behind me, we have one round of heavy rain. look near the tampa coastline, there is another wave of significant rainfall. this first wave will get out of here in the next 45 minutes. this will hit back end of a commute. up and down i-4, it is slow driving. there is some moderate and heavy rain pushing to i-95, central and northern brevard county. even the turnpike is getting hit with rain. so far, the bulk of the rain has been in kissimmee. readings in areawide are running upper 50' if anyone well here funder, it is going to be an southern brevard county and osceola county. the latest live now. amanda, local health officials are taking notice. amanda: they are taking notice. here at arnold palmer hospital is in regards to a defect. it can be the result of an infected mother passing the virus onto her unborn baby. with the world health about the rapid spread of the zika virus, health officials in central florida are preparing for it' s possible arrival. of the 20 confirmed cases so far in the u.s., three have been in florida, but all three involved international visitors who did not aquire the virus here. dr. frederico laham is the medical director for infectious diseases at arnold palmer hospital. he says, at this point, the only real concern is for pregnant woman who travel to any of the more than 20 countries where there have been significant outbreaks. >> in brazil, this outbreak of zika has been associated with a number of babies being born with it' s called microcephaly. women who are pregnant or wishing to become pregnant might should avoid as much as possible travel to these areas where there is high incidence. s spread only by a specific species of mosquito and not human to human contact. and while the mosquito that spreads zika is found in florida, only a small percentage of those infected develop symptoms, and for most victims it will be like any other virus requiring simple rest and fluids to recover. >> you may have fever, some body aches, may have a rash, joint pain, but only 20% of people are really symptomatic. amanda: i reached out to the orange and seminole county health departments today, and neither are taking significant action regarding the virus. they both say they are staying on top of the latest information from the cdc and world health organization. meredith: because of the virus spreading explosively, several actions have been taken. an emergency meeting will be held on monday by the world if it should be an international health emergency. several airlines have offered refunds for pregnant women who booked airfare to one of the countries affected by the virus. and tonight at 5:45, we' ll look at how scientists are trying to fight the mosquitoes that carry that disease. summer: late breaking, troopers are investigating a deadly accident on interstate 95 this afternoon. we know at least one person died in the crash in the southbound lanes in ormond beach this afternoon. several vehicles were involved in the accident, but we haven' t heard about any injuries. no word on the cause of the crash, but we' ll update you as we learn more. an effort to legalize medical marijuana will be back on the ballot. state officials announced florida voters will get another chance to approve the measure that failed in 2014. the new amendment would allow anyone over age 21-years-old to be a licensed caregiver for up to five patients. local attorney, john morgan who is a big backer of the initiative, held a news conference this afternoon. what he says about the initiative today on wesh 2 news meredith: five former marion county deputies accused of using excessive force during an arrest, has the sheriff defending his agency today. this video shows the violent scene in august 2014. derrick price knows deputies are rushing toward him, so he puts his hands up and he lays down on the ground. the deputies are heard saying, stop resisting, as he his hit, kneed and kicked. sheriff chris blair immediately suspended all five once he saw the video, and said today this was an isolated incident that could not be tolerated. >> we will not accept any deviant or dishonest behavior from those who wear our uniform or bear our star. meredith: four of the five have pleaded guilty for their sentencing. yesterday. they are no longer deputies. the attorney for derrick price released this statement, " mr. price is satisfied with the efforts of the federal government to address the law enforcement conduct depicted on the video footage." zendaida gonzalez, the woman who once sued casey anthony for defaming her good name and lost, is now in trouble with the law. detectives just released surveillance video they say shows gonzalez and her long time boyfriend going on a shopping spree with a stolen credit card belonging to a cancer patient. wesh 2' s bob kealing joins us live from osceola county sheriff' s headquarters, and bob, you spoke to gonzalez today. what did she have to say? bob: just hours after bonding out of jail, gonzalez would not offer an explanation for these charges. surveillance videos show a smiling zenaida gonzalez walking out of home depot, bags in hand, and grinning again, heading in to an area wal mart store. together, detectives say gonzalez and her longtime