midmorning hours and warming up into the mid-70' s. we are talking about a fabulous forecast for central florida. melbourne was coming in at 60 degrees. in orlando, we are looking at 51 degrees and we also have some patchy fog. coming into work just an hour or two again, -- ago, there were just a few wisps, but we are getting decreased visibility and patchy fog in the forecast and reduced visibility on the roadways. cara: thank you. we begin with breaking news on a crash in orlando. all lanes of curry ford road are shut down because of a deadly crash. detectives closed the lanes after they say one person died in the crash. curry ford will remain closed from semoran to dixie belle for several hours. we will let you know as soon as they reopen it. this morning, we are now hearing from the husband of an orange county deputy who was run over by this teenager during a traffic stop. sergeant marcy pearce tried to arrest 15-year-old jancarlos ortiz on burglary charges yesterday morning near 436 and colonial drive. but investigators say he tried to drive away. sergeant pearce was in the car' s path and landed on the hood. smalley says he' s amazed she was released from the hospital so quickly. >> when she came to she didn' t , know where she was, she didn' t know what was going on, she' s sitting in the middle of the street, she knows there' s blood everywhere. i don' t think i could have done this myself. cara: ortiz is wanted for attempted murder on a law enforcement officer, adding to his already violent criminal record. if you know where he is, call crimeline at 800-423-tips. time now is 5:03. a high school history teacher in lake county, accused of having sex with a student, will go before a judge today. police arrested marshall jungreis at his home yesterday afternoon. detective say they interviewed him on thursday where he admitted to being with the student but denied any sexual activity. officers say he met the student through an adult website. the victim told police jungreis picked her up in november and school, where they had sex. he is being held in jail without bond. new from overnight, orlando police are investigating a stabbing that sent a security guard to the hospital. investigators tell us it happened at a vacation lodge hotel around 10:00 last night. that' s on south orange blossom trail. the guard is expected to survive. violent crime scene unit is on scene investigating. as soon as we learn more, we' ll bring it to you. this morning, one of the suspects accused in a deadly mass shooting inside an orlando night club is out on bond for a second time. this is video of 21-year-old jose lopez being taken to jail on thursday. he has been arrested twice in the glitz ultra lounge shooting from earlier this month. lopez has been charged with firing a gun inside the club. luis cruz nazario was also arrested yesterday. he is now charged with attempted murder. 10 others were injured. now to commitment 2016, voters will make their voices heard in south carolina in today' s republican presidential primary. wesh 2' s adrian whitsett is in greenville with a look at what we can expect. adrian: today is primary day in south carolina, the first in the south primary, and we saw a little bit of everything on friday during the campaign. we saw a robo calls from one campaign, from another campaign talking about the confederate flag. we also saw a lot of candidates talking about dirty politics, but really it was a call from candidates to voters trying to secure these lucrative natural delegates -- national delegates. jeb bush tried to persuade voters to his side. >> we need to create a 10th amendment presidency where we shift medicaid back to the the states, education back to the states across the board. adrian: rubio also spoke of the 10th amendment that limits government powder -- power and leaves it up to states. his clemson event fell short when someone needed medical attention. rubio prayed and thanked those who showed up. >> adrian: as we have continued to see, the top two in the polls have continued to go after each other. >> even marco rubio said, he is a liar, and when a politician says another politician is a liar, i never heard that before. adrian: ted cruz saying that he would side with israel and not remain neutral. this race will be decided friend to friend, neighbor to neighbor, pastor to pastor, south carolinians to south carolinians. adrian: ted cruz is attending justice scalia' s funeral and then coming back to south carolina for his primary night party. the latest polls showed ben carson in dead last with john kasich right in front of him. there are still a lot of questions, namely will marco rubio and jeb bush do well enough to actually morning, apple is taking heat from the justice department for not following a judge' s order. a judge ordered the company to unlock the i-phone of one of the san bernardino attackers. but apple says the order could hurt the privacy of millions of customers. now the department is saying apple is designing its products to allow technology, rather than the law, to access critical data. a hearing is set for march 