two blocks back but crews have cleared the scene so i'm going to show you where this on the street. you can see the indentation here. he says when he looked inside that is when is other chemicals and called police. sky witness 9 was above the scene as orange county fire hazmat crews arrived pulling the cameras -- chemicals out of the bag and i got a chance to speak to a lieut. with winter garden police to tell me the chemicals appear to be consistent with chemicals used to make methamphetamine. he claims his yard every day because his grandchildren play out here. he says it was he who found the backpack and not them. >> reporter: is very dangerous and concerned. my grandchildren play here. i am not going to tolerate it. >> police tell me they will destroy the chemicals and are working to find out how they were able to make their way behind the home. in winter garden, roy ramos, murderers got out of prison using forged documents three years ago will be -- the trial will be delayed. this morning a judge said lawyers who joined the case were no-shows. likely the trial will not go on in april as scheduled. there are 60,000 pages of documents in the case involving murderers jenkinson walker. and three others, jenkins recently let a plea offer expire. a private school in saving the seventh -- facing the seventh lawsuit. he worked from 2005-14. last year he was sentenced to 210 years in prison. he admitted to sexually abusing 29 children, making child porn dating back to 2002. some victims parents have filed suit claimed the school of negative -- negligent and not thoroughly check them out. breaking news regarding zika. cases confirmed here in florida. >> the mosquito-borne illness took center stage in washington as lawmakers and express debated how to fight they said they expect the clinical trial sometime late summer and officials say they will take it from there. travel warnings, women who may be pregnant are told to stay away from countries with zika click on the news tab and then zika virus. shooting suspect on the run since november was finally caught hiding in his mother's home with a stolen gun. police arrested james tuesday for attempted murder after receiving a tip about where he was. he was wanted for shooting and paramore in november. the victim, hayden, was standing on his porch when james shot him from his bicycle. he survived and police agents is caught with a gun stolen from castleberry. a family will have to find a new place to stay the night after their home went up in flames. sky witness 9 was there as firefighters were to put out the flames around 1:00 this afternoon. you can see the heavy smoke coming out of the house. the owner tells a family member she left something on the stove and officials have not confirmed if that is what caused the fire. wise county family searching for a permanent home after this happened to their the story broke at 4:00 yesterday. police say the driver who crashed through a wall and into the bedroom will face charges kimberly eiten dug into the criminal past and found he is no stranger to law enforcement. >> reporter: the man who drove his car to this house has been arrested nearly a dozen times before and now for this crash. we showed you video yesterday of his car parked behind the boards after it narrowly fit -- missed the family. >> you are tried was fleeing and eluding. >> reporter: a driver off the road and behind bars. it's not the first time clarence mcclendon has faced a judge for committing crimes behind the wheel. it is the first time kinsey was a victim. >> he and some of his kids and grandkids were inside the home for more than a decade. yesterday afternoon, mcclendon came crashing through. he narrowly missed two kids who >> i knew it has to be fast to come through two-bedrooms ports investigators believe this may have not been his first crash of the day. they are investigating a second case a few miles away at i 4, colonial. they say he may have hit the driver and drove off. because of that and alert was already out for his arrest before he hit the home. the conditions arrest report says officers spotted him down the road and started to chase them but stopped. he crashed anyway. he will face charges for fleeing and eluding law enforcement. he was arrested for the same crime in 2012. while in jail this afternoon, the family's home impala ran a stop sign, crashing through a wall and into an apartment. no one was hurt but the car put a hold in the wall. >> the owner of an escaped king cobra says he needs to prepare his defense. swc wants to pull his licenses following his second king cobra escape which happened in september. scheduled have a hearing later this month but filed a motion to move the hearing to april. he faces misdemeanor charges for allowing the deadly snake to escape the next hearing is scheduled for march 4. a water main break in eatonville has one roadblock and several residents boiling water. this pipe broke tuesday sending the water gushing into the street along the main road of kennedy boulevard. leaders are blaming the issue on the cold weather. crews are working on the road and officials tell us we should reopen sometime tomorrow. following a request from florida senator. bill nelson the ntsb will hit bahamian waters to search for el faro's black box. we told you the agency called off the search for the data recorder of the cargo ship in november. bill nelson says the families of the 33 people on board who died including a man from central florida deserve to know what happened to their worried there may be more victims. 16-year-old charles elder was arrested after 17-year-old victim came forward. myrt price spoke with the investigators. the incident happened almost one year ago. >> reporter: and when deputies said he admitted to carrying out the sex act but the team was okay with it because he paid with marijuana. even if that was true, this is a committed a crime so the handcuffed him and he was taken to the meeting county jail. this man charles elder is facing charges for allegedly committing sacramento's on the fourth -- 70 4. the crime happened when you're ago at this home with the suspect used to live. southwest 189 avenue. neighbors were horrified when word spread. >> reporter: very scary. i have a 10-year-old. that's horrible. >> investigators say in 2015 the team said he went to help the suspect it's a laptop. victim claims elder gave him marijuana and they got high. victim says he ended up staying the night because he did not have a ride home and during the 90s as he awoke and discovered elder performing a sex act on him. one year and finally last month he told his family and they contacted the sheriff's office. >> he said was eating him up inside. first he went to the home where elder lives currently and knocked on the door. no one answered the neighbors were upset to hear about the charges. >> grandchildren visit us. he has children -- great- grandchildren coming and it's concerning. >> reporter: neighbor suspected something was