boyfriend, 26-year-old jonattan acevedo, charged up $850 worth of merchandise on a 64-year-old cancer patient' s credit card. >> they did take that credit and the entire time they were out spending money on the credit card. bob: osceola county deputies say the couple lived at the star motel on 192 and paid off their rent by cleaning carpets. that is how they gained access to him. we asked her about the allegations. >> i'm sorry. >> no comment at all zenaida? >> no. >> are you sure? >> no, i' m ok right now. bob: ever since gonzalez sued casey anthony for defamation after anthony claimed someone by the same name kidnapped her daughter caylee, gonzalez has suffered a series of legal setbacks. in 2012, she pleaded no contest to selling alcohol to a minor. last year, a federal judge dismissed her lawsuit against anthony. now she' s facing felony charges of grand theft and theft of a credit card. one final note from shares headquarters, investigators say it' s also a reminder if you have apartment, to always make sure you' re valuables are secured and out of site. reporting live in have the latest on the 5:00. a security guard at a disney hotel, arrested after orange county deputies catch him in a theft sting. edward cespedes was arrested yesterday during an undercover operation at the wyndham lake buena vista report. deputies say they caught cespedes taking $500 they had left in a wallet on a nightstand in a room. the sting was prompted by a recent wave of 17 similar thefts at the hotel, cespedes has not been charged in those crimes. summer: investigators in south florida say a commuter train debris on the tracks. the northbound tri-rail train was traveling near pompano beach just before 5:30 this morning when it went off the tracks. more than 50 people were evacuated. only one had minor injuries. there' s still no word on what the debris was, or how it got onto the tracks. six people, sickened by carbon monoxide at an orlando condo complex. it happened just before 3:00 this morning, at the walden palms condominiums, just west of vineland road. wesh 2' s alex villarreal talked to orlando firefighters, who say the incident raises an important lesson for all of us. reporter: crews evacuated half of this yellow building behind me. the fire department found a generator was left on side -- inside one of the units, allowing carbon monoxide to spread. this started when a family of four felt sick. carbon monoxide poisoning was -- hospital called 911. the fire department says it is dangerous just you cannot see it or smell it. >> it could start with flulike symptoms, especially at this time. you may think you have the flu, and that is why it is important to have detectors, even if you do not have gas appliances. >> all of the crews would enter the structure with monitoring equipment. they were aware of the dangerous levels they would encounter. reporter: they tell me the readings in the family' s condo were over eight times deadly levels. they took that woman and another person to the hospital. no one' s injuries are life threatening. construction workers left the generator on and it was there because the apartment was damaged. >> this should never happen. these generators should be run outside. if you run it inside, you should have adequate south side of daytona beach and oak hill as we extend the south to west showers for the time being. just off the west of i-4, near apopka, moderate to heavy rain. steady rain is redeveloping from search for two st. petersburg children. summer: a call to go home, armed standoff in oregon. meredith: the leader of that group occupying a wildlife refuge asked his followers to leave. ammon bundy was arrested yesterday on federal charges. the protestors had been calling for the release of two ranchers convicted of lighting fires on government land. through his attorney he asked for the protesters to go home. >> please stand down. please stand down. let us take this fight from here. go home and hug your families. this fight is ours for now in the courts. summer: some people are staying there as an act of defiance, but three of them were arrested as they were leaving. new information as california authorities are looking to catch up to three inmates who broke out of a maximum security jail last week. deputies have arrested five people in connection to the escape but none of them are the trio. steel, and plumbing to make their escape using tools not , prison-made. these men were awaiting trials for unrelated violent crimes. deputies say it' s likely they' ll make more arrests throughout the day. >> we are going continuing to focus on a vietnamese gang that is active in an update. orlando police have confirmed that a driver called 911 after possibly seeing the car involved in the amber alert in downtown orlando. st. petersburg police say the two missing children are with their mother who was only supposed to have supervised visits with them. the children were taken this morning and police think the children could be in danger will not elaborate. their mother is wanted for their disappearance. they say she took the kids from their grandparents this morning. she is traveling in a 2009 the license plate number is on your screen. st. petersburg