22nd. new this morning, the white house is hoping mentors will help stop students from skipping class. the obama administration announced plans for the success mentors initiative yesterday. the programs goal is to connect more than 1 million students, who miss a lot of class time, with mentors who will keep them in class. it will begin with students in grades six through nine in low-income school districts. trying to figure out what lead to this intense scene at the tymber skan apartments last night. we' re told between eight and $10 -- eight and 10 units at the troubled complex were damaged , but none of them were occupied and no one on scene was injured. most families were forced out of tymber skan months ago when water was turned off to the apartments because of unpaid bills. a local family calling for justice following the death of two brothers in orlando. shots were fired at a metrowest condo complex on super bowl sunday. 34-year-old antonio shay jones and his 16-year-old brother christian were both killed. police say it was not a random act. the family believes somebody knows who did it and they' re asking for information that can lead to an arrest. >> welcome back, 5:15 now. a new court ruling is now in effect saying those red light ticket citations are illegal. but it doesn' t apply to every driver. wesh 2' s matt lupoli tells us how the new ruling affects you. >> you know nobody' s happy when they get one of these tickets. matt: attorney kelli hastings wasn' t happy about her own red-light ticket, so she took it to court. >> like a lot of people citizens , in orlando, it feels like there is something inherently wrong with these cameras and the more i look into it the more i' m convinced that there is something wrong with it. matt: hastings argued that the current practice isn' t lawful, since an out of state company, american traffic solutions, reviews red light tickets then decides which recordings to send off to the city of orlando. a circuit court judge agreed, saying it' s a misuse of power and and a violation itself of florida law. orlando city officials disagree with that. the city maintains the court' s opinion only applies to this case, saying in a statement " it just dismisses this individual' specific violation." wesh 2 legal analyst richard hornsby says that interpretation, stops short of the ruling' s real affect. >> going forward any red light , tickets issued recently are subject to dismissal. the city of orlando is going to have to go back to the drawing board to determine how they issue these red-light camera tickets. the most important thing is that they are going to have to have someone employed by the city of orlando police department reviewing these red-light infractions and issuing these infractions from the very beginning. >> i' ve been telling people for a long time not to pay them and to try to argue this police power issue and now we have a lot of fuel for that argument now that we' ve got this precedent. cara: that was matt lupoli reporting for us. hastings says she hopes this issue will soon be decided by florida' s highest court, that way, a blanket decision can make the law clear for municipalities. new sanctions against north korea are now law. president obama signed off on the regulations thursday. s regime, after launching several nuclear and missile tests. the measures freeze the assets of anyone doing business related to north korea' s nuclear or weapons programs. new details on the flint water crisis, officials say the new lead-removal filters are working. the u.s. environmental protection agency says new water samples confirm it. the agency still recommends flint residents use filters in their homes. pregnant women and kids under the age of six should stick to drinking bottled water. the first case of the zika virus is now officially confirmed in orange county. it' s one of two new cases confirmed yesterday by the florida department of health. it brings the total number of zika cases to 26 in the sunshine state. all are travel-related. the mosquito that carries the zika virus is in florida but so far, no one has contracted the virus here. right now, work is being done to develop a safe and effective another virus going around right now. orange county health officials say cases of the flu have doubled in the last three weeks. last week, four and a half percent of emergency room and urgent care visits were for the flu. that' s up from this time last year. officials say these are considered moderate levels and are expected for this time of year. experts recommend washing your hands often and getting the flu shot if you haven' t already. >> the flu is the worst you' ve felt maybe ever in your life, for about 10 days. do you really want that? or do you want to get a flu shot? cara: the centers for disease control says flu activity peaks in february and can last into may. amtrak is looking to expand its service with possible stops along the florida panhandle. the route takes passengers from yesterday, amtrak officials checked out the tracks near panama city to see which places could benefit the most from possible