News. Hello and welcome to News half of the b.b.c. World Service We're coming to you live from London I'm James Smith and let's start in New York a city in which both the United Nations and Donald Trump in his role as a property developer have left the tech truly Well those 2 worlds will meet later when Mr Trump makes his 1st appearance as president of the huge mother this building on the East River that's home to u.n. Headquarters he's that today to talk about reform of the organization our correspondent Laura Trevelyan who's also he's going to be chairing a meeting that the u.s. Has called for on United Nations reform remember President Trump has said that the u.n. Is really just a talking shop a club where people have fun and don't do anything and the u.s. Is the biggest contributor to the United Nations budget providing 22 percent of the regular budget 28 percent of the all important peacekeeping budget so this is a meeting with 120 other countries to talk about u.n. Reform about how to streamline it make it more efficient get rid of too much bureaucracy and all of that kind of thing but diplomats I've been talking to here at the u.n. All just hoping to get a signal from the president that he will keep going with funding the United Nations and not want to slash it but there's a certain amount of nervousness about the timing that he will strike as one diplomat said to me hurricane Trump is about to make landfall at the United Nations he does need the u.n. The u.n. Security Council in particular at the moment doesn't he when it comes to something like North Korea Yes and absolutely this is where the president's America isolationism does makes the reality of the world order and of course the u.n. Is the heart of multilateralism and has been since 945 when the u.s. Was a founding member so the last 2 United Nations Security Council resolutions on North Korea that the u.s. Took the lead on pushing for following North Korea's nuclear ballistic an intercontinental ballistic missile test have really been quite strong and in fact gone from was tweeting about one of them yesterday saying that. Implying that there were lines in the streets of North Korea because of the impact of these sanctions and certainly the United States ambassador to the u.n. Making Haley is quite well liked the u.n. And she's very tough and she's got spoken but people here feel that she does think the world body is useful to advancing the interests of the United States and the hope is that don't trump sees it the same way to message from the u.s. About reforming the organization and making it more efficient I mean it's not just America saying that I mean within the u.n. There are voices and I guess that includes the secretary general to who believes that I mean is he likely to go along with those sort of internal plans for reform do you think for the moment I think that the u.n. Secretary general on terrorists who started his term of office in January is very keen to reform the u.n. As the u.s. And all those wish it to be reformed and of course this is an old topic I was the u.n. Correspondent back in 2006 and we were talking about u.n. Reform then and one previous u.n. Secretary general was asked how many people work at the u.n. And he replied about that so yes it's a longstanding concern that this is an inefficient International Bill c. There isn't really accountable a member states just pay a bill every year and that's the thing. Rolling on so there's definitely a drive for u.n. Reform but I guess the wider question is how the u.n. Fits in with Donald Trump is a view of the world and we'll find out more about that one day when he addresses world leaders in his keynote speech Mrs Laura Trevelyan speak to me from u.n. Headquarters in New York well in December last year Donald Trump said to the u.n. Cools problems rather than solving them if you were in such tremendous potential not living up to its potential there are certain tremendous potential but it is not really not when you see the United Nations showing up they don't think. It lives up to the potential It's a great thing to do it's a it's a waste of time. So what does President Trump. Apparent fascination with the u.n. Richard Gowans written about that relationship is un fellow at the think time the European Council on Foreign Relations he's based in New York probably has a long history with the u.n. In the early 2000 he actually bid to refurbish the u.n. Building and was pretty offended when. He was then the secretary general didn't take up his offer Trump claim to that he could refurbish the u.n. Headquarters for about half a $1000000000.00 It eventually went to another contractor who did it for 1500000000 dollars And Trump has always said that this shows the un doesn't know how to get a good deal and before becoming president but quite recently he was on Twitter complaining about the quality of the marble in the general assembly hall so evidently something did stick in his mind after his un interactions and it annoys him does that mean then given how much the contract eventually went for does it mean then that he is still obsessed with the idea