Fernando welcome to matter of i m fernando espuelas. Pandemonium in the Republican Party as the establishment realizes they may have been wrong. Mitt Romney Donald trump is a phony, a fraud. His promises are as worthless as a degree from trump university. Fernando donald trump appears to be the likely nominee. Donald trump mitt is a failed candidate. He failed. Fernando his campaign is harnessing the anger against the establishment. It is an anger that focuses, in an unsettling way, on the immigrant groups and marginalized populations they see as threatening the american way of life. Today our guests discuss the movements they stand against and the conservative principles they stand for. First safeguarding elections . Or suppressing the vote . November will be the first general election since the Supreme Court overturned a key act, and a real test of voter id laws currently on the books in 33 states. Matter of fact correspondent Diane Roberts looks at the controversy it has created. Diane 33 states have voter id requirements. 16 of them require a photo id be shown before you can cast your ballot. Needed is at the heart of the controversy about whether the right. Every state is different. From texas, where a concealed carry handgun permit photo id is allowed, but one from a State University is not, to some people and minorities can t or otherwise don t have one. Georgetown law professor michael t. Kirkpatrick has spent 23 years in Public Interest law,. Said anybody s voting right or constitutional rights. It is really, how is the particular state doing it, how restrictive is a, and how many alternative forms are acceptable. Diane voter id laws in at least a half dozen states are in court. A challenge to virginia s law went to court monday. Kirkpatrick says that with appeals, the cases could take years to decide, so many people in the 2016 voting cycle will exercise their constitutional right. Ultimately, they could be decided here at the Supreme Court. In washington i m Diane Roberts. ,fernando i am joined by ken cuccinelli. He is the former attorney general of virginia. Sir, welcome to the program. Ken good to be with you. Fernando thank you. You ve been a big advocate for voter id laws. Have you ever found a case of voter fraud . Ken oh, yeah. I mean, as attorney general that was one of the things that we dealt with. Of voter fraud cases and there are 3 parts to fraud analysis. One is registration. One is the actual voting, do you t you, those kinds of things. And the third is enforcement, when you do have problems. And s. And there is, i find, an overwhelming focus on the voting, voter id, and so forth. But, in virginia, by way of example, we have very little resources dedicated to enforcement, very little, and also there is very little policing of honest registration. So while everybody focuses on bringing that id into the polling place and the debate about how one feels about that, i think it s important. Fernando it s been studied lower the participation of if you re saying the problem is registration, why create a law that actually lowers s be careful. I m saying there are three areas we need to address. I m not saying there is only one problem. Fernando the Brennan Center has studied voting for ten, fifteen years, millions of votes. The biggest problem seems to be confused people that think they are registered to vote in one place, but vote in someplace else. Ken that is an issue, yes. Fernando only republican governors and attorney generals and legislators have passed these voter id laws. Isn t there really another purpose which ken absolutely not. I know where you re going and that s b. S. There absolutely is not. A majority of every segment of the population in virginia supports voter id laws. Fernando but that s a different point, right . Ken black voters support voter id laws. Fernando that might be the case, but nevertheless, it dips the participation on certain groups that tend to vote democratic. It s quite a coincidence. Ken i just don t accept that. I have never observed that. Now, my experience is overwhelmingly virginia. Places, but we re one quarter african american, we have a substantial asian and a substantial Hispanic Community that. Fernando well, it actually has been proven that it does lower participation for those groups. Why would virginia be the anomaly, you think . Ken i think virginia is necessarily set up to be an anomaly. Of course, virginia is different in the way other states are. When we set up our voter id laws, and it wasn t that long ago, one of the things that was put in place at the same time was a free mobile opportunity to get an id, so any one can get one for free, and if they have transportation or mobility issues, the department of motor vehicles, who is responsible for this in virginia, will come to you. Fernando this is a construct, a political construct, that sounds to a lot of people, and based on lack of statistics, sounds like it s a political problem not really a criminal problem. Ken well, there s no policy issue that doesn t get played out in the political arena. So let s not cheapen fernando addressing the political need to repress the vote, which by the way ken there is a political need to increase voting. Fernando how could it possibly increase voting by creating a barrier . Ken by creating confidence that your vote actually matters. There are fernando is lack of confidence really the major driver of why people don t vote . There is a lack of interest. Ken there are people that are disaffected and believe they have no impact. They believe that government doesn t care about them, that government disregards them and that includes their vote. And so there s no single Silver Bullet to any of this and i m not suggesting by any means that voter id requirements are any kind of Silver Bullet to block fraud. I just told you i think the biggest area of fraud is in the fernando right, but that Registration System does not impact turnout but this law does. Ken and it operates the way you want it. People show up and sign up and yet that s where we have the most fraud. We did have numerous instances in the legislative process, we only see a couple, these were not my bills, but the evidence was brought forth in the legislative process, that john smith would show up toward the end of the day and someone had already signed off john smith s it s not like we videotaped people coming there and so, at that point, how do you enforce it . And what is the real john smith, who can prove who he is, what can he do . He doesn t get to vote. He s been denied his vote. Fernando well, we ll have to leave it there. Fascinating topic. Thank you so much. Coming up, a democratic sheriff, making his point. I m talking about slums, and the ghettos. It isn t the police use of force. Confronting the black lives Matter Movement . Then, evangelicals facing a crisis of faith. They would not be able to vote in good conscience either for donald trump or hillary clinton. Will their values keep them i m not stupid. I know how this process