from the water to get ready for pickup. witnesses reported seeing kaiser leave the beach for the bathouts but around 2:30 his brother noticed he wasn't. there by 2:49 the director called 9-1-1. >> the lifeguards had locked arms and were scanning the beach from one fence to the other. >> reporter: the quincy harbor master later located kaiser's body. that's mystery here. >> reporter: asked if staff just we don't want residents to panic or worry we want them to be vigilant. >> reporter: police tell fox 25 the suspect is a white male possibly 65 years old. he's thin with brown eyes and thinning dr. sarah wakeman the story of the opioid crisis in massachusetts was written out on countless prescription pads. >> in the 90s, we saw doctors prescribe more and more of these medications we had been told they it were not addictive when we treated pain. >> reporter: often patients >> a person who got a surgical procedure and went home with 90 pills what they only needed a couple of. >> reporter: and patients who believed they were safe because they were prescribed. now almost five people a day in massachusetts die as a result of an opioid overdose. but in the last several weeks, massachusetts general hospital has ruled out new guidelines for their doctors to outline how to walk the line between doling out too many drugs and being able to relieve pain comp but the overarching plan is to use opioids as a last resort for the shortest amount of time in the smallest possible dosage. dr. wakeman says he would also like to see more people with the overdose reversing drug narcan readily available. >> we believe that should be in people's medicine cabinets as well. this can be a lifesaver and people can unintentionally overdose even for pain treatment. >> reporter: they say what they'll also do is screen for patients who may be more in case any adjustments need to be made. in the control room, elizabeth hopkins, fox 25 news. governor baker vetoed a bill to expand access to therapies for treatment of lyme disease in its place he offered a new bill. but the new bill does not offer patients access to experimental treatments that are developed to fight other diseases. the legislature now has until sunday to pass this new bill or they'll have to wait until the new session in january. health officials say the first u.s. virus have been found in south florida. they believe three men and one woman contracted the disease within a one square mile section of south florida. florida's governor says he's contacted the federal government for help and is allocating more funds to try and fight the spread of the disease. >> now that florida has become the first state to have a local transmission like through through mosquitoes we'll continue to put every resource tonight we are learning about shore beach that has the health board concerned. >> someone vandalized the town's dumpsters it so was removed. and now the trash is ending up on the ground and even in porta potties. fox 25's crystal haynes live on center beach. crystal, people are not happy about this. >> reporter: there is a sign that's clearly posted saying what you carry in you have to carry out but a lot of the trash is ending up in these dumpsters they're overflowing, causing a public nuisance and ruining beach. >> you take out what you take in. leave only footprints take only pictures. >> reporter: and pictures like this say a thousand words. trash overflowing more found in the half dozen porta potties. >> they get pretty smelly. you get a lot of nuisance issues like sea gulls coming in picking up the trash. this kind of trashes up a place that's really, really nice and that's a shame. >> reporter: now the newbury select board is pulling them out and portable bathrooms from the beach. in a tuesday night vote, the board also officially made a carry in carry out rule town policy for all the property here after residents reported four of the five five signs asking beach goers asking them to respect the rules stolen and the portable toilets are being used as a dumping ground. >> it's very unfortunate if people can't play by the rules that's what happens. the beachcomber restaurant and the solution had been simple in years past. >> we always chipped in as a whole as businesses and everything seemed to go okay. i don't know what happened this year when the town picked up the tab. >> reporter: he's among several islanders i spoke to who say something needs to be done about the trash but not a complete removal of the dumpsters and bathrooms. >> the trash will become a huge issue every weekend people just leave all their stuff here so removing the big impact on the center beach. >> reporter: now there were other solutions discussed about them in tuesday's meeting like having someone monitor the beach in its area sort of around the clock or having security cameras but the budget was the reason they didn't opt for that. it remains unclear when they're going to actually take out the dumpsters and portable bathrooms we'll stay on top of it for you. for now reporting in newbury, >> it's not that cool for you tonight. this is shower activity that came through this evening. that was rain this morning what we had we'll talk more about that. but it's these storms that became more interesting to me this evening. heavy rain that was sliding through worcester county. here's a closer coming southward into shrewsbury right in there. now it looks suspicious to me. it looks just by the strength of it how it enifies quickly and what it looks like on radar. i wanted to look at it more closely using our velocity scanner. remember red is away from the radar so it's blowing that way and green is toward the radar. so where you see the red and green come through towing that's rotation and the storm as it came through the shrewsbury area it actually came through much of worcester county just to the thunderstorm there was never lightning it didn't grow high enough into the atmosphere to create some lightning. all the rotation was aloft nothing ever came down to ground level. so while there were some wind gusts passing by as high as 30 miles per hour we never saw anything go near the ground as far as a funnel or a tornado. but you can get rotation up in some of these storms even without a thunderstorm in certain situations like today without ever seeing wind damage. in fact, i looked around for damage reports and the only one i could find this was this is the one in shrewsbury in case you missed it there. there were some cars stuck on route 9 and floodwaters. i tweeted that out and got a tweet back saying it floods all the time. so i guess it wasn't anything incredible for people along route 9 but there was half inch of rain in a short period of time and in boylston nearly an inch of rain. well, that wind reports are old. another rain report should be. 75? in boston, 74 in bedford out there. so it is mild tonight. the dew points are still up there still sticky. the humidity never went away even as we cooled off today. didn't hit the 90s but plenty of 80s. in boston your temperature tracking downwards to about 69 degrees. and in new jersey when they spotted a car deep in a wooded area. they found the 87-year-old woman slumped over in the back seat. fortunately she woke up and they quickly learned she had days with only
