local rescues tell steve andrews that bad news for hillsborough county's cats and dogs. steve? >> reporter: josh, there's only so much room at the shelterment without a peep out of one of them. they agreed to pay the humane society of tampa bay about 100 grand to keep strays out of the pound. the problem, some say, is some animals they are importing are ending up there too. the humane society of tampa bay is dedicated to homelessness and providing care for others. that is one reason it rescues puppies from georgia and other states. local rescues contend these imports are causing problems for the local animals. after a thursday county commission meeting, humane society scared off over this issue. >> you are not doing any good by pulling these puppies and bringing them to hillsborough where they end up back in the shelter. >> but they don't. >> no. >> yes they do. >> i'm not going to, argue with you on camera. >> reporter: according to its own figures, the humane society has shipped in nearly 10,000 dogs and cats to be adopted to local forever homes. the problem is, many of them are not forever. according to the rescue tampa website, in may of 2015, this pooch pluto ended up at the shelter. it was adopted from the humane society and they won't take it back. >> there have been a lot of dogs who have turned up at hillsborough animal services. >> if that's the case, we are not being called. we will always take our animals back. >> reporter: the humane society contends 85% of the animals it take ins or local. the figures show a different story. from 2013 to 2015, that number is more like 53%. >> at animal services though. they are crowding our shelters. >> we will have to agree to pet overpopulation in hillsborough county. >> reporter: scott trabatoski, the director of the pet county resource center says it would be difficult to find out how many humane society dogs and cats end up at the shelter. they are all micro chipped but the registration changes from owner to owner. i wonder how many of these animals are listed as strays found at 3607 they didn't want to take him back. >> reporter: no, nay didn't. but i am told eventually after rescue me tampa made a lot county to find out what is being done, but not a single crew or pump can be seen in that area. newschannel8's chip osowski joins us live from new port rich chief. and chip, i know you have been in touch with the county to get some answers on this. >> reporter: jen, you can imagine how frustrated people who live in this area are. it has been seven days since hermine and this is what they are dealing this is someone's front lawn. the county's emergency services director showed me firsthand what is being done about this. >> it is going away. and they come back. sunday, monday, tuesday, wednesday. just a little bit. just a little bit. >> reporter: for more than 33 years, these two have called bass make estate home. but flooding has turned their i was stuck. tuesday through friday. more than a week. >> reporter: you have been stuck here? >> well, i can go out figure have to. but i don't want to damage the car. >> reporter: what is more frustrate ing is the perceived inaction by the country. kevin guthrie assures me there is a plan to move the water out of bass lake estates. >> we are pumping out of here and moving in to this pond, now, we are moving to as we got, you can see we have our public works crews out here right now trying to do everything they can for bass lake to bring that pump, that water level down. >> reporter: guthrie believes pumping along ridge road south of the flooding will cause these flood waters to recede. >> now, at the end of the day, it will only be a couple of inches but a couple of inches would help a homeowner. it may bring the water from the kitchen or on the floor to down just to the foundation level. that is what we are trying to praying for some relief. >> no way. no way, sunday, monday, tuesday, the water comes up. >> reporter: a couple of other new developments here in pasco county. fema plans to visit some of the areas devastated by the flooding sunday. after that, the agency will make a determination on aid for folks out here. jen? >> well chip, how much aid are we talking about? >> reporter: not as much as you might think. i was asking the emergency servic he said the average home, probably about $6,000 max. a little bit more than $30,000. so, a number of these residents are really going to have to rely on their own insurance. >> so frustrating. chip osowski live for us in new port new port richey. well, a tummy tuck procedure turned deadly. 