incarcerated no fewer than 12 times, but none of the agency, including dcf ever connected the dots. missteps and miscommunication, 2-year-old bella bond was in the middle of a maze of dcf workers, their cases and her own mother. >> that deeper dive for information did not hey peer to have occurred. the state office of the child advocate today released a report that concluded dcf prematurely closed two neglect cases involving the little girl. her body watts found if a trash bag on deer island in june. her mosques rochelle bond charged as an accessory to her murder, her boyfriend, michael reporter: we reached out to that department, dcf today, for a reaction to this report, they sent us the statement saying they were appreciative of it, quote, many of the issues raised in the report are already being addressed by the baker administration's aggressive systemic reform effort, including the need for clear and consistent policies and increased management oversight. one other thing we bee-bee gun in this story. at least 16 cars and one house were hit by the bullets in the early morning hours on monday. police believe there are more victims out there, and they're asking them to come forward. the u.s. navy has still not been able to locate the missing alfatherly cargo ship. late this afternoon, the ntsb said the first of 13 side scan sonar searches came up negative. a second tuesday, he robbed the citizens bank inside the stop and shop on chelmsford street. allegedly, he passed a note to the teller and ran off. chelmsford police are looking into whether the suspect is connected to similar robberies in stoneham and redding. >> kevin: let talk about this weather coming on through, been alerting you to this because of also the strong winds and potential for the purpose coastal concerns later tonight. this is it doppler radar showing the rain coming on by, has satellite on here too, that's why you're seeing the whitish gray color. it's cloudy, it's raining and they go together. this is like the heavy rain coming out of connecticut into western and central massachusetts, but we've had heavy rain in pockets in eastern massachusetts as well. going to zoom into a couple of these spots. this takes you on to i-93, 128, milton and also toward quincy too, so there are some yellows showing up right here just north of 128. blue hillary road, blue hill reservation, route 128 running by the reservation, heavy downpours there on the hill. then off to the west into southern worcester county, look at the yellow showing up on here on doppler radar, southbridge to sturbridge, focus on southbridge with the heavy rain and off to the north shore, heavy rain well. happening in beverly. even some orange showing up and where it's orange, you get some of the heaviest rain just went but heavy rain bottom line. lakeshore avenue, this is out across route 22 into beverly as well and birch wood drive seeing the heavy rain. heavy rain north of concord, through web sterling franklin, loudon, over to barnstead, alton seeing heavy rain at this time and it's going to keep coming, come in waves tonight. wave after wave of heavy downpours. it won't stop raining, but at times, it will be lighter, than it will be heavy. but these heavy rainshowers will continue right through your morning hours, morning drive time, this takes you to 8:00 p.m. and look at the bright colors showing up on futurecast. this is telling you there's a potential for some heavy rain, and thunderstorm activity right through the morning hours. see the blotch of purple through that's something we don't see very often on futurecast unless you have thunderstorm activity coming through, so i expect in the morning. shiri will have it for you, tracking them very closely. breaks of sun for the middle of the day and afternoon. can fire up a couple of showers. out, we will warm up. temperatures around 70 degrees for highs tomorrow afternoon. other part of this. so, besides the rainfall is going to be the wind, but rains will ramp up between 1-3 inches across much of the area. that won't cause river flood, but it can cause localized street flooding. winds gusting over 30 miles per hour. i had a report from providence, rhode island, of a tree that's fallen on a car and that's the kind of activity we'll see in southeastern massachusetts. likely trees come down eventually, definitely branches and a lot of leaves. in fact, wind gusts are going to ramp up from here and you'll see that with the forecast data, showing 50-mile-per-hours and that's where the concern comes from and there's a wind advisory. it starts at 7:00 p.m., technically for all of rhode island and eastern massachusetts especially southeastern massachusetts. that's going to be the biggest concern and starting at 11:00 p.m. tonight, a coastal flood advisory for eastern mass, actually starts at 7:00 p.m. down in these areas, but most areas along the east coast of massachusetts will just see minor splashover. the waves are building and you have the high tide that's. coming up. meanwhile, the thunderstorm risk, this is a general rush risk in the lighter green, this is a marginal severe weather in southeastern mis, again, goes along with the futurecast death showing the thunderstorm threat first thing in the morning. seven-day forecast with your{!o weekend always if view and the weekend is looking nice, at least the start on saturday with the sunshine. the rain will be out of here in plenty of time for the patriots dolphins game expecting partly cloudy skies and social media for any potential threats. >> elizabeth: developing tonight, the south carolina school resource officers caught on tape throwing a student to the floor in a classroom has been fired. senior deputy ben fields didn't tom training or procedure during that incidents, which quickly went viral. fields has not publicly commented on the situation. fields sales he's sorry the whole thing hand but didn't know if he was truly remorseful. >> now the action of our deputies, we take responsibility for that. but we also have to put responsibility on her for disrupting that school, the sheriff's department says the girl was not hurt. >> schools may be putting a child's privacy at risk in their effort to keep up with the rapidly changing technology. it's something the aclu is very concerned about. they recently took a close look at 35 school districts across the state. here's some of what they found. 