police. we're told tosa p-d has been getting threats ever since the decision was announced monday that charges would ?not? be filed against the officer who shot and killed jay anderson in madison park last june. police are offering few details about the person arrested...but they're sending the case to the d-a for charges. a 9-1-1 call is shedding new light on a frightening attack last month on milwaukee's east side.a letter carrier was jumped when delivering packages near brady street. more now fros parise. a frightened woman called 9-11 when she heard that attack happen on november 17th. "that's what i've been told, happened when mail carrier scott peller was trying to deliver two packages to 1634 north arlinton place.according to a report, two men knocked the boxes out of peller's hands as he walked down the street to deliever them - and then took off. peller, a 23-year-veteran of the postal service, chased after the two men.he screamed at them to stop, saying it was a federal crime to steal the mail. eventually one of the suspects, daryl walters was arrested.he appeared in court last week on this offense. (nat. meeting) hector colon, the director of milwaukee county health and human services, says the first question the governor's staff was about costs. (colon) 17;10 17;10"the state has to reform the whole system in order for some upfront investments but long-term it's going to lead to the better outcomes: reduced recidivism, won't compromise public safety, and will save a lot of money in the process." and the governor's staff - he says - seems at least open to talking about a new 36 bed facility ?operated by milwaukee county?. it would be for non-serious juvenile offenders. (gfx) they're also advocating for the elimination of use of pepper spray... age separation within the facility population... and consideration of shorter stays treatment goals... among many other items. some advocate - who want to be more involved with the proposal - however, say they're still cautious.
