[ laughter ] >> reporter: compos drove south in northbound traffic for several miles finally crossing back over in fort lee. the pursuit continued into the turnpike where a traffic jam forced him to stop. >> get on the ground! >> reporter: a cluster of cops took him safely to the ground. >> reporter: the entire dash cam video lasts about 20 minutes. i watched the whole thing. the police were remarkably professional, regularly reporting their speed and traffic and weather conditions to a supervisor who was ready to call things off if it got too dangerous. remarkably it ended with no injuries and no damage to any vehicles. tony aiello, cbs 2 news, fort lee. new developments on the infant left inside of a church's nativity scene. police have identified the mother, seen here buying a towel in richmond hills, queens. the baby boy was found wrapped in the towel at the nearby holy child jesus church. the district attorney says the mother will not face charges because she followed the spirit of the safe haven laws and she even returned to make sure the baby had been found. a man used a laser to in the bronx. the camera captures him holding it on the bus last wednesday. he aimed it it at the rearview- mirror, and when the driver looked into the mirror, he was the city council is set to provide nonpublic schools with security guards upon request. one private security guard for schools with 350 students or more. more funding will be earmarked as needed. biking badly. a city councilman wants to make it easier for bicyclists to make it easier to ignore the rules of the road. the new plan is creating quite the controversy. some say it's bike bedlam in new york. >> reporter: do new yorkers stop at red lights? it's hard to tell. we spotted a dozen biking badly. they completely ignore the stop and the pedestrians with the right-of-way. >> reporter: this guy nearly collides with a pedestrian and another biker. >> i see them all day cutting between cars, running red lights and even jumping on the sidewalk. >> reporter: now red may soon mean yellow. cyclists soon may not have to stop if the new legislation is passed. the proposal would allow bicyclists to treat stop signs and red lights as yield signs. >> i have almost gotten struck by bikers. i don't think the law would be helpful. >> reporter: the rules are written here and on the handlebars of the new bikes. mayor de blasio is continuing to push his vision zero plan to lower the number of fatalities, and he says he shares the goal of increasing cycling around the city but the focus is on complying with existing laws. to be fair, bikers are not the only ones responsible for the dangerous streets. we caught pedestrians looking down at their phones, almost causing safety collisions, and a new twist to the horse carriage controversy in the city. with the mayor's latest attempt to make good on his campaign promise to outlaw them in his first week of office, he wants to reign them in. he wants to reduce the number to 270 and build a traffic for them to keep them out of traffic. any plan would need the approval of the city council. from the parade to traveling for thanksgiving dinner. tomorrow's forecast is very important. lonnie quinn is tracking it all for you on the upper west side. lonnie?