13 districts trust a third party to handle sensitive student information. districts which provide computer software for students can activate realtime tracking and screen monitoring away from the classroom. and two-thirds of the districts that issue devices can inspect them lemanowicz has updated the weather alert. >> kevin: you put that in the order i would say the strongest concerns, strong winds, hearing about damage report in southeastern new england. most live rhode island right now, but there will likely be some in southeastern massachusetts with winds ramping up. localized flooding on roadways, leaves blocking up the storm drains, the coastal flooding, the least of my concerns, but there can be splash over, lynn shore drive, morrissey boulevard. look at the heavy downpours massachusetts right now and toward the west. going to focus in on a couple of spots. this takes any to wrentham, bellingham and southward to plainville, along 121, coming out of wrentham and cumberland, rhode island, heavy downpour activity, wrentham center. westford to oxford, heavy rain right in here. and that's going to continue through this evening as well, continue to# northeast. notice just blotches of heavy rain so far. plenty more coming our way. this takes you to westernmost areas. finally into new hampshire, seeing those heavy downpours continue northeastward away from the concord metro area toward gilford and alton. he'll keep tracking where the heavy the massachusetts child protection agency was premature closing the cases involving bella bond. the office of the child advocate says two allegations of neglect and abuse in 2012 and 2013 should have warranted a higher level of response by the department of children and families. both cases were closed by the agency and bella remained with her mother. bella's remains were found in deer island in this all happened. >> several people ran over to the 5-year-old boy who was crossing in busy street alone. the big question tonight is, why was he allowed to get off a school bus when there was nobody there to pick him up. >> his head wound was very large and he was bleeding from under his chin, but nothing severe. >> amanda riviera has been hoping for the best, ever since she watched the small boy being taken away by emergency officials. >> once they putt him in the ambulance, and he was leaving by himself, that's when my heart broke and i started crying, because he's a baby and he's by himself. >> worcester police say the 5-year-old got off an a.a. transportation bus on monday and tried crossing this busy street alone. the child is a student at abbey kelly foster charter school, a spokesperson there sales the bus driver is not supposed to let the child off if there isn't an adult wait willing, saying if no parent is there to meet the child, the bus driver is instructed to return the child to school, at which time a parent will be contacted. if a parent plans any changes in the normal pickup and dropoff procedures he or she must contact the school receptionist in advance. people who live in the area explain how dangerous this school bus strop is, regardless of whether the child is with an adult. i'm afraid to cross the street sometimes. >> the mother of the boy hit told police, there was confusion about who was picking him is up. usually his big sister meets him, but she stayed after school. this soon to be certified nursing assistant is just happy she was there and able to help. >> i'm glad he's ok. that's like my main thing, he's already. >> the bus company telling us that the driver will stay on unpaid leave, until this is all sorted out. in worcester, robert goulston, fox 25 news. >> elizabeth: a conversation on a porch turned into a home invasion in worcester. the two men forced their way inside an apartment on blake street after a brief conversation with one of the tenants. the men armed with a gun, the other with a knife, took several things hand then fled the apartment. they were last seen running toward fox street. >> mark: tonight a 48-year-old brockton woman and her boyfriendzv?? are accused of waiting for a high school student to get out of class before attacking her. police say the woman was with her daughter who goes to the high school and as bob ward reveals, detectives discovered a stun gun and a knife on them. >> this is 48-year-old maria montero of brockton. she and her 26-year-old boyfriend, john davis, are facing charges for taking part in a disturbing brawl outside brockton high school tuesday morning. brockton police say montero and davis were walking with montero's 15-year-old daughter near brockton high at lunch break, when the daughter got involved if a fight with another 15-year-old student. parent told police a parent was out of control near the gym. when police arrived the two teenage girls and maria montero were fully involved in the night. one police officer said at one point, montero slammed the head of the girl fighting with her daughter right into the concrete. an officer tried to separate montero from the other student, and heard a clicking sound and saw that montero's 15-year-old daughter was using a taser gun. police say the frowned, john davis, then -- boyfriend, john davis, tried to pull the police officer off montero. montero and davis were both arrested and so was montero's 15-year-old daughter on charges of bringing the taser gun to school property. the mother and boyfriend both released from court on personal recognizance. the 15-year-old daughter also facing charges for allegedly bringing that taser on to school grounds. the school department tells me that the daughter will also likely be severely disciplined. in