sheriff's explaining why his office never released video showing former deputies beating a suspect that had surrendered. in the video you can see the suspect, there he is, he puts his hands up over this head and then lays down but that did not stop the five deputies from punching the men. we were there when the sheriff half for this video to surface? >> reporter: the sheriff says once he saw it, office held a news conference to talk about what happened. >> the video was immediately brought to the attention of sheriff chris blair and immediately after he saw this video, sheriff player suspended all five individuals without pay. word in this case. >> reporter: this video and immediately. we had to obtain it from the state attorney's office yesterday. the sheriff says they have worked to be transparent so we wasn't released sooner. >> we were talking about transparency earlier. why did you guys not release that video and release it shortly after the incident happened? >> because the investigation was turned over. these are our people employed by the marion county sheriff's office. >> reporter: he says they gave everything to fdle including copies of the video was the seven person crew of the space shuttle columbia died on february 1, 2003, when the reentry. and yesterday marked 49 years since a flash fire on the launchpad killed the three men the first american space that group. today, these wreaths were laid who have lost their lives while furthering the cause of space exploration and discovery. nasa administrator, charles bolden, said their legacy will missions. >> we are not going to let the dreams of this group go away. >> reporter: even the crew aboard the international space station held a moment of silence today to honor their fellow astronauts. senator bill nelson spoke about the challenger tragedy today, and how it gave nasa even more reason to keep moving forward with space exploration. >> what they sacrificed is not forgotten, and it's not in vain. because, mister president, we are going to mars. >> reporter: senator nelson, you may remember, flew aboard the 24th shuttle flight on columbia which landed just 10 days before the challenger launch from kennedy space center. we've posted a special tribute go to www.wftv.com to take a closer look. in volusia county, it has been 43 days, dozens of homeless people have camped out to show leaders more needs to be done to fix a growing homelessness problem. day after day, channel 9's blaine tollison has been asking and sat down with one local leader. you were not sure if the issue would even be discussed. >> reporter: i found out that this issue was only briefly mentioned at that regularly scheduled training meeting that started as you said, 30 minutes ago. in the meantime, you have this complete mess out here. we haven't seen any leaders or city officials come out here today, you have the rain coming down, it's cold out here, and piles of stopping blankets and people avoiding this place. we saw deputies breaking up a scuffle between a homeless man and woman earlier today. last night, daytona beach police arrested two more people on minor charges the night before for people, the city's beds would not be in one location necessarily, once they are set up, police would be able to legally trespass the homeless from this building, but one city commissioner, as you heard earlier, told me that they would maybe discuss this issue at the planning meeting. it was only briefly mentioned. still, i question the county councilman, josh wagner, today if he thinks there will actually be a solution and he told me he is actually confident. >> in the last 48 hours i have seen more progress than i have seen in seven years. >> reporter: homelessness has been an issue here for years, but this situation right here is out of control. the campus and county services building, and city leaders are barely talking about this publicly, so we will see, tomorrow, or saturday if they actually have a solution to this. we are live here in daytona beach, blaine tolison, channel 9 eyewitness news. meanwhile, a team of more than 150 volunteers is moving people live in the streets. the plan is part of the annual point in time count. every year, volunteers count the number of homeless people in orange, osceola, and seminole counties. last year around 2100 homeless people were identified. this year's results should be out by the end of february. attorneys tell us they have reached a final settlement now in a civil rights case that started with a controversial barbershop rate. we were there back in 2011 during a sting by the florida department of business and professional regulations, and orange county sheriff's office. deputies told us at the time they were looking for unlicensed barbers. but, the shop owners believe they were being racially profiled. we are told the sheriff's office and the have paid out around $200,000 in connection with civil rights suits. a sumter county prison is a federal law after someone was allegedly beaten and raped in front of a guard who did nothing to stop the attack. according to the lawsuit, the incident happened at the sumter correctional institution. lawyers claim the minor was until unconscious, and raped with a broomstick. the officer who witnessed the alleged attack could face possible administrative action, but right now is still working. on the road 5:00, people called us for help because mold and mildew have taken over the apartment. >> it has been horrible. we have been putting down pockets. >> why they say nothing has been done even though they have complained to their landlord four years. plus, how police say this manually cheated a group of foster kids out of a trip to mind. >> reporter: i called tallahassee today to find out why the bill had stalled. sponsors tell me that some lawmakers consider bus cameras to be similar to red light cameras and camps to make any more surveillance on the roads. >> those are legitimate concerns. and at the same time, the safety of these children is paramount. >> reporter: lawmakers are now preparing to keep the tougher penalties but remove the bus cameras from the bill to help it pass. gabby's dad says that is like taking the teeth out. >> it's an impossible task for law enforcement officers to follow each bus to catch the violators and a few citations. >> reporter: under the proposal installation companies would pay for the camera and part of the fines would benefit, sanders. don will still support the bill approved. the toll roads of the central polk parkway would stretch 40 miles from the polk parkway to the polk osceola county line. the project has been under consideration since 2008 and will cost around $1.5 billion. disney has been making big changes to its parks and properties. >> sure has. now the sports complex is getting a new edition, too. walt disney world wants to build a 286,000 square-foot venue at the espn wide world of sports complex in orlando. in those plans disney fouled with the state there is no information on what the venue would be. >> you have been busy the past and brought down these kids, her mom and a friend. but her orlando vacation hit a snag when she responded to a craigslist ad for cheap tickets from a guy who told her that -- >> they were christmas present from his mother and he and his family was not going to go so he wanted to sell them. >> reporter: ciardi about her disney tickets but wanted to go to universal, too. she was trying to save money and went on craigslist. she saw the tickets for sale and that she was responding to john mcguire who had only four tickets. she said they met at walmart. she bought the tickets for $75 apiece. she thought she was getting a deal until she went to the park and the tickets were no good. she said she had no idea what to do so she texted him and he answered saying, he did not tell her a bad batch. she also called detectives to set up a sting with the man they say is really kevin bauer. in the report, it says the four- part process were also counterfeit tickets. detectives say sometimes the cards are taken from stores that sell them but not activated by a cashier. he suspects that's what happened here. her until it was too late. >> i've never had that happen to me. i trust everybody. channel 9 spoke with a worker for a bargain that kids high and dry and got that man >> reporter: summer left north carolina for an 11 day vacation. she's a social worker with child protective services and brought down these kids, her mom and a friend. but her orlando vacation hit a snag when she responded to a craigslist ad for cheap tickets from a guy who told her that -- >> they were christmas present from his mother and he and his family was not going to go so he wanted to sell them. >> reporter: ciardi about her disney tickets but wanted to go to universal, too. she was trying to save money and went on craigslist. she saw the tickets for sale and that she was responding to john mcguire who had only four tickets. she said they met at walmart. she bought the tickets for $75 apiece. she thought she was getting a deal until she went to the park and the tickets were no good. she said she had no idea what to do so she texted him and he answered saying, he did not tell her a bad batch. she also called detectives to set up a sting with the man they say is really kevin bauer. in the report, it says the four- part process were also counterfeit tickets. detectives say sometimes the cards are taken from stores that sell them but not activated by a cashier. he suspects that's what happened here. her until it was too late. >> i've never had that happen to me. i trust everybody.
