you just how amazing this special needs 7-year-old really is. good afternoon, everyone. i'm josh benson. >> i'm stacie schaible. this is first at 4. we have a developing story about a deadly hit-and-run. troopers believe that they have found the car in question but they are still looking for its driver. >> this person hit and killed a tow truck driver on the howard frankland bridge today. fhp says perez died and the driver she's identified as allison huffman. her car was found near the bridge and they're looking for her. pinellas park police wants to know who is driving this car. cell phone video showing the traffic. and doing doughnuts right in the roadway. detectives tells us this video was shot yesterday along 66 street near 121st avenue. police believe this type of driving is a game for young and post the video to social media to brag. if you know who this person is, contact police. around 3 million uninsured floridans are struggling to find health care, but new funding from the state legislature could lower that number. our capital bureau reporter matt explains. >>reporter: free clinics provide some floridans their only hope when in smeed of special care. the people who run the clinics are hoping that florida lawmakers don't forget about that while crafting the budget. with county health department declining -- the florida association of free and charity clinic hopes the legislature can provide funding for the 90 clinics around the state. >> we see people who don't have insurance and don't qualify for government programs or government assistance. we're their safety net. there's a gap with "the affordable care act". >> the legislature did approve more than $9 million for the was ultimately vetoed by the governor. reporting in tallahassee, i'm matt galka. >> the senate included $9.5 million for free clinic i objects in its budget proposal. advocates hope the house will follow suit. by the way, if you want to help pick who will be the next republican or democratic presidential nominee, then have you to make sure you're registered to vote by tomorrow. you can drop off your application at your county supervisor of election's office or be sure that it is postmarked by tomorrow. if you're not registered as a republican or democratic, you'll not get a say in florida's primarily which is march 15th. now your first at 4 forecast. your storm team meteorologist julie phillips. hi, julie. >> good afternoon, it has been a cloudy day across the tampa bay. we haven't seen rain just yet. we're tracking storm chances as we head into tonight. currently, tracking some thick st. temperatures have been very mild this afternoon. and here's a look at our satellite and radar imagery. you can see clouds across the tampa bay area. we have seen showers in highland's county and over the next couple of hours, we could see some showers and this is out ahead of the big system we're watching that's west of us. some southeasterly flow ahead of this system providing us with warmer air, also some deeper moisture around, but here's where the heart of the storms are moving through mississippi and alabama. we have seen a lot severe weather in the southeast. a number of severe thunderstorm warnings in effect. earlier we had tornado warnings in effect as well. and really the southeast is going to see the worse of the storm as we head into tonight, but there is still a chance we could see an isolated severe storm as well. so the entire tampa bay area is under a marginal risk of severe weather as we head into the overnight hours and into early tomorrow morning, this is issued they do a good job of this and putting that margin risk -- it means a lot of us will see thunderstorms but we could see a couple that could become severe. we'll watch this closely overnight. the storms will move in after midnight and a lot will exit before you head to work tomorrow morning. we'll have a look at the timing of the showers and storms coming up in minutes. guys. okay, thanks for that. let's take a look at your headlines from hollywood. >> including the shifting oscars and the latest from kanye west. david daniel has today's hollywood minute. >> i was a boy. you so much for being here. >> thank you. >> those numbers are startling. i think we think of kids in high school, abuse, really. and 10%. that's a big number, and that's only what's reported. >> right. look out for as parent and friends? >> definitely the main warning signs is excessive jealousy. they'll be jealous of friends and family, anything taking the attention away from them. >> is it different if it's a boy being abused verses a girl? >> most sign was similar. it might be less physical. it's more excessive physical force, but the jealousy and the warning signs are similar. >> if there's somebody from high school watching this, who is it safe to report this type of thing to because you know they're scared to report it. >> yes. the spring has the 24-hour hotline and due to the funding that verizon has given us, we're able to go into school and there's safe reporting advocates and sharing that information. but certainly calling the 24/7 hotline at the spring. it's a great resource. >> of course, if it's serious, 911, of course. >> of course. kinds of abuse and what constitutes truly abuse? >> whenever you're being excluded from things like -- that you're within school, family, because that person is trying to get power and control over that person. if someone doesn't feel right, you're feeling nervous walking on egg shells, those are red flags that's important to share with someone. >> we're talking about not only physical violence, but emotional violence as well. >> yes. it doesn't always become physical for everyone. but if you can control someone by what you're saying -- >> it's not healthy? >> no. >> very good information. we appreciate it. let's go to josh and julie for the weather. >> thanks for that. we're checking the forecast. julie is back with a look. we start a new week. the weekend couldn't beat that. it was beautiful. >> fantastic, and now today we're tracking changes. you may have noticed cloudier today. a little breezier. that's ahead of the storm system we're tracking, so for this evening, a 10 to 20% chance of a few showers around. as we head into the overnight hours, by 2:00, 3:00 a.m., we're expecting a line of storms to move into the tampa bay area. produce pockets of heavy rainfall and we could see strong storms as well. by 8:00 a.m., most of the rain is gone and we may have a lingering light sprinkle through the morning hours. temperatures falling into the low 60s by the start of your day. here's the thick cloud cover across the tampa bay area. a few light showers have developed in places like highland's county. we'll see a few more through the evening hours, but the heavy stuff, the stormy stuff, that's coming in later tonight. as we take a step back, you can see the nasty weather, the southeast is dealing with. alabama, mississippi, we have multiple severe thunderstorm warnings in effect. this whole system is shifting east. notice this area of low pressure. this stays north of us, so the worse is going to stay north of us. as we head throughout the evening forecast models and you