reporter: the nine-year-old girl was walking home from the library when the stranger said he was a cop and tricked her into the truck. she was driven a few blocks away, sexually assaulted before she was released and walked home after the trauma investigators are impressed with the young girl's ability to remember so much about that truck should. to be that observant with everything that's going on, it says a lot for her. really does. >> reporter: at st. mar's school extra pray cautions are in place. the kidnapping happened right by the school. the principal told me extra parents and teachers are now on the playground during recess and that 200 school families were told to talk safety with trust anyone. even fats police officer, because this person posed as a police officer, to make sure that they don't get in anyone's car. >> reporter: police say the attack appears to be random, and that has left many shaken, even with the arrest. >> it is very unsettling that you have to watch for that so closely, and unfortunately this is just one case of many i'm sure throughout the country that has happened. >> reporter: and a search warrant was issued by the stark county prosecutor search the suspect's 2005 ford f-150 pickup. bci is also assisting with that search. we are told the suspect will be moved from the fairfield county jail which is southeast of columbus, and eventually booked into the stark county jail. bob jones, news 5. we turn now to a heartbreaking story unsouth carolina. that's where another american elementary school has become the scene of a shooting. right now we are hearing two children and a teacher have townville elementary school in townville. that's about 40 miles outside greenville. anchor rob powers joins us from the live desk. you have been tracking the developments. >> reporter: we want to let people know the injuries to the kids are not life threatening. that, by the way, from officials down there. but we haven't her anything about the condition of the female teacher as of yet. right now police have one suspected shooter in custody. it is a mother spoke to reporters when she showed up to get her daughter from school who was safe, unharmed after the violence, but her heart broke for the two kids in the hospital tonight. >> i just pray for their families. i pray for those kids. i thank god it wasn't mine. i'm just going pray that they're okay. i don't know if they were my daughter's classmates or somebody i knew. i don't know. i just feel so bad. >> adding another lay tore this investigation there's an old police found a man dead along that road. they believe his death is connected to the school shooting as well. we will continue to monitor this situation and keep you posted as we learn more. flank. right now in elyria a search is underway after two teen girls say a man tried to lure them into his car as they walked to school, this after two similar cases in the city earlier this year. kristin volk is live from the elyria police department. kristin, one of the 15-year-old girls approached today said she's >> reporter: that's right, frank. she told police that shed noticed the man two other times in the last month. once he watched her as she headed home from high school. the other time he called out to her as she headed to school. all three incidents involved a man in a gold or tan suv. two of the times, the girl told police that he had exposed himself. both of those occasions have been here on the third street bridge in elyria. as a black vinld his mid-30s, stocky with a buzz haircut. she also told police she did not know him. and when he pulled up to the two girls today, he told them to get in his car. a week and a half prior to the incident, an elyria woman told police there was a white man peering into a bedroom window here on northwest river road. then back in february, a white man tried to abduct a 10-year- old girl from her bedroom on furnace street. understandably putting parents around here on edge. >> so you can't take your kids outside. you can't walk around alone by yourself. kids can't be kids any more. >> reporter: now, there are no arrests in any of these cases in elyria. and police say that gold or tan suv driven by the man in today's unt has stickers on the back and a busted out rear passenger side window. news five. we are now just 40 days and seven hours away from the presidential election. tonight both candidates are going after voters in swing statements hillary clinton and her one-time opponent bernie sanders are in new hampshire tonight, the two making a joint appearance at a campaign event in durham that centered on college affordability. both candidates will attend another event later tonight. bernie sanders is not the only star campaigning for the democratic nominee. first lady michelle obama hit the trail for clinton ur voters to cast a ballot in november. >> we cannot afford to squander this opportunity, particularly given the opportunity, because we know that being president isn't anything like reality tv. >> on the republican side donald trump campaigned in chicago. he talked about the importance of nato. >> so we want last month to mexico. during that trip he used the president of next co's helicopter. campaign finance experts say election laws likely prohibit the mexican government from pick up the cost of that flight. the trump campaign's august reimbursement to the mexican government for use of a helicopter. the trump campaign has not commented on those allegations. lee. monday night's debate still a hot an elementary scho and a teacher to area hospitals. one of those two students was flown to a children's hospital and is in surgery tonight. the other student and a female teacher taken by ambulance. they are both said to be in good condition at this hour. we also learned the man found dead along the gravel road near the school connected to the shooting. they believe he is the gunman's father. again, a teenager in custody accused of this shooting. we will continue to keep you updated as we learn new information on this incident. cleveland police in the middle of major recruiting campaign. a campaign that isn't as easy it is a used to be. only on 5, dhomonique ricks has spent all day digging into the reasons why. >> reporter: they are doing it on-line, on social media, and even in the form of these flashy flyers. >> got all that? >> reporter: officer frank wolters' dream became a reality three years ago. he says he loves his job, not everyone feels the same way. >>'s hard times nationwide for police officers. >> reporter: applications across the nation are down. >> it has changed considerably. >> reporter: deputy chief wayne drummond has worked for cleveland police for 23 years. >> when i took the test many moons ago i would say it was approximately 5,000 people actually took the police examination, which is quite a bit. >> reporter: cleveland police calls. they assure me the numbers are down. >> it is kind of challenging at times to get the number of recruits that we need to fill classes. >> reporter: reasons? according to some police officers, danger, increasingly tougher standards, and the most common complaint, low pay for the level of rink involved. >> it's about $45,000 coming out of the police academy. >> reporter: compare that to columbus where the base pay is 24,000 more than what is offered in cleveland. >> the dynamics are different. they are a >> reporter: that being said, monday the newest class of recruits, 50 in all, traveled to columbus