The ohio primary is causing a lot of confusion because it has two areas where voters can choose delegates to the cleveland. One of the races is for at large delegates to support one of 11 candidates. The other is for choosing delegates from specific congressional districts. Districts. State law requires two contests for president to appear on the ballot. Ballot. Hamilton county board of elections director sherry poland says thats the way its been for years. Delegates were awarded number of votes won. Won. Whats different this time is the Ohio Republican party has gone to a winnertakeall state so that changes things slightly. Slightly.