can see it's quiet. maybe just a few spotty showers around, but as we head closer 2:00, 3:00 a.m., that's when we'll see a line of storms approaching the coast. the first place hit will be citrus county around 2:00 a.m. or so and the system will move in. around 4:00, 5:00, we'll see showers moving through st. pete and tampa. it's possible, overnight you may be woken up from the thunderstorms, but this front is moving quickly, so by 9:00 a.m., notice the bulk of the rain all south of us, and we'll actually see clearing skies as we head into tuesday afternoon. so most of tuesday will be dry. through the overnight hours is when we're expect to go see the rain. temperatures behind this front, not expecting a cool down. we'll see temperatures near 70 degrees for tuesday afternoon. pretty pleasant and by wednesday, a beautiful day. average temperatures in the low 50s to start off. clear skies. it will be breezy out of the northwest behind the system. not too bad. it will be sunny, which is perfect for this time of year. as we head into thursday, a northeasterly flow. it's going to stay quiet for the rest of the 7-day forecast. and we'll see temperatures warmup as well. the next couple of days, we're below average in the low 70s warming back up into the mid-70s. we have the storms tonight, but nothing but sunshine as we head through the end of the weekend. the weekend is shaping up beautifully. temperatures in the mid-70s with no rain. >> we like that. thank you much. let's check out (elephant noise) hey candidates. enough talk. now four headlines at 4:30. number one, blizzard warning. forecasters are seeing white out conditions in parts of iowa. interstates closed because of crashes and poor visibility. the winds are reaching 50 miles-per-hour. and that warning is in place until 6:00 tonight. shooting blow darts at people as they walk on san francisco golden gate bridge. police are asking for help to find that shooter. two people have been hit so far and are expected to be okay. the darts, however, are being tested to make sure they were not coded in chemicals. investigators are hoping someone will have video of the shoot and share it with them. number three, a woman accused in a string of jewelry store robberies across the southeast is facing new charges. today, 27-year-old abigail kemp is charged for a robbery in south carolina. police claim that she pulled a gun, zip tied employee and stole almost $1 million in jewels. she's charged with similar crimes in georgia and in florida. number four, an atf agent says what seems to be a pipe bomb found under a rental car -- in albuquerque was a hoax. the device was found after the car was returned. trying to figure out who rented the car and who returned it to that location. and now lifting the embargo with cuba. changes happening very quickly. tomorrow, the u.s. transportation secretary is scheduled to fly to havana to sign a historic agreement to allowing commercial airliners to travel to cuba. news channel 8 jeff paterson is the only local reporter covering in cuba. today he spoke to a tampa businessman about the coming changes. >>reporter: i'm standing in front of the oldest forts in havana where it started in the 1500s. this is where things are changing. thousands of tourist are coming to locations like this to see historic, beautiful parts of havana. now, with the u.s. signing a new agreement with cuba to allow commercial flights to return to this country for the first time in decades, things will change dramatically. flights will be coming from all over the united states, not just charter flights and that will bring many more tourist to this country. >> with the trade agreement being signed allowing commercial flights down here instead of just charter flights, how does that change the game? >> it's going to open the flood gates. they'll be more flights and cities involved. you can't come for tourism, but the options more expanded. >> we've seen a lot of americans who want to see cuba, but are cubans ready to see americans. if you want to come, it will take let's check at your forecast. here's meteorologist julie phillips. >> good afternoon, josh. it's holding off. a few showers in 72 degrees out at sun city center. you can see the overcast skies and this is the view from where area today. temperatures have been mild. we've reached into the low 70s. right around average for this time of year. 73 across the board this afternoon. 68 in st. pete. one the cooler spots on the map today. but here's what we're tracking, notice across florida, just some spotty showers developing with deeper moisture around. but the activity is off to our west. showers and storms are racing across parts of mississippi and alabama. we're seeing severe storms develop this afternoon as well. in fact, as we take a closer look, you can see a wide area of severe thunderstorm warnings and a recently issued tornado warning for the panhandle. this system is shifting east. the dynamics will be worse to the north of us. withed we see storms overnight and possibly a -- we could see storms overnight and possible some storms. into tomorrow morning where the storms will move through. we'll show you when this line of storms exactly will move in coming up in a few minutes in your full forecast. here's leslee leslee with a look at tomorrow's traffic today. >> i want to remind you about construction going on in pinellas county and the st. pete area. if you're going to travel on 275 between the hours of 9:00 p.m. and 6:00 a.m., all week long, you may see the exit ramps and the entrance ramps to 54th avenue and 26th avenue south completely blocked. they're this week with temperatures sitting in the 70s. so here's the system we're watching. still off to the west of us, bringing a lot of heavy rain and severe storms to places like mississippi and alabama. we're expecting a pretty strong line to develop later on this afternoon. and really race off towards the east, towards florida. at this point, we're tracking a few spotty showers out ahead of this system. we have deeper moisture around us, and thicker cloud cover. tracking some light showers in highlight and de soto county. if area planning to head out to the state fair, the last night for that, just a few more hours left as it closes at 9:00 p.m., but the rain will hold off until then. if you're about to head out the door, don't worry. the storms move in later on tonight. so here's what to expect, mostly cloudy for the rest of the evening. there's the showers and storms moving overnight. in our northern counties and racing off to the south. by 9:00 a.m., its so -- so the storms are south of us. pleasant temperatures, close to 70 degrees. the rest of this week looks beautiful. wednesday morning, we're close to average in the low 50s. notice clear skies continue through the day. winds will be a little breezy out of the northwest on wednesday. it won't be too bad. it will be mostly sunny and temperature s s will be back into the low 70s. a similar story on thursday. mostly sunny skies, and mild temperatures in the 70s. as far as for severe threats goes for tonight, with the showers and storms, expect pockets of heavy rainfall. expect the lightning. we could have