police believe the children could be in danger. police have not been able to find the car or anyone associated with the alert. call 911 if you spot the vehicle. back to you. summer: graffiti crops up just about everywhere in central florida. meredith: but one area of orlando seems to be a hot spot for taggers. as wesh 2' s michelle meredith reports, the merchants at mills and state road 50 have their theory on why the area is a constant target. michelle: the mills area is plagued with a constant problem. the handiwork of graffiti artist, also known as taggers. >> i haven' t been able to get it all off. michelle: the folks at track shack have been hit a half dozen times. just recently one of their famous murals was tagged. their trucks have been tagged, and quite frankly, the track shack is tagged out. >> we love our murals, and we wish these taggers love art the way we love art because we don' like what they are doing. michelle: in the last few months, somewhere around 40 tags have cropped up around the mills and 50 area. and the taggers are really working it, leaving their mark on restaurants, dry cleaners, dentist offices. tags have even shown up inside bars. removing tags can cost hundreds even thousands of dollars. why here? >> i have heard that now that mills has become known as the artsy district and we have so much public art here, i don' t know if these are gals who think they are artist and weren' t selected to paint a dumpster or a mural or utility cabinet, and they think, ok, i' m just going to put my tag up there and be seen. michelle: in november of last year, orlando police arrested two taggers considered to be responsible for earlier work in the area, john sanchez and jeffery alvarez. but because one is still in jail tags, merchants believe they are dealing with two new taggers. businesses here hope these two new taggers will be caught, but their fear is there will be more. in orange county, michelle meredith, wesh 2 news. meredith: according to police, one of the alleged taggers, jeffery alvarez, was arrested and jailed on 128 counts of criminal mischief. summer: it is hard to ag tag in the weather we had today. tony: we had one round of years in prison for attacking a 12-year-old girl on the silver sands middle school campus. 29-year-old jayzel hendrieth, seen here after his arrest in august, pleaded no contest to kidnapping, attempted sexual ll have to spend 20 years on sex offender probation. hendrieth, whose family says has mental health issues, followed the child onto campus, grabbed her and threw her to the ground. hendrieth tried to sexually custodian interrupted the attack. meredith: the so called affluenza teen is back in the united states. the mexican immigration institute placed ethan couch on and he landed there this afternoon. couch agreed to drop his appeal against deportation yesterday. he' s due to be in court tomorrow. couch and his mother, tonya couch, were detained in the resort of puerto samsudean inside her apartment. duxbury is due back in court march 3. city leaders in daytona beach, along with some advocates, continue to try and resolve the homeless crisis downtown. a group started camping out in front of a county administration building in december and the numbers have continued to grow. wesh 2' s claire metz joins us live. claire, all of this even though some services are now in place to resolve the situation? claire: the city promised to find 100 beds to resolve this situation, and they say they are more than half way there, yet the numbers in front of this building, in a very public downtown location, don' t seem to dwindle. we' re trying to find out why. >> within a 24 hour period, we actually filled up all the beds. claire: mike cornell helped take every homeless veteran off the streets of volusia county through a program at the salvation army. he thinks he can do the same appeared on downtown beach street in front of the county and a half ago. the salvation army has opened 46 beds, and are planning on so why doesn' t it look like the numbers are going down on the street? >> we did notice that a lot of the folks for whatever reason did not actually, were not even eligible for any homeless service. >> so there are people there who are not legitimately homeless? >> that is what is suspected. claire: indeed, as city officials confront this problem with promises of shelter soon. they say there are those in the mix who are preying on the homeless. >> we know there are drug dealers down there taking advantage of those who are the most vulnerable. we know there is some prostitution that has moved into the area. >> my head count was 102 souls here last night. claire: mike pastore, pastor mike to the homeless, has almost single handedly put the problem on center stage. he threatened a demonstratoin outside the speedway during the races this weekend, but has backed off that with a commitment from the city to find 100 beds. possible additional homeless are finding their way to what' s now called the wall and that 100 may not be enough. >> the only thing thats going to solve the problem is having an adequate number of shelter beds. now what that number ultimately ends up being, i' m not sure. claire: according to