news first brought you footage monday of the january 16th shooting, in which officers said they feared they would be run over when they fired on the teenage driver. information about the use of force last year, and as wesh 2' s greg fox tells us, body cameras will be on more uniforms this year. gail: -- greg: as you can see, police risk their lives protecting you, daily. just as orlando officer will anderson did when he was run over last july, before wounding the driver. chief mina: our officers were battered or assaulted 234 times just last year. and we used force 515 times last year. greg: police chief john mina reviewed the agency' s use of force in 2015, a year that included, two officers shown on video kicking a handcuffed man outside a downtown bar, and prosecutor' s office. a year in which police were involved in five shootings. two people died. in all cases, the officers were cleared. more and more incidents of police force are being captured on body cameras, and this year the city is spending $500,000 on chief mina : this will also hold some of the difficult people we deal with accountable as well. everyone behaves better when they know they are on camera. greg: but it' s not a perfect system. this is officer james wilson taunting and attempting to arrest terre johnson last august for sitting on public property, the curb. his body camera suddenly shuts off but in cell phone video seconds later, you can see wilson and johnson fighting. a jury last month acquitted johnson, and wilson' s actions are under internal review. >> officers will be held accountable if they are found to have violated our policy or the law. greg: to improve officer training, to avoid physical confrontations, and to build trust in the community, the department is going to be adding simulation training like this, later this year. this is video from goldstar training, and the purpose is to provide more realistic scenarios in which officers have to react with either lethal or non-lethal force. the chief expects every officer on the street to go through this stewart? stewart: thanks a lot. the second of two twins involved in a brazen and deadly shooting at 436 and i-4 took a plea deal today. christopher rodriguez will spend the next 45 years behind bars for his role in the deadly confrontation. rodriguez plead guilty to second degree murder and cocaine possession. this all stems from the 2014 drive-by killing of tevin davis on state road 436 in front of the altamone springs best buy. today in court, the victim' s mother gave a tearful testimony , telling rodriguez she forgives him and his brother. >> i have a lot of work to do him a me in the family. stewart: his twin brother, manuel, was convicted of first degree murder back in october and was sentenced to life. meredith: a brevard county man is charged with fraud and theft after investigators say he took advantage of a quadriplegic patient. palm bay police say 25-year-old jeremy kish is seen here going using the victim' s debit card to withdraw money. police say kish visited the patient' s apartment with the patient' s caregiver, and managed to get the card and pin number when he agreed to go shopping for the victim. police say he then used it at least five times to withdraw close to $1300. we have new information on the two people found dead in a burned out mobile home. detectives are now calling the incident a murder-suicide. they say 47-year-old darrell lee rogers shot and killed his wife, 72-year-old jean marhefka-rogers inside their home on primero drive. they believe he set fire to the home before turning the gun on himself. stewart: tonight an orlando man is in the hospital recovering after being shot by a suspect. according to deputies, the victim confronted two suspects who were trying to break into his car near his town home. wesh 2 obtained surveillance video of the suspects and the victim. as michelle meredith reports, the neighbors can' t believe this has happened to such a well liked family man. michelle: in this surveillance two gun shots, the moment when one of the suspects fired at the victim. then you see the victim running, running back home to get help, . neighbors tell us he left a trail of blood. this man says he knows the victim well. he did not want to be identified. >> it must have been the supernatural work of god to run back from where he was shot back back to his house, and from what i' ve heard from the neighbors he had this sense of calmness on him. michelle: it all started around. 11:30 tuesday night in this quiet townhouse community called moss park. the neighbors tell us the victim has his car parked just about right here. investigators tell us he saw two suspects trying to break into his car, and he confronted them he ran after these guys. >> he' s brave guy he' michelle: in the surveillance video you can see the two , suspects appear to be walking away. you can see them from two different angles. and from two different angles again, you see the wounded neighbor run for his life. >> this is just horrible it is something you don' t want or would every think would happen in your community. michelle: while investigators work to identify the two suspects the neighbors work to , help their friend and regain a sense of peace in their community. stewart: investigators say the victim has