reporter: she also successfully battled breast cancer. once the couple left washington reagan cared for her husband for years as he struggled with alzheimer. after his death and majestic state funeral in 2004 reagan devoted her time to his presidential library and foundation. that it gets much easier. well, maybe for them. but not for me. i miss him more now than i ever did. >> reporter: nancy shot and killed him on i-75 and this case has never been solved. >> reporter: 11 long years detectives here at the sheriff's office have been working on this case. they know someone knows something, but that someone has yet to come forward. i david neel was on -- >> reporter: david neel was on festival where his family shows livestock every year. that's where we caught up with his wife debra who still wants to know why this happened. >> why. that's all i could say. why did you decide to do this to him? did he do something wrong? what was your intention when you did this? that's what i the to know because that's one of the questions you -- what i want to know because that's one of the questions you want to know is why. >> the truck went off the road and hit a tree i-75 southbound. is it on the exit ramp or on i- 75? >> it's on the exit ramp. >> reporter: but this was no accident. someone shot and killed david neel. the video created by crime stoppers and the sheriff's office details the last moments of his life. >> david neel was going south on i-75 and would soon be exiting at i-4. ballistic evidence from the case says that whoever shot david shot from the left side of david's truck just before or as he took the i-4 exit. immediately knew something was wrong when her husband didn't pick up his phone. >> i kept calling him and calling him and nobody would answer the phone and he was one that always answered that phone and finally day and he says well, we're sending a detective, you know, right there and then. you don't send a detective out. >> reporter: and detectives are now apartment fire for the second time tonight. these are live pictures coming into you now. the apartments is on oxnard court near the usf campus. just about an hour ago this fire reignited, flames shooting firefighters knocked down the flames for a second time tonight. again that original fire started earlier this evening, the firefighters investigating the cause. hour. fortunately no one was hurt and those firefighters continue to be on scene. in other news tonight a driver is recovering in the hospital after crashing into a law office in palm river. deputies tell us that drive was going south on 301 before crashing into the wall of a office. that person was taken to the hospital but is expected to survive. meanwhile engineers deemed the building unsafe, a big blow to this law firm. >> it's a pretty devastating scene, you know, for our office. i'm a single mom and a lawyer and for me to have to fix this on top of everything else and try to figure it out and run my business and take care of my kids, this is heart breaking. >> the law firm has been in hulk hogan's beach shop in clearwater beach back open tonight to limited traffic, though. it was declared unsafe yesterday afternoon after several customers felt a shift in the building while they were on the second floor balcony. today four new support beams were placed in the pelican walk plaza. the civil trial between hulk hogan and the website gawker is set to begin tomorrow morning. friday attorneys finished selecting a jury. hogan has decided that he will plead the fifth and not testify in this case. he is suing gawker for violating his privacy by posting portions of a sex tape of him online. now to the race for the white house, senator bernie sanders picked up another win tonight securing the democratic caucuses in maine. now sanders winning that race with 64% of the vote and senator marco rubio picked up his 2nd win today in puerto rico, the primary there topping 50% threshold to secure all his only other win were the minnesota caucuses, rubio third behind cruz and donald trump and there are calls for him to drop out of the race. the senator had a poor showing on super saturday finishing no better than third in all four states. we talked to the hillsborough county republican party earlier today and they argue give rubio more time. >> i think the game changer would be florida going to senator rubio. i think that kind of hits the reset button for all three candidates, but if trump or cruz were to come out ahead in florida, then i think at that point it may be a two-man race. >> the florida senator will bring his campaign to tampa tomorrow at the convention center at 5:00. hillary clinton will be here on thursday. the clinton campaign has not released a lot of information about her rally just yet in tampa. tonight senator bernie sanders and hillary clinton flint, of course, is a city struggling with a contaminated water crisis right now. both agree that michigan's republican governor should resign for his handling of that crisis, but then the gloves came off on sanders not supporting the auto industry bailout critical to millions of michigan workers. >> i voted to save county school board is going to meet in special session with the sheriff to discuss child this is in response to four open investigations into pornography at four local schools including two teachers accused of misconduct with students for sending or receiving naked photos and