They wouldnt tell me anything. Reporter as a deputy and a sergeant went inside the home, they found a man having what appeared to be a mental break down. They tried to came him down according to the sheriff to no avail. Both members of the Hernando County Sheriffs Office have gone through crisis intervention training but in this case, the team had to use lethal force and shoot the man who later died. You know, they had this training and obviously, in this case, it wasnt success. As hard as you try, you cant be successful every time when you are dealing with humans in crisis. Reporter and as a routine in situations like this, both the deputy and the sergeant are on paid administrative leave. Tonight, this man is complaining about bills he keeps getting even though he canceled his Service Months ago. If the man is no longer a customer, why do the bills keep coming . Reporter well, it is all right here. 78yearold Tom Montgomery calls it my experience with frontier communications. And in it, he actually transcribed some of the many conversations he had with frontier representatives. How would you describe this whole experience . Its a nightmare. This has to the true. Nobody could make this up. Reporter toms nightmare with frontier began in may when he decided to upgrade his internet. He says they offered him a real deal, but when he got the bill, it turns out it was too good to be true. I said are you tolding me that you can promise me 65 a month and then send me a bill for four times that amount . Tell me you are a mistake, but ill have to pay it anyway . Reporter two months and more man a dozen calls later, he got nowhere, so he canceled his service. He kept getting bills for the service he didnt even have. We were there when he called the consumer hot line set up specifically for frontier customers by attorney general pam bondi. You can see his frustration. Frontier issued a statement saying to us in part, customer significantly since the first month. We recognize, however, that even one customer complaint is one too many. Bondi also issued a statement saying in part i will continue to hold frontier accountable until all complaints arising from the transition are appropriately resolved. As for montgomery. This cant be legal. It cant. They cant do this to people. Reporter now, a short time ago, montgomery gave me a call. He told me that frontier called him good news here, is resolved. But think of it this way. He is just one of so many customers. This is a pile. A pile of some of the complaints we received about frontier from you our viewers not to mention all the phone calls. What about the other customers here paul . I know there is a customer hot line. How is it working . Reporter well, we are told that when it comes to the number of service issues, the number of calls are down, but concerning billing like the one montgomery had, we are told those numbers right now are up. This is happening right now at the intersection of 78th avenue and kokino way in a residential area just a block from the water. Deputies tell us that is where they found a man dead around 1 45 this afternoon. They are the second man and according to deputies, there is no danger to the public. It is called home. A Program Designed to track young criminals but is it working . We took that to the state commission and newschannel8s jamel lanee joins us live from the juvenile detention center. The home program has been in place now for months but there are still Program Participants sitting right there behind you behind bars. Reporter that is exactly these teens cannot stay out of trouble, but the sheriff is defending his initiative he started about four months ago. Early tuesday morning, two teens stir up trouble in a seminole neighborhood. Janice saw Police Lights outside her house just after 5 00 a. M. I was really kind of shocked because i was leaving early in the morning to go exercise. Saw the policeman there. And knew something was going on. Reporter both juveniles were busted for burglarizing several unlocked cars while riding around in a stolen suv. They are who is vulnerable. Reporter the two were caught off a short chase in largo. 8 on your side learned one of those teens, a 15yearold, is very familiar with the juvenile justice system. He is also in the sheriffs home monitoring enforcement program. An initiative aimed at monitoring teens who commit crimes. The reality is some of them we cannot help them because they dont want the help, they cannot help themselves. Stay on the path. Those are the kids there need to be consequences for. Reporter including this one who punched an carjacked a woman in saint pete back in july. The sheriff argues despite all the efforts, the program is effective. The program is working in during the last 16 weeks, four months, the deputies and officers have checked on more than 3,000 times, they made a number of arrests and there the constant contact. Is it perfect . No. Reporter the sheriff says theres more than 100 teens on this enforcement list and they do have a gps tracking system for these teens but it is up to a judge to court order them to wear them. Jen . Is the sheriff going to make any change to the program at this point . Reporter well, he does say they are creating subcommittees. One that will look at the policies and look at long term it boils down to the parents. To one, take accountability to know where your child is and what they are doing. Jen . Jamel lanee, reporting live for us tonight. Thank you jamel. An investigation is underway right now after a 13 yearold Armed Robbery suspect was shot and killed by police. Officers responding to an Armed Robbery call chased down two suspects near the scene. 