non-life threatening injuries and is in stable condition. meredith: the woman charged with attacking a brevard county deputy is out on bond and the man charged with helping her, remains behind bars. the deputies were trying to break up a domestic fight between skylar francis and courtney johnson. they say francis pulled out a baton, and started fighting back. deputy michael hriciso was hit several times in the head. he had to be airlifted to holmes regional medical center. deputy marie skinner was also taken to the hospital. both of them are expected to be ok. stewart: there' s new hope tonight for a solution to the in daytona beach making their home in front of the volusia county administration building. last night, police made three arrests for open alcohol consumption and domestic battery among the homeless population. this afternoon, city leaders and an advocate for the homeless spoke about starting a search to find a 100 bed building big enough to move this population away from the front door of the building where county employees and citizens are trying to do business. >> we have got a couple of agencies throughout this part of the community, and we are going to work with them. stewart: an advocate known as pastor mike says he' s optimistic about the idea but still plans to protest the lack of housing for the homeless this week-end outside the rolex 24 at daytona international speedway. meredith: tonight deputies say , they busted a winter park man operating a grow house in his home. seminole county deputies say on a tip from a duke energy loss prevention investigator, they found 74 plants, big lights and a watering system inside the they arrested 32-year-old luis luciano and charged him with the cultivation and distribution of marijuana. drivers scribbled to get out of the way when a wrong way driver comes in speeding toward them on the beach line. stewart: why troopers say he had no idea he made a wrong way turn. meredith: torrential tuesday had no idea he was driving the wrong way. stewart: we have dash cam video wigham to come to a stop. he had been driving against traffic for almost eight miles. two separate accidents were caused by other drivers swerving to avoid him, but no one was seriously hurt. >> he knew he was going home, when that you were asked him where he was going, he asked home. knew his name, but couldn' t answer some other questions, so really a sense of a senior driver that mentally did not have all awareness of what was going on. stewart: troopers say wigham' s is being referred to the department of highway safety and motor vehicles for a re-examination for his driver' s license. meantime, his family assured troopers that he will not drive. the state attorney has decided not to file charges in connection with a shooting scare that sent people fleeing from a disney springs restaurant. christmas night, someone thought they heard gunshots during an argument at bongo' s cuban cafe. employees and customers ran for cover, but it turned out that no weapon was ever fired. it also turned out it was just a guest who got into a fight with managers over wait times. discrimination in jobs and housing based on sexual orientation will be heard next week in the state senate judiciary committee. it would be the first time the proposal has gotten a committee hearing in roughly a decade. but now, legislative leaders appear to be warming to the idea. the sponsor is optimistic, even thought the hearing has already been postponed once. >> i don' t believe it is the intent to kill the bill overall. it will be heard, and i have a promise of the vote now. if next week comes along, and the bill is not first on the agenda, and we do not have a vote, i may feel differently. meredith: the bill is backed by corporations like florida blue and disney, who say businesses lose $362 million a year due to the lack of lgbt workforce protections. stewart: much has been said about el nino and the extra rain the weather pattern has brought to us locally. that rain has interrupted more than a few outdoor activities. including the work on the $2.3 billion i-4 ultimate project. wesh 2' s dave mcdaniel investigates weather rain delays more expensive. dave: a sloppy day can mess up traffic, ruin your sunny disposition, and bring heavy earth moving equipment to a standstill. david parks: basically where guys were going to be digging around in the muck and the mud, we' ve scheduled until later in the week. dave: work which did not happen on the i-4 ultimate project today included, pile driving, earth moving, drainage work, wall construction, and utility work. normally a road builder is paid a certain amount to be done at a certain amount of time. but if there are rain days involved, he' s given a little extra. not this project. this project is expected to be completed in just over six years as planned. dave parks: there is no opportunity to add weather days at the end of this job, when the contract is up, the contractor has to be done. dave: which means overtime, extra shifts, whatever it takes, at no extra cost. the contractors made their bid and they have to cover any and , all costs. normally january is part of the dry season. lost work days are unusual but el nio has meant nearly 4.5 month, more than double the normal. but so far, more than 4 inches below a