32-year-old maria christian died after a procedure at vanity cosmetics. health. just 32, and had two previous surgeries there. but during her previous tummy tuck, she went into cardiac arrest. an investigation is now understood way. a volkswagen engineer has pleaded guilty to federal charges related to the auto maker's emissions scandal. james liann entered the plea in detroit. prosecutors claim he led the team of engineers that designed the device allowing vw engines to cheat emissions tests. a four-year-old boy is with child ic with his parents, but the changed forever. newschannel8's stacie schaible explains. >> i hit the floor. >> you fell? >> inexplain blue. there was no warning. i didn't feel bad. i didn't feel woozy. i didn't feel anything. i hit the floor. >> reporter: five years ago when becky grimmer was 30 years old, she suffered a massive stroke on a saturday morning while waiting tables. a coworker caught her just before she hit the ground. becky! becky, are you okay? becky, come on! what day is it? get up! and, i just ... i kept answering him. but, there were no words. >> reporter: after being rushed to the hospital, doctors went through an artery in becky's leg to break up a clot in her brain. the stroke affected her left side and her speech. >> i have to speak ke in order to make myself understood. >> reporter: her recovery would take a long time and her mother carol was there every step of the way. >> she was always thinking left foot, now right foot. >> reporter: then three years later it happened again. this time, at her parents' house. becky suffered a second stroke which is a stroke of no known cause. >> do you worry about having another? >> some days. >> reporter: becky went onto earn her mba and works full time at tech data in saint petersburg. >> i feel very blessed that i got two extra chances at life. >> and because of people like becky, newschannel8 is once again committed to raising $100,000 evening. maybe a few scattered showers. in hillsborough county, a nice view from freedom plaza. 91 degrees. a little rainfall there. not much. but a little bit anyway. little showers that pop and don't last really long and breeze off to the west. weekend forecast looks pretty good. 92, 91 degrees. saturday, sunday, about a 30% chance of rain both days. but as i mentioned it was a warm day. so much so, that sarasota set a record, tied a record. and we also at tampa international airport tied a record. 95 degrees. because this is the official reporting site. 95- degrees set back in 1948. that's a long time ago. a few scattered showers continue on the map. brng the flow has been in that direction. moving offshore. little spots like this that you see on the radar, that is essentially what we are looking at here. and you can see this activity right around the western part of manatee county. right around. looks like bradenton beach. anna maria pushing off into the gulf. these showers are brief. they help to drop the temperature. still tying for the temperature to go right back up again. peter got a great shot in soar toyota. facebook page. the next five days, temperatures near 90 degrees. the average temperature will drop to 89 degrees. the average will eventually become 89, 88. we are headed in the right direction if you want to look at cooler air. 84 degrees. the rain will end. partly cloudy skies. sunny start to the day. about a 30% rain chance. the moisture in the atmosphere slowly kind of coming back. we were very dry. now we are moistening things up from top to bottom. 90 temperature at tampa international airport. dew point, 74. a couple of days ago, we had dew points mid and upper 60s . that made a huge difference in the comfort of the air. a drier atmosphere. and the dew points are back in the summer like levels. mid 70s , even upper 70s . plenty of humidity around. as the visible satellite image shows us, this little feature, this is the southern part of florida. miami, fort myers. key west. this area of low pressure has developed over the last 24 last system. but it isn't. quite a bit of wind shear pushing most of the convection to the south. the popup clouds we are seeing here, a few showers. not much to note there in the sky today. we will likely see mostly clear conditions overnight. high pressure still is the feature though. just to our north. and, the forecast model on rpm continues to call for a few clouds to start. saturday morning. a mild one. temperature ins the mid 70s . and then, the flow will go from east to west generating a few showers. maybe still kiof as a way we kind of describe this. as we get into sunday afternoon, an isolated rain shower could develop. a 30% chance of seeing activity. this evening will be warm. humidity comes back too. so think summer. july, august, you will be just fine. rain chances 30% for saturday. also, for sunday. at 30%. monday, tuesday, 40%. and even a little higher potentially by midweek next week with the additional moisture. computer models are very optimistic for a better round that looks like a summer forecast. and technically, we are still in summer until