13yearold tyrie king pulmod a weapon from his waistband and one of the officers shot king multiple times. However, reports now indicate the boy had a bibi gun, not a real gun. The officer involved in the shooting is now on administrative leave. The man accused of setting a florida mosque on fire will not be getting out of jail on bond. Investigators say joseph schriber is the man seen running away as flames tore through the Islamic Center of in prison because of his prior record. Florida is getting much needed help to deal with the backlog zika tests. The acceptabilitiers for Disease Control are sending Lab Technicians and Lab Equipment to help out. They bought more equipment to speed up the entire process. As the number of cases continues to rise, so does concern about the zika virus. As more people learn about the problem, things like this, standing water, demand to control it is growing. As we try to fight the spread of zika, it appears people are getting the message. They are calling saying please, i need assistance. And that is really the people money, that is really one of our big challenging. Reporter in polk county, the mosquito population is down by half compared to recent years. Despite that, the number of people calling Mosquito Control is up dramatically. There were 91 calls in august of 2014. This year. In august of. 2016, we got 336 calls. Just the heightened concern over the zika issue. Reporter in hillsborough county, Code Enforcement officers are betr how to handle these mosquito breeding sites. It gets more eyes and ears on the ground for us to be able to combat the mosquitoes. They are out there every day dealing with those kinds of properties. So, we are the First Responder to finding those kinds of places that breed mosquitoes. Reporter this as the governor continues to plea for funding. He spent several days in washington asking for more money to fight the virus. We are just the tip of the spear. Is it important to florida . International issue. The treatment process is different than the ones that are general. Than we generally have problems with in the county. So, additional funding from the state and the federal government will definitely help us. Reporter and we are told many of the people calling Mosquito Control have concerns about things like this. Standing water, drainage issues, they also want areas sprayed for mosquitoes. Well, and i have to imagine that it all puts a strain on funding as well. Considering the target attacks we have seen against Police Officers in the summer, even the Sarasota Police chief told me this is the program that is desperately needed. In the past few months, the danger factor for police like targets. It is the reality of what we are dealing with in law enforcement. Reporter and it is important to warn the public when Credible Threats are made against officers. That is the National Blue alert system. It is a program spreading nationwide sending out emergency notifications when an accused cop killer is on the loose. It is in 27 states including florida and it was started by sarasota resident tom berry. If he is willing to kill a sworn officer, he will kill a civilian. Law which will allow the states to share these emergency alerts with each other. Think of this like the amber alert system. Soon, we will be getting messages on our phones an seeing blinking billboards on the interstate. A lot of suspects have been going across state lines. We wanted to tell georgia if something happened in florida. Anything to help our Police Officers be safer and be prepared for any type of ambush attack. Im in total support of. And nothing is worse than a little kid finding out his daddy or mommy is not coming home anymore. Reporter and tom tells me he is going to try to work with the fcc to see if these blue alert messages can be broadcast on television and radio and he is working with other state to try to further roll out the program. Again, we have the Tropical Storm. It is the Tropical Storm again. Well to the north of us. And you also see a few showers south of brooksville. Showers do start, but they dont seem to sustain, sometimes produce a few lightning strikes but again, not that intense. This one here, you can see rain yesterday and produced a couple of lightning strikes. It is drifting to the northeast, the southeast section of pasco county. Otherwise, pinellas county, quiet in terms of precipitation. Rain in wauchula and southern sections of de soto county. A little part of Highlands County too. That is about it in the way of rain. Next five dais temperatures stay very close to the average of 89 degrees or a little bit above that in the 90degree category. At 7 00 a. M. , 78 another hot day for tomorrow. Plenty of sunshine. Warm temperatures. Very high humidity. Dew points have been running in the upper 70s which is oppressive when you have temperatures like this. Largo, pinellas park, 81 brooksville. A little rain cooled air there. 88 in venice. High level moisture, quite a bit of it associated with a Tropical Storm, but look at all the dry air hanging to the north of us. That is actually at the higher necessarily felt at the surface but it is there. You can see the deeper moisture. There is Tropical Storm julia spinning away off the east coast. Not in any hurry to really go anywhere the next three or four days or so. A few showers out into the gulf of mexico and of course, you saw the local radar too. Just a few popup showers in the afternoon heat and humidity. So there is julia just off the east coast. We still have ian well out there. And no significance at all. Tropical depression 12 we ha to watch. It is going to move off to the west. 40 miles an hour winds for julia. Look at that forecast track. It is more like a top spinning in place. A little further offer shore is good though. 12 is going to move to the west. It is something we have to watch over the long term. Probably the next 10 to 12 days or so to see if this develops into anything. Not in the greatest environment. Hurricane center is conservative on developing this thing over the long haul. The computer models. A few showers inland. One thing we know for sure, it is going to be warm and humid. Maybe you will be lucky enough to be cooled off by an isolated shower. Tomorrow, we will keep the rain chances seasonal at 40 . Maybe a little drier. We have drier air sneaking in around the western side of julia. Coming down the peninsula, not a big humidity change, but it may help to stabilize the atmosphere a bit more. What it means is plenty of sun for the weekend and warm temperatures.