police, there has been a few arrests this week. so far, no one has been arrested for camping out in front of this building or trespassing. meredith: the bill known as the pastor protection act, didn' t get a hearing in thursday' s meeting of the house judiciary committee, but it' s still causing plenty of debate. the measure by state representative scott plakon, a longwood republican, would prevent clergy members from being forced to perform marriage ceremonies contrary to their beliefs. plakon says he' s sponsoring the bill due to last year' s landmark u.s. supreme court decision, right to marry. >> this is just an extra layer to give pastors and other religious practitioners comfort that they can go about what they do without worrying about being persecuted for that or even criminally charged. s opponents say those protections already exist in the first amendment, which guarantees freedom of religion. carlos guillermo smith of the advocacy group equality florida, says the bill is really about getting religious conservatives to the polls. summer: a newborn baby is birth. >> we already screen our patients for depression. gail: dr. lori boardman, the chief medicial officer for florida hospital for women, applauds the new >> a lot of women get the baby blues, ppd takes it up another level with several impacts like sleeping and eating. gail: she says the withdrawal, sadness, can happen even out to a year after the baby is born. >> suicide is the second leading cause of death in that first year after you have a baby, and you really want to watch those women, some may even have to be hospitialized. >> now i'm totally attached to him. i love him. he's my little man. >> if we take the shame away from it, maybe more women will seek treatment. meredith: dr. lori boardman of florida hospital for women says postpartum depression is a big problem most under diagnosed and affects 15% to 20% of women. summer: you' ve heard it before, exercise is the key to a healthy lifestyle. now physicians are taking it a step further. the journal of the american medical association actually wants patients to receive prescriptions for exercise. a simple recommendation could help avoid obesity, stroke, and depression. >> it can be as simple as walking for 30 miutes, three times a week. exercise program you' re reminded to check with your doctor. meredith: another rainy and stormy day, it is just in time for the evening commute. summer: we are going to get you the news. a saintly mom and two children have been found. good evening, i' meredith: i' m meredith mcdonough, in for angela taylor. let' s head to wesh 2' s summer knowles live at the breaking news center with more. summer: the children and their mother have been found and taken into custody in north florida. a four-year-old and a five-year-old and the mother were found in medicine, florida, an hour east of tallahassee. they were taken this morning by gigi from their grandparents. we are told the children are safe. as soon as saintly police release more information -- saint pete police released more information we will bring you more. stewart: thank you. let' s look outside. we are seeing some downpours with across downtown and the metro-area. a lot of people are seeing some rain. meredith: central florida. summer: first alert chief meteorologist tony mainolfi joins us now in the outdoor weather center. tony, how much more rain are we going to get? tony: we could see a half inch of rain. behind me, we have one round of heavy rain. look near the tampa coastline, there is another wave of significant rainfall. this first wave will get out of here in the next 45 minutes. this will hit back end of a commute. up and down i-4, it is slow driving. there is some moderate and heavy rain pushing to i-95, central and northern brevard county. even the turnpike is getting hit with rain. so far, the bulk of the rain has been in kissimmee. readings in areawide are running upper 50' if anyone well here funder, it is going to be an southern brevard county and osceola county. the latest rainfall totals andy drier and warmer weather along the way, next. >> the risk really at this point exist only in pregnant women, but it is a very, very severe risk in pregnant women. summer: today, the world health organization estimates there could be three million to four million cases of zika in the americas over the next year. virus, and 80% of those infected wesh 2' s amanda ober joins us live now. amanda, local health officials are taking notice. amanda: they are taking notice. here at arnold palmer hospital is in regards to a defect. it can be the result of an infected mother passing the virus onto her unborn baby. with the world health about the rapid spread of the zika virus, health officials in central florida are preparing for it' s possible arrival. of the 20 confirmed cases so far in the u.s., three have been in florida, but all three involved international visitors who did not aquire the virus here. dr. frederico laham is the medical director for infectious diseases at arnold palmer hospital. he says, at this point, the only real concern is for pregnant woman who travel to any of the more than 20 countries where there have been significant outbreaks. >> in