works. Fernando milwaukee sheriff david clarke, a 37year Law Enforcement veteran, has been an outspoken critic of the black lives Matter Movement. He joins me now. Sheriff, thank you so much for joining me today. Sheriff clarke my pleasure. Ve been a critic of the black lives Matter Movement. What do you think is wrong with that movement and what is your criticism specifically . Sheriff clarke well, first of all they re attacks on police that have no foundation. There is no Empirical Data or research to suggest what they are claiming and i m here to defend the American Police the Washington Post did an indepth look at police use of force data and they couldn t find anything out of the ordinary. So the thing that really bothered me from the beginning is that this whole movement was, i think, it fraudulently came about. But when you look at the things that really plague black america, the black community, i m talking about slums, and the ghettos. It isn t the Police Officer use of force, which is an anomaly, thank god, but it s the black crime and they want to just dismiss that behavior and some of the other pathologies that are selfinflicted within the black community and they want to focus and they ve identified the police as the target. And that s where they want to direct all of their vile, their viciousness. They try to promote violence and hate in the name of virtue and i just think that s horrible. Fernando so, at the same time their own study, and they found that African Americans are 2. 5 times more likely to by shot by police than other groups in our society. Do you think there is no basis for that claim . Sheriff clarke black men, unfortunately, are disparately represented in terms of being perpetuators of crime. That s what s going to draw the attention of the police. That s what s going to draw the interaction with the police, and when you have more interactions, from time to time, you re going to have bad outcomes and so they put anybody who has done this, has put that into the equation, it usually levels out the disparity. Fernando so what is the . You obviously have a national profile. How to these disparities get resolved . Have to be resolved, changing the School System . Things. I don t call them solutions. But if they are all working in concert at the same time. Schools, better neighborhoods, more adequate housing, meaningful jobs, better lifestyle choices by the black start raising your kids. An inhome father, for being engaged even if you are not inhome. Meaningful jobs,this thing can be turned around. Fernando sarah, you are here for cpac, one of the most conferences in the country. Yet you are a democrat. Why are you there . Are you being in some way used, as sort of a democrat that has crossed over . What is your motivation . Sheriff clark nobody can use david clarke. I don t belong to the party. I am a conservative. That s an ideology. And i think those two things are compatible. So when someone says you re a democrat but you re at a conservative convention, it s like the two things are mutually exclusive. They re not. Fernando if sheriff clark chooses clarke chooses to run again, he will be up for reelection in two years. Up next, the battle within the religious right for who represents their values. When christian conservatives went to the polls on super tuesday, many in the Republican Party had hopes that evangelicals would stand in his way. But the exit polls proved otherwise. They voted, and in large doctor Russell Moore is president of the ethics and religious Liberty Commission of the Southern Baptist convention. Welcome to the program. Dr. Moore thanks for having me. Good to be with you. Fernando you recently wrote that you hate the word evangelical, or that you are starting to hate that word. Why . Dr. Moore well, i don t hate the word. It s a beautiful word rooted in but i m becoming, i found myself kind of unintentionally not referring to myself as an evangelical when people ask and calling myself instead a gospel christian. It s the way the word is being hijacked this election season. Fernando how is it being hijacked . Dr. Moore well, i think in some ways, some secular people tend to think of evangelical as a political term. It s a voting bloc that people take into account before and after a South Carolina primary, or super tuesday or as we re looking toward the general election. Also because we ve had some evangelical leaders that have hijacked the term this year in ways that actually subvert the gospel, so s talk about that. Who are you referring to . Dr. Moore well, we ve had several leaders who will stand up and defend candidates. These are the same evangelical leaders who have said for years that character matters, who are now saying characters doesn t matter when it comes to candidates that are of their party. I find that very disturbing. Fernando donald trump seems to be the least evangelical of the candidates, if i can say that. Certainly his style life doesn t show that kind of value system that the evangelical movement espouses. Why do you think some very highprofile leaders like falwell jr. , but more importantly voters, are dr. Moore when you look at how evangelicals are voting, if you church going evangelicals and people who simply selfidentify as an evangelical, there s a clear difference on that. Fernando meaning that people supporting trump . Dr. Moore are the least supportive of the trump so if you don t make that differentiation, if you didn t differentiate registered voters and those who aren t registered to vote, then you have a very bad poll, if you don t differentiate between churchgoers and nonchurchgoers, then you don t really have a feel for where religious identified people are. Fernando do you think ultimately as we get to november if mr. Trump is a candidate, he will be able to get the evangelical vote . Dr. Moore well, that remains to be seen. All i know is that i am receiving every day calls and texts and conversations from evangelicals all over the country who are telling me that they would not be able to vote in good conscience either for donald trump or hillary clinton. And so what that looks like, i don t know. Fernando the university of Virginia Center for politics notes that white evangelicals voters will continue to dominate in the gop primaries. The debate draws our attention to the problem of leadcontaminated Drinking Water in the city of nearly one hundred thousand mostly poor and minority citizens. And to the estimated 8,000 children under the age of six who may suffer brain impairment ll leave it to a federal investigation to determine whether the problems were covered up or whether leaders were slow to respond. For me, the crisis in flint is a reminder that we must demand more from our leaders. It is also a warning that it is time to address the larger issue of the nation s aging infrastructure. Last week, mississippi leaders cautioned pregnant women and Young Children in the city of jackson to refrain from drinking unfiltered tap water because of the high levels of lead.
