whose body was found outside a local nightclub. angela: chris hush is their life. we do not know if foul play is suspected yet. chris: they are trying to figure out what they are working with. to give you a sense of it, this is the 700 block of bennett road near baldwin park. the business -- this is near guilt nightclub. it was a delivery man was making a delivery here at the nightclub this afternoon when he stumbled across the body of a man. it was found in a grassy area near the back of this building. the nightclub obviously was not opened at the time. that deliveryman just stumbled across the body and then called police. homicide detectives just arrived that is typical when a body is found him a police do not know what they are working with. what the circumstances are. this is kind of off of a busy drag near colonial drive a block away. we do still have the medical examiner -- they need to arrive here. homicide detectives still getting to the scene. and we get an update, we will update you right here on wesh 2. chris hush, live in orlando. angela: for the fourth time, a cocoa store owner has defended his shop from alleged robbers with a gun. another alleged robber was taken away bleeding and helpless last night from a convenience store on u.s.-1. and at least three other times, store owner sowann suy has used his .45 to shoot or chase away suspects. police say suy legally shot 31-year-old norrick hyman, after hyman used a gun to try to rob the store. suy did not want his face shown on tv. sowann suy: he pointed a gun at and, it was very scary. then i grabbed my gun. i shot him. if i don' t shot them, they will kill me. angela: two other people were arrested in an alleged getaway car. they, like hyman, are charged with robbery. jim: the saint cloud middle school substitute teacher, fired last week after being charged with having sex with an underage student, is in trouble again. as wesh 2 first told you last night, 35-year-old sara moore was arrested again over night on evidence tampering charges. wesh 2' s bob kealing is live in st. cloud, and what' s she accused of now? bob: police say moore went in to this verizon store, intent on finding out how to remotely delete information from her phone. investigators say former saint cloud middle school substitute teacher sara moore went to this asked a clerk for help. richard kelley: the state has produced and shown to me a statement from that clerk, saying she wanted to delete stuff off her phone because she was in trouble with the cops. bob: the help moore wanted, which police say the clerk would not give her, was information on how to access remotely the phone police took in to evidence when she was busted on charges of having sex with an underage student. after the clerk went to police, prosecutors say investigators checked the phone, and now it appears someone may indeed have changed the phone' s pass code. >> the phone was removed from evidence and now has a pass code on it which prevents law enforcement from being able to execute the search warrant. bob: in that phone, police say, are incriminating messages between moore and the child victim. but did moore change it? in court, she shook her head, and the judge herself expressed doubt. that. if i were in vegas, maybe i' d go the other direction. bob: moore was granted a $75,000 bond in the new case. prosecutors have filed an emergency motion to have her original bond revoked. and indeed, we have confirmed that a did it grant that emergency motion and revoked moore' s bond from the original case. the bottom line, she is not getting out of jail for the time being. bob kealing, wesh 2 news. jim: frost warnings are out for parts of central florida, and we' re tracking a rare named storm, smack in the middle of january. angela: first alert chief meteorologist tony mainolfi is following both of these developments in the wesh 2 outdoor studio. tony. tony: here we are in january with a some struggle -- fernando and benjamin torres face armed robbery charges connected to this robbery at a circle-k in kissimmee. authorities say both are registered sex offenders. the video shows one man pointing a gun to the back of the clerk' s head and forcing him to open the register. they got away with money and merchandise, but no word if any of it has been recovered. angela: the man charged with hitting a three year-old with his car and not stopping could police say billy joe gibson gibson hit 3-year-old daniel monsalve when the boy walked into traffic while buying ice cream from a truck on monday. gibson told police he didn' t stop because he had a suspended license. his bond is set at $1100. jim: a seminole county man was back in federal court, facing new child pornography charges. john kusiv pleaded not guilty to all six counts against him. he was arrested last december in an fbi raid in seminole county. the fbi had been tracking him after agents say he responded to a craigslist ad for people wanting taboo experiences with children. angela: right now, we' re hearing from the family of a florida woman, murdered in italy. this comes a day after a prosecutor with the case says ashley olsen was strangled with an object like a rope. they' re still trying to figure out when she died. her body was found on saturday. in a statement, her father walter said, "we are devastated that our precious ashley has passed away resulting from a horrible and senseless crime. we are heartbroken she was taken jim: a man who federal agents say overstayed his visa, and was caught with ammunition, entered a not guilty plea in federal court today. hamid rehaif is