brazil, this outbreak of zika has been associated with a number of babies being born with it' s called microcephaly. women who are pregnant or wishing to become pregnant might should avoid as much as possible travel to these areas where there is high incidence. s spread only by a specific species of mosquito and not human to human contact. and while the mosquito that spreads zika is found in florida, only a small percentage of those infected develop symptoms, and for most victims it will be like any other virus requiring simple rest and fluids to recover. >> you may have fever, some body aches, may have a rash, joint pain, but only 20% of people are really symptomatic. amanda: i reached out to the orange and seminole county health departments today, and neither are taking significant action regarding the virus. they both say they are staying on top of the latest information from the cdc and world health organization. meredith: because of the virus spreading explosively, several actions have been taken. an emergency meeting will be held on monday by the world if it should be an international health emergency. several airlines have offered refunds for pregnant women who booked airfare to one of the countries affected by the virus. and tonight at 5:45, we' ll look at how scientists are trying to fight the mosquitoes that carry that disease. summer: late breaking, troopers are investigating a deadly accident on interstate 95 this afternoon. we know at least one person died in the crash in the southbound lanes in ormond beach this afternoon. several vehicles were involved in the accident, but we haven' t heard about any injuries. no word on the cause of the crash, but we' ll update you as we learn more. an effort to legalize medical marijuana will be back on the ballot. state officials announced florida voters will get another chance to approve the measure that failed in 2014. the new amendment would allow anyone over age 21-years-old to be a licensed caregiver for up to five patients. local attorney, john morgan who is a big backer of the initiative, held a news conference this afternoon. what he says about the initiative today on wesh 2 news meredith: five former marion county deputies accused of using excessive force during an arrest, has the sheriff defending his agency today. this video shows the violent scene in august 2014. derrick price knows deputies are rushing toward him, so he puts his hands up and he lays down on the ground. the deputies are heard saying, stop resisting, as he his hit, kneed and kicked. sheriff chris blair immediately suspended all five once he saw the video, and said today this was an isolated incident that could not be tolerated. >> we will not accept any deviant or dishonest behavior from those who wear our uniform or bear our star. meredith: four of the five have pleaded guilty for their sentencing. yesterday. they are no longer deputies. the attorney for derrick price released this statement, " mr. price is satisfied with the efforts of the federal government to address the law enforcement conduct depicted on the video footage." zendaida gonzalez, the woman who once sued casey anthony for defaming her good name and lost, is now in trouble with the law. detectives just released surveillance video they say shows gonzalez and her long time boyfriend going on a shopping spree with a stolen credit card belonging to a cancer patient. wesh 2' s bob kealing joins us live from osceola county sheriff' s headquarters, and bob, you spoke to gonzalez today. what did she have to say? bob: just hours after bonding out of jail, gonzalez would not offer an explanation for these charges. surveillance videos show a smiling zenaida gonzalez walking out of home depot, bags in hand, and grinning again, heading in to an area wal mart store. together, detectives say gonzalez and her longtime boyfriend, 26-year-old jonattan acevedo, charged up $850 worth of merchandise on a 64-year-old cancer patient' s credit card. >> they did take that credit and the entire time they were out spending money on the credit card. bob: osceola county deputies say the couple lived at the star motel on 192 and paid off their rent by cleaning carpets. that is how they gained access to him. we asked her about the allegations. >> i'm sorry. >> no comment at all zenaida? >> no. >> are you sure? >> no, i' m ok right now. bob: ever since gonzalez sued casey anthony for defamation after anthony claimed someone by the same name kidnapped her daughter caylee, gonzalez has suffered a series of legal setbacks. in 2012, she pleaded no contest to selling alcohol to a minor. last year, a federal judge dismissed her lawsuit against anthony. now she' s facing felony charges of grand theft and theft of a credit card. one final note from shares headquarters, investigators say it' s also a reminder if you have apartment, to always make sure you' re valuables are secured and out of site. reporting live in osceola county. meredith: developing now, a man is found with two handguns and a copy of the quran outside a disneyland paris hotel. he' s now in custody. french police only say the suspect was 28-years-old and was not on any watch list by french authorities. authorities say his bags set