it happened. the road has since re-opened. >> it' s an unfortunate incident and we all know it was wrong. ,stewart: marion county sheriff chris blair speaking out today, after seeing a video of his own deputies, beating and kicking a man. just yesterday, the news broke that federal civil rights charges had been filed against some of those involved. meredith: wesh 2' s dave mcdaniel was at the press conference where the sheriff defended his agency, and his own actions. dave? dave: the sheriff stressed that every use of force is automatically reviewed. and if policy' s not followed, it' s addressed. and in this case, in the eyes of the federal government, laws we have nothing. saw this video, a man being hit, ground, a man who appeared to be giving up. >> stop resisting. the deputy' s body camera telling derrick price to stop resisting. blair suspended all five and called in the state to investigate. chris blair: i was saddened by it. also i was upset by it. i can just tell you i did not leave that desk from where i viewed that video. i immediately made a contact with the florida department of law enforcement, that' s how strong i felt that they were way outside the line. dave: four deputies quit, jesse terell was fired. cody hoppel, adam crawford, james amidei, and travor fitzgerald have already pleaded guilty to violating the civil rights of derrick price, either by striking him, not stopping others from hitting him, or for not telling the truth about it. blair says this is not what his department' s about. chris blair: we' re not going to let the actions of these individuals destroy the reputation of the marion county sheriff' s added more civil rights training, even though he feels his men and women know right from wrong. chris blair: there' s no institutional problem here at the marion county sheriff' s office, this is an isolated incident. dave: we reached out to derrick price and his attorney said in a statement, mr. price is satisfied with the efforts of the federal government to address the law enforcement conduct depicted on the video footage, and that mr. price and members of his legal team urge everyone to use restraint and peacefully await the outcome of the federal proceedings involving the law enforcement officers. now, four of the former deputies are awaiting sentencing in federal court for excessive force. as for tyrell, he was indicted yesterday to his case is just beginning. live in marion county, dave mcdaniel, wesh 2 news. stewart: investigators have released new surveillance footage, showing zenaida gonzalez shopping with a credit card, allegedly stolen from a you' ll remember gonzalez is the same woman who filed a defamation lawsuit against casey anthony. she was arrested yesterday. guest a at motel where gonzalez worked, and say gonzalez and her boyfriend stole the card from the rented room. deputies say the pair then spent $850 at surrounding stores. wesh 2 has learned gonzalez worked at the hotel cleaning carpets. the victim was staying there while he was getting treatments at the hospital. >> they did take that credit card during the time he had been hospitalized, and the entire time he was in the hospital, they were out spending money on the credit card. stewart: wesh 2' s bob kealing tracked gonzalez down today. she would not comment on the charges that she is now facing. meredith: a proposal to make medical marijuana legal in florida will once again be on the ballot. just a short while ago, the central florida attorney, leading the charge spoke out about the issue, and his hope to change the state' s amendment. wesh 2' s michelle meredith was there, she joins us live with more. michelle: the opportunity for marijuana legal is back. the amendment is back on the november ballot. in a crowded news conference, attorney and advocate john morgan announced he' s got the signatures needed, 693,000. john morgan: we are really talking about, for the most part, illnesses and injuries where people are fighting for their lives. michelle: morgan says he knows why a similar amendment narrowly failed in 2014. says this amendment is more specific. he' s closed the loop holes. john morgan: we' re talking about cancer, paraplegic, we are talking about -- i said lou gehrig' s disease, we are talking about the std, which veterans benefit in a huge way. -- ptsd, which a benefits veterans in a huge way. medical marijuana got opposition from law enforcement. morgan says he thinks he will get less push. morgan says another mistake he young people. he says he orlando. the city' s fire department responded. crews tell wesh 2 it all started when a family of four woke up feeling sick, and went to the hospital on their own. it was discovered that a construction crew left a generator in an empty unit running when they left for the day. the rooms were ventilated and eventually everyone was allowed to return. code enforcement will now investigate. a seminole county deputy, who used to work in the county jail, could lose his state certification. after he was arrested. michael ryan was charged. investigators say he recorded phone conversations between his co-workers. he was allegedly trying to catch them complaining about their jobs. he has been fired from the department. the case has been forwarded on to the state board responsible for investigating officer misconduct. no word when a decision will be made. meredith: the port orange man convicted of attacking a 12-year-old girl on the campus of silver sands middle school, will spend the next 25 years behind bars. jayzel hendrieth, seen here after his arrest in august, pleaded no contest to charges of kidnapping, attempted sexual after he gets out of prison, he' ll have to spend the next 20 years on sex offender probation. police say hendrieth followed the girl