charged with two counts of unlawful transport of firearms. the department of homeland security was in on the investigation of rehaif before his arrest last month. they say he stayed in brevard county a year after dropping out of school. angela: trial for the deltona man accused of murdering his family may be delayed after the u.s. supreme court ruled that florida' s death penalty luis toledo' s trial is set to begin tuesday in st. augustine. prosecutors say he murdered his wife and her children in october of 2013. their bodies have not been found. prosecutors plan to seek the death penalty if toledo is convicted, but with the high court' s decision yesterday, the state is moving to delay the trial until florida lawmakers decide what action to take. a hearing on that motion is set for tomorrow in deland. continue to investigate a deadly accident we first brought you as breaking news on wesh 2 news at 11:00. it happened a long lonely sadler road near tangerine and mount dora in northwest orange county just before 10:30 last night. troopers say dwayne mcgriff was headed eastbound on sadler road when he struck and killed a person who was walking in the roadway in the same direction. the victim wasn' t carrying any i.d. that crash is still being investigated, no charges at this time. angela: governor rick scott rolled into orlando on a bus this morning, launching his state-wide job creation tour. wesh 2' s alex villarreal was there, as the governor continued his focus on tax cuts and small business incentives. governor scott: texas used to be the number one state for job creation. i call the governor of texas once a month now and remind him that we' re winning. alex: governor scott kicked off his million miles for a million jobs bus tour this morning in orlando. governor scott: we have a lot to brag about in this state, a million jobs in 5 years. alex: the nine-city tour is aimed at drumming up support for scott' s plan to cut a billion dollars in taxes, mostly for businesses, so they can grow more. >> we' ve actually got five other facilities. that we' re all looking to expand under one roof next year. alex: the company the governor visited today in orlando, victory tailgate, maker of corn hole boards and more. ceo scott sims started the business in his garage in 2008. scott sims: we manufacture and sell everything here in the united states. so, we' re trying to bring manufacturing back, sell direct to the consumer. alex: this is the sewing room where the cornhole bags are put together. victory tailgate, hailed for its fast growth, says it added more than 200 jobs last year, and it plans to add another hundred this year. but what about businesses that don' t meet their pledges? when it comes to governor scott' s proposal for a $250 million incentives fund to attract more businesses to florida, i asked him what happens with state money if a business doesn' t follow through? governor scott: the way our system works, we are guaranteed to get a return for the taxpayers, because we don' t put created. alex: the governor still needs the support of though january is one of the slow times of the year for theme parks, some of them are looking to hire. angela: wesh 2' s michelle meredith spent the day checking on how many jobs there might be, and joins us live near one of -- near disney world. michelle: let' s be clear about this. all the theme parks have security guards, but now two of them, disney and universal, are putting out ads indicating they are hiring more. neither theme park would say how many security guards are being hired, nor would they confirm why. but industry experts say the change in the world landscape, the bombings in paris, the mass shooting in california, make it abraham pizam: because incidents like that happen all over the world. customers are concerned, and so is management. you have to do something about it to prevent, and also to assure the customers that security and safety are not only being done, but is visible. michelle: in mid december, all 3 theme parks, disney, universal, and seaworld, announced they were ramping up security, started screening guests for metals by using a wand, or metal detectors. disney also made policy changes with costumes in their parks. costumes are not allowed for guests 14 and older. and disney no longer sells toy guns, nor are they allowed on property. abe pizam: in the past, it was all done hush-hush. you know, the personnel were not noticeable. today it is different. customers demand it, and they have to show they are doing michelle: many of the theme parks also hire out to the law enforcement officers as well. jim: the widow of the man killed in an argument over texting during movie previews files a wrongful death lawsuit. nicole oulson is suing the wesley chapel theater, its developer, and one of the employees. the lawsuit claims cobb theaters and an employee failed to enforce the company' s prohibition on weapons. she' s seeking more than $15,000 in a trial by jury. 73-year-old curtis reeves is charged with second-degree murder in the 2014 shooting of chad oulson. angela: a yorkie stolen from an orlando pet store is back at the business, but several people are asking why the couple won' t be charged. on friday, a couple got away with the yorkie from the puppy stop on east colonial drive. the suspect' s mother called the shop when she saw her son on $2200 puppy. that his mom encouraged him to humanity a little bit. angela: we are waiting to hear about charges being followed. two months ago, another dog was police arrested a woman after the puppy' s return. jim: orange county