on the howard frankland bridge and we are told that tow truck driver was stopping to help two people stranded on the side of the road. if you're in a similar situation and you're stuck in the car and need help, there are things you can do to stay safe. first and foremost, the florida highway patrol says try to get to the inside lanes or pull off the road as far as you can. if you need to get out, use the passenger door. if you're in an accident, use your cell phone and take pictures of all cars involved. and in this morning's case, the tow truck driver had to get out to tow those stranded drivers there, and coworkers of the driver say in this case a tow truck driver is much like an emergency vehicle and people who see them should be required to move over. >> i switch over. it's common -- it's the law. why can't they do it? you know why? because we're letting anybody drive. >> reporter: again, if you know where that suspected driver allison huffman is, call police. tonight at 5:00, more about the tow truck driver and what his coworkers had to say about him, at 5:00. right now another woman is in jail after being arrested for a potential crash going the wrong way on the exit ramp to get on i-4. alexandra luggett drove around the wrong way sign and got on the ramp, where an officer stopped her. it was 3:00 in the morning and authorities say she failed sobriety tests and failed we are learning a mistake anyone could make. >> reporter: roommates living in this home left their front door unlocked and woke up with guns pointed in their faces. we also learned the name of the man who was shot, grant langenberg, an army veteran. he did at least one tour of duty in iraq. his roommates believe he tried to fight the intruders and was subsequently shot in the chest. they have no idea why someone would have targeted this home. >> i'm worried about them coming back. i'm kind of scared to stay here a couple nights. you know, i don't know why they came here. i don't know. >> reporter: it's not clear how many intruders there were. one witness says they believe there were three people who came inside. the sheriff's office also says they believe that the man who was shot may have known the people who came inside the home. his condition right now is listed as critical but one thing we are told, one of the roommates said they asked for his wallet and when they did, they took the cash and stole many other things. we have more details coming up in the 5:00 hour. clifton french, abc action news. we have breaking news, storm damage in the south after a possible tornado in the mississippi area. we are told this happened around rockport. we have not confirmed if this is a tornado or not but you see in the front side and people trying to clean up. that same system dumped snow up and down the eastern sea board. snowplows were out trying to get some of the snow out of the way. with snow like that comes some crazy low temperatures, some places even shattering records throughout the weekend. places like new york are seeing things in the teens, some negative temperatures. scott kelly even posted pictures from space. it's interesting for us to talk about because here in florida, we were about 65. >> and we had temperatures in the 70s today. this is a really large system that we're looking at that's having a big impact across the u.s. that chance of storms in the south and chance for the northeast, even early wednesday morning. this is a large system that will have a big impact across the eastern u.s. over the next 24 to 48 hours. see the areas in yellow around mississippi and alabama? this is where we still have a tornado watch in place and multiple severe thunderstorm warnings. i was looking at tornado warnings this afternoon and of course we have already had reports of damage from these storms as they've been rolling through. still the tornado watch boxes in place, and you can see the big area of warm pressure and the cold front along with it. this storm system is going to be moving through here overnight, maybe just a few showers by 1:00 a.m. by 2:00 a.m. the first part of the line of strong storms will approach citrus county, then continue pushing southeast across tampa bay overnight. that's why it's important to storm shield is a great app to have. it will alert you in the middle of the night if we have any warnings. by 8:00 in the morning, the severe threat is over and we'll have a few lingering showers behind this front. if you want to head to the fair, it's going to be a nice night until that line shows up. i'll have the evening planner coming up in a few moments. hillary clinton is right new in nevada talking about access to quality health care for women. her husband is here in florida, campaigning in the port of palm beach area. coming up we'll talk about trump threatening to sue ted cruz, and the 90-year-old florida woman who got her trump wish. another case of the zika virus reported in florida, bringing us to 21. we have three cases