of trying to crim the UN's budget over spends Trump has often said that the un is too expensive in fairness that's pretty standard Republican attack line against the organization at the start of his term at the beginning of this year the trumpet ministration were making a lot of noise about cutting 40 or 50 percent of the u.s. Donations to the u.n. It's walked back from that and Trump is here with a slightly more moderates message he's saying that he wants to see the u.n. Reform but he's willing to work with the u.n. Secretary General Antonio terrors to improve the system incrementally I think the reason for that is that the trumpet ministration has learnt that simply bashing the u.n. Is unpopular abroad and it's also used the organization on the Korean issue yes because it knows I guess. That you know aside from a military offensive the only diplomatic route is through the u.n. Security Council it's really remarkable I mean here we have the America 1st president but his entire foreign policy pivots on whether he can persuade China and Russia to continue to stick with him in the Security Council in putting pressure on North Korea Trump is actually in a pretty vulnerable position at the u.n. Right now because if the Chinese in particular stop supporting u.s. Policies towards North Korea which is a real risk then suddenly he might find themselves tumbling into a war that he doesn't want and I guess thinking about the u.s. U.n. System more widely his stated aim of withdrawing from the Paris climate accord is also found that that's much more difficult than he thought initially as well yes I think if one foreign policy gambit by Trump has backfired in the last 9 months it was his decision to announce he's withdrawing from the Paris deal I think Trump must have hoped some other countries would join him but literally none did so and so Trump comes to the u.n. Totally isolated from all other members of the organization except I think Syria in Nicaragua in being against the Paris deal and leader after leader is going to implicitly attack the u.s. For that decision so it's very embarrassing for him so does that mean when he speaks today and again tomorrow that he is much less likely to come in with a hard line approach and annoy those potential allies even further do you think he will soften his message I think if Trump has good sense he will be relatively emolument on the u.n. Stage of course he's going to have some criticisms he's going to talk about the bar I asked of the u.n. Against Israel but he does need to maintain some support from fellow leaders in New York. The problem with Trump of course is that maybe he'll look around the u.n. General assembly hall and see some of the cheap marble he doesn't like and just go off on a rant unscripted uncontrolled by his officials and really embarrass him self and his administration again Richard Garwin unfun will find out what he does have to say in about half an hour's time you're listening to news that Japan is the only country in the world to know what it's like to come under nuclear attack and ever since the 2nd World War the countries maintained a pacifist constitution so how does the determination to be a nuclear free country sit with the threat of a nuclear attack by North Korea I'll take your correspondent report Wingfield haze as this report. Of the Peace Bell in the atom bomb Memorial Park in Hiroshima just across the river from me here is the famous atom bomb dome the shattered building that has been left as a memorial to the world's 1st atomic attack I remember fall many people in the river you see Keiko is an 80 year old survivor of the bombing she saw the city obliterated the rivers filled with dead bodies now she fears it could happen again I'm so sad this scene that Japanese children doing and you will and the how to hide a. Missile. I recall you and how many times I cried I couldn't believe the subtle kind of feeling we have a right now. We're afraid. Last month for the 1st time since the 2nd World War and raid sirens sounded across Japan a North Korean missile was flying overhead it was a real shock. But as the song ends many. Asked whether we go Japan is ill prepared for a North Korean attack. I was standing in the entrance hall of what looks like a perfectly normal suburban house on the outskirts of. But it is not I'm going down into the basement and in front of me here is an enormous metal door which I'm going to open. And stepping through another metal door in front of me here an open one. And I'm now going through a wall which is about 30 centimeters thick concrete into an underground bunker where they. Don't issue mortar gives me a tour of his bunker and shows me the German made system to clean the air of radioactive particles. It cost him $25000.00 u.s. Dollars Mr Hume author says people used to laugh at him not anymore every. Morning. I've sold more of these filter systems this year than in the past 55 years put together. I used to get only about 10 inquiries a year so far this year I've had more than 800 inquiries. People are worried but there is no agreement here on how serious the threat is from North