public school leaders will once again discuss it' s the lone topic on the agenda for tomorrow' s school board work session. they' ll be looking at the cost for any possible changes and how bus routes would be affected. there are six models being discussed tomorrow. the changes include both the start and release times for students. angela: first alert chief meteorologist tony mainolfi is here. we are following two big developments. let' s talk about the cloudy, cool weather we are having. tony: it is smoky with the prescribed burn in orange and seminole county. you can see the haze over lake eola. combined with the overcast sky, not the prettiest of afternoons. keeping temperatures on the winds are out of the north. the smoke is being blown from seminole county north. -- south to orange county and osceola county. in the northern locales, marion county, we do believe there could be a risk for some patchy frost, so with tropical plants, keep that in mind. a lot of clouds will be with us tonight. to worry about frost. temperatures have fallen back s. most of us, anyway. s. sanford 55. right here in palm bay, 6:00 temperature around 58. 10:00 coming in at 55 with an overnight low of 47. 37 ocala. futurecast highlighting the clouds tonight through tomorrow. for most of us, clouds may briefly breakup and allow for temperatures to warm up a little more than where you were today. ours a night into friday morning, -- thursday night into friday, we watch this screen in over the gulf of mexico. the potential from study to moderate rain. as we venture in to midmorning, a little shower will drive through rapidly. there could be the potential for strong damaging winds. we' ll watch this. it has not really developed. we are giving you the first indication of something that has not even developed lower 60' s on orlando on south. for now, general storms, but we will watch the trends across the gulf of mexico during the course of the next couple of days. as the front comes in, if we get any heating, we could have some issues with the powerful jets overhead. on saturday we dry out. a gorgeous day, and then another fast-moving disturbance comes and by the time we get to sunday afternoon. that will be far enough south that it looks like another cloudy day with a few showers down south. turning much cooler sunday through wednesday. angela: a heartbreaking case out of pennsylvania where an eviction goes terribly wrong. jim: the girl is killed, standing behind her father. angela: angela: check out the end of this police chase out of oklahoma that ended in a crash. deputies say they chased a white pickup truck at more than 100 miles per hour. they eventually bumped the truck, causing him to crash. to run over them. you then see two deputies jump into the truck, and start punching the guy. they say he was reaching for a gun. he was eventually arrested. look at those sparks flying. jim: that is fast action. angela: secretary of state john kerry is crediting a new diplomatic relationship with iran for the safe release of 10 american sailors. jim: the sailors were released early this morning after being captured by the iranian revolutionary guard. iranian ships escorted the sailors to international waters after the iranians decided their activities were not suspicious. the sailors then boarded a u.s. airship. kerry thanked iran for their cooperation and talked about how critical diplomacy is to national security. he went on to say that the iran nuclear deal may be the reason why u.s. sailors were only held for one day. angela: the family of a 12-year-old girl, who was shot and killed, is blaming her father for what happened. pennsylvania state police say the father donald meyer pointed a rifle at the chest of a state invention warrant monday morning. the constable fired his own gun in response. the bullet went through meyer' s arm, then hit and killed his daughter, ciara, who was standing behind him. >> sweet kid, always coming over asking to play. she didn' t really seem to like to be home from what we all talked about. angela: meyer is facing a slew of charges for the encounter with police. jim: orlando is about to become the largest tv market in the u.s. that does not have an nfl team. late last night, the league announced los angeles is finally getting back in the nfl game. the st. louis rams are moving to l.a. next season. >> it is a difficult process, and as roger said, it is bittersweet. we understand the emotions involved of our fans, and it' s not easy to do these things. jim: they' ll play in the l.a. coliseum until a new stadium is built in inglewood in a few years. an option to move to l.a. and share that new stadium. if they decline, the oakland raiders get the chance. angela: what' s holding orlando back from getting a new team? jim: jacksonville, tampa, and miami . stewart moore joins us now. bob: stewart: manatee release back into waters after years in rehab. it may not join the office announcer: you are watching wesh 2. angela: an overnight arrest, set up because an alert neighbor was paying attention. stewart: it started with a spotting of car burglary suspects and an accurate description delivered to investigators. osceola county deputies say they finally caught up with the four suspects at amber road, near east colonial and state road 436 in orange county. there was never a chase and the suspects may have had no idea they were even being tracked down. wesh 2' s dave mcdaniel has the details. caller: there' s a white car with its lights off, and i saw them pull up at three houses now. jennifer mccarty: my dog kind of growled a little