right now in hillsborough county. the latest case, a medical student at fiu in miami says he got the virus in haiti last fall. >> so we were mainly indoors. after that, i was walking outside to visit the villagers and stuff. so that was my main exposure to being outside. then i went back home and got sick. >> right now brazil is stepping up efforts to fight the zika virus at ground zero. military and health workers are now giving out information on how to deal with the mosquitoes carrying the virus. the zika virus outbreak will not compromise the olympics this august. coming up, the death of justice antonin scalia pulls a lot of supreme court cases into question. what happens if there's a tie, coming up. >> before we go, while a man may need permission from his wife if he needs a prescription for viagra. >> reporter: a new bill calls for men to visit a doctor twice and bring a signed note from their wives before receiving medication for erectile dysfunction and swear to use it only for sexual relations with their wives. the bill's sponsor says this is about family values and adds she doesn't expect the bill to women seeking an abortion are required to have counseling from a health professional at least 24 hours before the procedure. >> i am appalled that the kentucky assembly feel that it is important that they insert themselves between a woman and her physician. >> reporter: some have argued it dismisses another issue. >> disgusts me. shouldn't be taken lightly. >> reporter: similar bills in the past were introduced in ohio in response to abortion law. this is outside the capitol building in washington, d.c. honor justice antonin scalia. today his body was flown back to virginia. there was going to be an autopsy but given his history of heart trouble and no indication of foul play, the family will not request one. he was always the go-to person for conservative votes. >> and there's a lot of talk about blocking anyone president obama nominates so the next president can choose. he says he plans to nominate someone when senators meet again next monday. the supreme court has to make decisions on a number of significant cases and with only 8 justices, there could be split decisions. >> reporter: right now the court has 4 conservative and 4 liberal judges. normally 9 justices, so there can be a tie breaking decision. it is predicted cases could be reargued when a new justice is appointed, including cases on affirmative action. a ruling could have a larger impact on overall affirmative action guidelines. they are also considering a decision on labor unions, argue instead january. at issue, whether states should have to pay the cost of collective bargaining for public employees. next month the court will hear arguments on abortion rights. clinics in texas are on facilities, considered one of the biggest rights over reproductive rights in more . i've got a random question for you. what is your favorite field trip you have ever been on? you can see the temperatures are in the 70s, so off go the boots. 73 in new port richey, zephyrhills 73, dade city 75. so we are off to a warm start for the week. you can see temperatures also in hillsborough county are in the low to mid-70s. we have a cold front heading our way. that's why we have a good chance of rain tonight but the great news is if you're heading out this evening, maybe headed off to the pasco county fair, it will continue on through 11:00 tonight. and rain chances are gradually going up through about 11:00. it will be very hit or miss up to this point. then as we get into the overnight, that's when this frontal boundary bringing winter weather to the north and chance for severe storms to the south is going to roll through our area. more on the threat for severe weather in our area coming up. remember i mentioned snow to the north. if you're doing any traveling, take a look at these pictures. it is snowing right now in d.c. take a look at that. getting some snow. again, severe weather also a concern with this system. >> we have new images we are just seeing out of alexandria, louisiana. police say there are people with minor injuries after this during the storm, part of a large winter storm hammering the eastern part of u.s. and bringing rain and strong winds and snow. coming up on the now, jodi arias is worried about her hair. how it got her in trouble in breaking news right now, pictures from inside a school in mississippi. part of the damage ashley was just talking about. we are still waiting to see if this is a confirmed tornado. trying to clean this mess up. we'll continue to check in with this and shay later on about our weather. do you remember jodi arias? >> and a woman on a mission to get something special signed by donald trump for her elderly mother, and how she managed to breaking news out of hancock county, mississippi, about 40 miles west of biloxi. these are pictures of hail there. this is just part of a larger winter storm hammering the eastern part of