onto campus, grabbed her, threw her to the ground, and sexually battered her. a custodian stopped him. hendrieth' s family says he has mental issues. a security guard at a disney hotel has been arrested and charged, after orange county deputies say they caught him during a theft sting. edward cespedes was arrested yesterday. the undercover operation was held at the wyndham lake buena vista. deputies say they caught cespedes taking $500 they had left in a wallet on a nightstand in a room. the sting was prompted by a recent wave of similar thefts at the hotel. cespedes has not been charged in those crimes. stewart: we are following a developing story from paris. two people are being held by police after a man allegedly tried to bring two handguns into disneyland paris. so far the names of those arrested have not been released, but wesh 2 has learned the man with the guns is a 28-year-old. nbc' s ali arouzi reports. arrested a man carrying two guns paris. on the watchlist. carrying some ammunition and the koran. his bag set off the metal detector at the hotel new york outside the paris resort. a female companion is also reported to have been arrested, but she is not believed to have been armed. this is sure very nervous here. they are not treating it as a terrorist-related incident, but it is still head to break, a look at the challenger tragedy. today marks 30 years since the entire crew of the shuttle was killed when it exploded just moments after lift-off at cape canaveral. on board was a join the mission, a chance to back out. she said her husband stressed the danger of space travel to his entire crew. he apparently wanted them to know that the possibility of never returning to earth was real. >> he felt responsible for all the ten finalists in the teacher selection, and chose himself to fly to washington dc to meet with them. to tell them that it wasn' t just a commercial flight, that it was a real experience of a test vehicle that they were going to fly, and that any of them could back out now if they wanted to. meredith: mcauliffe' s backup, barbara morgan, eventually became a full time astronaut, and completed christa' s mission tonight, wesh 2 is following a bombshell announcement from the world health organzation. it says, over the next few years, it anticipates millions of cases of the zika virus. stewart: it' s being spread by mosquitoes in south america. but wesh 2' s amanda ober looks at the impact here in central florida. amanda: with the world health organization sounding the alarm about the rapid spread of the zika virus, health officials here in central florida are preparing for it' s possible arrival. of the 20 confirmed cases so far in the u.s., three have been in florida, but all involved international visitors who did not aquire the virus here. dr. frederico laham is the medical director for infectious diseases at arnold palmer hospital. he says at this point, the only real concern is for pregnant woman who travel to any of the more than 20 countries where there have been significant outbreaks. zika virus has been associated with a number of newborns being born with small heads. it' s called microcephaly. women who are pregnant or might be wishing to become pregnant should avoid as much as possible travel to these areas where there' s an high incidence . amanda: dr. laham says it' s important to know that zeka is spread only by a specific species of mosquito and not human to human contact. potential symptoms include fever, body aches, rashes. doctors say only about 20% of those infected actually develop symptoms. amanda ober, wesh 2 news. stewart: wesh 2' s coverage of the zika virus outbreak continues in about 30 minutes. a bit later in 5:30, we' re looking at how scientists say they can fight the disease - carrying mosquitoes with more mosquitoes. we' ll tell you how they say it' ll work. it' s been prison. stewart: joshua lamb will need round-the-clock care for the rest of his life. a judge said he' d grant his request only if he flipped on the people he allegedly broke into the house with. as wesh 2' s dan billow explains, that' s exactly what the teen did. dan: joshua lamb seems a sympathetic figure. looking younger than his 19 years, his wheelchair is his world. he gets round-the-clock care and needs help doing everything from brushing his teeth to using the bathroom. but joshua lamb gets little charles crawford: you may no longer be a danger to the community, but that' s because the second amendment is alive and well in brevard county. dan: lamb was shot by a homeowner as he tried to burglarize the man' s home. now it' s time for him to be sentenced. but what sentence do you give a young man who can' t even move? tough-talking judge charles crawford suggested it would go easier for lamb if he named his accomplice. charles crawford: if you have any hope whatsoever of staying out of prison for the rest of your natural life, now' s the time to talk. dan: lamb sang like a canary. >> i drove by, there was nobody there. dan: he said he and his accomplice broke into a palm bay house looking for money. he testified he went to the back of the house and climbed in through a bedroom window and then let his -- bathroom window and let his friend in the front. joshua lamb: when i came around the corner, mr. thomas started shooting at me. and that was the whole situation, to be honest. i was laying on the ground. i was screaming for help. dan: and here' s why sympathy for also in the courtroom was the permanently disfigured young woman innocently wounded in the gunfight. joshua lamb: she got shot in the mouth, which has affected one whole side of her face. dollars. last november, orlando police arrested two men for earlier work in the area. they now believe they are dealing with two new