On the record. Ed thank you for joining us on this sunday. Massachusetts voters will decide whether to legalize Recreational Marijuana here in the commonwealth. Today, we have jim borghesani, Communications Director for yes on 4 campaign. Emily thank you for being with us. Right now we have four states, colorado, alaska, oregon and washington. Here in massachusetts we now allow the use of medical marijuana. Along with 23 other states. Lets break it down to basics. Why should marijuana be legal recreationally in massachusetts . Jim first of all the Current System is a failure. It has done nothing to protect teens for marijuana. Easy access. Drug dealers dont check ids. Subsidized by taxpayers without returning anything to taxpayers except more cost in arrests, incarceration and many other Law Enforcement costs. What we are proposing is a system that would actually start to control marijuana in massachusetts. It would also give people who require medical marijuana a chance to get them without breaking the law. Im talking specifically about people who do not want to be placed on the list in massachusetts. Right now medical card in massachusetts you are placed on a state maintained list. We dont have state maintained lists for gun owners. A lot of people, particularly veterans, federal employees, dont want to be placed on this list because they dont want to lose federal benefits, their pensions. As you know, marijuana is illegal at the federal level so this would help a lot of people who require therapeutic marijuana to get it. Emily because you could grow a legally at a retail shop without having to go on a list that a lot of people dont want to go on. A lot of people dont have access only a handful of stores open now. We have medical marijuana laws that we have not realized the advantages of in medical marijuana system. It would correct the many social injustices that occurred on the war on drugs. Right now in massachusetts even with decriminalization more likely to get arrested for marijuana offense that a white person, despite equal use rates among both communities. It would correct a social injustice. The third reason, and there are many more, marijuana now is travel and in society is prevalent in society and has been for decades. We think we should take commerce away from criminals, drug dealers, put it under the ed youve heard the argument before, marijuana is a gateway drug. To that you say jim we say that his false. Ed Robert Dupont says marijuana is positively correlated with cigarette use, illegal drug use and cocaine and methamphetamine. Jim hes wrong. I would like to see a Scientific Study that shows that because we have not seen a single credible Scientific Study that shows that marijuana is a gateway t its two things, tobacco, and alcohol. We have seen that early use up tobacco is a gateway to other substances, not necessarily because people are seeking other substance, because that indicates a social problem at home perhaps. Something in the way a person is substance abuse. One of the early indicators is early smoking of tobacco. The notion that marijuana leads to anything as a gateway has not been proven scientifically by anybody. Ed lets play marty walsh, the boston mayor who has been in alcohol recovery. His first words of the Democratic Convention are i marty walsh and im an alcoholic. Recovery for nearly a quarter of a century and he is working to defeat legalizing marijuana. Marijuana is alcohol is legal. Explain to the people of massachusetts why its important to legalize marijuana. I think that would be a good start. Ed to him, you would say . Jim i would repeat that we think the Current System is a failure. We think good societies recognize Public Policy failures and improve upon them and thats what were trying to do with this. We want to have a system that is that will actually decrease access to teenagers. People think the notion that legality will increase use has been proven wrong in every state. In massachusetts, teen use is declining despite the fact that we had to criminalization. Decriminalization. Ed colorado has shown a 19 growth in teens. And that stated at shown growth, 12 to 19 . Jim im going to dispute the most recent report that came out, Healthy Kids Colorado survey, the widest and Largest Survey of its kind in the country, 17,000 kids surveyed of the report came out in june, shows teen use lapsed in colorado. Emily this entire year we have done stories about the opioid epidemic. You saved my gateway drug but you have leaders in our state, governor baker, mel walsh, or saying when they speak to people at these Recovery Centers their hearing i started with marijuana. Is a tough year when everyone is so concerned about opioids. Jim they should be concerned about opioids. The largest indicator or the largest reason that we have an Opioid Crisis is opioids themselves. The vast over prescription opioids over the last 15 years. Ill point out that governor baker does talk about marijuana in relation to opioids when hes talking about our question. If you watch him or the attorney general, or the governor baker passed burrell, she never mentions marijuana once when shes interviewed when it comes to opioids. She never mentions it. Its a political consideration used by governor baker from his reasons. Ed lets play the governor on beacon hill. You got some heavy hitters lined up against the legalization. She was on a 30 minute interview on television in may, all about opioids, she never mentioned marijuana once. The cdc recently came out with guidelines for opioid prescription and they mention the factors leading to opioid addiction. They do not mentioned marijuana once. Ed so it is a different item that was when we were growing up. Jim yes. Some strains have a larger percentage of thc. Some strains dont. The strains that the attorney general mentions, they have been in society for 20 years so we are not introducing anything to the market that does not already exist. All we are saying is lets finally take a way that has worked for alcoholic beverages in massachusetts prohibition ended. We have a regulatory system. Jim there was a study that came arcview. They concluded that by the year 2020 we would have 1 billion in sales, based on that we would get about 100 million in taxes. We are basing that on our tax structure which would be 10 combined sales tax and excise tax. Also a 2 optional local tax. By 2020 we see about 100 million in revenues. Emily 1 billion in sales based on so far . Jim looking at studies of use rates in massachusetts compared to other states. Pr they calculated the population, which we are about the same as colorado, video little bit more. Colorado is on track for epic 1. 4 billion in sales. Our usage rate is maybe a little less than colorado but using factors like that. Ed big money involved. Who is the money behind you . Jim we have several. Pac created by a group headed by peter lewis. They want they put their money toward social justice. One of their primary targets is the social injustices of the drug war. We get a good amount from them. We are thankful for that. Small donors, lots of people donating just like any other campaign. We have some philanthropists who are interested in social justice and time. Medical marijuana suppliers who think this is the right thing to do. We use adult use marijuana. We do not use that term. Im a social drinker, i would uses, not with bad intent, just because it is shorthand to differentiate for medical marijuana from social use marijuana. Recreational, we never use that term.