brockton, bob ward, fox 25 news. >> elizabeth: the rhode island man who survived a vicious shark attack in hawaii landed at logan and he is sharing his story ahead of surgery tomorrow. malini basu just got through speaking with that man who lost most of his leg during what was really a frightening encounter. >> he landed an hour and a half ago at boston logan, here ready to see doctors on monday, he is waiting to see what the team of doctors at mass general can do for him. i want to take you right into the airport, fox 25 got this video of him just a short time ago. he tells us he is so lucky to be alive. we could tell you that colin cook arrived around 4:30 p.m., 5:00 p.m. from hawaii. doctors had to amputate most of colin's left leg after he was attacked by the 10 to 12-foot tiger shark after being attacked by hawaii's north shore. collins has been surfing in that same area for quite some time and he fought off that shark with his right hand before others jumped into save him. >> once i realized what was my leg and i kind of pushed off with my left hand and my left hand got all mangled up, and i got of was punching it with my right hand in the nose and luckily, it kind of let go and i swam up and grabbed my board. >> this is how brave colin. colin will be going back in the water at some point obviously when he is recovered. he also tells us he has that sharp pain in his left leg. he says sometime i have to look down and tell my mind that my leg isn't there. live outside of boston logan, malini basu. >> mark: a bucket brigade looking to save this 6-foot shark which was found washed up late yesterday morning. with the help of the harbor master, the shark was taken in to the shallows and towed to deeper waters where it was released. the young shark regurgitated his stomach, which experts spay is a common relax to stress. once back in the water, he was most likely able to his forecast. he'll have that in two minutes. just days before halloween, there is an unusual case that went before a judge in salem. >> a self-proclaimed witch claims a self-proclaimed wore lack likely first thing in the morning. let's start with what we have. this is live doppler radar, showing hall the different heavy rain areas, we're tapping into several different radar sites to get this composite picture. that's why you're seeing all the different beams floating around. twitter. this is the heavy rain that's coming through walpole and norfolk right now. there's route 1 and 95, really getting hit hard. we'll focus right on down into walpole here and find some of the local streets that are really getting hit the hardest. the orange is clear pond drive, norfolk streets, heavy rain, on+9p%q to stone street now, leonard road, heavy rain along 182 through the center of town. we'll focus farther southwest, not quite as heavy, but into plainville, heavy rain in your tone as well and bleeds over into the wrentham area too, so right down here into plainville, route 1 runs through the town, some of the local roadways being affected here, for instance, looks like bugby street, bacon square, sounds yummy, route 1 through plainville, sunset lane with heavy rain. off to the north and west, look at this rain coming through southern worcester county, uxbridge and northward toward grafton. heaviest along lynnwood street and 122, off to the northeast, but there's still plenty of heavy rain to granite and southbridge in uxbridge and finally not north and west in massachusetts, petersam seeing the heavy rain. off to western and northwestern worcester county. route 122 runs through here and there are local roadways in and around the town being affected, west street, that's a main thoroughfare through town. 32, 32a getting some of the heavy rain and i wanted to check in on new hampshire, as well as of the lakes region seeing some of the heavy rain come through wolfeboro, ossipee, wakefield, pushing off toward western maine over the next 20 minutes. we'll see plenty more heavy rain overnight. the heavy downpours, this takes you to the start of the morning newscast. i told you i would be tracking it all night and first thing in the morning. shiri takes over at 4:00 a.m. and that's with the thunderstorms look like they'll start to erupt. especially southeastern massachusetts, look at that, we futurecast very other than, unless we're dealing with thunderstorms and i do believe we'll be dealing with that during the morning hours and southeastern massachusetts especially. that doesn't mean you'll get a thunderstorm anywhere else, but this is the most likely area, also the area seeing some of the heaviest rain when of the storm hits, the convection or thunderstorms start to development. thunderstorms will spike our temperatures up to the low 70's. it will be a nice warm day tomorrow, after we have get rid of the rain. wind gusts right now, 31 miles per hour at boston. there are delays being reported at logan airport. be aware of that, if you have plans to fly this evening, check it out or be prepared for that. 30 miles per hour hat nantucket and it gets worse. look at the forecast gusts later on tonight, over 50 miles per hour especially here in southeastern massachusetts from plymouth to new bedford and southeastward toward cape cod and the islands. that's the worst of it. that's not to say gusts over 40 at beverly or portsmouth, can't knock down a couple limbs, trees, and certainly a lot of leaves. that's why there's a wind advisory, extends all the way up the coast in to southeast new hampshire, norfolk, all of southeastern massachusetts, there's a coastal flood advisory starts at 11:00 p.m. for east facingshore lines of massachusetts, can get splashover, places like sciate, lynn shore drive or in the north shore, also marcy boulevard tends to have the splashover situation in dorchester, boston. this is the thunderstorm risk. the highest risk areas from central to eastern massachusetts, highest risk for severe weather is southeasternmost massachusetts. here's your seven-day forecast, your weekend always