the u.s. bringing rain, strong winds, snow, sleet, freezing temperatures and even spawning tornado watches in the panhandle of florida. right now thousands of sharks are migrating -- this is video you have to see to believe. you have to look at it. black-tipped sharks here, so many people have viewed this video on our facebook and day today. this has scientists somewhat stumped. >> reporter: scientists tracked these black-tipped sharks all the time. everyone they were shocked by this sight. >> just keeps going. >> reporter: they normally migrate but rarely this many, thousands an thousands huddled together just yards from the florida shoreline. >> they follow the food. they follow the bait fish. >> reporter: even he was surprised by the video over the weekend. >> shows a trend is changing. again, it's only february. it should be cold out, water should be a little cooler. the part of data that says we're seeing changes. >> reporter: part of the reason is el nio, the climate event bringing warmer water to it could also be climate change warming the ocean. here at the aquarium, this is similar to the same kind of shark we're seeing off the coast of the atlantic ocean here in florida. except the sharks in the atlantic right now are even bigger. >> stay away from a school of fish and don't go out and dusk or dawn. >> reporter: that's dinner time for sharks, so probably safe to be home having your own dinner at those times. >> and you can track sharks all over the state 24/6 on ocean.org. the closer to tampa bay a bull shark named sabrina is -- this is how you see it here. we are getting that worked out in the control room. we promise you i'll tweet out the link. sharks in the world that are tagged. a lot of them are off the east coast of florida. we talk about el nio all the time and the warmer waters has them moving around. >> right. i can't say i'm a shark migration specialist, i would say those of you concerned about whether the warmer temperatures are attracting the sharks? these are water temperatures here, where it's warmer. so the east coast of florida would have seen the temperatures in the mid- to upper 70s. here on our coast, take a look. gulf water temperature at clearwater beach today is 58 degrees and that's below the average for this month. temperatures on average are usually around 64 degrees. maybe we'll luck out there with that shark migration into the gulf. let's take a look at what's going on out there. we have changes on our way. you can see cloud cover out it's getting dark out there. we're starting to see showers developing across the gulf. you have already heard us talk about this big storm system headed our way. for now things are nice and calm out there, 73 in tampa and brooksville, crystal river at 72. now, this is the severe weather outlook. you're looking at us shaded in green. this is where the storm prediction center put us in a marginal risk category, meaning act a 5% chance we could see organized severe weather that would be tornadic, about a 2% chance we'd see a tornado and 5% chance we'd see damaging winds or large hail. bottom line, at 2:00 in the morning as we speed this forward, that's where the line of stronger storms starts to move in. then it continues to move on top of tampa bay between 3:00 and 4:00 a.m. i think the commute for the far as heavy rain is concerned. but the biggest concern here is that we're going to continue to see the wet roads through the morning commute. of course there's that concern, as minimal as it is, that we could see a severe storm overnight while you're sleeping. storm shield on your mobile device, it's key here between 2:00 a.m. and 7:00 a.m., for the widespread rain and possibly damaging winds or large hail, even isolated tornado can't be ruled out. we'll be cooler tomorrow than i'll show you how much the temperatures will fall behind the front, coming up. all eyes are on south carolina and if you want to vote in the florida primary, you have to get registered by tomorrow. florida is a closed primary so primary for your registered party. i've tweeted and facebooked the link, sign it and have it postmarked by tomorrow to be good. on friday we met tammy, with carson chambers on a mission to get a pillow signed by donald trump. it's a pillow for her 90-year- old mother judy, who's a big trump fan and lives in a nursing home in kentucky. tammy was the first person in line for the trump rally and after it was over, she was right there, front of the stage, pillow in hand and trump signed it. there he is there. he said to her at the time, i saw this from the stage. get her out to vote. tammy will see her mom in two with the news and pillow in person. the moment after she got it signed, you can see the joy on her face. this is a closeup of the pillow he signed. she says this is the last pillow her mother ever plans to make. others in the past were signed by barack obama and hillary clinton. is it going to take you more than five years to pay off your car?