off a metal detector just outside the resort. the female he was with was also reportedly arrested. we' ll have the latest on the 5:00. a security guard at a disney hotel, arrested after orange county deputies catch him in a theft sting. edward cespedes was arrested yesterday during an undercover operation at the wyndham lake buena vista report. deputies say they caught cespedes taking $500 they had left in a wallet on a nightstand in a room. the sting was prompted by a recent wave of 17 similar thefts at the hotel, cespedes has not been charged in those crimes. summer: investigators in south florida say a commuter train debris on the tracks. the northbound tri-rail train was traveling near pompano beach just before 5:30 this morning when it went off the tracks. more than 50 people were evacuated. only one had minor injuries. there' s still no word on what the debris was, or how it got onto the tracks. six people, sickened by carbon monoxide at an orlando condo complex. it happened just before 3:00 this morning, at the walden palms condominiums, just west of vineland road. wesh 2' s alex villarreal talked to orlando firefighters, who say the incident raises an important lesson for all of us. reporter: crews evacuated half of this yellow building behind me. the fire department found a generator was left on side -- inside one of the units, allowing carbon monoxide to spread. this started when a family of four felt sick. carbon monoxide poisoning was -- hospital called 911. the fire department says it is dangerous just you cannot see it or smell it. >> it could start with flulike symptoms, especially at this time. you may think you have the flu, and that is why it is important to have detectors, even if you do not have gas appliances. >> all of the crews would enter the structure with monitoring equipment. they were aware of the dangerous levels they would encounter. reporter: they tell me the readings in the family' s condo were over eight times deadly levels. they took that woman and another person to the hospital. no one' s injuries are life threatening. construction workers left the generator on and it was there because the apartment was damaged. >> this should never happen. these generators should be run outside. if you run it inside, you should have adequate blew through the area yesterday. meteorologists say the e.f. one twister was about a hundred feet times, tossing cars, damaging roofs and knocking down several trees during its destructive path. only one injury was reported. tony: we have some heavy rain going on right now. this will wind down around 10:00 tonight. take a slow down on the roads. check this out, back over toward the coast and you can see in brevard county, we have the rain coming down and temperatures are at 70 degrees. let me show you i-4. we had an accident earlier near the fairbank curve. we have low hanging clouds and moderate rain continuing to fall. this is been an unbelievable january with rainfall totals. 65 degrees out there right now. let' s talk about what we have had, 4.99, highest total record. we think we will break the record or tied the record tonight in daytona beach and potentially in melbourne beach. there is potentially a lot more upwards of an inch of rain near the peninsula, and that would be a record for the month of january. heavy rain near i-95 and i-4. this is also near downtown in one hour, so it is a one-to punch. back toward ocala, moderate to heavy rain for you. steady rain inland, south side of daytona beach and oak hill as we extend the south to west showers for the time being. just off the west of i-4, near apopka, moderate to heavy rain. steady rain is redeveloping from titusville over to the space coast high school. wet as well knew the turnpike from kissimmee to cocoa beach and down toward palm bay, look at the rainfall today, closed t o three quarters of an inch. one parting shot just before midnight tonight, exiting stage, look at the rainfall forecasts that we will have until 5:00 in the morning and will add another inch of rain and a few isolated pockets. search for two st. petersburg children. summer: a call to go home, armed standoff in oregon. meredith: the leader of that group occupying a wildlife refuge asked his followers to leave. ammon bundy was arrested yesterday on federal charges. the protestors had been calling for the release of two ranchers convicted of lighting fires on government land. through his attorney he asked for the protesters to go home. >> please stand down. please stand down. let us take this fight from here. go home and hug your families. this fight is ours for now in the courts. summer: some people are staying there as an act of defiance, but three of them were arrested as they were leaving. new information as california authorities are looking to catch up to three inmates who broke out of a maximum security jail last week. deputies have arrested five people in connection to the escape but none of them are the trio. steel, and plumbing to make their escape using tools not , prison-made. these men were awaiting trials for unrelated violent crimes. deputies say it' s likely they' ll make more arrests throughout the day. >> we are going continuing to focus on a vietnamese gang that is active in westminster and garden grove, and we have now made a number of arrests. summer: deputies also released new pictures of the wanted men, including close up pictures of their tattoos. a $200,000 reward has been offered for information leading to an arrest. meredith: a gun maker will be manufacturing a.k.