bit. dave: her dog' her outside, what she saw made her call 911. caller: stop, jump out, flashlights looking in cars, checking handles, jump in. dave: she said the dome light was on in her car out front. jennifer mccarty: the light was on, and you can' t turn that on, unless you press the button. dave: she relayed enough of a description, osceola county deputies were able to spot the car as it left the millstream neighborhood. the chopper kept its distance until the car with four teens inside stopped to let one suspect out. all were arrested right there, on amber road in east orange county. four teens, ages 14 to 17, in a car reportedly stolen from belle isle. jennifer mccarty: it' s the violation of privacy as well. you feel violated, they were in your space, they were touching your things. dave: in all but one of the cases, the cars were left either in driveways or on the street, unlocked. exactly why the authorities say its so important to lock your car and leave nothing of value inside. inside the suspect' gear, golf clubs prescription drugs, kids' clothes, and shoes. jennifer mccarty: it' s not fair. nobody wants to get up in the morning to go to work and get in the car and see all their things have been stolen. twis lizasuain: we encourage anyone that sees suspicious activity to report it. dave: it worked perfectly here. in osceola county, dave mcdaniel, wesh 2 news. stewart: because of the ages of the teens arrested, we are not naming them. angela: a daytona beach man is accused of forcing his girlfriend to have sex and hitting and biting her when she refused. 37-year-old antonio rivera is facing charges of sexual battery and assault. police say they were called to the couple' s home monday night. the victim told police rivera accused her of cheating on him, pushed her down, and threatened to kill her. stewart: new information in the murder investigation of sanford man joshua hur. police released surveillance pictures of three people last week. they have identified the woman, but still want to talk to the detectives stress they are not suspects, but say they may know something that could lead them to the killer. meanwhile, last night, that sanford store owner was remembered. the community gathered to pray for hur. his family and the police chief are pleading with anyone who may have information on the killer to come forward. right now, clermont police are trying to track down additional car thieves who took cars right off a dealership lot. police say several suspicious vehicles left the ford of clermont early yesterday morning. that' s on highway 50. the lake county sheriff' s office apprehended one suspect after a traffic stop. a second stolen vehicle was also found, but the driver wasn' t with it. they' re looking at surveillance video to find out how many criminals they' re looking for. angela: we are now hearing the 911 call made by a daytona beach shores woman who says she was assaulted while walking her dog. >> i was walking my dog, so i walked around the building, and this kid come out from no where and hit me right in the side of my head. i got a cut on my head, and he tried to push me down, he took angela: the victim is a 71-year-old woman named rose. she says she was walking down south atlantic avenue monday afternoon, when a young man with a scar on the left side of his cheek hit her. police have pulled surveillance video from the area, hoping to find the attacker, but the camera may not have been working. rose says she' s confident she' d be able to identify her attacker. right now, troopers are investigating the death of a bunnell woman, hit and killed by a car near her home last night. troopers say jacqueline costa was crossing mahogany boulevard just before 8:00 last night when she was hit by the driver of a gmc pickup. charges are pending against 51-year-old donald barwick. stewart: today, president obama kicked off his state of the union to her. -- tour. he' s sending his cabinet across the country to push his message, but some critics are pushing back. wesh 2' s aixa diaz reports the first stops for the president reporter: president obama is obama: that is why i am as confident as i have ever been that the state of our union has grown. reporter: members of his cabinet are echoing his words. >> we are still looking for long-term solutions, not the crises of today. reporter: secretary kerry says this is part of a push by obama to americans. he arrived in omaha, nebraska before traveling to baton rouge, louisiana. >> same way talks about health people that do not have it. he want to highlight the fact effect even in conservative republican areas. reporter: candidates criticized the president' s speech. >> i have trolled more truthful stories to my kids at bedtime then we have heard from the >> according to obama, america is a great nation in decline. it is the truth. reporter: nancy pelosi called the speech inspiring. angela: a statewide water policy bill was approved today. it was approved without proposed changes from environmental groups. the business-backed measure that has been in the works for more than two years. it' s aimed at protecting the s natural springs. those groups want a timetable on d be restored. state senators are vowing to environmentalists into this bill. >> it does not have anything -- everything we want, but that is kind of the way it is in the legislature. angela: it now moves to the house, where it is expected to be taken up tomorrow. next week, university of south florida researchers will give their final report on their work at the dozier school for boys next week. the marianna reform school was shut down in 2011 after former students accused the staff of researchers have been looking for the remains of people buried at the site. governor rick scott and cabinet members began discussions about the future of the site back in september, but agreed to wait to make decisions until receiving this report. stewart: police in port orange are blasting drivers with a constant reminder. when it comes to negotiating with the city for a pay increase. wesh 2' s claire metz reports, the union representing officers put up a billboard at the busy intersection of nova road and u.s.