Korea nor on how Japan should respond. In his plush office at a Tokyo think tank I've come to meet retired Air Force general Noboru Yamaguchi he tells me Japan has never faced a threat like this since the end of the 2nd World War 2 there were still on the low much more serious than the Cold War Remember those sirens that went off last month Strangely they did not go off in Tokyo here it was an ordinary day there was a combination of using it to make people war but then at the same time not wanting to cause a panic Eva Eva busy commuting time in Tokyo profess a coach in a car no he's a fierce critic of Japan's prime minister Shinzo abbé he says Mr Abbott is using the fear of North Korea to try and turn Japanese people against pacifism prime minister of his intention is rather clear to push for remilitarization of Japan and strong alliance with the United States and so there is a tendency from the government to play up the danger I. Back in Hiroshima a 2 year old Keiko Olga has worked her whole adult life to promote nuclear disarmament she tells me she has failed and the world has failed the 10s of thousands who died here 72 years ago and that was a recurring Fieldhouse reporting that from Japan you're listening to news that from the b.b.c. Checking your forecast today cloudy slight chance of showers I 77 we will see rain tonight as hurricane Jose continues to make its way north just off the Delmarva coastline. Tonight overnight low 66 it's 920 Good morning. You're listening to news after the b.b.c. I'm James Menendez now must try many Jip to nearly $500.00 defendants is coming to an end they were charged with allegedly setting fire to police cars and assaulting policemen back in 2013 off to Egypt's Islamist president Mohamed Morsi was ousted from office one of the accused was an Irish citizen he brought him hello and he's just being acquitted he'd been detained for the past 4 years and the trial itself have been adjourned more than 20 times now let's go live to Cairo and speak to the B.B.C.'s run a separate 1st of all right here only bring him how I had to get caught up in this . Well it is clear that Mr Howe and his sisters were both in the mosque at the moment they were there in support of President Morsi rather former President Morsy who had been removed earlier in the year and there was a sit in in his support in the area that was forcefully evicted on the morning of the 14th of August and after that there was rising violence in the streets with supporters of the Muslim Brotherhood and of former President Morsi trying to make their voices heard including Mr Hanna and his 2 sisters and they were called out If I am most in downtown Cairo the accusations included in addition to what you've just Menton mentioned also sabotage and trying to impede praying in the mosque for the public so he was acquitted then with his sisters the sisters were released and they travelled out of the country by to they did receive sentences today or rather they were acquitted along with their brother earlier today in Cairo and what about all the other defendants have there been verdicts in their cases yet well it's a he just like you said it's a mass tried speaking about 494 that's almost 500 defendants 43 received life sentences 52 were acquitted and those who are known to be members of the Muslim Brotherhood received between 5 and 15 years for that case in particular that meter Mind you that this is the 1st step of the litigation the sentences may be appealed that would take another few years in court why did it take so long to get to this point I mentioned the many times this is already being adjourned. Well as a matter of fact that's the Unfortunately judicial system in Egypt as a whole and ever since 2011 since we're Barco Stoppel defense even We've been seeing cases that go on for years and years it's kind of a labyrinth there's just never ends and there's always another step or another procedural session so this is the nature of the judicial system in the country unfortunately and not much has been done to kind of speeding up the process or to make it any a shorter run in many things to be running somebody on the line from Cairo when it's time to Maya for director of the human rights organization reprieve which has been involved in Him while our case my a joining us from New York thanks for being with us your reaction to his acquittal festival Well it is wonderful news that he has been acquitted it has been far too long coming and now we are very hopeful that we will see Abraham returned home to Ireland so he can start to rebuild his life after 4 years of pretrial detention and just to be clear he's not a dual citizen as he is an Irish citizen he is an Irish citizen who was just traveling with his siblings he was on holiday in Egypt at the time and attended these protests pro-democracy protests which rounded up and as you just heard along with 494 people subjected to this mass trial and facing capital charges so he could have been given a death sentence but as you say an innocent caught up in what was effectively a troll for supporters of President Morsi. Yeah we're seeing a lot of these