taggers. meredith: right now sheriff' s deputies are still looking for a a missing child alert for xander quigley was issued on tuesday afternoon. investigators believe he' s in the custody of his mother, who they say helped her boyfriend escape from prison. all three are believed to be on the run together. quigley' s mother is natasha. deputies say her boyfriend, gary bullock, was on a work release assignment last friday in daytona beach shores and never returned. a big night for commitment 2016. it' s the final republican debate before monday' s iowa caucus. stewart: arguably the most colorful candidate, donald trump, will not be in attendance. the duxbury, the man accused of killing her. her body was found in her apartment at the uptown lofts in orlando. detectives say duxbury raped and killed samsudean inside her apartment. duxbury is due back in court on march 3. prosecutors say this video helped them figure out he was lying to them during his interrogation. meredith: a man tried to rob a mcdonald' s on south obt this morning. sheriff' s deputies say he walked into the restaurant around 4:00, and the employees ran out and called 911. the robber left, empty handed. right now investigators believe he had a gun, but so far they don' now deputies are asking anyone with information to come forward. if you think you can help call crimeline, at 1-800-423-tips. meanwhile we are getting a better look at the damage done at a brevard county church, after it caught fire yesterday. this is the first baptist church in indialantic. firefighters say an electrical panel caught fire, and the building filled with smoke. the fire itself was contained to the panel and luckily, no one was hurt. it took crews from three different fire departments to get it all under control though. stewart: right now city leaders , in daytona beach are frantically working to find additional shelter for the homeless camping in front of a they' ve promised to find 100 beds to house the homeless who started congregating in december after nearby parks and bathrooms wesh 2' s claire metz reports now, 100 may not be enough. claire: this is certainly what anyone would call a sight for sore eyes dozens of people downtown daytona beach. local business owners say the very public problem is really just don' t seem to dwindle despite some relief in place. >> like any group, there are some bad apples who will probably stay on the street. claire: greg hancock was on the street, until today. now, hancock, along with 46 others from the beach street camp, are sheltered at the salvation army, and the organization is working to find another 18 emergency beds. but hancock says some of the folks he was with while camping out aren' t homeless at all. >> the phrase coined down there homeless. they come by to get the meals, the blankets, the clothes, try to exploit the homeless. >> so there are people there who are not legitimately homeless? >> that is what is suspected. claire: salvation army official mike cornell says the agency has met with some resistance from people living outside on beach street. he says there are those who don' t think a cot in the salvation army' s gymnasium is a real improvement, but the ultimate goal says cornell is to identify the truly needy and get them disability, employment, education, and he says it' s working. folks that we moved in here, tuesday will be in some sort of permanent housing situation. claire: that would open more beds to reduce the street population. mike pastore, a homeless advocate who has been credited and criticized for his efforts bringing attention to the plight of the homeless, insists he has only one agenda. >> help the homeless, give them a place to eat, sleep, use the that is my agenda. s unclear how soon the city will have 100 dedicated beds in place. not soon enough, because the on-going efforts are costing taxpayers up to $6000 a week. in daytona beach, volusia county, claire metz, wesh 2 news. meredith: the passive protection act did not get the hearing hopes forecast, ahead in three minutes. there are new recommendations for diagnosing depression includes screening women during pregnancy and after giving birth. this is the first time the u.s. preventative services task force has recommended screening for maternal mental illness. the task force says there is growing evidence that many cases of postpartum depression actually start during pregnancy. doctors say there are multiple appointments when the screening can take place. >> we could screen during doing the prenatal care. a family medicine, ob/gyn, and then the postpartum, a variety there is right after the baby and the six-week mark. the result of pediatricians. meredith: it' s estimated 1/7 new moms experiences some form of sadness or other symptoms of depression. tonight wesh 2 is looking into what the world health organization is calling an explosive situation, the zika virus. stewart: the group says it' s spreading fast, and estimate that in the next several years, millions of cases will be diagnosed in the americas. wesh 2' s jason guy looks into the type of mosquito that spread the illness, and the second type of mosquito scientists hope will help. jason: small flying parasites, mosquitoes, are transmitting the zika virus. now scientists are going right to source to stop the disease with mutant mosquitoes that can' t reproduce. the type of mosquito that carries zika also transmits dengue fever and chikungunya, those diseases have popped up in florida. health officials say the zika virus has already infected tens of thousands of people in latin america, and three cases have been confirmed in florida, two in miami-dade county, another in hillsborough county. virus while visiting south america. scientists with a biotech company are deploying a