-1 hoping public support will succeed where negotiations have failed. claire: police officers in port orange have been out of contract since october 1st, though negotiations with the city began months before that and they remain at impasse. >> these men and women need to get paid. what they deserve and that hasn' t happened. claire: so what is happening, the union representing the 86-member force, coastal florida pba, is taking it to the streets. they put up this billboard at a major city intersection, hoping and that citizens will speak up for officers who keep them safe. port orange has seen explosive growth in the last decade, union reps say. the police work load has grown, but not salaries. >> there are men and women here who are being paid the same thing they were being paid five years ago. they are the lowest paid agency in the county, and it' s time for all that to change if this city is to remain a first class city. claire: the union is asking for an across the board 3% pay increase . >> men and women at this agency have left for better paying jobs that other agencies. there are members right now with applications out. claire: no one was able to respond to the head turning billboard. along with the union, they have met with a mediator and a special magistrate to reach common ground. i hearing was held yesterday about 50 days. it is not binding. claire metz, wesh 2 news. angela: next year hundreds of students in the parramore area will have access to a new boys and girls club facility. the center will be a part of the new downtown p.s. 8 school, in collaboration with the rosen foundation, university of central florida, and valencia college. this will more than triple the amount of students, kindergarten though high school, that will benefit from the program. the final agreement was made at last night' s orange county public school board meeting, and the project is expected to be complete in 2017. stewart: it is the game that almost all of us will lose tonight. we' re talking about the $1.5 billion powerball jackpot. angela: people are buying their tickets, at work joining office pools, and if they win, they' ll split the jackpot. but as wesh 2' s jason guy reports, that could lead to a lawsuit. diving into a powerball pool. >> these lawsuits have happened in every state. we now have 44 states that participate in powerball, and in the major states these lawsuits are a dime a dozen. reporter: attorney stephen katz says co-workers taking part in lottery pools need to draw up an agreement. >> that' s essentially where the wheels come off. if somebody doesn' t show up to work that day, and they say, "i would have paid for the ticket. i was always in the pool, just i can' t participate. here' s my two bucks, now give me my $4 million." reporter: if you' re going to be part of a pool at work, here' s some advice. #1 name a leader, one person in charge of the money and buying the tickets. #2 put your agreement in writing, make sure everyone knows how the numbers will be ll take the orphaned as a baby almost three years ago, and weighed just 66 pounds. melody fischer: now she' s up to 650 pounds, which is about the size we like to release them at. dan: that' s a lot of lettuce. biologists attached a tracking device to laverne, who received an extra-long rehab and growth period of almost three years at sea world, to make sure she' d survive and reproduce. the water feels pretty chilly. it is about 64. if you are manatee, you like 72. a manatee released today should go looking for warmer water. that' a power plant, where florida power and light is required by law to generate vast amounts of carbon-producing energy to warm the indian river lagoon for manatees. melody fischer: we' re hoping that' ll cause her to imprint on this site, and she' ll know where to go next winter. dan: two other manatees, cami and cooper, were also set free. they' ve been rehabbed for about a year after a rescue because of cold stress. randy runnels: it' s awesome, the best part of our job is to be able to help the manatees thrive in florida. dan: the manatee population has increased enough that the federal government plans to take the animal off the endangered species list. wesh 2 news. angela: how neat. if you owe back taxes to the irs, you might soon get a call from a private debt collector. congress voted to outsource the work as part of a new highway funding bill that took effect last month. critics are concerned this could make it easier for scammers to it' s already a problem that cost consumers $20 million to $30 stewart: it' s a resolution many of us make, logical thing of sending police a better mughshot selfie. donald chip pugh was wanted after failing to appear in court on a dui charge, and is a person of interest in other cases. ohio police released a mugshot of him, but pugh wasn' t happy with it. he later took a selfie of himself wearing sunglasses and seated in a car. he sent that photo to cops saying, "here' s a better photo, that one is