-47 assault rifles in florida. kalashnikov usa will assemble the guns in pompano beach and sell news first at 4:00 in high definition. meredith: we are following up breaking news in the statewide amber alert. summer: we have an update, and has possibly been ace dotting locally. reporter: we have an update. orlando police have confirmed that a driver called 911 after possibly seeing the car involved in the amber alert in downtown orlando. st. petersburg police say the two missing children are with their mother who was only supposed to have supervised visits with them. the children were taken this morning and police think the children could be in danger will not elaborate. their mother is wanted for their disappearance. they say she took the kids from their grandparents this morning. she is traveling in a 2009 the license plate number is on your screen. st. petersburg police believe the children could be in danger. police have not been able to find the car or anyone associated with the alert. call 911 if you spot the vehicle. back to you. summer: graffiti crops up just about everywhere in central florida. meredith: but one area of orlando seems to be a hot spot for taggers. as wesh 2' s michelle meredith reports, the merchants at mills and state road 50 have their theory on why the area is a constant target. michelle: the mills area is plagued with a constant problem. the handiwork of graffiti artist, also known as taggers. >> i haven' t been able to get it all off. michelle: the folks at track shack have been hit a half dozen times. just recently one of their famous murals was tagged. their trucks have been tagged, and quite frankly, the track shack is tagged out. >> we love our murals, and we wish these taggers love art the way we love art because we don' like what they are doing. michelle: in the last few months, somewhere around 40 tags have cropped up around the mills and 50 area. and the taggers are really working it, leaving their mark on restaurants, dry cleaners, dentist offices. tags have even shown up inside bars. removing tags can cost hundreds even thousands of dollars. why here? >> i have heard that now that mills has become known as the artsy district and we have so much public art here, i don' t know if these are gals who think they are artist and weren' t selected to paint a dumpster or a mural or utility cabinet, and they think, ok, i' m just going to put my tag up there and be seen. michelle: in november of last year, orlando police arrested two taggers considered to be responsible for earlier work in the area, john sanchez and jeffery alvarez. but because one is still in jail tags, merchants believe they are dealing with two new taggers. businesses here hope these two new taggers will be caught, but their fear is there will be more. in orange county, michelle meredith, wesh 2 news. meredith: according to police, one of the alleged taggers, jeffery alvarez, was arrested and jailed on 128 counts of criminal mischief. summer: it is hard to ag tag in the weather we had today. tony: we had one round of moderate rain move on, but look at the west coast and we have another round of heavy rain pulling through marion county, lake county and downtown i-4 for the back end of the evening commute. rain will years in prison for attacking a 12-year-old girl on the silver sands middle school campus. 29-year-old jayzel hendrieth, seen here after his arrest in august, pleaded no contest to kidnapping, attempted sexual ll have to spend 20 years on sex offender probation. hendrieth, whose family says has mental health issues, followed the child onto campus, grabbed her and threw her to the ground. hendrieth tried to sexually custodian interrupted the attack. meredith: the so called affluenza teen is back in the united states. the mexican immigration institute placed ethan couch on and he landed there this afternoon. couch agreed to drop his appeal against deportation yesterday. he' s due to be in court tomorrow. couch and his mother, tonya couch, were detained in the resort of puerto vallarta in december. his mother was sent back to the u.s. and is now out on bail. tonight, all eyes are on the gop candidates, even though the front-runner says he won' t attend a debate tonight. summer: donald trump plans to hold his own event while the other candidates will be center stage in iowa. nbc' s steve handelsman continues our commitment 2016 coverage. reporter: on debate day in county jail could lose his state certification after an arrest. investigators say michael ryan recorded phone conversations of his co-workers, trying to catch them complaining about their job. he was fired by the department. the case has been forwarded to a state board that investigates police conduct. summer: prosecutors have released chilling new video, showing a murder victim with the man accused of killing her. this surveillance video on your screen is from october