stops. this morning, these puppies are safe and sound thanks to miami fire rescuers. firefighters pulled the pups from a burning apartment building. the dogs suffered from smoke inhalation but crews did their best to save them. >> seeing that they were in severe respiratory distress our , crews started using the pet masks that we keep on the trucks and started administrating oxygen and actually starting to treat these puppies, trying to save them. cara: the dogs are now doing ok, but officials say four more puppies are still missing. over to the weather now, there are some areas of low there is that take cloud deck -- big cloud deck over the atlantic ocean. it will begin to break up into the afternoon so we are not looking for a lot of cloud cover. it is that southeast wind that criminal history. although he' s only 15-years-old, he' s built up a lengthy rap sheet. he has seven charges in orange county alone in the past few months. ortiz was busted for burglary last september. less than a month later, he was arrested for grand theft and aggravated assault on a law enforcement officer. and just last month, he was taken in for car burglary in osceola county. he was one of four teens busted in that case. we' ll continue to cover the ortiz on air and online. check the wesh 2 news app for up-to the-minute reports in the palm of your hand. this morning, detectives are waiting on permission to drain a retention pond, where they believe they might find the body of a newborn girl, known as baby willow. detectives spent much of yesterday looking through the pond, not far from where they found the placenta at the willow bend apartments in orlando. divers pulled out plenty of weeds, garbage, and other vegetation, but found no sign of the girl. police say, susan richardson gave birth to the baby girl sometime on monday, but has not told detectives what happened to the infant. investigators say, they have found more human remains in the woods off u.s. 92 and red john road, west of daytona beach. the discovery was made yesterday. this comes after a surveyor found part of a skeleton on thursday. the search is on hold until next week, because deputies need all the thick brush. happening today. a local group will gather in front of orlando city hall in support of a new york police officer, convicted of shooting an unarmed man. it' s part of a peaceful nationwide protest by the asian , pacific islander american public affairs association. they claim, officer peter liang was not properly trained for his patrol in 2014. liang was patrolling a stairwell, when, he says, he unintentionally fired his weapon after being startled. a man below him was shot and killed. the group says, his death was a tragic accident. now to commitment 2016. today, information this morning about the dommed cargo ship el faro. the new finding says, boiler parts were severely damaged. a director with the ship' s owner testified during a coast guard hearing that at least 300,000 have been. for any drone owner that has not yet registered, a hefty fine michelle imperato explains. michelle: today is the day that drone owners need to get squared away with the federal aviation ministration. >> it is a way for them to keep a tab on drone owners. basically, anyone who owns a drone over half a pound have to register. michelle: it is a simple online process. users pay five dollars for a three-year registration, and they are presented with safety guidelines. >> we want to raise safety awareness. for many operators, they may not be aware of what the rules are. michelle: the faa also has a nap called "before you fly/" it shows the flying rules wherever you are. even small drones can pose potential problems. the faa hopes that education will help prevent collision with aircraft. also they hope to prevent not registering your drone could mean some not so fun consequences. >> your total penalty is $27,000. a total fine of $250,000. there are some are precautions if you do not register the drone. michelle: the registration is for drones purchase before december 20 -- 31st of last year. if you receive one for christmas, you are asked to fill out that registration before the drone takes to the air for the first time. cara: those things are so popular. it seems like everybody has one. dave: there was one hovering around my backyard for about nasty situation up in that area. there are those clouds, just offshore. they are pushing towards the coast line, so the coast of committees will see more of the cloud cover. we have some warmer temperatures, mid-to-upper 74 today. our next couple of systems will begin to move in, on tuesday into wednesday. that is when we will be talking about rain for central florida. on wednesday and thursday, we should have a decent cooldown. in your neighborhood, most of us are looking in the 70' s today. we will see mostly cloudy skies in a couple of locations. overall, a rather nice forecast for central florida. again, on wednesday, that is when we' ll see some rain and thunderstorms. behind that though, a nice forecast with some increasing cloud cover over the next couple it will be a
