is stuff they put ton social media, where they put out the playbook and asked people who believe in their things. Any information thats going on, there may be one of hour intelligence agents cies, who as chatter overseas, individuals who might be claiming possibly involvement in it. All that information being shared by Law Enforcement, getting that to the cop on the street, the trooper on the road and identifying locations where there will be mass gatherings, people will be out and getting high Visibility Police presence. Officer friendly, making people feel comfortable by their presence, until we determine exactly what we have here and the colonel and his team are doing the right thing for us and i in dangered them for that as a citizens of massachusetts. The reporter we want to get these guys, if we can, before nightfall, but in the interim, we have to get kids home from school, we have to get people home from work, patients out of hospitals, so theres a whole city that needs to go about its business and Law Enforcement has to be out visible, making sure they can get people home, people arent going to feel comfortable till they close their door, they have their loved ones around them and watching this on fox live, and hopefully, it plays out and theyve got some leads guys sooner rather than later, but right now, they have to focus on getting the Community Back to their houses, getting away from large areas where theres a possibility of becoming victims, and getting people with their families reuniting and lowering the sense of anxiety that people will have. There was a time, it seemed, when we didnt hear about Mass Shootings on what seems to be almost a weekly basis now.