at the uptown lofts in orlando. investigators say that' s stephen building. detectives say duxbury raped and killed samsudean inside her apartment. duxbury is due back in court march 3. city leaders in daytona beach, along with some advocates, continue to try and resolve the homeless crisis downtown. a group started camping out in front of a county administration building in december and the numbers have continued to grow. wesh 2' s claire metz joins us live. claire, all of this even though some services are now in place to resolve the situation? claire: the city promised to find 100 beds to resolve this situation, and they say they are more than half way there, yet the numbers in front of this building, in a very public downtown location, don' t seem to dwindle. we' re trying to find out why. >> within a 24 hour period, we actually filled up all the beds. claire: mike cornell helped take every homeless veteran off the streets of volusia county through a program at the salvation army. he thinks he can do the same appeared on downtown beach street in front of the county and a half ago. the salvation army has opened 46 beds, and are planning on so why doesn' t it look like the numbers are going down on the street? >> we did notice that a lot of the folks for whatever reason did not actually, were not even eligible for any homeless service. >> so there are people there who are not legitimately homeless? >> that is what is suspected. claire: indeed, as city officials confront this problem with promises of shelter soon. they say there are those in the mix who are preying on the homeless. >> we know there are drug dealers down there taking advantage of those who are the most vulnerable. we know there is some prostitution that has moved into the area. >> my head count was 102 souls here last night. claire: mike pastore, pastor mike to the homeless, has almost single handedly put the problem on center stage. he threatened a demonstratoin outside the speedway during the races this weekend, but has backed off that with a commitment from the city to find 100 beds. possible additional homeless are finding their way to what' s now called the wall and that 100 may not be enough. >> the only thing thats going to solve the problem is having an adequate number of shelter beds. now what that number ultimately ends up being, i' m not sure. claire: according to police, there has been a few arrests this week. so far, no one has been arrested for camping out in front of this building or trespassing. meredith: the bill known as the pastor protection act, didn' t get a hearing in thursday' s meeting of the house judiciary committee, but it' s still causing plenty of debate. the measure by state representative scott plakon, a longwood republican, would prevent clergy members from being forced to perform marriage ceremonies contrary to their beliefs. plakon says he' s sponsoring the bill due to last year' s landmark u.s. supreme court decision, right to marry. >> this is just an extra layer to give pastors and other religious practitioners comfort that they can go about what they do without worrying about being persecuted for that or even criminally charged. s opponents say those protections already exist in the first amendment, which guarantees freedom of religion. carlos guillermo smith of the advocacy group equality florida, says the bill is really about getting religious conservatives to the polls. summer: a newborn baby is factor in the crash. a sex offender is arrested accused of trying to kidnap a three-year-old girl at a florida airport. summer: police say the suspect admitted he grabbed the girl' s wrist because she thought she was cute. 42-year-old cuong nguyen allegedly grabbed the girl while her family was renting a car at miami international airport on tuesday. the girl ran to her mother. the suspect was nash was born, there was one point that i felt bugs were all over me and my baby and there was no bugs. gail: she says things got even darker. >> i remember looking at him, screaming at top of his lungs for hours, and i thought, maybe i should put this pillow on his face. that would end this right now. gail: laura diaz sought help from her doctor and family, and is being treated for maternal mental illness. she just got back to work and is surprised by the united states preventative task force recommendations, that women should be screened for depressinon during pregancy and after giving birth. >> we already screen our patients for depression. gail: dr. lori boardman, the chief medicial officer for florida hospital for women, applauds the new >> a lot of women get the baby blues, ppd takes it up another level with several impacts like sleeping and eating. gail: she says the withdrawal, sadness, can happen even out to a year after the baby is born. >> suicide is the second leading cause of death in that first year after you have a baby, and you really want to watch those women, some may even have to be hospitialized. >> now i'm totally attached to him. i love him. he's my little man. >> if we take the shame away from it, maybe more women will seek treatment. meredith: dr. lori boardman of florida hospital for women says postpartum depression is a big problem most under