this one stacy hooks is charged with having sex with a 14-year-old. chelsea clinton and the mayor of flint, michigan, announced a new jobs program today to address the ongoing water crisis in the city. the flint water works initiative will provide the city's youth with jobs to help families affected by the ongoing crisis. young adults will be given volunteer opportunities to distribute clean water, healthy food and informations to the families there. chelsea clinton said this program is not politically inland locations will be approaching 90 degrees. so spring is coming in in full course this week. right now 62 degrees in tampa. head inland to polk county we're in the 50s, sarasota 60, pinellas county lower 60s and heading north we're in the 50s right now. satellite and radar picture state, hardly a cloud all across the area courtesy of this high pressure right here giving us nice pressure. it's also going to give us really warm weather. when it moves out into the gulf of mexico, it's going to give us that consistently southerly wind. that's why we're looking at warm temperatures this week. early morning might need a jacket, temperatures in the lower to early 50s. tomorrow afternoon get rid of that jacket, sunshine and high temperatures in the upper 70s approaching 80 degrees. tuesday sunshine and 80 degrees and then again wednesdays, sunshine and 83 degrees. not only is this high giving us really warm temperatures, it's also keeping the showers and storms that are developing to our west to our west. so texas, louisiana, flooding rain this week, whereas we'll have a nice dry week with high pressure tomorrow morning sunny skies, maybe a light jacket with temperatures in the lower to middle 50s. in the afternoon sunshine will continue, high temperatures warming up quite a bit to right around 79 degrees. 70s all across the tampa bay area. the difference tomorrow is with an easterly wind it will be a little bit warmer along our immediate coastline? we had an onshore wind this weekend. so it was a little cool at some of our area beaches, but some of the warmer air will make it way toward the beaches which is great news for the spring breakers. pollen is pretty high the next couple of days, no surprise there. spring training, lot of good games tomorrow. just about every major league baseball teams it seems is in town, mid-70s with a whole lot of sunshine and your seven-day looking good. sunshine continues all week long. next rain chance will be over the weekend. also next weekend we do spring forward. ahead one hour. so that means more daylight in the evening, of course, darker in the morning. >> you said the next five days are going nowhere, no warnings whatsoever. >> reporter: florida power and light said since the plant was stay back 100 feet, but both men claim there was no indication of danger until it was too late. >> i swam right up to this big building underwater. just all of a sudden i felt a little current and it got a ain't right. >> he got sucked in like a wet noodle and he was gone. >> reporter: what were you feeling at that point? >> instant death. i saw my friend die. >> reporter: he resurfaced in a panic and yelled chris is gone. brittany lekung thought he was joking until she saw his face. >> all i remember was grabbing my son, crying holding him praying out loud. >> reporter: did you think he was gone? >> yes. >> reporter: but deep beneath chris was holding on. >> it felt like i got sucked over a waterfall instant complete darkness and touched around and around and finally got my mask and regulator and got ahold of my light and all you could see was black. christopher was in was 16 feet across about 1/4 mile long and sucks 500,000 gallons of water per minute to cool the plant's nuclear reactors. >> it's about a 4 1/2 to 5 minute ride. i knew something was drawing all this water and all i could think about was these horror movies this, big turbine coming and i'm coming for it, you know. it's going to chop me up and kill me. so i contemplated should i pull the regulator out of my mouth and just die? started thinking about my family, you know. how are they going to survive without me? >> reporter: up above brittany was thinking as well. >> got to get ahold of the power plant. then the turbines came to my mind and then i just lost it. >> reporter: more than 1/4 mile away christopher realizes his journey is about to end one way or another. >> all of a sudden looks like a match out in the distance just the littlest bit of light you've ever see and all of a the sun is shining. i'm like is this heaven? >> reporter: he was still on earth but counting his blessings as he pulled himself out of this reservoir at the plant and spotted an employee. >> i'm yelling help! help! he comes walking over like how did you get in here? i said i came through the pipe and he goes what? >> reporter: tattered and bruised he can think of only one thing. >> i said i need a phone. i got to call my wife. >> reporter: brittany was on the phone with 911. chris left this message. >> hey, it's me. i got sucked through a [ bleep ] pipe. i'm okay. >> reporter: he keeps calling. >> something was telling me to pick up the phone, so i did and it was him. >> she picks up and she just goes hello and i said i'm alive and she couldn't believe it. >> reporter: what a story. >> florida power and light pending litigation which claims negligence for inadequate safety precautions, lekung
