security video of one of their officers opening fire on a teen who was initially stopped for not wearing a seat belt. >> from officer jonathan mills white car head towards him when he opened fire. police say 17-year-old trevon was behind the wheel of this stolen car, he was shot, but not seriously hurt. and is now under arrest. officer mills is on paid leave while fdle investigates. new at 5:00, we are asking why a prison inmate who had just escaped was on work release in the first place. they are searching for gary bullock, and his girl sdprend her 3-year-old -- dirl friend and her in the park lot. for two months, convicted armed robber gary bullock has been world's most famous beach. volusia county deputies say he disappeared on friday after his girlfriend helped him cut off orlando police department concluded one of its officers committed battery on a handcuffed suspect before the officer went to trial and was acquitted. an internal affairs investigation report obtained by channel nine shows o.p.d. suspended officer chase few gate for 48 hours without pay. it found he intentionally struck ronald mcfadden while he was handcuffed and o.p.d. found that mcfadden's arrest was based on an unauthorized chase. o.p.d. had already decided all that and had rejected fewgate's appeals months before his battery trial last year. right now marion county deputies need your help to find a teenager who they believe could be in danger. deputies say dcf investigators obtained a court order to take when they got to the child's house on terrace road, neither he nor his mother, jennifer evans, were there. if you have seen him or his mother, deputies want you to notify them. florida state university has agreed to pay nearly $1 million to settle a lawsuit with a woman who accused former quarterback jameis winston of rape. channel nine's sports anchor joe kepner is here now. and fsu's president said the university made this decision even though he believes a court would have ruled in its favor. >> they wanted to avoid spending millions on fighting the lawsuit so agreed to pay erica kinsman $250,000, another 7000 going to her lawyers. ken'sman accused former quarterback jameis winston of raping her after they met at an off-ramp campus bar in 2012. she said fsu obstructed the investigation to keep winston on the field. in depositions the tallahassee police admitted to mishandling winston, who is now the tampa bay buccaneers quarterback was never charged. florida state is still be investigated by the department of education for title ix violations. kinsman has also sued winston, he has countersued and the cases still spending in u.s. district court. state troopers trying to figure out who was behind the wheel of a pickup truck this morning when it crashed into a man's house. we first showed you the damage on eyewitness news this morning on overdale drive near state road 50 and the 417. troopers say the driver hit a car, a power pole, knocked down a fence and hit two other cars before finally crashing into a man's spare bedroom. >> i was asleep and i heard a big explosion, i had no idea what it was and then come out my bedroom door, of course this is right across and i looked out and seen a car sitting there. >> the driver left the scene but the homeowner says he came back later, troopers say nobody man as the driver at the time and now they say they are working to see if the homeowner can before making an arrest. titusville police say the suspects in a stolen car got spooked when they spotted an officer. so the driver gunned it and quickly lost control hitting an innocent driver near country club road and barna avenue. one juvenile was caught but channel nine's melonie holt found he's part of a growing trend and investigators say that's the problem. >> reporter: they are seeing an ongoing issue with car thefts and juvenile offenders but police tell me this is still a crime of opportunity and when these suspects came barreling through this intersection, no one was pursuing them. that all changed when they crashed into an innocent driver. >> they wound up on my property, right over there. >> reporter: add weana -- adwina wasn't home when a stolen car crashed into the front of her titusville home but she returned in time to see the aftermath. across the street, cars in my front lawn. i'm like, what's going on. >> reporter: titusville police tell me what happened has become a more common occurrence, justify -- juvenile suspects and a stolen car. this time the suspects spotted a titusville police officer and sped off. they lost control of their toyota near barna avenue and country club drive, crashing into another vehicle before coming to a stop. >> when you get hit like that, you don't know what kind of damage it's going to do to you for the rest of your life. >> reporter: but police tell me the suspects were only worried about getting away. they took off on foot but with the help of alert neighbors, one suspect was arrested. i asked titusville police if they were seeing more incidents like this one and they told me between 2014 and november of 2015, they saw a 32% increase in vehicle thefts. >> i'm not surprised. i have heard on the next street over that they were breaking in cars, you know, and taking stuff. >> reporter: and police say the most immediate impact any of us can have is to lock it up. that dealing with repeat juvenile offenders is not just an issue here but all across the state but they remain diligent in pursuing these vehicle theft cases and making arrests. live here in titusville, melonie holt, channel nine eyewitness news. at this hour still no word on why a driver spread away from -- sped away from a traffic stop in cocoa that ended up in a fatal crash. they tried to pull him over for speeding but he took off. he raced through a red light at clearlake road and ended up hitting an suv and flipping. miller was killed in that crash. investigators tell us a convicted cocaine dealer who went on the run to avoid being arrested will be sentenced next month. we told you last summer when curtis ruff's sealed warrant was accessed him to give up his car. he's now charged with carjacking. we know the names of the couple who died following a suspicious house fire in osceola county saturday. firefighters found 47-year-old darel rogers with his 72-year- old wife jean inside a home at the see evidenta -- siesta mobile home park. a man tried to break up a fight between a couple living next door and ended up killing his victims left behind that gave that criminal access to their homes. and an orange county resident contacted eyewitness news after he says garbage crews ignored his scheduled pickup for days. new at 5:00, we have uncovered just how many complaints the county is still dealing with nearly a month after that service changed. after a frosty morning, big temperature changes are moving back in. great calls each day, and most of those are from people who want service. live right now and you spoke to a resident whose service came three days late? >>reporter: that's right, the man who lives in this home says he l called for service on friday after it was missed, believe it or not, haulers did make it over there to his neighbor's house right across the street, which was not the case for the first two weeks of the year. so it seems as those -- since the service started out along here, crews have not been able to make it to both sides of the road. we were there as advanced disthe pose l picked up the trash -- disposal picked up the trash a couple of days late. he says he saw this truck. ignoring the homes on his side of the street. but collecting his neighbor's trash. that happen as o be the side crews ignored for the first two weeks of the year. trash was clakt clethed then. >> -- collected then. >> the big issue is it starts to smell pretty good. >>reporter: it's to be expected. >> of utilities. >>reporter: he's probably not the only one. january 4th, the county says it had a peak of 12,000 calls a day. now, they're down to 2,000. we've responded to calls, too, january 4th, it was trash, lining the avenue and more trouble a few days later on rose garden lane. two weeks into the new year, a couple had last year's trash and no bins. five days later, this a apopka neighbor had gone for 3 weeks without. residents say they had just one pickup for the entire year last week. and today, along drenen, we learned some trash has been and i've since received an e-mail from some people out of windermere who says they are experiencing problems, all of these trash troubles is why the county is talking trash in their meeting tomorrow, commissioner boyd has asked for the meeting, >>reporter: sheriff's office reports show he did it 7 more times in the neighborhood, just just two blocks away, another neighbor shared his surveillance video with us. capturing the moment this man took his crime to the next level. stealing a dirt bike. >> it is shocking because i don't know, you feel violated. >>reporter: she's not taking any chances, it could happen again. less than a day later, they have already reprogrammed their garage door so that whoever has the other one of these, can't get in or out. with a click of a button. and they say the other way to make sure that no one gets in as simple as locking this handle right here. making sure that this door won't go anywhere. and until deputies catch whoever broke in, she and her husband are sharing their video online. hoping someone will recognize this man. >> it's violating, honestly, and there's nothing you can real di do about it. you can see him now, but other than that, you have to hope that he gets caught. >>reporter: in seminole county, channel 9, eyewitness news. now, so far, deputies are not calling the man in those but they are investigating the crimes and they are getting copies of the footage from