going on with elder. >> young teenagers come in and out of the house. >> reporter: investigators say when they talked to family and friends of the suspect and were surprised and investigators say the family and friends tell them they should look for other potential victims. the sheriff's office is urging though the doctor's license has not been officially revoked. >> reporter: we showed up to the doctor's office today and found these notes saying he will not be practicing until further notice. an employee inside told me they are planning to close down the clinic with the hopes of reopening as the doctor appeals. we saw an employee wheeling medical supplies out of the w. caley st. office with three employees are about to be out making calls to parents canceling appointments of putting together packets of find a new doctor. he says some do not want to. doctor. they have been seeing him for a long time, they want him to be their doctor for every. >> reporter: in january, we emergency restriction on the doctor's medical license because of claims he was under the influence on the job. he says the accusations are false and were made by disgruntled employees. >> did you ever see him coming to work and seemed drunk? >> no. >> reporter: he said he never saw any signs the doctor wasn't -- was intoxicated and many parents do not believe it either. >> they call anytime at night, in the morning and they never hear him drunk. a lot of them tell me that. parents are looking for new doctors and he and his coworkers are looking for jobs as the doctor appeals the state's decision. orange county, janai norman, channel 9 eyewitness news. as we reported last month the doctor's license has not been permitted in the taken away. we found 77 healthcare professions and central florida have had their licenses revoked since 2013 and only one was a doctor. cleveland is apologizing to the family of a 12-year-old boy shot by 2 police officers after they got a bill for his ambulance ride to the hospital. >> in 2014, tamir rice was shot while holding a pellet gun. officials say medicaid and the city absorbed all medical costs but an electronic mistake sent the family a bill which they will have to pay for. officers involved in the boy shooting were not indicted by a grand jury. the justice department is suing ferguson missouri for violating its president civil rights. the lawsuit comes after a surprise move by the ferguson city council. summit at the -- after months of negotiations. leaders want to amend the agreement was they say the city cannot afford but atty. gen. loretto lynch says she is not buying that. >> they made enforcement decisions based on the way individuals expressed themselves. and they unnecessarily escalated non-life-threatening situations. ferguson has been under justice department scrutiny since michael brown and unarmed man was fatally shot by a white officer 80 months ago rick scott along with attorney general honored officers including a former marion county deputy. it was part of the 2015 law enforcement officer of the year award. among those honored were fdle agent, wildlife officials and detective who used to work for the marion county sheriff's office. the honorees say they were humbled by the recognition. there are so many that that is unsafe. the house passed the bill forcing the epa to notify officials within 24 hours when water contamination is detected at a certain level. if the state does not alert the public within 24 hours the epa must do it or cocoa is lending a hand to make sure residents in flint have clean water. they are sending more than 17,000 bottles of water. the water tested positive for dead after the city switch from detroit water to river water to save money. leaders say no one should have to worry about having clean water. evidence and more i would send more. if we could send water every day, we cases are difficult and usually unsuccessful. a close call for some employees at a brevard county dental and medical office after a car jumped 2 curves and crashed into the building. the crash damaged both the building and medical equipment inside. witnesses tell melonie holt someone could have been caught in the path of the suv. >> reporter: if it were not for a patient cancellation, someone would have been sitting in the dental chair when the suv came crashing through. >> it was scary because the noise and seeing the explosion in the glass, it was very scary and our hearts went out for the driver of the suv was tried to turn into a space in the parking lot off us 1 near port st. john. she lost control of her vehicle and failed to hit her brakes billing. >> we helped her out of the vehicle we got her in and out and turned off the car for no one was injured. the patient would have been sitting in the chair, they canceled their appointments and the assistant standing in the area moments before the crash walked away to take a call. >> i'm glad no one was hurt. the practice, everybody's okay. >> reporter: the damage to the office is estimated in the tens of thousands of you do not hear a lot about them. the money is used to pay for schools as new homes are built. >> building has increased dramatically over the last three or four years. >> reporter: she is leading a panel recommending new rates. increases between 35-77% depending on the type of home built. townhomes expected to get their own rate this year. >> it is not at the high, it is higher than it was in 2011 but certainly not as high as it was in 2007 when we went through this before. >> reporter: she says the height is needed to cover the cost of school construction purchasing land greater orlando buildings association says members struggle with the same problems. >> you have the higher cost of construction and raw materials and labor and on top of it you also have impact fees. >> executive director scott mary says fees can persuade builders and buyers to look elsewhere. >> is the decision of do i want to build in this county or next door. >> reporter: if approved orange county school fees would be cheaper than raise and neighboring lake and osceola county is the county commissioners will get the final say on these fees and they could make a decision by may. in orange county, michael lipari, channel 9 eyewitness news. fees go into effect 90 the vote has not been set. polk county school board is expected to discuss an investigation into the school superintendent. the superintendent was investigated over complaints made by associate superintendent greg rivers. he said leroy made sexual passes at him and tailored a job position in order to hire a formal level. she was later cleared and the school board has not said whether it will take any action. citrus county has wanted to accused of giving her students drugs and alcohol in her home. josephine denies the claims made against or to the school district that a complaint filed with citrus high school near crystal river says she gave students marijuana, drink, and sex tips at a christmas party. she was also