to begin their six- month academy training. deputy chief drummond says when they return to cleveland they will undergo six to eight weeks of local training before starting a six-month probation period. the deputy chief tells me the community should not be concerned. >> people that think there are issues with the police department, we invite them to >> reporter: in order for the cleveland police department to be at full staffing they need 1,520 people. right now they are 78 people shy of that goal. now, when this new class of recruits graduates, coming up here and undergoes that six- month probationary period that number will bump up to 18 people under that. new at 5:00, government shutdown averted. >> leaders in congress broke their bill held up over differences on how to help people in flynn. it will provide funding for water measures. the bill will keep the government running through december 9th and offers $1.1 billion to fight the spread of vaccine. the u.s. is sending 615 more troops overseas to help iraqi forces retake mosul from isis. the plan reportedly has been under discussion for weeks but president obama and iraq's prime minister just finalized the details. right now there are more than 4500 u.s. troops in iraq. congress just family members of 9/11 victims to sue. this marks the first veto of the president that has been overturned by congress. lawmakers say they were more focused on 9/11 victims and their families than diplomatic relations. all right, mark, are we going to have a soggy evening? >> we're going to have some rain moving in. i would grab ashtabula county. here we have the showers with some embedded thunder. these are the heaviest echoes we have on our power of 5 radar moving northeast, crossing interstate 90, about to over lake erie. so some brief heavy rain. you might even hear a clap or two of thunder. for the rest of the area it is light stuff. it is light rain. it is sprinkles moving up. same for canton. i'm thinking it's hit and miss rain shower activity all evening and all night long with some areas seeing potentially heavy downpours. look at that. after midnight tonight. wet one. 62 medina, 64 in akron. mid-60s now in cleveland. we still have mid-50s, clouds and rain around mansfield much of the day. your hour by hour. watch those temperatures. hit and miss rain with some embedded thunder coming our way for the cybersecurity for their election system. next at 5:00, abusing authority. disturbing new details about how often police officers dig into your personal information without permission. and fighting the heroin epidemic as a major ohio city warns adding something else in the drug is killing people. there is a new call for the state to came in. of massillon where police have arrested the suspect in the abduction and rape of a nine- year-old child. 46-year-old dennis menefee junior of port washington, ohio, was arrested a short time ago. investigators say menefee told the child he was a police officer and drove the child to a parking lot where she was sexually assaulted, beaten, and he threatened her again before letting her go. and major new developments to break news, this out of south carolina. the school shooting at an elementary in townville. that's near the georgia border. three people, two students, were injured. a local affiliate says two people are in good condition. the third, a boy in surgery as we speak. a teenager is under arrest, and we know that his father was found dead at their home. that's two miles from the school. that teen was reportedly home schooled, and police are looking into his ties to the school. the school superintendent just announcing the school will be canceled for the rest of the look at just how much officers abuse their authority behind the scenes. >> police use databases to get information about criminals but an investigation reveals hundreds of officers around the country using those databases for personal vendettas. paul kiska took a closer look at this investigation. paul, this isn't just a problem in other parts of the country. >> well, that's right. this investigation by the ap found hundreds of officers are misusing the computer databases and dozens of here in ohio. >> he just grabbed me by my neck and started choking me, and that was the last thing i remember. >> reporter: alexis can never forget when her ex-boyfriend crossed the line. he was convicted for using police tools to stalk her. >> he could go down to the station. he had keys. he could get on the computer and find out anything. >> reporter: an investigation misusing databases. at least 325 employees around the country were fired or suspended. another 250 were reprimanded. a former nypd sergeant, ron buell, pleaded guilty to selling access to databases. this video shows trooper donna watts chasing a miami cop for driving 120 miles per hour. but her story doesn't end there. officers searched for her illegally finding out where she lived. >> phone calls, stalking, threats. >> reporter: more authorities agreeing that there needs to be more audits of police database searches. >> when they use it with the intention of committing violent crimes against you it's like a wildfire. >> using numbers provided by the state attorney general's office and highway patrol the ap found that ohio officers year period for violating database policies. frank. >> all right. ohio wants to leave low-level felony offender out of prison. one county just got a $200,000 grant. the goal? to continue to ensure public safety while reducing the number of people in prison for low level crimes. those offenders would go to local detention centers or remain under electronic monitoring. police in columbus are warning dangerous batch of hair rough circulating around the city. at least 35 people were treated for overdoses since yesterday. two of those overdoses were fatal. columbus officials say the number of drug overdoses has increased more than 300% from 2013 to 2015. and so far this year, columbus emergency crews have given 1400 doses of narcan, the drug that democratic lawmakers are calling on ohio governor john kasich to confront the ill man just one minute after arriving at the scene. >> and that man has been identified as a refugee from uganda. his death comes with the nation still raw over last week's police shootings of two black men in tulsa and charlotte. here's lauren lister. >> reporter: protests in san diego after an unarmed black police officer there. >> did you shoot him? >> reporter: this comes on the heels of outrage over the police shootings of black men in charlotte, north carolina and in tulsa, oklahoma, where an officer was charged with manslaughter after shooting 40- year-old terence crutcher. in california, authorities releasing this image of the moment before the shooting tuesday, saying the man appeared to be in a shooting stance, though police admit he nod weapon. >> the male rapidly drew an object from his on pocket, placed both hands together on it and extended it rapidly towards the officer. >> reporter: one officer tasering the victim, another opening fire with a handgun. and this facebook live video purports to show the aftermath. the woman crying claims she is the victim's sister saying she had called police to help her brother. >> why couldn't you tase him? i told you he's sick, then you guys shot him! >> reporter: police say they were responding to calls of a man who was not act like and claim he refused multiple instructions from officers. local activists calling for
