But for this Homeless Outreach team, work is just beginning. With the sound of rumbling trains in the background and the sight of a man with numerous bags who appears homeless, not everyone always is, team members make their move at the chambers street station in lower manhattan. They try to encourage him to come inside to one of their beds or dropin centers with the ultimate goal of permanent housing. But he did not want the help, something rodrigo understands. I have a drug addiction. Thats the reason why im homeless. Because of drugs. Reporter we met him outside the west 4th street station. He says these outreach teams have also tried to help him. They cant help you unless youre going to make the first decision to help yourself. Reporter you havent done that yet . Not yet. I have not. Reporter from drug addiction to emotional problems to severe mental illness, outreach workers are up against everything. Its tough, you know . Not everyone accepts our services on the first time or the tenth time or the 100th time but we always continue to engage with them. Reporter over the last several weeks, we spent some very late nights in the subways getting a firsthand look at how the city and the mta are trying to combat homelessness underground. Theres a significant issue for the mta. We know its a concern for our customers. Its a concern for us. Reporter Aaron Eisenberg is with the Citys Department of Homeless Services. New yorkers are frustrated with homelessness on the streets and in the subways. What do you say to new yorkers who are wondering is anything being done about it specifically in the Transit System . What do you say to those people . Okay, what i say is that the lifelong new yorkerer, theres always been homelessness. No matter what we do people will end up homeless. Today we are fortunate that we have more resources than before. Reporter that includes a nonprofit committee. About a year ago, the mta and the city boosted brcs contract to 6 million to do Homeless Outreach in the subways. Teams also work in hubs like penn station. The Department Says staff will increase to 90 by the end of this month. Eisenberg says they have had more than 1,000 homeless placements since july of 2014. The department of Homeless Services says outreach work like what you see behind me takes place 24 hours a day, seven days a week, every, single day of the year in all five boroughs. The nypd also plays a role. Do you have a place to sleep tonight . Not yet. Do you need any help . No. Reporter here in cone of concern, officers from the Homeless Outreach unit work the last stop of the n line. The nypd usually goes out on joint operations with brc. Were not looking to go out and take enforcement against them. Obviously, if theres violations well correct those but we want to offer outreach to the homeless. Reporter violations like causing a disturbance or lying down on a platform or train. Others, legally, they can only encourage people to voluntarily accept help. While many dont back in manhattan this man may have made that choice agreeing to an appointment with homeless morning. Andrea grymes, cbs 2 news. We did ask the City Department of Homeless Services if this contracted Subway Program is part of the comprehensive review of the but we have not heard back.
